' I1 Mr. CASARDI (Chairman of the Committee of Political Advisers; stated that the Turkish Representative on the Committee had stressed the importance of complete secrecy so far as this question was concerned. It was not only important that there should be no leakage with regard to the substance of the discussion: the fact that the problem had been discussed at all should also be kept secret. 2. The GREEK REPRESENTATIVE said that originally his government ha^>not been whole-heartedly in favpur of creating the Baghdad Pact. HSwe^erj once it had been created, he realised that any defection frSft^it or any weakness in it would be unfortunate from the poinï^ô£^view of NATO as. a whole. He therefore understood the Turkisft^-d^sire to strengthen the Pact. He believed that the greatest danger^^the Pact was communist propaganda to' the effect that the WesterrT^Quntries were bellicose k and were trying to influence an Asiatic Counfo ^svs-" Iraq - with their aggressive policies. He thought that an eï^^rt should be made to counter this propaganda. Further, he urgecT^t^at the Middle Eastern problem as a whole should be considered TSxthe Council, and. not only a single aspect of that problem sUch^s relations between NATO and the Baghdad Pact. 3I' The NORWEGIAN REPRESENTATIVE agreed with the Greek Representative ; ' He did not see how the problem of the Baghdad Pact could be isolated from the problem of the Middle East as a whole. He also doubted whether this was the right time for discussing the general problem of the Middle East, since there were delicate issues involved which were under consideration in another forum. It might, therefore, be better to hold over discussion until the spring. I4. The TURKISH REPRESENTATIVE pointed out that- this problem had been referred to the Committee of Political Advisers as a result of a statement by the Turkish Foreign Minister at the last Ministerial Meeting, a statement which had given rise to no DECLASSIFIED - PUBLIC DISCLOSURE / DÉCLASSIFIÉ - MISE EN LECTURE PUBLIQUE LECTURE EN - MISE / DÉCLASSIFIÉ DISCLOSURE - PUBLIC DECLASSIFIED criticism of. any kind at that meeting. In particular, there had been no suggestion then that the time was not ripe for a consider- ation of the problem. He urged that the Committee of Political Advisers should be invited to look into Soviet activities in this area. The' specific question under discussion, that of relations between NATO and the Baghdad Pact, was an important element in the Middle East position. 5. The UNITED KINGDOM REPRESENTATIVE supported the Turkish Representative's proposal. After all, the Committee was not being asked to do anything very far reaching: simply that the Council should agree to a discussion on relations between NATO and the Baghdad Pact organization, and that the Committee should consider the question in the first instance and. report back to. -2- NATO SECRET APPENDIX to. C-R(57)10 • the Council. ' It was no doubt true that' Middle Eastern problems were delicate: but surely it was not right for the Council to postpone discussion of any problem simply because it was a delicate one ? ' 6. The DANISH REPRESENTATIVE supported the views expressed by the vrjrwegian and Greek Representatives. The problem was an extremely delicate one, and he thought it was more suitable for discussion in a,private meeting of the Council.. Further, he was not 'clear as to the directives. given to the Committee of Political Advisers, with regard to the way in which it should set about its work. He urged that the Council, at a private meeting, should discuss thoroughly the terms of reference and the methods ; of work of that Committee. " . '. ...... .. 7. The UIITITED STATES' REPRESENTATIVE, thought' that it would be a mistake to set up, or even to give the impression that there existed,' any formal link between NATO and the Baghdad Pact. He suggested that the two countries represented on'both organizations should keep NATO informed of developments. • He agreed with the suggestion of the Greek Representative that there should be a private_discj^sion_ in ^^_Cp.uncil _on the whqle^ problem of the Middle'East." " ~ " . ~~~ - . 8. The ITALIAN REPRESENTATIVE agreed with the Norwegian Representative that the moment was hardly ripe for further discussion of this problem. IIe thought it was one which, perhaps after preliminary investigation by the Committee of Political Advisers, should be referred to Ministers at Bonn. 9. The BELGIAN REPRESENTATIVE felt that to engage on a thorough study of relations between NATO and the Baghdad Pact before any overall study of the whole problem of the Middle East would be putting the cart before the horse. He, therefore, supported the idea of a review of Middle Eastern problems by the Council in private session. 10. The GERMAN REPRESENTATIVE agreed that there should be an early meeting of the Council on this point, but also urged that there should be a fuller discussion of' Middle Eastern problems on the basis çf a paper prepared by the Committee of Political Advisers to which delegations would be able to contribute. A more detailed examination of this kind might take place in three or four weeks. 11..     DIVERGING PERCEPTIONS OF THE COLD WAR: BAGHDAD PACT AS A SOURCE OF CONFLICT BETWEEN TURKEY AND THE NATIONALIST ARAB COUNTRİES UMUT ÜZER - AYŞE ÜZER ABSTRACT Cold War dynamics compelled Turkey and the nationalist Arab countries, particularly Egypt and Syria, to join two opposing camps. Conflicting geopolitical interests betvveen Turkey and the nationalist Arab countries led to a rivalry for regional hegemony and an alignment pattern inimical to the security of the other countries. Turkey's membership in NATO in 1952 and the establishment of the Baghdad Pact in 1955 caused concern for the Egyptian president Gamal abd-al Nasser, vvho perceived those pacts as tools of Western imperialism. On the other hand, for Turkey these pacts vvere guarantors of Turkish security against an expansionist Soviet Union. Diverging threat perceptions betvveen Turkey and the radical Arab states resulted in a tense atmosphere in the Middle East sub-system. XXXVI Introduction The Cold War (1946-1991) had different meanings for Turkey and the nationalist Arab countries, emanating from their security needs and threat perceptions. For Turkey, the Cold War was characterized by the Soviet threat, which entailed territorial demands on its Eastern region, specifically Kars and Ardahan and demands for bases on the Turkish straits. This state of affairs led Turkey to join the Western bloc, which culminated in its membership in NATO in 1952. Russians were perceived as the source of threat against which Turkey allied with the United States.

