Unless the entry is made in the classification in which the article is named, no premium will be awarded . Exhibitors must determine for themselves in which classification they will make their entry . ABSOLUTELY NO CHANGES OR ADDITIONS WILL BE MADE AFTER ENTRIES CLOSE ON AUGUST 14 AT 4:30 P.M.

Entry tags will not be available at the time entries are made . If necessary, tags can be mailed upon payment of a $1 00. handling and postage fee .

Please note: EXHIBITOR IS RESPONSIBLE FOR CHECKING TAGS FOR ACCURACY. If an error, made by the fair office, is found, or a tag is missing and was listed on the original entry blank, you must report it to the office no later than Friday, August 20. If the error is not reported by this deadline, a correction will not be made.

9 CONSTITUTION

Article I. This society shall be known by the name ofWAYNE COUNTY AGRICULTURAL SOCIETY .

Article II. The Board of Directors for the management of the society shall consist of twenty-one members, whose terms of office shall be for three years, and until their successor is elected and qualified . Newly elected directors shall assume the duties of their office at the regular meeting in November following their election .

Election of Directors shall be conducted according to rules prescribed by the Ohio Department of Agriculture . The society shall secure a notary public, judge, or mayor to administer the following oath (or affirmation) of office and to induct newly elected directors into office . The President of the society shall administer the oath to the newly elected directors in the absence of any of the above officals .:

“I do solemnly swear (or affirm) that I will support the constitution of the United States, the Constitution of the State of Ohio, laws of Ohio and the rules and regulations of the Department of Agriculture of Ohio pertaining to Agricultural Societies and to the best of my ability perform the duties of Director of the Wayne County Agricultural Society, so help me God.”

Eight directors shall constitute a quorum for the transaction of business . Any officer or member who shall be absent himself for three consecutive meetings unless such absence shall be satisfactorily accounted for, shall thereby vacate his office . The tenure of office shall be so arranged that the terms of one-third of the members shall expire annually . The OSU Wayne County Extension Educator(s), County Commissioners and County Engineer shall be ex-officio (non-voting) members of the Board of Directors .

Article III. The Board of Directors, at the regular November meeting each year, shall organize by the election of President, Vice President, General Manager, Secretary-Treasurer, and Auditing Committee, consisting of three, whose terms of office shall be one year and until their successors are elected and qualified . Only members of the Board of Directors shall be eligible to the office of President and Vice President . Any member of the Society shall be eligible to the Auditing Committee . Any suitable person shall be eligible to the office of General Manager, Secretary-Treasurer . The Board shall approve all committees and officers not otherwise provided; have the general supervision of the construction and management of the grounds, buildings and driving track of the Society; have the power to vacate the office of any officer therein for good cause at any regular meeting of the Board and shall have power to fill vacancies at the same time .

Article IV. On the last Saturday in October, an election shall be held in the Society’s room to fill the vacancies in the Board of Directors, occasioned by the expiration of the term of one-third the members . Only bona-fide members of the Society shall be entitled to vote . Candidates for members of the Board of Directors must be members of the Society in good standing, and must qualify for election according to the rules of the Ohio Department of Agriculture .

Article V. In order to become entitled to membership in the Society, an applicant must be twenty-one years of age, a resident of the county, in good moral standing, and pay to the Treasurer of the Society an annual fee as fixed by the Board of Directors of the Society .

Article VI. It shall be the duty of the President, and in his absence the Vice-President, to preside at all meetings of the Board and enforce rigid observance of the constitution and by-laws .

12 Article VII. It shall be the duty of the Secretary-Treasurer to keep a record of the proceedings of the Board, to issue membership tickets to members of the Society, keep a record of the names and addresses, and give members 3 weeks notice of time and place of election of Directors . They shall return all unsold tickets to the Auditing Committee, taking their receipt therefore . They shall record all entries for premiums, receive all monies due to the Society, and deposit same in a depository selected by the Board of Directors . They shall pay all bills on approval of the Board of Directors . They shall make a written report to the auditing committee at the close of each day of the number of tickets sold during said day . They shall report annually at the regular meeting in December, an itemized statement of all receipts and disbursements, and pay all monies in his hands belonging to the society to their successor when duly elected and qualified .

They shall make a report annually to the Ohio Department of Agriculture as required by law, and shall perform such other duties as are required by law and usage, and as may be prescribed by the Board of Directors of the Society . Before entering upon their duties, they shall provide a bond for the faithful discharge of their duties in such amount as may be deemed expedient by the Board, the premium on such bond to be paid by the Society . They shall receive for their services such compensation as the Board of Directors shall deem proper .

