BACKGROUND ON THE GERMAN FOOTBALL STRATEGY Germany lifting the World Cup this summer was the product of over a decade of careful planning and innovation by the DFB (German Football Association). It all began with an embarrassing performance in the World Cup 1998, with a 3:0 loss to Croatia in the quarter-final, and then at the Euro 2000, when the “Mannschaft” failed to go through the group stages and finished last in their group. Immediately following this disappointing Euro 2000, the country decided that the only way to redeem themselves and regain their top level was to tackle the problem from the bottom-up and therefore focused on the developing the game at grass roots level. The upshot of unsatisfactory results in international competitions was that the DFB decided to invest all their time and resources in the development of young talent by improving accessibility and by focusing on a technical and tactical approach. Therefore, in 2001, the first compulsory requirement the DFB imposed on all 36 clubs in the 1st and 2nd German divisions was the integration of youth academies within the structure of the clubs. Then from 2002/2003 onwards, The German football association started implementing football bases all over the country, with the aim to allow every player access to the best coaching. At the moment, there are 366 of these DFB bases throughout Germany (see map on the right), and are thus within easy reach of all players.

There is an urgent need to improve the regulation of professional and semi-professional football clubs. We believe the proposals summarised in this paper, would improve the long- term health and success of football in England. Our proposals are intended to be applied to Clubs in the Premier League, the English Football League and the National League System, steps 1-4 (i.e. the clubs to whom the FA’s licensing system applies.) 2. In recent years, whilst we have seen a pleasing reduction in the number of clubs facing insolvency, we have also seen an alarming rise in the number of clubs facing issues which go to the heart of the identity and well-being of the clubs, causing significant conflict with their supporters. These conflicts have not been tackled effectively by the football authorities, due in large part to the authorities’ belief that their own rules and regulations do not equip them to do so. This has seriously damaged the reputation of the authorities in the eyes of football supporters. 3. The proposals are designed to strengthen the regulatory framework to protect the clubs, their heritage, their stakeholder relationships and their assets through rules that will focus on the minority of poor performers, rather than the majority of well-managed clubs.

Across England there are four million people enjoying rugby, 500,000 regular players with more than 100,000 volunteers in almost 2,000 clubs. All profit made by the RFU is invested back into the community game and the men’s and women’s England age grade and senior teams. This written submission details the governance of Rugby Union in England and how the future of the community game can be secured. 1. ARE CURRENT SPORTS GOVERNANCE MODELS FIT FOR PURPOSE? The RFU has a co-operative structure. Rather than being a company, it is a society registered under the Co-operative and Community Benefit Societies Act, meaning that it is a members’ organisation. The membership is predominantly rugby clubs, both professional and amateur. The Board has ultimate responsibility for the strategic direction of the RFU, and has the authority to exercise all executive functions other than clearly specified powers which are reserved to Council or the members. The Board is designed to be a combination of representatives of the game elected from the RFU Council, together with executive staff and independent non-executive directors. Directors are appointed through a rigorous skills based selection process to ensure the right combination of skills, experience and knowledge. With the exception of executive staff, all Board members are subject to limits on the time they can serve on the Board as set out in the RFU’s Rules.

Nevertheless, the fact remains that people have enjoyed kicking a ball about for thousands of years and there is absolutely no reason to consider it an aberration of the more 'natural' form of playing a ball with the hands. On the contrary, apart from the need to employ the legs and feet in tough tussles for the ball, often without any laws for protection, it was recognized right at the outset that the art of controlling the ball with the feet was not easy and, as such, required no small measure of skill.