Nadaner ^ m ^ wight D. Eisenhower found it much easier to stop the British, >* # J French and Israelis at Suez than to maintain a pro-Western order * -^ in the Middle East afterwards. In the two years following the Suez imbroglio, the Eisenhower administration determined that it was locked in a struggle for the Arab world with Egypt and its Soviet patron, and that the West was about to lose. Post- Suez tension came to a head on July 14, 1958, when the Hashemite monarchy of Iraq fell in a coup d'tat. Fearing the demise of other pro-Western regimes, Eisenhower sent the marines to Lebanon and agreed to the British dispatch of paratroopers to Jordan. The administration, however, lacked a coherent idea on how to use the troops or what to do next. Using recently declassified sources, this article shows that the elements comprising a strategy evolved only later, in the days and weeks ahead. The Eisenhower administration would, over the course of the 1958 crisis, attain a modestly deeper understanding than before of the forces ani- mating Middle Eastern politics. Equally significant, the administration would begin to prioritize among Western interests in the region and develop a more sophisticated approach than it had earlier of how best to secure them.

    ABSTRACT Saudi Arabia and the United States’ Plan for Middle East Defense William J. Bowers Chairperson: George W. Gawrych, Ph.D. The Dwight D. Eisenhower administration’s Cold War concerns shaped the United States’ policy in the Middle East during the 1950s. Relations with Saudi Arabia proved critical as the U.S. pursued its interests in the region. At first, the administration did not recognize the importance of Saudi Arabia and later it over evaluated the kingdom’s significance. Saudi Arabia proved decisive in the politics of the region throughout Eisenhower’s time in office. This study examines the U.S.-Saudi relationships, the environment in which it developed, and results that were derived from it. Primary sources, published and unpublished, as well as secondary sources in the form of monographs and periodicals were utilized in the research of this study.     Breaking Baghdad: American National Security Interests in Iraq, 1953-1955 Benjamin Levine 2 Introduction Iraq’s history reaches much farther back than the average American likely recognizes. This history has been lost, replaced with a grim, and unfortunately all too real, perspective. For many young Americans, Iraq is nothing more than a war-torn country once subject to decades of despotism by Saddam Hussein. Images of the Iraq War occupied the televisions of millions of Americans, beginning with shock and awe, a triumph and exposition of American military power, and culminating in the withdrawal of troops after a decade-long battle. Today, Iraq is experiencing violence in a civil war that surpasses, in magnitude, much of the problems and bloodshed that existed prior to the 2003 invasion. For many Americans, this begs the question as to whether or not the war was successful and, most importantly, worth the effort and sacrifices of American military forces. While the Iraq War will assuredly be a controversial and much studied topic for years to come, I am focusing my efforts elsewhere. The latest invasion is simply an extension of American foreign policy in the Middle East that has been developing in Washington for decades. Before 2003, before 1991, before Saddam, there was the Cold War. It was within that context that American influence reached out to the deserts and mountains of the Middle East, a place long believed not to be vital to U.S. national security. After the penetration of the United States into the Middle East, a complex set of defense alliances and pacts were pursued in order to prevent Soviet influence.

