NATIONAL INSIDER THREAT TASK FORCE MISSION FACT SHEET _________________________________ Why was the NITTF established? The National Insider Threat Task Force (NITTF) was established after the WikiLeaks release of thousands of classified documents through the global media and internet. Its mission is to deter, detect, and mitigate actions by employees who may represent a threat to national security by developing a national insider threat program with supporting policy, standards, guidance, and training. Who runs the task force, and which agencies are involved? Under Executive Order (E.O.) 13587, the NITTF is co-chaired by the U.S. Attorney General and the Director of National Intelligence. They, in turn, designated the Federal Bureau of Investigation (FBI) and the National Counterintelligence Executive to co-direct the daily activities of the NITTF. The NITTF comprises employees and contractors from a variety of federal departments and agencies (D/A), and its work impacts more than 99 federal D/As that handle classified material. Currently, the following D/As have representatives on the NITTF: FBI, National Counterintelligence and Security Center (NCSC), Defense Intelligence Agency (DIA), Central Intelligence Agency (CIA), and Transportation Security Administration. The NITTF responds directly to the Senior Information Sharing and Safeguarding Steering Committee, which was also established under E.O. 13587. The steering committee comprises representatives from largely Intelligence Community agencies with extensive access to classified networks and materials, including the Departments of State, Energy, Justice, Defense, and Homeland Security, CIA, FBI, Office of the Director of National Intelligence, NCSC, National Security Agency, DIA, the Program Manager—Information Sharing Environment, Office of Management and Budget, the National Security Council Staff, and the Information Security Oversight Office. -

The Siloviki in Russian Politics
The Siloviki in Russian Politics Andrei Soldatov and Michael Rochlitz Who holds power and makes political decisions in contemporary Russia? A brief survey of available literature in any well-stocked bookshop in the US or Europe will quickly lead one to the answer: Putin and the “siloviki” (see e.g. LeVine 2009; Soldatov and Borogan 2010; Harding 2011; Felshtinsky and Pribylovsky 2012; Lucas 2012, 2014 or Dawisha 2014). Sila in Russian means force, and the siloviki are the members of Russia’s so called “force ministries”—those state agencies that are authorized to use violence to respond to threats to national security. These armed agents are often portrayed—by journalists and scholars alike—as Russia’s true rulers. A conventional wisdom has emerged about their rise to dominance, which goes roughly as follows. After taking office in 2000, Putin reconsolidated the security services and then gradually placed his former associates from the KGB and FSB in key positions across the country (Petrov 2002; Kryshtanovskaya and White 2003, 2009). Over the years, this group managed to disable almost all competing sources of power and control. United by a common identity, a shared worldview, and a deep personal loyalty to Putin, the siloviki constitute a cohesive corporation, which has entrenched itself at the heart of Russian politics. Accountable to no one but the president himself, they are the driving force behind increasingly authoritarian policies at home (Illarionov 2009; Roxburgh 2013; Kasparov 2015), an aggressive foreign policy (Lucas 2014), and high levels of state predation and corruption (Dawisha 2014). While this interpretation contains elements of truth, we argue that it provides only a partial and sometimes misleading and exaggerated picture of the siloviki’s actual role. -

The National Security Council Was Briefed on Anna Chapman Before Her Arrest
THE NATIONAL SECURITY COUNCIL WAS BRIEFED ON ANNA CHAPMAN BEFORE HER ARREST I frankly wasn’t all that interested in the news that Russian spy Anna Chapman was setting a honey trap for an Obama cabinet official… In a documentary broadcast last night, FBI counter-intelligence chief Frank Figliuzzi claimed the glamorous Russian agent got close enough to ‘disturb’ U.S. spy catchers. He said the fear that Miss Chapman was close to seducing a sitting member of the Obama administration spurred agents to swoop on the 10-strong spy ring of which she was a part. Mr Figliuzzi told the Channel 4 documentary the auburn-haired spy got ‘closer and closer to higher and higher ranking leadership… she got close enough to disturb us.’ ‘We were becoming very concerned,’ he said. ‘They were getting close enough to a sitting US cabinet member that we thought we could no longer allow this to continue.’ Until Laura Rozen noted that Peter Orszag left the White House in July 2010. Since most of the cabinet level officials with some base in NY, where Chapman lived and socialized–like Hillary Clinton and Susan Rice–are female, I simply hadn’t thought that much about who her target could have been. Though Orszag presents an interesting possibility (not least because he was personally involved in our cybersecurity efforts at the time). And an even more interesting date, to me, is the day the White House announced his departure: June 22, just 3 days before they started rolling up the Russian spy network. Now, whether or not Orszag was the target (I’ve got some other suspicions, and if he was, Chapman would have been targeting Orszag during the period after he got engaged but before he got married), her comment was enough to get me to refer back to my coverage on Chapman’s arrest. -
A Retrospective on the So-Called Revolution in Military Affairs, 2000-2020
SECURITY, STRATEGY, AND ORDER A RETROSPECTIVE ON THE SO-CALLED REVOLUTION IN MILITARY AFFAIRS, 2000-2020 MICHAEL O’HANLON A RESTROSPECTIVE ON THE SO-CALLED REVOLUTION IN MILITARY AFFAIRS, 2000-2020 MICHAEL O’HANLON EXECUTIVE SUMMARY1 This paper revisits the debate that raged in American defense circles in the 1990s over whether a revolution in military affairs was imminent in the early parts of the 21st century. It also seeks to establish a benchmark, and reaffirm as well as refine a methodology, for forecasting future changes in military-related technologies by examining what has transpired in the first two decades of the 21st century. Taking this approach helps improve and validate the methodology that is employed in my forthcoming book, The Senkaku Paradox: Risking Great Power War Over Small Stakes (2019). A subsequent paper seeks to extrapolate a similar analysis out to 2040, gauging the potential for major breakthroughs in military technology and associated operational concepts over the next two decades. Such analysis is of critical importance for evaluating American and allied military and strategic options relevant to great-power war and deterrence in the years ahead. The paper’s category-by-category examination of military technology mirrors the approach that I employed in a book published in 2000, Technological Change and the Future of Warfare (though it really should have been entitled, The So-Called Revolution in Military Affairs, because I was largely challenging the then-popular notion that a military revolution of historic importance was afoot). Much of the research foundation of that book was the study of a list of 29 different types of technologies in an attempt to gauge which might undergo revolutionary change by 2020. -
