İNÖNÜ DÖNEM İ TÜRK DI Ş POL İTİKASI (TURKISH FOREIGN POLICY WITHIN THE PERIOD OF INONU) ∗ Ahmet İLYAS ** Orhan TURAN ÖZET İkinci Dünya Sava şı boyunca Türk dı ş politikasının genel e ğilimi sava şa girmeme üzerine kurulmu ştur. Türkiye’nin bu politikası sava şın gidi şatına göre de ğişiklikler göstermi ştir. Sava ş boyunca tarafsızlık politikası izleyen Türkiye, bu politikayı uygularken kimi zaman İngiltere ve Fransa’ya yakın olmasına kar şın Almanya’ya kar şı da net bir tavır almaktan kaçınmı ştır. Bu yüzden dı ş politika yapıcıları Türkiye’nin bu tavrını “ aktif tarafsızlık ” olarak nitelendirmektedirler. İngiltere, Fransa ve Rusya Türkiye’yi sava şa girmeye ikna etmek için birçok görü şmeler ve konferanslar yapmalarına ra ğmen; her defasında Türkiye sava ş dı şı kalmayı ba şarmı ştır. Ancak sava şın sonunun belli olmasından sonra Türkiye kazanan tarafta yer almak için sava şa girmi ştir. Sava ş sonrasında ise Türkiye, Sovyet Rusya’dan gelebilecek tehlikeyi bertaraf etmek için Batı kartını kullanarak ABD ve İngiltere taraflı bir politika izlemi ştir. Anahtar Kelimeler : İnönü, Türkiye, İngiltere, Sovyet Rusya, Almanya ABSTRACT During the World War II, the general inclination of Turkish foreign policy was based on an anti-war principle. This policy of Turkey changed according to the state of war. Following an objective policy during the war, Turkey avoided from developing a determined attitude towards Germany while it remained close to England and France. Therefore, foreign policy makers define this attitude of Turkey as active neutrality. Although England, France and Russia conducted negotiations and conferences to convince Turkey to take part in war, each time Turkey achieved to stand outside of the war. -

TREBIZOND AND NORTH-EASTERN TURKEY BY DENIS A. H. WRIGHT A lecture delivered to the Royal Central Asian Society on Wednesday, October 24, 1945. In the Chair, Admiral Sir Howard Kelly, G.B.E., K.C.B., C.M.G., M.V.O. The CHAIRMAN, in introducing the lecturer, said: Mr. Denis Wright is going to speak to us about the port of Trebizond, whose poetical- sounding name suggests the starting-point of the " Golden Road to Samarkand." I had the pleasure of serving with Mr. Wright in Turkey. From September, 1939, to February, 1941, he was British Vice-Consul at Constanta. After the rupture of diplomatic relations with Rumania he went to take charge of the British Consulate at Trebizond. There, for almost two years, he and his wife were the only two English people; for part of that time he was the only British representative on the Black Sea. From May, 1943, until January of 1945 Mr. Wright was our Consul at Mersin. Although he and I had no direct dealings with each other, I know he was one of the most co-operative of all the British officials in Turkey, and that he did everything he possibly could to help the Services. WHEN in February, 1941, I passed through Ankara on my first visit to Trebizond I was told three things about the place: firstly, that it was the centre of a very large hazelnut-producing area, probably the largest in the world; secondly, that my British community there would be a very small one; and, thirdly, that Trebizond had for many hundreds of years been the transit port of a most important trade to and from Persia, that that trade still flourished, and that I should see camels arriving daily from Persia loaded with all the exotic merchandise of the East. -

