Future Directions for Ukrainian-Language Education/261 Jim Cummins Preface This volume contains the proceedings of the first conference in Canada on research into Ukrainian-language education, especially English-Ukrainian bilingual education. The conference, organized by the Canadian Institute of Ukrainian Studies, was held at the University of Alberta in November 1982. The lot of teachers of second languages in Canada is not an enviable one. Because of North America’s long heritage of neglect, indifference or outright hostility toward second-language learning, those who teach and those who learn second languages have always encountered tremendous difficulties. The North American environment has discouraged enrollment and the result has been an avalanche of problems that affects every aspect of the educational process—teacher education, teaching materials, transportation, the size of the support staff and the work of personnel in departments of education. Teachers who persevere therefore need all the help they can get, and this volume will hopefully assist them. The Canadian Institute of Ukrainian Studies has always been close to Ukrainian-language education—especially to Ukrainian bilingual education—and a conference on Ukrainian education was therefore inevitable. The only question was its scope and form. Would it include the private ridna-shkola sector? Would it concentrate on language or attempt more? Would its orientation be practical, providing a kind of two-day inservice on the most success- ful classrooms, teaching techniques and teachers? Or would the x Osvita emphasis be on what has been learned about Ukrainian education from graduate studies and other research at the university level? In the end, the decision to hold a research-based conference was the result of representations by Mrs. Olenka Bilash, Ukrainian Language Consultant, Strathcona County Board of Education, and Mr. John Sokolowski, Ukrainian Language Curricular Assistant, Alberta Education, both of whom, along with Mrs. Patricia Sembaliuk, Ukrainian Language Consultant, Edmonton Public School Board, agreed to serve on the programme committee of the conference. As committee chairman, I wish to thank them for their invaluable assistance. In our discussions, it was evident early that the stress would be on language education, with the focus on bilingual classrooms, where most of the recent research has been conducted. The conference had three main purposes. First, it was concerned to present the results of research about Ukrainian-language education at the pre-university level. Secondly, it sought to provide researchers into Ukrainian-language education with an opportunity to interact—especially important since none of the researchers could actually pursue scholarly careers in their areas of special interest. And thirdly, the conference hopefully would indicate topics in Ukrainian-language education that might be researched in the future. The conference was held on the campus of Alberta’s oldest university—a public institution of higher learning in a province which almost seventy years earlier had cancelled the certificates of teachers of Ukrainian in the large Ukrainian bloc settlement east of Edmonton. How times have changed! The opportunities to provide children with a bilingual and bicultural education are now practically unlimited, thanks to an amendment to the provincial school law in 1971. Ukrainian bilingual and bicultural education in Alberta, reintroduced in 1974 by the Ukrainian community in Edmonton, is on the verge of being surpassed by developments in Manitoba since 1979, and there are encouraging signs that Saskatoon’s Catholic school system is about to join the movement on the prairies. It is, however, the task of professionals to ensure that the bilingual-bicultural experience is the best possible, and for Preface xi that it must be firmly rooted in facts rather than rhetoric. And even unpleasant facts, if certain, can be useful in effecting the changes needed to bring about improvement. M.R.     ABSTRACT OF THE DISSERTATION Faithful Stress in Paradigms: Nominal Inflection in Ukrainian and Russian by LUBA BUTSKA Dissertation Director: Hubert Truckenbrodt This dissertation is the first English-language description and analysis of Ukrainian inflectional stress in nouns. The analysis also offers a new way to capture the generalizations of stress in Russian nouns. Ukrainian and Russian nominal inflectional stress patterns fall into three main divisions: Fixed stress; Post-stem stress; and Mobile stress. Fixed stress surfaces on the same stem syllable throughout the entire inflectional paradigm; these stems are specified for stress in the input. I propose a new analysis for Post-stem stressing nouns in terms of faithfulness: these stems are faithful to an absence of stem stress in the input. The characterization of certain stems as lexically marked for stress, and others as not inherently stressed, is one which has a long history in the generative accounts for Russian (cf. Brown et. al. 1996, Halle 1973, 1997, Halle and Idsardi 1995, Idsardi 1992, Melvold 1986, 1990, Stankiewicz 1986, 1993). But whereas accounts of Russian usually specify a special rule or constraint requiring stress to arise on ii Post-stem syllable, the proposal here is that faithfulness to that lack of stem stress drives the Post-stem pattern. Mobile stress is the final pattern in Ukrainian and Russian nominal inflection. I maintain the two-way distinction of underlying stress (i.e. presence and absence) by looking carefully at the whole paradigm of a Ukrainian nominal stem. I show that a particular member of the paradigm always triggers Mobile stress, and that Mobile stems therefore need not be specially marked in Ukrainian, as they have been in Russian.

