    ANNUAL REPORT OF THE HUMANITARIAN/RESIDENT COORDINATOR ON THE USE OF CERF GRANTS Country Pakistan Humanitarian / Resident Coordinator Fikret Akcura Reporting Period 1 July to 31 October 2007 I. Executive Summary The combined effects of storms beginning on 23 June and Cyclone Yemyin on 26 June claimed approximately 245 lives across Pakistan. Baluchistan province was severely hit by flooding and the effects of the cyclone left some 2.5 million affected, including 300,000 displaced. Sindh province suffered flooding and storm damage while North West Frontier province was hit by flash floods on 30 June. About eighteen out of twenty-nine districts across Baluchistan were affected along with five districts in Sindh. Infrastructure was severely undermined with roads and bridges damaged or destroyed and telecommunications was out in many areas. In Baluchistan and Sindh, the major need was to provide emergency food rations; shelter; water, sanitation, and hygiene; health services and non-food items (NFIs). The immediate objective was to provide food rations to the affected families for their basic nutrition needs for at least six weeks in targeted areas in Baluchistan and across four districts of Sindh. The second objection was the provision of non- food items for the families in the targeted Union Councils to meet basic household needs. The third objective was to meet the short-term shelter needs of the affected families in Sindh and Baluchistan. Preamble. WHEREAS it is necessary and expedient to make certain amendments in the Land Reforms (Balochistan Pat Feeder Canal) Regulation, 1972; It is enacted as follows: ― Short title and 1. (1) This Act may be called the Land Reforms commencemen (Balochistan Pat Feeder Canal) Regulation (Amendment) Act, t. 1975. (2) It shall come into force at once and: ― (a) sections 2 and 3 and clause (a) of section 5 shall be deemed to have taken effect on the fifteenth day of January, 1975, and (b) section 4, clause (b) of section 5 and section 6 shall be deemed to have taken effect on the date of the commencement of the Regulation. Amendment of 2.     Pakistan Floods Situation Report # 4 Saturday 7 July 2007 Highlights • Another weather system is developing in the Bay of Bengal and moving in North West direction from India that would bring in moderate to heavy rains within the next 3-4 days in the upper Punjab and Kashmir region. The overall situation of dams and reservoirs remains under control. • Flood waters are moving southward, lowering the water levels in some areas by resulting in damage to those downstream in districts Dadu and Kambar of Sindh province. • A joint cross-sectoral assessment of the affected areas is being undertaken by the NDMA with the assistance of UN agencies and NGO partners. Preliminary assessment results are expected to be available by Thursday July 12. • The Health Emergency Preparedness and Response Cell has created an email address for coordination with health partners: [email protected] Summary Cyclone Yemyin in Baluchistan • In District Gwadar the most severely affected areas are Pasni and Ormara tehsils. Pasni is affected throughout while Ormara has six union councils badly affected. Many people are still stuck in flood areas. • In Chaghai, one of the largest districts in Pakistan, there is still no access to the affected areas and therefore there is no reliable estimate of the damages and relief requirements. • In district Khuzdar 25 dead bodies have been recovered and 120 persons are still missing. Rescue operations are being carried out by Frontier Constabulary and local communities. • Naushki town was cut off from Quetta for three days as the bridge connecting Naushki with Quetta and other parts of Chaghai district was submerged in flood water.

Quetta: Between Four Regions and Two Wars Haris Gazdar, Sobia Ahmad Kaker and Irfan Khan Collective for Social Science Research, Karachi, Pakistan Quetta is a city with many identities. It is the provincial capital and the main urban centre of Balochistan, the largest but least populous of Pakistan’s four provinces. Since around 2003, Balochistan’s uneasy relationship with the federal state has been manifested in the form of an insurgency in the ethnic Baloch areas of the province. Within Balochistan, Quetta is the main shared space as well as a point of rivalry between the two dominant ethnic groups of the province: the Baloch and the Pashtun.1 Quite separately from the internal politics of Balochistan, Quetta has acquired global significance as an alleged logistic base for both sides in the war in Afghanistan. This paper seeks to examine different facets of Quetta – buffer zone, colonial enclave and urban hub − in order to understand the city’s significance for state building in Pakistan. State-building policy literature defines well functioning states as those that provide security for their citizens, protect property rights and provide public goods. States are also instruments of repression and the state-building process is often wrought with conflict and the violent suppression of rival ethnic and religious identities, and the imposition of extractive economic arrangements (Jones and Chandaran 2008).