AMERİKAN BELGELERİNDE 27 MAYİS OLAYİ Prof. Dr. FAHİR ARMAOĞLU 27 Mayıs askeri darbesinin, Cumhuriyet tarihimizde önemli ve ilginç bir yeri vardır. Olay, 1950'de gerçek anlamı ile işlemeye başlayan genç demok- rasimizin ilk "kesintisi" olduğu kadar, Büyük Atatürk'ün, Ordu ile Politika'yı birbirinden ayırdığı 1924 sonundan beri, Türk Silahlı Kuvvetleri'nin ilk defa olarak, bir siyasal olayın aktifunsuru haline gelmesidir. Ordunun, siyasal bir süreç içinde yer alması, 1961 Ekim seçimleriyle sona ermemiş, 1980 Eylülüne kadar devam eden dönemde, "Ordu faktörü", Türk iç politikasında bazan "silik", bazan da ön plâna çıkan bir nitelikte, yaklaşık 20 yıl kadar devam et- miştir. Bu belirttiğimiz noktalar, doğrudan doğruya Türkiye'nin kendi iç geliş- meleriyle ilgilidir. Fakat, 27 Mayıs Olayı' nın bir de dış politika yanı vardır. Başka bir deyişle, 27 Mayıs olayı, Türkiye'nin dış politikasına da yansıyacak nitelikte olmuştur. Şu anlamda ki, 27 Mayıs olayı meydana geldiğinde, Türk dış politikasında en etkin ve hatta dış politikamıza yön veren tek faktör, De- mokrat Parti hükümetlerinin izlediği dış politikanın doğal sonucu olarak, Amerika Birle şik Devletleri'dir. Aşağıda göreceğimiz gibi, 1960 Nisanından itibaren Türkiye'nin içi karıştığında, Demokrat Parti iktidarı, Cumhuriyet Halk Partisi'nin etkin muhalefeti ve kamuoyunun tepkileri karşısında, Ame- rika'da bir dayanak arama yoluna gitmiştir. Bu durum, Amerika'yı, bir hayli s ıkıntılı duruma itmiş görünüyor. Zira, Amerika'nın o zamanki Ankara Bü- yükelçisinin, 28 May ıs 1960 sabahı, darbenin liderliğini üzerine almış olan Orgeneral Cemal Gürsel'e söylediği gibi, Amerika, Lâtin Amerika ülkele- rinde yıllardır, pek çok askeri darbe görmüştü. Bu ülkelerin askeri darbele- rine Amerika adeta alışmıştı. Fakat, NATO'nun bir üyesi, 1950'den beri libe- ral demokrasiyi benimsemiş ve Batı siyasal sisteminin bir parçası haline gel- mi ş olan Türkiye'de bir "askeri darbe"nin oluşumu, Amerika'yı bir hayli şa- şırtmıştır. -

The scope is then gradually widened. First, it is shown how more historically oriented research can provide insight into the social organization of the region in question, and in particular, into the nature of ethnic identity. Contrary to some common assumptions, ethnicity seems to have been de- emphasized in the later Ottoman period, when the people of this periphery were already well integrated into the state system. Second, again drawing on recent publications by other scholars, the paper reviews the question of ethnicity in Anatolia generally. The Turkish republic has often been criticized for its failure to recognize ethnic groups, and is likely to come under increasing pressure to recognize the rights of ‘cultural minorities’, e.g. in negotiations over EU entry. Within anthropology, however, there is no consensus as to how recognition of group diversity should be translated into political practice. Key terms such as ‘culture’ and ‘ethnicity’ have become unstable. According to Barth’s influential discussion (1969), ethnicity classifies a person ‘in terms of his basic, most general identity’. -

Diverging Perceptions of the Cold War: Baghdad Pact As a Source of Conflict Between Turkey and the Nationalist Arab Countries
DIVERGING PERCEPTIONS OF THE COLD WAR: BAGHDAD PACT AS A SOURCE OF CONFLICT BETWEEN TURKEY AND THE NATIONALIST ARAB COUNTRİES UMUT ÜZER - AYŞE ÜZER ABSTRACT Cold War dynamics compelled Turkey and the nationalist Arab countries, particularly Egypt and Syria, to join two opposing camps. Conflicting geopolitical interests betvveen Turkey and the nationalist Arab countries led to a rivalry for regional hegemony and an alignment pattern inimical to the security of the other countries. Turkey's membership in NATO in 1952 and the establishment of the Baghdad Pact in 1955 caused concern for the Egyptian president Gamal abd-al Nasser, vvho perceived those pacts as tools of Western imperialism. On the other hand, for Turkey these pacts vvere guarantors of Turkish security against an expansionist Soviet Union. Diverging threat perceptions betvveen Turkey and the radical Arab states resulted in a tense atmosphere in the Middle East sub-system. XXXVI Introduction The Cold War (1946-1991) had different meanings for Turkey and the nationalist Arab countries, emanating from their security needs and threat perceptions. For Turkey, the Cold War was characterized by the Soviet threat, which entailed territorial demands on its Eastern region, specifically Kars and Ardahan and demands for bases on the Turkish straits. This state of affairs led Turkey to join the Western bloc, which culminated in its membership in NATO in 1952. Russians were perceived as the source of threat against which Turkey allied with the United States. -