Article VIII. The Wayne County Agricultural Society shall provide police protection during the Wayne County Fair .

Article IX. The General Manager shall take charge and control the Society’s grounds, subject to the approval of the Board of Directors .

Article X. It shall be the duty of the Auditing Committee, at the close of the year’s business, to audit the Secretary-Treasurer’s books, inspect other pertinent records, and report the result of its findings to the Board of Directors .

Article XI. The annual exhibition of the Society shall be held on such days as shall be fixed by the Board .

Article XII. The Board of Directors shall have the power to adopt rules and regulations to govern and control the annual exhibition of the Society .

Article XIII. Regular meetings of the Board of Directors shall be held the third Saturday of December and January at 1:00 p .m . and the third Monday evening of February, March, April, May, June, July, August, October and November at 8:00 p .m .

Article XIV. This Constitution may be amended in accordance with rules and regulations prescribed therefore by the Ohio Department of Agriculture .

13 RULES AND REGULATIONS

1 . On the payment of twenty dollars ($20 .00) a membership card and six single tickets will be issued, which will entitle the owner to enter any number of animals or exhibits in accordance with the rules following . The membership card does not admit to grounds, but will entitle members to vote at the annual election . Membership must be secured on or before the last day of the fair . 2 . All entries close the 2nd Saturday in August at 4:30 p.m. except as otherwise specified in Premium Book . NO ADDITIONAL ENTRIES OR CHANGES WILL BE TAKEN AFTER THAT DATE. 3 . Ten per centum of first place premium offered will be charged on all entries of livestock (unless otherwise stated) . Entry fees must be paid when entries are made, otherwise, entries will not be accepted . 4 . In order to avoid errors and save time, please complete the entry form at the back of the Premium Book list prior to making your entries at the Secretary’s office . Unless the entry is made in the classification in which the article is named, no premium will be awarded . Exhibitors must determine for themselves in which classification they will make their entry . 5 . Every animal or article must be exhibited in the bona-fide owner’s name, and should any competitor violate this rule, he shall not receive a premium, should one be awarded . 6 . No animal exhibited will be allowed to be removed without the consent of the Department Superintendent and fair Veterinarian, until after 10:00 p .m . on the last day of the fair with the exception of small animal walkouts at 9:30p .m . No articles exhibited will be permitted before removal on 7:00 a m. ., Friday after the exhibition unless otherwise specified . 7 . Every animal or exhibit on the grounds entered for premiums, shall, during the Fair, be under control of the Superintendent department in which it is entered, and no stock shall be allowed to run at large on the Fairgrounds . 8 . Exhibitors will be expected to obey the Department Superintendent in presenting their stock when instructed to do so, and persons refusing or failing to comply, may be ruled out from competing . 9 . Any person entering stock of any kind and misrepresenting its age, condition or ownership, will forfeit the premium and be excluded from competing . 10 . Exhibitors are required to have all exhibits entered on the books at the Secretary’s office before they can be assigned to their respective departments . 11 . Cards will be furnished corresponding with the entry on the Secretary’s books to accompany all animals and exhibits on exhibition . 12 . Each entry shall specify the exhibitor’s name, post office address and the name and age of the animal or exhibit offered . 13 . No animal can compete in more than one class except as one of a pair or herd . 14 . Exhibitors must see to the delivery of their animals or exhibits upon the grounds and to the proper Department Superintendent at the proper time . 15 . The Board will take every precaution in its power for the safety of the visitors and the safe preservation of stock and exhibits on exhibition after their arrival and arrangement upon the grounds, but will not be responsible for any loss, damage or accident that may occur . Exhibitors are requested to give attention to their exhibits during the Fair, and at the close to tend to their removal . 16 . Purity of blood of stock must be established by pedigree . Genuineness of pedigree of cattle and sheep will be decided by herd books and registers of acknowledged authorities of their respective classes . 17 . Evidence will be required that animals exhibited as breeders are not barren . 18 . No stock will be permitted to enter the ring, unless under halter and in care of a groom . 19 . Horses, cattle and sheep will be exhibited in the ring, prepared for the purpose, and the premium ribbons or cards attached by the Judges before leaving the ring unless otherwise specified . 20 . No awards will be made on any breeding animal that is barren or has any transmissible unsoundness . 21 . All manufactured articles must be exhibited by the manufacturer or agent, and all grains, fruit or vegetables to be exhibited by the owner . 22 . An efficient police force will be on the grounds at all times to maintain order . 23 . If animals occupying stalls are not exhibited in the ring at the call of the Department Superintendent, or at the time of their class as stated in the program of the day, exhibitor will be charged one dollar per day for stall rent and be excluded from competition or forfeit any premium previously awarded, unless upon written excuse from the Department Superintendent of his department, approved by the Secretary .

