Fore/le,Rogelio Lopez, and Emilia Yang Imagine how Donald Trump would fit into the bloodthirsty world ofWesteros as depicted on HBO 's cult fantasy series G ame of Thrones.1 In an anonymously circulated video posted in Februar y 2016. Trump rejects Daener ys and her army of refugees in the name of draw ing the line against "radical Islam," solicits the Night Watch in his efforts to build a massive wall to keep out "illegal aliens," and discusses his plans to waterboard and torture terrorist suspects with "Littlefinger," Tyrion Lannister, and Lord Varys.2 "Game of Trump" not only remixes footage , but also digitally inserts Trump into iconic sequences to com ic effect (Figur e 20.1). But the video is good for more than Just a few laughs, offering a concise summary of Trump 's "medieval" positions at a time when he was the front-runner for the Republican nomination. Seen through this lens, electing Trump seems about as desirable as getting an invitation to the "Red Wedding . "3 This chapter considers remix as a fonn of participation at a time when the infrastructures and skills associated with participatory culture are inspiring new kinds of civic engagement and political participation. We might define a participatory culture as one with relativel y low barriers to artistic expression and civic engagement, strong support for creating and sharing one 's creations, and some type of informal mentorship whereby what is known by the most experienced is passed along to novices. 4 In an ideal participator y culture, members believe their contributions matter and feel some degree of social connection ,vith one another. A participatory culture provides a context in which people can find their voice, acquire skills at media production and circulation , forge community ties, develop shared reference points and meanings , and build a repertoire of common practices, all of which may be, and increasingly are being, deployed towards political ends. " These forces (towards digital democracy] are apt to emerge first in cultural fonns-a changed sense of community , a greater sense of participation, less dependence on official expertise, and a greater trust in collaborative problem-solving ... Yet these forms of popular culture (among them political remix videos) also have political effects, representing hybrid spaces where we can lower the political stakes (and change the language of politics) enough so that we can master skills we need to be participants in the democratic process. 5 Over the past decade, participatory practices, such as appropriation and remix, have moved from the periphery to become increasingly central to the ways that American politics operate. What once seemed strange becomes progressively less so, and with this shift, more and more people , especially young people, are finding ways to contribute to movements for social change. We could illustrate these processes through any number of examples, from the DREAMer movement to Occupy Wall Street to #BlackLivesMatter to the Arab Spring, but we are going to focus this discussion around the role of remix practices in U.S. presidential can1paigns. Here, we can see the intersection between participatory politics and more institutionalized forms of civic engagement. Conve1;genceCulture cited a 2004 video. released by the political action group True Majo1ity, which remixed news footage with shots from the reality television series The Apprentice to depict Donald Trump taking George W. Bush into the boardroom to fire him for being a "failed" president. This example was striking for the use of political remix by an organization with more than 300,000 members. Four years later, parody videos were introduced into the Y ouTube­ CNN debate between the Democratic candidates. The leading Republican 232 Henry Jenkins et al. nominee, Mitt Romney, was so flustered by this cartoonish spectacle that he refused to participate in a debate utilizing the same format. 6 During this period, scholars 7 sought to better understand the terms of our participation-in culture and in politics - and more recently,8 to understand what kinds of mechanisms of translation might bridge between the two. From Participatory Culture to Participatory Politics All cultures are participatory , but different cultures invite or facilitate different degrees of participation. For example, in a traditional folk culture, many are invited to participate (e.g., through crafts or folk dance). skills are passed along informally, and individual authorship is favored less than cooperative engagement. By contrast, in mass culture, the means of production are highly concentrated and most people are consumers but not producers. A networked society offers more opportunities to produce and share culture than within mass culture. Early writing on participator y culture highlighted fandom as a space where significant numbers of people deployed popular fiction resources for their own storytelling and media-making practices. 9 Fandom might be described as a mode of participatory culture in which people apply folk culture logics to mass culture contents. However, over the past two decades, more people have expanded their communication capacities, acquired skills within a range of online and offline communities, used new media platfo1ms and practices to find their voice, and gained greater access to the means of media production and circulation. These skills and opportunities are not evenly distributed so we need to speak of a more participato,Tculture or of participatory subcultures, but the y are impacting the ways significant numbers of youth are introduced into the political process. Building on this frame\vork, th e MacArthur Foundation launched the Y ouch and Participatory Politics (YPP) research network, a multidisciplinary group of researchers who have been working together for the better part of a decade mapping the political lives of American yo uth. YPP tells us that participatory politics practices, are focused on expression and are peer based, interactive, and non­ hierarchical, and they are not guided by deference to elite institutions ... The participatory skills, nonns, and net\vorks that develop when social media is used to socialize with friends or to engage with those who share one's interests can and are being transferred to the political realm. 