Daha evvelden imam hatiplerde, üniversitelerde başörtüsü ile okunabilirken, bu tarihten sonra bu hak engellendi. İmam Hatiplerin pratikte önü kesildi. Yükselen Anadolu sermayesinin önü kesildi. (Cüneyt Ülsever’e göre, 28 Şubatın asıl sebebi bu sermaye meselesiymiş). 28 Şubatın planları Deniz Kuvvetlerinin Gölcük’teki merkezinde yapıldı deniyor. Bu merkez 1999 Gölcük depreminde denize gömüldü. Rasathaneden Prof. Işıkara depremin merkez üssünün “tam deniz kuvvetleri merkezi” olduğunu söylemişti. Yakın geçmişteki bir Genel Kurmay Başkanımızın dönme olduğu vurgulanıyor. 2-3 defa nüfus kütüğünü bir şehirden başka şehre taşıdığı, izini kaybettirmek için yaptığı söyleniyor. “Türkler 1.500.000 ermeni öldürdü” deyip, derhal Nobel’i alan Orhan Pamuk’u da unutmamak gerekiyor. -

Israel and Turkey: From Covert to Overt Relations by Jacob Abadi INTRODUCTION Diplomatic relations between Israel and Turkey have existed since the Jewish state came into being in 1948, however, they have remained covert until recently. Contacts between the two countries have continued despite Turkey's condemnation of Israel in the UN and other official bodies. Frequent statements made by Turkish officials regarding the Arab-Israeli conflict and the Palestinian dilemma give the impression that Turco-Israeli relations have been far more hostile than is actually the case. Such an image is quite misleading, for throughout the years political, commercial, cultural and even military contacts have been maintained between the two countries. The purpose of this article is to show the extent of cooperation between the two countries and to demonstrate how domestic as well as external constraints have affected the diplomatic ties between them. It will be argued that during the first forty years of Israel's existence relations between the two countries remained cordial. Both sides kept a low profile and did not reveal the nature of these ties. It was only toward the end of the 1980s, when the international political climate underwent a major upheaval, that the ties between the two countries became official and overt. Whereas relations with Israel constituted a major problem in Turkish diplomacy, Israeli foreign policy was relatively free from hesitations and constraints. For Israeli foreign policy makers it was always desirable to establish normal relations with Turkey, whose location on the periphery of the Middle East gave it great strategic importance. -

INTRODUCTION Cyprus holds an important place in the United Kingdom’s foreign policy. There was a rather complex situation in Cyprus during the 1950s; the Greeks tried for enosis (the union of Cyprus with Greece), the Turks resisted, arguing either for the status quo or for taksim (partition), while Britain tried to quit the Island with the exception of keeping two air bases. British officials used every opportunity to preserve British influence on the Island. The Cyprus Question was the most difficult issue to the United Kingdom, Greece and Turkey during the second half of the 1950s and it disturbed Turkey’s relations with Greece and the United Kingdom. The Cyprus Question was the creation of the desires and aggression of two conflicting parties: Greece and the United Kingdom. The Greek Cypriots attempted to exclude the Turkish Cypriots from the Island’s political and economic life and directed terrorist actions against British soldiers and Turks on the Island. There was also a potential threat to the southern border of Turkey. An extreme group within the Greek community wanted to achieve enosis through using violence against their neighbouring community. Regarding Turkey and the international community, Cyprus is located in a crucial strategic area and simply cannot be left to any hostile power. Greece possesses the Aegean Islands that encircle Turkey’s border.1 Periodically, Greek terrorists attacked first the British and then Turkish Cypriots, causing difficulty in relations between Greece and Britain. -
