Co-evolution of Policies and Firm Level Technological Capabilities in the Indian Automobile Industry Dinar Kale ESRC Innogen Centre Development Policy and Practise, The Open University Email: [email protected] Abstract Innovation in form of new products, processes or forms of productive organisation brings growth to firms and development to economies and therefore it is important to understand sources of innovation and technological capabilities. In this context this paper explores sources of innovation and technological capability in the Indian automobile industry. In last decade Indian auto industry emerged as one of the fastest growing industry with increasing levels of technological sophistication in auto industries amongst emerging countries. This paper shows that industrial policy set up challenges for firm in form of constraint to develop products with higher local suppliers and helped development of auto component supplier industry. It also points out important role played by factors such as nature of demand and firm ownership in innovative capability development. Paper reveals key attributes of firm ownership which include managerial vision and diversified nature of businesses. The diversified nature of businesses has helped Indian auto firms in innovative capabilities by facilitating inter-sector learning. 1 1. Introduction In the global world innovation lies at the heart of the economic growth and development for countries and firms in advanced as well as developing countries. History is full of examples where lack of innovation has withered away the economies and firms precisely because those economies and firms lacked a “Schumpeterian vigour”. In the Indian economy, it has emerged as one of the booming sectors with a contribution of around 6% to the nation’s GDP. Rising income, growing middle-class and a predominantly young population are some of the prime factors that have propelled this growth. The continuation of this trend can definitely make India one of the top auto producing countries of the world in the coming years. This paper attempts to trace back the history as well as examine the diesel engine (below 1500cc) passenger car segment of the Indian automobile sector with special focus on FIAT. Further this study critically examines the nuances involved in FIAT’s success in selling their diesel engines to different companies and its failure in promoting their own vehicles. Since its impact is felt in all segments of the economy and can bring a multiplier effect, the growth of the automotive industry becomes very pertinent to propel the economy of a nation (RBSA Advisors, 2012). The same holds true for the Indian automotive industry. With a compound annual growth rate (CAGR) of 15% during the last 5-7 years, this sector can rightly belabeled as a booming sector of the Indian economy (Ministry of Heavy Industries and Public Enterprises [MoHI&PE], India, 2012). -

Indian Automotive Industry: Opportunities and Challenges Posed By Recent Developments Viswanathan Krishnan The University of Texas at Austin Executive Summary: The Indian automobile industry is currently experiencing an unprecedented boom in demand for all types of vehicles. This boom has been triggered primarily by two factors: (1) increase in disposable incomes and standards of living of middle class Indian families estimated to be as many as four million in number; and (2) the Indian government's liberalization measures such as relaxation of the foreign exchange and equity regulations, reduction of tariffs on imports, and banking liberalization that has fueled financing-driven purchases. Industry observers predict that passenger vehicle sales will triple in five years to about one million, and as the market grows and customer's purchasing abilities rise, there will be greater demand for higher-end models which currently constitute only a tiny fraction of the market. These trends have encouraged many multi- national automakers from Japan, U. S. A., and Europe to enter the Indian market mainly through joint ventures with Indian firms. This paper presents an introduction to the key players in the Indian automotive industry, a summary of the recent developments, and an analysis of the opportunities and challenges facing the various players (Indian and multi-national assemblers and component makers) in the areas of product development, production, and distribution. 1.1 Introduction to The Indian Automotive Industry For forty years since India's independence from the British in 1947, the Indian car market was dominated by two localized versions of ancient European designs -- the Morris Oxford, known as the Ambassador, and a old Fiat.