14 24 . THE SOCIETY RESERVES THE RIGHT TO PAY THE PREMIUMS, WHICH MAY BE AWARDED FOR THE EXHIBITION, PRO RATE, PROVIDED THERE ARE NOT SUFFICIENT FUNDS (AFTER PAYING ALL THE EXPENSES OF THE SOCIETY) IN THE TREASURY TO PAY IN FULL. 25 . When animals or exhibits are not deemed worthy of a premium, the judge will make no award, though there be no competition . 26 . No person other than members of the Board, or Department Superintendents, will be allowed to see the entries or have access to the entry books until after the entries close . 27 . All entries and awards will be made in strict compliance with the offered premium list . 28 . It is the duty of all exhibitors to carefully study the rules and govern themselves accordingly . Any information will be cheerfully given in regard to exhibiting in any of the classes, by the members in charge or the Secretary . 29 . No interference or communication with the judges will be allowed and any person who by letter or otherwise attempts to influence the decision of any judge shall forfeit any or all premiums which may have been awarded, and ruled out of competition . 30 . If there is any question as to the regularity of entry, or of the right of any animal or any exhibit to compete in any given class, the judges shall report the same to the Superintendent of the department, and they to the Secretary for adjustment . 31 . The judges must not attach premium cards to exhibits for which no premium is offered . 32 . The Society invites all persons having stock to sell or animals to bring before the public to exhibit at our annual Fair . 33 . Premiums will be paid no later than 30 days from the last day of the fair . Anyone challenging their premium check, must do so within 15 days after receipt. No adjustments will be made for less than $1.00. 34 . All premiums not drawn by the 30th of November of each year will be forfeited to the Society. This rule will be enforced to the letter. 35 . First Bedding MAY OR MAY NOT be furnished by the Fairboard . 36 . The sale of alcoholic drinks of any kind on the grounds is strictly forbidden during the annual fair exhibition . From time to time during the other times of the year (other than the week before, the week during and the week following the annual fair exhibition), the board may consider allowing the sale of alcoholic drinks for specific groups or specific events but the activity or specific group must be able to show they have obtained a permit and carry adequate insurance and have security hired at this event within the guidelines of the fair board . No games of chance, gambling, or any immoral exhibitions of any kind are allowed on the grounds at any time unless approved by the Board of Directors . 37 . “No person shall be permitted to make solicitations of any nature on the fairgrounds except in contracted concession or commercial rented spaces ”. “No person will be permitted to post or display signs, distribute handbills or advertising material or sell or distribute free, any merchandise, except persons under contract.” 38 . The Wayne County Fair Board reserves the right to limit the number of exhibits per exhibitor . The Wayne County Fair Board reserves the right to limit the number of exhibitors . 39 . Kiddie Tractor Pull will be Sunday, during the annual fair exhibition at a specified time and at a specified location . Classes: 4-5 yr . old, 6-7 yr . old and 8-9 yr . old . Trophies to top 3 boys and 3 girls in each class Open . to Wayne County Residents Only! Interested parties may sign up one hour prior to the event . 40 . Our fair will operate under the provisions of Ohio’s Livestock Show Reform Act and under all applicable Ohio Department of Agriculture Administrative Code Rules . This law and the amended rules may be viewed and or secured at the secretary’s office . 41 . The Wayne County Agricultural Society assumes no responsibility for damage to or loss of parked vehicles or personal property contained within parked vehicles . 42 . Protest Area - The designated protest area to be West of the red ticket booth at gates 5&6 in the area that is planted with flowers at fair time, which would be the South side of the blacktop path coming from the South West parking lot . 43 . No small animals are permitted on the Fair grounds unless they are determined to be service animals or are 4-H or FFA fair entries . All fair entries must remain in their designated areas while on the grounds on their specific show day(s) during the fair .

15 ADMISSION TO GROUNDS

Membership tickets will be issued to persons complying with Article V of the Constitution . This membership ticket includes six admissions to the fair and entitles the holder to one vote at the annual election .

Membership tickets may be secured from the Secretary any time after December 1. Entries may be made and entry tags secured at the Fair office in the Grandstand at the Fairgrounds, beginning July 26, 2021 through August 14, 2021.

