AFRICA REVIEW EURASIA REVIEW "Waves" of the Russia's Presidential Reforms Break About Premier's "Energy-Rocks" By Dr. Zurab Garakanidze* Story about the Russian President Dmitry Medvedev’s initiative to change the make-up of the boards of state-owned firms, especially energy companies. In late March of this year, Russian President Dmitry Medvedev demanded that high-ranking officials – namely, deputy prime ministers and cabinet-level ministers that co-ordinate state policy in the same sectors in which those companies are active – step down from their seats on the boards of state-run energy companies by July 1. He also said that October 1 would be the deadline for replacing these civil servants with independent directors. The deadline has now passed, but Medvedev‟s bid to diminish the government‟s influence in the energy sector has run into roadblocks. Most of the high-level government officials who have stepped down are being replaced not by independent managers, but by directors from other state companies in the same sector. Russia‟s state-owned oil and gas companies have not been quick to replace directors who also hold high-ranking government posts, despite or- ders from President Dmitry Medvedev. High-ranking Russian officials have made a show of following President Medvedev‟s order to leave the boards of state-run energy companies, but government influence over the sector remains strong. Political Rights: 7 Civil Liberties: 7 Status: Not Free Overview: Deputy Prime Minister Ramzan Kadyrov was promoted to the Chechen premiership in March 2006 and continued to strengthen his hold on power in the republic. Critics like investigative journalist Anna Politkovskaya, who was murdered in October, have claimed that Kadyrov and his security forces torture suspected rebels, many of whom disappear without a trace. Rebel violence declined as Kadyrov consolidated his position, and two important rebel leaders were killed during the year, but the larger region remained unstable. Chechnya, a small, partly mountainous North Caucasus republic, has a history of armed resistance to Russian rule dating to the czarist period. In February 1944, the Chechens were deported en masse to Kazakhstan after Soviet leader Joseph Stalin accused them of collaborating with Nazi German forces. Officially rehabilitated in 1957 and allowed to return to their homeland, they remained politically suspect and were excluded from the region’s administration. After winning election as Chechnya’s president in October 1991, former Soviet air force Major General Dzhokhar Dudayev proclaimed Chechnya’s independence. Moscow responded with an economic blockade. In 1994, Russia began assisting Chechens opposed to Dudayev, whose rule was marked by growing corruption and the rise of powerful clans and criminal gangs. Russian President Boris Yeltsin sent 40,000 troops into Chechnya by mid-December of that year and attacked the capital, Grozny. -

We said honestly: The history of the Lubyanka in the twentieth century is our history…” ~ Nikolai Platonovich Patrushev, Director of the FSB Between August-September 1999, a series of explosions in Russia killed 293 people: - 1 person dead from a shopping centre explosion in Moscow (31 st August) - 62 people dead from an apartment bombing in Buynaksk (4 th September) - 94 people dead from an apartment bombing in Moscow (9th September) - 119 people dead from an apartment bombing in Moscow (13 th September) - 17 people dead from an apartment bombing in Volgodonsk (16 th September) The FSB (Federal Security Service) which, since the fall of Communism, replaced the defunct KGB (Committee for State Security) laid the blame on Chechen warlords for the blasts; namely on Ibn al-Khattab, Shamil Basayev and Achemez Gochiyaev. None of them has thus far claimed responsibility, nor has any evidence implicating them of any involvement been presented. Russian citizens even cast doubt on the accusations levelled at Chechnya, for various reasons: Not in living memory had Chechen militias pulled off such an elaborated string of bombings, causing so much carnage. A terrorist plot on such a scale would have necessitated several months of thorough planning and preparation to put through. Hence the reason why people suspected it had been carried out by professionals. More unusual was the motive, or lack of, for Chechens to attack Russia. Chechnya’s territorial dispute with Russia predates the Soviet Union to 1858. -
The Siloviki in Russian Politics
The Siloviki in Russian Politics Andrei Soldatov and Michael Rochlitz Who holds power and makes political decisions in contemporary Russia? A brief survey of available literature in any well-stocked bookshop in the US or Europe will quickly lead one to the answer: Putin and the “siloviki” (see e.g. LeVine 2009; Soldatov and Borogan 2010; Harding 2011; Felshtinsky and Pribylovsky 2012; Lucas 2012, 2014 or Dawisha 2014). Sila in Russian means force, and the siloviki are the members of Russia’s so called “force ministries”—those state agencies that are authorized to use violence to respond to threats to national security. These armed agents are often portrayed—by journalists and scholars alike—as Russia’s true rulers. A conventional wisdom has emerged about their rise to dominance, which goes roughly as follows. After taking office in 2000, Putin reconsolidated the security services and then gradually placed his former associates from the KGB and FSB in key positions across the country (Petrov 2002; Kryshtanovskaya and White 2003, 2009). Over the years, this group managed to disable almost all competing sources of power and control. United by a common identity, a shared worldview, and a deep personal loyalty to Putin, the siloviki constitute a cohesive corporation, which has entrenched itself at the heart of Russian politics. Accountable to no one but the president himself, they are the driving force behind increasingly authoritarian policies at home (Illarionov 2009; Roxburgh 2013; Kasparov 2015), an aggressive foreign policy (Lucas 2014), and high levels of state predation and corruption (Dawisha 2014). While this interpretation contains elements of truth, we argue that it provides only a partial and sometimes misleading and exaggerated picture of the siloviki’s actual role. -