10 YPP researchers found that a high percentage of American youth (41 percent according to their 2012 survey) have engaged in some fonn of participatory politics, and that this percentage has continued to grow over time. Practic es such as making memes, commenting on blog posts, or circulating rern.ix videos are becoming a widespread element in the political repertoire of this generation. Moreover, the Participatory Politics 233 research suggests that 43 percent of white, 41 percent of black, 38 percent of Latino , and 36 percent of Asian-American youth have engaged in participatory politics practices, showing much greater parity across race than more institutional forms of politics, such as voting. Not surprisingly, young people are choosing to engage with politics through platforms such as Twitter, Facebook, Tumblr, or Instagram, where they spend much of their social time , and are seeking to conduct politics through different mechanisms than their parents' generation. These findings are consistent with other data on social media usage, such as that from the Pew Center for the Internet & American Life, 11 showing that 61 percent of millennial youth get political news from Facebook in any given week, a much larger percentage than turn to any other news source (37 percent, for example, watch local television news). Remix videos circulate , alongside news clippings and blog posts , as one means among many for gaining insight into contemporary political debates, all of which provide springboards for discussion within shared friendship or interest -ba sed networks. 12 Whether or not political discourse enters into friendship-based networks, such as those characteristic offacebook , for example, depends on the social dynamics of the peer culture: people of all ages often protect their most important support networks-close friends or family-from political disputes , avoiding political conversations where they know there are strong disagreements. 13 Youth seek to more actively mask their political commitments on social media for many of the same reasons 14 and there are anecdotal reports of people opting out of social media to avoid negative comments from those with ,vhom they disagree as the 2016 can1paign hit its lowest points. By contrast, interest-based communities often offer more supportive environments for political exchanges and the mechanisms encouraging cultural participation also foster greater civic engagement. YPP found that young people involved in interest-driven networks, such as fandom or gamer communities, are five times as likely as those who aren't involved to engage in participatory politics, and nearly four times as likely to participate in institutional politics. 15 The Media, Activism, and Participatory Politics (MAPP) group at the University of Southern California has developed ethnographic case studies of groups, organizations, and networks that have been particularly effective at getting youth involved

The two SDS founders concluded, “Perhaps the most important legacy of the Port Huron Statement is the fact that it introduced the concept of participatory democracy to popular discourse and practice.” The concept of participatory democracy encompassed values such as equality, decentralization, and consensus decision-making. It provided direction for “all those trying to create a world where each person has a voice in the decisions affecting his or her life.” [1] In this article, I suggest that Port Huron’s concept of participatory democracy included some ideas that were potentially antithetical to democracy and that potential, unfortunately, is being fulfilled in contemporary theories of digital democracy. The Port Huron Statement Revisited The Port Huron Statement contained two underlying themes that potentially subverted democratic equality. One was the notion that the American people were fundamentally flawed, most apparently, by their apathy. The other was that the best means to eliminate this flaw was to follow the lead of rational, deliberative activists. Both themes could be (and would be) used to justify political inequalities. Port Huron’s student-authors expressed a dim view of American citizens. The American people had closed minds. They exhibited a foolish confidence that the nation could muddle through its problems. They harbored a false sense of contentment, “a glaze above deeply felt anxieties,” arising out of loneliness, isolation, and estrangement.

It was adopted by different socialist thinkers, later on by trade unions and, in the 1960s and 70s, by political scientists such as Carole Pateman and other promoters of participatory democracy. According to this tradition, workplace democracy is considered to be necessary for the realization of democratic ideals like individual autonomy, freedom, voice and participation in all relevant questions influencing citizens’ lives. Parts of this normative idea were realized by trade union movements and laws, especially in Western European countries. Nevertheless, workplace democracy in the sense of the above-mentioned theories remained far from becoming reality.