16 2021 SEASON/OHIO’S LIVESTOCK HEALTH EXHIBITION RULES 901:1-18-01 Chapter’s application. (A) Animals listed in this chapter, when moved or imported into Ohio for exhibition purposes only, shall comply with the requirements of this chapter, and when in compliance with the provisions of this chapter shall, with the exception of rules governing movement and importation of quarantined animals, be exempt from any other rules governing movement within or importation into Ohio . (B) Animals moved within or imported into Ohio for any purpose in addition to exhibition shall meet all movement and import requirements of Chapter 901:1-17 of the Administrative Code . 901:1-18-02 Definitions. As used in this chapter: (A) “Exhibition” means any public show of animals, which is sponsored by or under the control of an Ohio county or independent agricultural society organized under chapter 1711 of the revised code; or the Ohio state fair; or which is assembled for a period which exceed thirty-six hours or contains animals of origins other than Ohio . (B) “Certificate of veterinary inspection” means a form from the state of origin, which has been issued and completed by a licensed and accredited veterinarian attesting to the health status and identification of an animal listed thereon . (C) “Approved veterinarian” means any licensed and accredited veterinarian approved by the Ohio department of agriculture, or an employee of the Ohio department of agriculture or the United States department of agriculture, animal plant health inspection service, veterinary services . (D) “Licensed and accredited veterinarian” means a person who is licensed by the state of Ohio to practice veterinary medicine and who is certified by the United States department of agriculture, animal plant health inspection service, veterinary services, to be an accredited veterinarian . (E) “Residue” means any poisonous or deleterious pesticide governed by 40 C .F .R . 180, any poisonous or deleterious substance governed by 21 C .F .R . 109 .6, or any other substance governed by 21 C .F .R . 556 . (F) “Contagious or infectious disease” means any disease, including any foreign animal disease, or vector, capable of transmission by any means from a carrier animal to a human or to another animal and includes dangerously contagious or infectious diseases . (G) “Tuberculosis accredited free herd” is one that has passed at least two consecutive annual negative official tests for tuberculosis in accordance with the “Uniform Methods and Rules – Bovine Tuberculosis Eradication,” and has no other evidence of bovine tuberculosis . 901:1-18-03 Exhibitions: sanitation, inspection and records. (A) Each entity sponsoring an exhibition shall have in attendance an approved veterinarian for the duration of the exhibit . (B) Each entity sponsoring an exhibition shall: (1) Immediately, prior to an exhibition and under the direction of the approved veterinarian, thoroughly clean and disinfect each building, pen, stall, ring or other enclosure in which animals are to be quartered for exhibition; (2) Have the approved veterinarian: (a) Examine the certificate of veterinary inspection when required for an animal brought to the exhibition; (b) Inspect within a reasonable time of arrival each animal brought to the exhibit for symptoms of any infectious or contagious diseases; (c) Daily inspect each animal present at the exhibition for symptoms of infectious or contagious disease . (3) Maintain a record for one year from the date of the exhibition of each animal present at the exhibit . The record shall contain the name and address of the owner of each animal and the species and breed of the animal . (4) May order the immediate removal of any animal, which in the opinion of the approved veterinarian, places other animals at unacceptable risk of disease . (C) An exemption from the requirements of paragraph (B)(1) of this rule may be requested from the department and will be granted when, in the judgment of the department, cleaning and disinfection will serve no purpose . By way of example only, cleaning and disinfection will generally serve no purpose in a newly constructed building that has never been occupied . 901:1-18-04 Exhibitors. (A) No person shall present for exhibition or exhibit an animal which he knows or has reason to suspect is affected with or has been exposed to a dangerously contagious or infectious disease or residue .