    Caitlin Curtis 3MT Proposal American Involvement in the Baghdad Pact The creation of the Baghdad Pact (1955-1959), METO (Middle East Treaty Organization), or the Northern Tier Pact was a direct response to the creation of the NATO and SEATO organizations. The Middle East was believed to have been at risk of Soviet encroachment strictly on the basis of geography. Pro-western, or at least Western-friendly nations in the region including Turkey, Iraq, Pakistan, and Iran, with Great Britain as well, negotiated differences to form the Baghdad Pact. Each member signed anti-aggression pacts toward the other members and worked to improve economic, political, and cultural organizations within the region. The Baghdad Pact would survive the Suez Crisis, Arab-Israeli hostilities, and a reduction in British colonialism before transitioning to CENTO after Iraq pulled out in 1959. The Baghdad Pact would live on as CENTO until 1979, when Iran pulled out during the Iranian Revolution. This thesis will cover the organization’s history while Iraq was still present, by focusing on American involvement from its inception in 1955 to the transition to CENTO in 1959. While Great Britain joined the Baghdad Pact, the United States never officially joined. On the record, they observed. Off the record, Eisenhower heavily supported their operating budget. The purpose of this thesis is to study American involvement within the Baghdad Pact as they played a significant role despite not having become an official member. The Baghdad Pact is not a well-known organization, and in most sources, it is viewed as being a complete failure.

Alarmed about Soviet intension in Germany, Bevin proposed a treaty proposal for unified western Europe. Accordingly Britain, France, Belgium, Netherland and Luxemburg met in Brussels to consider new security measures for western Europe. On March 17 1948 they signed a treaty for economic, social and cultural collaboration and collective self- defence. The Brussels Pact was not strong enough for the defence of western Europe. Hence they made an attempt to bring America into the pact.- result was the formation of the NATO. The North Atlantic Treaty was signed in Washington in April 1949 by 12 countries.

A big colonial race began with the industry era in the World and the petroleum and raw mate- rial race of colonial states were accelarated vehemently. Especially, after the math of 19 century, the weakining power of Ottoman Empire resulted in a big gap in the Middle East. It caused the severe competiton between the states which were eager to fill that gap. It made the region which was im- portant from the view of strategical and having wealthy oil reserves more attractive. The region was shared in 1st Wold War with secret agreements. Western countries foremost UK made the deals with tribal leaders and prominent families to organize the rebelions against Ottoman in order to collapse it. After 1st Wold War, The Kingdoms and the states were established based on colonial and mandate regime in place of Ottoman Empire. The colonial states which Imperial states never give up were established. Untill 2 nd Wold War, Colonial Systems and Mandate regime were led, after 2 nd Wold War, The dipole system which was comprised of USA and USSR was domi- nated the World. Untill that time, USA, UK and France had been dominant in the region, USSR became the rival of them.

    Lesson from history: 1955 Baghdad Pact By Gerald Butt Middle East analyst As a starting point for a new alliance of Arab states with a Western outlook, Baghdad may not be an auspicious choice. This is because the Iraqi capital gave its name to a short-lived British-backed alliance in the 1950s. The failure of the Baghdad Pact, as it was known, heralded the end of British influence in the Middle East. The question today is whether a pact of modernised democratic Arab states that the Bush administration is hoping to form will be more successful than its predecessor of half a century ago. The Baghdad Pact was created in 1955 by Britain, Iraq, Turkey, Iran and Pakistan with the aim of strengthening regional defence and preventing the infiltration of the Soviet Union into the Middle East. Britain hoped that Syria and Jordan would complete the arc of countries sweeping across the region. But Britain's ambitions faced strong popular Arab opposition, encouraged by Egyptian President Gemal Nasser stoked popular opposition to Abdel Nasser in fiery rhetoric broadcast from the Voice British plans in Iraq in the 1950s of the Arabs radio in Cairo. Syria refused to join, while the young anglophile King Hussein of Jordan wavered. Anti-British riots In the end, he bowed to the will of his people who took to the streets in large numbers to denounce the pact. The windows of the British bank in Amman where my father worked were smashed, and, as a child I was frightened by the crowds rampaging through the garden of our house.

During the 1950s, British officials turned to Iraq as a crucial foothold from which to both secure Britain’s continued dominance of the Middle East and prevent the Soviet Union’s penetration of the region. This thesis examines how Britain sustained its position in Iraq during the 1950s by adapting its formal relationships and connections into informal advantages that fit with postwar realities and international, domestic, and regional attitudes and pressures.
