I have done MUN for all my four years of high school, and I was a vice chair at the previous LYMUN conference. LYMUN is a well run conference and I hope that you all will have a good experience here. In this committee you all will be representing high level political figures in the Bolivarian Republic of Venezuela, as you deal with an incomprehensible level of inflation and general economic collapse, as well as internal political disputes with opposition candidates, the National Assembly, and massive protests and general civil unrest. This should be a very interesting committee, as these ongoing issues are very serious, urgent, and have shaped geopolitics recently. I know a lot of these issues are extremely complex and so I suggest that you do enough research to have at least a basic understanding of them and solutions which could solve them. For this reason I highly suggest you read the background. It is important to remember the individual background for your figure (though this may be difficult for lower level politicians) as well as the political ideology of the ruling coalition and the power dynamics of Venezuela’s current government. I hope that you all will put in good effort into preparation, write position papers, actively speak and participate in moderated and unmoderated caucus, and come up with creative and informed solutions to these pressing issues. -

In May 2006, an annual teachers’ strike in the southern Mexican city of Oaxaca became the site of an unprecedented act of state brutality. Less than one month into this planned labor action, organized initially against a series of neoliberal educational reforms, the recently elected governor Ulises Ruiz Ortiz deployed an army of several thousand riot police to forcefully infiltrate a number of protest camps assembled across the town square. The scenes that followed were devastating: striking labor activists were taken as political prisoners, union coordinators were evicted and reportedly tortured, and at least seventeen individuals lost their lives at the hands of the Mexican state. Over the following days, in an unexpected gesture of support, outraged local residents helped rebuild the devastated encampments, declared themselves 202 JCMS 60.2 • WINTER 2021 the new regional governing body, and initiated a grassroots anarchist uprising that would seize control of the city for the next seven months. Images of this unrest soon began to circulate globally; almost overnight, Oaxaca emerged onto the world stage as a city in flames, recognizable amid its swaths of smoke and tear gas as a zone of active democratic contestation. From behind their reinforced barricades, the energized occupants— soon to become the Oaxaca Peoples’ Popular Assembly (APPO)— led with the prefigurative chant “Ulises ya cayó! Ya cayó! Ya cayó!” (Ulises already fell! Already fell! Already fell!).1 Just a decade earlier, in the neighboring state of Venezuela, a political project spearheaded by the newly elected Hugo Chávez was likewise recon- figuring the contours of an established participatory democracy. -

Although academic freedom and university autonomy are legally and constitutionally recognized, public policies and ‘new legisla- tion’ undermine them. Military and paramilitary forces violently repress student protests. Frequent- ly, students are arbitrarily detained, physically attacked, and psychologically pressured through in- terrogations about their political views and their supposed "plans to destabilize the government". A parallel system of non-autonomous universities has been created under a pensée unique established by the Socialist Plans of the Nation. Discrimination has increased, both in autonomous and non- autonomous universities. Explaining Chavismo: The Unexpected Alliance of Radical Leftists and the Military in Venezuela under Hugo Chávez by Javier Corrales Associate Professor of Political Science Amherst College Amherst, MA 01002 [email protected] March 2010 1 Knowing that Venezuela experienced a profound case of growth collapse in the 1980s and 1990s is perhaps enough to understand why Venezuela experienced regime change late in the 1990s. Most political scientists agree with Przeworski et al. (2000) that severe economic crises jeopardize not just the incumbents, but often the very continuity of democratic politics in non-rich countries. However, knowledge of Venezuela’s growth collapse is not sufficient to understand why political change went in the direction of chavismo. By chavismo I mean the political regime established by Hugo Chávez Frías after 1999. Scholars who study Venezuelan politics disagree about the best label to describe the Hugo Chávez administration (1999-present): personalistic, popular, populist, pro-poor, revolutionary, participatory, socialist, Castroite, fascist, competitive authoritarian, soft- authoritarian, third-world oriented, hybrid, statist, polarizing, oil-addicted, ceasaristic, counter-hegemonic, a sort of Latin American Milošević, even political ―carnivour.‖ But there is nonetheless agreement that, at the very least, chavismo consists of a political alliance of radical-leftist civilians and the military (Ellner 2001:9). Chávez has received most political advice from, and staffed his government with, individuals who have an extreme-leftist past, a military background, or both. The Chávez movement is, if nothing else, a marriage of radicals and officers. And while there is no agreement on how undemocratic the regime has become, there is virtual agreement that chavismo is far from liberal democracy. -

Lau* The Gracias al Sacar, a fascinating and seemingly inconceivable practice in eighteenth century colonial Venezuela, allowed certain individuals of mixed Black and White ancestry to purchase "Whiteness" from their King. The author exposes the irony of this system, developed in a society obsessed with "natural" ordering that labeled individuals according to their precise racial ancestry. While recognizing that the Gracias al Sacar provided opportunities for advancement and an avenue for material and social struggle, the author argues that it also justified the persistence of racial hierarchy. -

CUBA AND THE CONSTRUCTION OF ALTERNATIVE GLOBAL TRADE SYSTEMS: ALBA AND FREE TRADE IN THE AMERICAS LARRY CATÁ BACKER* & AUGUSTO MOLINA** ABSTRACT The ALBA (Alternativa Bolivariana para los Pueblos de Nuestra América) (Bolivarian Alternative for The People of Our America), the command economy alternative to the free trade model of globalization, is one of the greatest and least understood contributions of Cuba to the current conversation about globalization and economic harmonization. Originally conceived as a means for forging a unified front against the United States by Cuba and Venezuela, the organization now includes Nicaragua, Honduras, Dominica, and Bolivia. ALBA is grounded in the notion that globalization cannot be left to the private sector but must be overseen by the state in order to maximize the welfare of its citizens. The purpose of this Article is to carefully examine ALBA as both a system of free trade and as a nexus point for legal and political resistance to economic globalization and legal internationalism sponsored by developed states. The Article starts with an examination of ALBA’s ideology and institutionalization. It then examines ALBA as both a trade organization and as a political vehicle for confronting the power of developed states in the trade context within which it operates. ALBA remains * W. The Transformational Potential of Higher Education Inclusion
n the fi eld of higher education research, one of the most fascinating observations is the consistent and permanent expansion of higher education systems worldwide since theI end of the Second World War.
