In order to avoid errors and to save time, please complete the form prior to making your entries . Please make sure to print all information. Unless the entry is made in the classification in which the article is named, no premium will be awarded . Exhibitors must determine for themselves in which classification they will make their entry . ABSOLUTELY NO CHANGES OR ADDITIONS WILL BE MADE AFTER ENTRIES CLOSE ON AUGUST 14 AT 4:30 P.M. Entry tags will not be available at the time entries are made . If necessary, tags can be mailed upon payment of a $1 .00 handling and postage fee . Please note: EXHIBITOR IS RESPONSIBLE FOR CHECKING TAGS FOR ACCURACY. If an error, made by the fair office, is found, or a tag is missing and was listed on the original entry blank, you must report it to the office no later than Friday, August 20. If the error is not reported by this deadline, a correction will not be made. Further rules and regulations appear on page 14. IMPORTANT NOTICE The gates will open to the public at 8:00 a .m ., Saturday, September 11 . The buildings will not be open until 10:00 a .m . All exhibits and displays must be in place Friday, September 10 by 11:00 p .m . All exhibits and displays in buildings must remain intact until 7:00 a .m ., Friday, September 17 . Applicable fees must accompany entries . OHIO’S FOREMOST AGRICULTURAL FAIR TM OHIO PROUD 9 CONSTITUTION Article I. This society shall be known by the name of WAYNE COUNTY AGRICULTURAL SOCIETY . Article II. The Board of Directors for the management of the society shall consist of twenty-one members, whose terms of office shall be for three years, and until their successor is elected and qualified . Newly elected directors shall assume the duties of their office at the regular meeting in November following their election . Election of Directors shall be conducted according to rules prescribed by the Ohio Department of Agriculture . The society shall secure a notary public, judge, or mayor to administer the following oath (or affirmation) of office and to induct newly elected directors into office . The President of the society shall administer the oath to the newly elected directors in the absence of any of the above officals .: “I do solemnly swear (or affirm) that I will support the constitution of the United States, the Constitution of the State of Ohio, laws of Ohio and the rules and regulations of the Department of Agriculture of Ohio pertaining to Agricultural Societies and to the best of my ability perform the duties of Director of the Wayne County Agricultural Society, so help me God.” Eight directors shall constitute a quorum for the transaction of business . Any officer or member who shall be absent himself for three consecutive meetings unless such absence shall be satisfactorily accounted for, shall thereby vacate his office . The tenure of office shall be so arranged that the terms of one-third of the members shall expire annually . The OSU Wayne County Extension Educator(s), County Commissioners and County Engineer shall be ex-officio (non-voting) members of the Board of Directors . Article III. The Board of Directors, at the regular November meeting each year, shall organize by the election of President, Vice President, General Manager, Secretary-Treasurer, and Auditing Committee, consisting of three, whose terms of office shall be one year and until their successors are elected and qualified . Only members of the Board of Directors shall be eligible to the office of President and Vice President . Any member of the Society shall be eligible to the Auditing Committee . Any suitable person shall be eligible to the office of General Manager, Secretary-Treasurer . The Board shall approve all committees and officers not otherwise provided; have the general supervision of the construction and management of the grounds, buildings and driving track of the Society; have the power to vacate the office of any officer therein for good cause at any regular meeting of the Board and shall have power to fill vacancies at the same time . Article IV. On the last Saturday in October, an election shall be held in the Society’s room to fill the vacancies in the Board of Directors, occasioned by the expiration of the term of one-third the members . Only bona-fide members of the Society shall be entitled to vote . Candidates for members of the Board of Directors must be members of the Society in good standing, and must qualify for election according to the rules of the Ohio Department of Agriculture . Article V. In order to become entitled to membership in the Society, an applicant must be twenty-one years of age, a resident of the county, in good moral standing, and pay to the Treasurer of the Society an annual fee as fixed by the Board of Directors of the Society . Article VI. It shall be the duty of the President, and in his absence the Vice-President, to preside at all meetings of the Board and enforce rigid observance of the constitution and by-laws . 12 Article VII. It shall be the duty of the Secretary-Treasurer to keep a record of the proceedings of the Board, to issue membership tickets to members of the Society, keep a record of the names and addresses, and give members 3 weeks notice of time and place of election of Directors . They shall return all unsold tickets to the Auditing Committee, taking their receipt therefore . They shall record all entries for premiums, receive all monies due to the Society, and deposit same in a depository selected by the Board of Directors . They shall pay all bills on approval of the Board of Directors . They shall make a written report to the auditing committee at the close of each day of the number of tickets sold during said day . They shall report annually at the regular meeting in December, an itemized statement of all receipts and disbursements, and pay all monies in his hands belonging to the society to their successor when duly elected and qualified . They shall make a report annually to the Ohio Department of Agriculture as required by law, and shall perform such other duties as are required by law and usage, and as may be prescribed by the Board of Directors of the Society . Before entering upon their duties, they shall provide a bond for the faithful discharge of their duties in such amount as may be deemed expedient by the Board, the premium on such bond to be paid by the Society . They shall receive for their services such compensation as the Board of Directors shall deem proper . Article VIII. The Wayne County Agricultural Society shall provide police protection during the Wayne County Fair . Article IX. The General Manager shall take charge and control the Society’s grounds, subject to the approval of the Board of Directors . Article X. It shall be the duty of the Auditing Committee, at the close of the year’s business, to audit the Secretary-Treasurer’s books, inspect other pertinent records, and report the result of its findings to the Board of Directors . Article XI. The annual exhibition of the Society shall be held on such days as shall be fixed by the Board . Article XII. The Board of Directors shall have the power to adopt rules and regulations to govern and control the annual exhibition of the Society . Article XIII. Regular meetings of the Board of Directors shall be held the third Saturday of December and January at 1:00 p .m . and the third Monday evening of February, March, April, May, June, July, August, October and November at 8:00 p .m . Article XIV. This Constitution may be amended in accordance with rules and regulations prescribed therefore by the Ohio Department of Agriculture . 13 RULES AND REGULATIONS 1 . On the payment of twenty dollars ($20 .00) a membership card and six single tickets will be issued, which will entitle the owner to enter any number of animals or exhibits in accordance with the rules following . The membership card does not admit to grounds, but will entitle members to vote at the annual election . Membership must be secured on or before the last day of the fair . 2 . All entries close the 2nd Saturday in August at 4:30 p.m. except as otherwise specified in Premium Book . NO ADDITIONAL ENTRIES OR CHANGES WILL BE TAKEN AFTER THAT DATE. 3 . Ten per centum of first place premium offered will be charged on all entries of livestock (unless otherwise stated) . Entry fees must be paid when entries are made, otherwise, entries will not be accepted . 4 . In order to avoid errors and save time, please complete the entry form at the back of the Premium Book list prior to making your entries at the Secretary’s office . Unless the entry is made in the classification in which the article is named, no premium will be awarded .