17 (B) The owner or bailee of an animal with symptoms of an infectious or contagious disease shall, when directed by an exhibition official, the approved veterinarian, or an employee of the Ohio department of agriculture, immediately remove the animal from the exhibition premises . (C) Upon request, each person who presents for exhibition or exhibits an animal, shall make available any certificate of veterinary inspection, registration certificates, vaccination certificate, and other documents to exhibition officials, the approved veterinarian or an employee of the Ohio department of agriculture . (D) Each person who presents for exhibition or exhibits an animal for which a certificate of veterinary inspection is required by rules 901:1-18-01 to 901:1-18-11 of the Administrative Code shall forward a copy of the certificate of veterinary inspection to the Ohio department of agriculture’s division of animal industry . 901:1-18-05 Poultry and fowl. (A) All turkeys, chickens and gamebirds moved within or imported into Ohio for exhibition must: (1) Originate directly from a flock or hatchery which is a participant in the national poultry improvement plan for the eradication of disease and be accompanied by documentary evidence that they meet the requirements of this paragraph; or (2) Originate directly from a flock which has had a negative test for pullorum/fowl typhoid disease within twelve months preceding the opening date of exhibition and be accompanied by documentary evidence that they meet the requirements of this paragraph; or (3) Have had a negative test for pullorum/fowl typhoid disease, within ninety days preceding the opening date of the exhibition and be accompanied by documentary evidence that they meet the requirement of this paragraph; or (4) Be tested for pullorum/fowl typhoid disease upon arrival at the exhibition by a tester approved by the Ohio department of agriculture and found negative . (B) The rapid whole blood test shall not be used to test turkeys for compliance with the requirements of paragraph (A)(2), (A)(3) and (A)(4) of this rule . (C) Waterfowl, doves and pigeons are exempt from this rule . 901:1-18-06 Cattle. (A) Cattle moved within Ohio for exhibition: (1) The animals presented for exhibition must show no symptoms or evidence of an infectious or contagious disease . (B) All cattle imported into Ohio for exhibition must: (1) Be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition and be identified with official individual identification; (2) Originate from a tuberculosis-accredited free herd, an accredited free state or zone, or a modified accredited advanced state or zone; (3) If originate from a modified accredited state or zone, must comply with Rule 901:1-17-03 of the Administrative Code; (4) If originate from an accreditation preparatory or a non-accredited state or zone, are prohibited from exhibition; (5) If from a brucellosis class A state or area/zone, must be negative to an official brucellosis test within thirty days of the opening date of the exhibition unless; they are under six months of age, steers, or official vaccinates under twenty months of age (dairy) or twenty-four months of age (beef); and (6) If from a brucellosis class B or C state of area/zone, must meet all requirements for pre-entry testing as specified in 9 C .F .R . 78 .9 and obtain an Ohio permit prior to movement . (C) Cattle from a brucellosis certified free herd or class free state or area/zone are not required to be brucellosis tested . 901:1-18-07 Goats. (A) Goats moved within Ohio for exhibition: (1) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease . (2) All sexually intact animals and any wether eighteen months of age and older must be identified with an official identification as defined in rule 901:1-13-04 of the Ohio Administrative Code . (B) Goats imported into Ohio for exhibition: (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition and be identified with official individual identification; (2) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease; and (3) The owner and the veterinarian must attest to the following statement written on the certificate of veterinary inspection: “The goats in this shipment are not known to be under any movement restrictions because of scrapie ”. (4) Originate from a tuberculosis accredited free herd as defined in rule 901-18-02 (G) of the Administrative Code for bovine tuberculosis eradication; or 18 (5) Originate from a bovine accredited free state or zone, or a bovine modified accredited advanced state or zone; or (6) Originate from a bovine modified accredited state or zone, must comply with Rule 901:1-17-06 of the Administrative Code . (C) If originate from a bovine accreditation preparatory or a bovine non-accredited state or zone, are prohibited from exhibition . 901:1-18-08 Horses, mules and ponies. (A) Horses, mules and ponies moved within Ohio for exhibition: (1) If not under quarantine and if they are free of any signs of a contagious or infectious disease; and (2) If the animal is twelve months of age or older, the exhibition manager may require that the animal has been tested and classed negative to an official test for equine infectious anemia within twelve months of the opening date of the exhibition . (B) Horses, mules and ponies imported into Ohio for exhibition: (1) Shall be accompanied by an official certificate of veterinary inspection issued within thirty days of the opening date of the exhibition; and (2) If the animal is twelve months of age or older, it shall be accompanied by evidence the animal was negative to an official test for equine infectious anemia within twelve months of the opening date of the exhibition; and (3) Upon requested by an authorized representative of the Ohio department of agriculture, the person responsible for each animal must make available a chronological list of dates, places and events attended by this animal within thirty days prior to entry into Ohio . 901:1-18-09 Sheep. (A) Sheep moved within Ohio for exhibition: (1) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease . (2) All sexually intact animals and any wether eighteen months of age and older must be identified with an official identification as defined in rule 901:1-13-04 of the Ohio Administrative Code . (B) Sheep imported into Ohio for exhibition: (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition and be identified with official individual identification; (2) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease; and (3) The owner and the veterinarian must attest to the following statement written on the certificate of veterinary inspection: “The sheep in this shipment are not known to be under any movement restrictions because of scrapie ”. 901:1-18-10 Swine. (A) Swine moved within Ohio for exhibition: (1) The animals presented for exhibition must show no symtoms or evidence of an infectious or contagious disease . (2) Will be exempt from the requirement of a certificate of veterinary inspection if they originate immediately and directly from a pseudorabies stage V area .