    Geoffrey Hull and Halyna Koscharsky1 Contours and Consequences of the Lexical Divide in Ukrainian When compared with its two large neighbours, Russian and Polish, the Ukrainian language presents a picture of striking internal variation. Not only are Ukrainian dialects more mutually divergent than those of Polish or of territorially more widespread Russian,2 but on the literary level the language has long been characterized by the existence of two variants of the standard which have never been perfectly harmonized, in spite of the efforts of nationalist writers for a century and a half. While Ukraine’s modern standard language is based on the eastern dialect of the Kyiv-Poltava-Kharkiv triangle, the literary Ukrainian cultivated by most of the diaspora communities continues to follow to a greater or lesser degree the norms of the Lviv koiné in 1 The authors would like to thank Dr Lance Eccles of Macquarie University for technical assistance in producing this paper. 2 De Bray (1969: 30-35) identifies three main groups of Russian dialects, but the differences are the result of internal evolutionary divergence rather than of external influences. The data come from 134 randomly selected articles in two Ukrainian newspapers dating from 1998–2013. Among the morphological and syntactic issues that receive particular attention are the allomorphy of the Ukrainian vocative and the spread of vocative markings to new categories (e.g., last names). In addition, the dissertation examines how the vocative behaves in apposition with other noun phrases; this sheds light on the controversial question of the status of the vocative in the Ukrainian case system. Another syntactic issue discussed in the study is the collocability of the unbound address and deferential reference term pan, which has become widespread in the post-Soviet period. The dissertation also examines several pragmatic issues relevant for the variation in contemporary Ukrainian address. First, it investigates how familiarity and distance affect the choice of different unbound address forms. Second, it examines how the gender of the speech act participants (addresser and addressee) influence preferencs for particular forms of address. We investigate the grapheme–phoneme relation in Ukrainian and some properties of the Ukrainian version of the Cyrillic alphabet. Keywords: Ukrainian, phoneme-grapheme relation, script analysis. 1. Introductory remarks Ukrainian is an East Slavic language spoken by about 40 million people in Ukraine and Ukrainian communities in neighboring states (Belarus, Moldova, Poland, Slovakia, Russia — especially in the so-called Zelenyj Klyn ‘Green wedge’ in the Far East Siberia from the Amur and Ussuri rivers eastwards to the Pacific), also in Argentina, Australia, Brazil, Canada, USA, and some others. The features typical for modern Ukrainian are found already in the texts from 11th- 12th cent. AD, they have been appearing systematically since 14th-15th cent. (Rusanivsjkyj 2004). Ukrainian uses the Cyrillic script. The Cyrillic alphabet, also known as azbuka (from old names of its first two letters ( ) and ( )), has been traditionally used to write East and South Slavic languages (with the exception of modern Croatian and Slovenian), and also Romanian until 1860 (Jensen 1969: 491). As a result of political decisions it spread over a much larger area covering most (but not all) of languages in the former USSR, many of them using Latin or Arabic script before (cf. Comrie 1996b for a more detailed historical overview). Obviously, being applied in so different languages like Russian, Abkhaz, Tatar, Tajik or Chukchi (to give just a few examples) it had to represent much more phonemes than those occurring in Slavic languages, hence there are/were many language specific modifications of the alphabet (modified particular letters, diacritic marks or completely new letters, cf.

    Ukrainian language in Canada: From prosperity to extinction? Khrystyna Hudyma University of Saskatchewan In this paper I want to explore in what way and due to what factors the Ukrainian language in Canada evolved from being a mother tongue for one of the biggest country’s ethnic groups to just an ethnic language hardly spoken by younger generations. Ukrainian was brought to the country by peasant settlers from Western Ukraine at the end of the 19th century; therefore, it is one of the oldest heritage languages in Canada. Three subsequent waves of Ukrainian immigration supplied language retention; however had their own language-related peculiarities. Initially, the Ukrainian language in Canada differed from standard Ukrainian, with the pace of time and under influence of the English language they diverged even more. Profound changes on phonetic, lexical and grammatical levels allow some scholars to consider Canadian Ukrainian an established dialect of standard Ukrainian. Once one of the best maintained mother tongues in Canada, today Ukrainian experiences a significant drop in number of native speakers and use at home, as well as faces a persistent failure of transmission to the next generation. Although, numerous efforts are made to maintain Ukrainian in Canada, i.e. bilingual schools, summer camps, university courses, the young generation of Ukrainian Canadians learn it as a foreign language and limit its use to family and school settings. Such tendency fosters language shift and puts Canadian Ukrainian on the brink of extinction in the nearest future. 1 Introduction The first records of immigrants arriving from the territory of modern Ukraine to Canada go back to 1892, and thus, have more than a century of history.
