FIELD HOCKEY RULE CHANGES: NATIONAL FEDERATION OF STATE HIGH SCHOOL ASSOCIATIONS NEWS RELEASE Long-hit Procedure in High School Field Hockey Replaced by 25-yard Free Hit FOR IMMEDIATE RELEASE Contact: Mark Koski INDIANAPOLIS, IN (September 6, 2016) — The “long-hit procedure” in high school field hockey will be replaced by a 25-yard free hit effective with the 2016 season. This revision in Rule 7-3-2 was one of eight rules changes recommended by the National Federation of State High School Associations (NFHS) Field Hockey Rules Committee at its January 13-15 meeting in Indianapolis. All rules changes were subsequently approved by the NFHS Board of Directors. Beginning next season, the attacking team will be awarded a 25-yard free hit instead of a long hit when a defender unintentionally causes the ball to go across the end line or if the ball glances off the stick/person of a defender in this area and goes across the end line. Play will be re-started with the ball on the 25-yard line that is in line with where it crossed the end line, and all procedures for taking a free hit will apply. Mark Koski, NFHS director of sports, events and development and liaison to the NFHS Field Hockey Rules Committee, said the new procedure for awarding the attacking team a 25-yard free hit will eliminate the need for the long-hit mark on the field. As a result, the long-hit line will be eliminated from the field diagram in the NFHS Field Hockey Rules Book. 4 | P a g e With the requirement for field players to wear eye protection that meets the current ASTM standard, the committee eliminated language that permitted other protective devices such as face masks. Koski said that the face masks do not meet any safety standard for ball or stick impact, nor do they offer any shatter resistance. A change in Rule 10-3-2 last year dealing with restarts for extended-play penalty corners eliminated the clear definitions for when a penalty corner, during regular play, is considered to be completed. The committee noted that the exception to the rule added in 2015 should apply to an injury during regulation play as well as extended play. Effective with the 2017 season, the home team shall wear white socks/sock guards only, thus eliminating the “light-colored” option. The committee noted that since the home team is required to wear single solid white uniform tops, it should wear only white socks to match the uniform top. In another equipment change, Rule 1-7-1 will now permit the goalkeeper’s uniform top to be multiple colors to ensure contrasting uniforms with field players. In addition, effective with the 2017 season, a visible number should be on the front and back of the uniform top. Regarding penalty strokes, the committee eliminated the final option (Rule 11-1-1e) for when a penalty stroke is awarded – “The defending team continues to deliberately cause the ball to go over the end line” – since the rules have evolved to allow umpires to better manage this situation if it occurs. The committee approved an additional penalty in Rule 1-5-6, which addresses an entire team wearing illegal uniforms: “When an illegally uniformed team is unable to correct the situation or cannot verify state association approval of the uniform, the game shall be played. The referee must, however, notify the state association following the game.” A complete listing of all rules changes will be available soon on the NFHS website at www.nfhs.org. Click on “Activities & Sports” at the top of the home page, and select “Field Hockey.” According to the 2014-15 NFHS High School Athletics Participation Survey, a total of 60,549 girls participated in field hockey at 1,753 schools across the country. 5 | P a g e II. GOGGLES AND WEARING MASKS: A player may NOT wear a face mask A. E-mail from Bev Hooper (State Coordinator) 8/17/2016: NFHS Field Hockey Rule 1-6-5 states, "All field players shall wear eye protection that meets the current ASTM standard for field hockey." B. With this said, eye protection must be worn at all times and there currently is not a protective mask that meets a ASTM standard when eye protection is used, making it illegal to wear protective face masks at the high school level. 1. This is different than last year because Face mask are no longer legal to wear in field hockey. Since they are no longer legal to wear and you have a player who breaks their nose and is require to wear a face mask in order to play. That player may request a special accommodation waiver from the state office because this falls under medial circumstances. The player must still wear the goggles along with the face mask. Now let's say a player wants to wear a face mask because she plays defense on penalty corners. There is no medical reason for her to wear the mask, therefore it's illegal to wear it. C. NYSPHSAA will approve a special accommodation for medical reasons only for a student to wear a mask and the goggles at the same time. If necessary your AD must send information to Todd Nelson at NYSPHSAA III. OVERTIME PROCEDURE - Used in Varsity games only during the regular season a. Section XI will use a maximum of ONE (1)7V7 Sudden Victory 10 minute as per NYS Guidelines, prior to playoffs i. If a tie still exists after the 10 minute overtime a Shoot-Out will take place (see overtime procedures - next page) b. It is the responsibility of all Coaches to understand the Overtime Procedure c. Overtime for all POST SEASON games will follow the entire NYSPHSAA Overtime Procedure (next pages) d. During all regular season JV contests, should the game end in a tie, one seven-vs- seven, 10 minute sudden victory overtime period shall be played. At the end of the regulation game, there will be a coaching intermission that will last up to 5 minutes. e. If the score is tied at the end of the 10 minute sudden victory overtime period NO further OT periods will follow. The game is completed as a tie. f. THERE IS NO OVER TIME FOR MIDDLE SCHOOL 6 | P a g e Field Hockey Overtime Procedures 2016-2017 I. At the end of the regulation game, there will be a coaching intermission that will last up to 5 minutes. The Officials will: Meet with Captains and Coach. Toss of coin: the Visiting team calls the toss. The winner of the toss gets choice of possession OR end of field. The tableside official remains the head official for all segments of the overtime procedures. II. Ten minute OT 7 V 7 sudden victory OT period: Rolling substitutions are permitted. Each team is permitted one time out during the 10-minute overtime period Defensive corners during 7 v 7: Defense will be reduced to 4 players (3 plus goalie) behind end line The remaining defensive player goes behind the 50 yd line with the rest of the team. The attack remains the same. III. If a tie still exists after the first 10 minute overtime, the teams will play a second 10 minute 7 V 7 Sudden Victory overtime period. A coaching intermission, lasting 5 minutes, will be allowed prior to the start of the second OT period. Teams will change ends of the field, the team not having possession at the start of the first OT shall have possession to start the second OT. Time-outs may not be carried over from the previous period, each team is allowed one time out. Rolling substitution are permitted. Defensive corners same as above. The attack remains the same. IV. If the score remains tied at the end of the second 10 minute overtime period; a Shoot-out will take place. A set of 5 alternating shoot outs take place in each series. A full set of 5 is played.