    Who Mobilizes? Participatory Democracy in Chávez’s Bolivarian Revolution Kirk A. Hawkins ABSTRACT This article assesses popular mobilization under the Chávez gov- ernment’s participatory initiatives in Venezuela using data from the AmericasBarometer survey of 2007. This is the first study of the so- called Bolivarian initiatives using nationally representative, individ- ual-level data. The results provide a mixed assessment. Most of the government’s programs invite participation from less active seg- ments of society, such as women, the poor, and the less educated, and participation in some programs is quite high. However, much of this participation clusters within a narrow group of activists, and a disproportionate number of participants are Chávez supporters. This partisan bias probably reflects self-screening by Venezuelans who accept Chávez’s radical populist discourse and leftist ideology, rather than vote buying or other forms of open conditionality. Thus, the Venezuelan case suggests some optimism for proponents of par- ticipatory democracy, but also the need to be more attuned to its practical political limits. uring the past decade, leftist governments with participatory dem- Docratic agendas have come to power in many Latin American coun- tries, implementing institutional reforms at the local and, increasingly, the national level. Always with an eye at a real or an imagined opponent, the Mennonites and the avowed adherents of the fabled bat’ko ended up profoundly influencing one another, conditioning one’s moves and limiting one’s latitude as does the omnipresent other vis-a-vis the unfolding self. In that light, violence, which both sides had on their record, functioned to cement such ongoing dialects, carrying the protagonists of these turbulent times well beyond their original intentions. ABSTRACT As an application of deliberative democratic theory in practice, traditional public participation programs in urban planning seek to cultivate citizen input and produce public decisions agreeable to all stakeholders. However, the deliberative democratic ideals of these traditional public participation programs, consisting of town hall meetings, hearings, workshops, and design charrettes, are often stymied by interpersonal dynamics, special interest groups, and an absence of key stakeholder demographics due to logistical issues of meetings or lack of interest and awareness. Volume 15, Issue 2 November 2018 Forms and potential effects of citizen participation in European cultural centres Birgit Eriksson, Camilla Møhring Reestorff & Carsten Stage, Aarhus University, Denmark Abstract: This article proposes a framework for understanding citizen participation in European cultural centres. Europe has thousands of cultural centres with many millions of annual visitors and actively involved citizens. Citizen participation is a core value of the centres but has, like the centres themselves, been under-researched. The article presents a participatory research and action project that was part of the programme for the Danish city of Aarhus as a European Capital of Culture in 2017: RECcORD: Rethinking Cultural Centres in a European Dimension (2015-17). In RECcORD, we researched citizen participation as a method: with networking employees or ‘citizen scientists’ from centres across Europe; and as an object: as practices and understandings of participation at the centres. Based on an inductive research methodology, we offer a typology of the forms and potential effects of citizen participation in the centres. We identify six forms: attention, education, co-creation, co-habitation, publics and co-decision; and nine potential effects: aesthetic intensity, feeling of togetherness, social inclusion, wellbeing, learning, empowerment, cultural/political reflection, local development and sustainability. We further suggest a definition of participation in the centres and argue for the importance of exploring both ‘vertical’ power and ‘horizontal’ communities when aiming at an understanding of citizen participation in cultural centres and beyond. The voting age for public elections in Japan has been low- ered from 20 or older to 18 or older, calling for a shift in the curriculum to the basics of political participation and competence. In this paper, while focus- ing on the political issues concerning the publicness of the curriculum up until now in particular, I will demonstrate experimentally that considering this prob- lem means radically reconsidering the struggles contained in the meaning of participatory politics itself, not only the situation of representative democracy in modern society, and that it clarifi es once again the covertly confi gured edu- cational problems of competency. Where the problem lies: increasingly transparent politics and education On June 17th, 2015, Japan’s Revised Public Elections Act passed the Diet Upper House, and the age of suffrage, previously “20 or older”, joined that of much of the world at “18 or older”. While various issues remain, based on the meaning of the concept of “publicness” as “openness, Öffentlichkeit” allowing access by anyone (Habermas 1994; Saito 2000), the meaning reported by various media of some 2.4 million new voters is very important. Over years, the public trust towards mainstream media has been eroding, limiting their ability to fulfill democratic functions within the American society. Meanwhile, the Internet has led to proliferation of alternative media outlets on digital space. These platforms allow new outreach and mobilizing opportunities to the once peripheral alternative media. So far, the literature about alternative media have been heavily focused on left-wing alternative media outlets, while the research on alternative right-wing media has remained scarce and fragmented. Only few studies have applied a comparative analysis approach to study these outlets. Moreover, research that examines different aspects of alternative media such as content and audience reception is more rare. This study aims to demonstrate the heterogeneity of alternative media by highlighting their history and functions within the American democracy.