We have intentionally included conflicts that often are not studied in courses about genocide. We encourage readers to learn about these events for two reasons: first, when knowledge of these atrocities is not part of our shared history and memory, those who suffered, and their once- vibrant cultures and communities, are made invisible yet again. Second, it is important for us to realize the breadth of genocides across time and place. ‘Never again’ has come to mean ‘over and over again.’ Perhaps if we can recognize that genocide is a wide-ranging and repetitive scourge on the planet, we can someday reach a world without genocide. She is the author, with Ilyas Akhmadov, of The Chechen Struggle: Independence Won and Lost (2010). Dylan Myles-Primakoff is senior program officer for Russia and Eurasia at the NED. Since Vladimir Putin rose to power in 1999, the quest to restore the might of the Russian state at home and abroad has been a hallmark of his rule. Yet another such hallmark has been rampant looting by the country’s leaders. Thus Russia has figured prominently in recent schol- arly discussions about kleptocracies—regimes distinguished by a will- ingness to prioritize defending their leaders’ mechanisms of personal enrichment over other goals of statecraft. In a kleptocracy, then, cor- ruption plays an outsized role in determining policy. But how have the state-building and great-power ambitions of the new Russian elite coex- isted with its scramble for self-enrichment? Putin’s Russia offers a vivid illustration of how kleptocratic plunder can become not only an end in itself, but also a tool for both consolidating domestic political control and projecting power abroad. -

The War Against Terrorism and the Conflict in Chechnya: A Case for Distinction SVANTE E. CORNELL More than any other conflict, Chechnya epitomizes the old saying that "one man's terrorist is another man's freedom fighter." Since the first Chechen war began in 1994, the Russian government has portrayed the war as one against ban- dits and Islamic fundamentalists. After the attacks of September 11, 2001, the label changed-now Chechens are referred to simply as "terrorists." Western states have for the most part thus far refrained from accepting the Russian position at face value, seeing the conflict primarily as an ethnic war. While recognizing Russia's territorial integrity, Western and Islamic states see the Chechen rebels as more or less legitimate representatives of the Chechen people, considering that the current Chechen president, Asian Maskhadov, was elected in elections deemed free and fair by international observers in 1997. Moreover, the international commu- nity has condemned the Russian military's massive human rights violations in the prosecution of the war. That said, during the course of the second war, which began in October 1999 and rages to this day, there has been an increasing concern with regard to the radicalization of parts of the Chechen resistance movement and its links to extremist Islamic groups in the Middle East. The attacks of September 11 introduced a new paradigm into world politics, and Chechnya has since been one of the regions most affected by the increased focus on terrorism. Indeed, it did not take long after 9/11 for the Russian government to draw comparisons between the terrorist attacks on the United States and the situa- tion in Chechnya.
