I am very delighted to welcome the Course Participants and their families at Defence Services Command and Staff College (DSCSC) Mirpur, your home for an exciting journey ahead. This is a life time opportunity for the Course Participants to pursue academic excellence from different cultures of the world. The College offers a conducive

environment to enhance the professional knowledge and skills imbued with military norms and ethos. I believe that you shall be able to build a lifelong bond of friendship with people coming from all over the globe. Life in DSCSC is a small chronicle that will be treasured by all alumni forever.

The College follows a well-structured, methodical yet very rewarding programme of events. This booklet will give you an idea about the college and offer the required information for joining the course. The course curriculum includes subjects on individual services as well as joint operational understanding. The College is affiliated to Bangladesh University of Professionals (BUP) for Master of Science (MSc) in Military Studies Programme. Besides the academic programmes, sports events and social activities are organized in the college to develop cohesiveness among the Course Participants, Faculty and Staff Officers.

We expect your wholehearted participation in every event of the college as we consider you to be the ambassador of your country and services. The College will appreciate the participation of spouses in Ladies Club and social activities organized by the institution. To facilitate the education and upbringing of your children, the college runs a Kindergarten School inside the residential premises.

PART I: OVERVIEW OF DSCSC Introduction

1. Defence Services Command and Staff College (DSCSC) is a prime military institution of , established in

December 1977. DSCSC provides professional military education to selected mid-career officers of the three services and prepares them for assumption of higher responsibilities both in command and staff appointments. Here officers from the Army, Navy and Air Force of both home and abroad learn in a joint environment encompassing Land, Air and Maritime operations. The College is well acclaimed internationally as a centre of military excellence. As of 2020, 5253 officers including 1165 officers from 42 different countries have graduated from this college. The College is affiliated to Bangladesh University of Professionals (BUP) which offers a Master of Science

(MSc) in Military Studies degree on successful completion of the course. It is located at Mirpur, a suburb of Dhaka City, 12 km away from the city centre. The College provides a picturesque and serene campus with modern infrastructures for education, training, research, housing, sports and recreation for the Course Participants. In fact, along with BUP and National Defence College (NDC) DSCSC forms the „educational village‟ of the Mirpur .

Vision

2. The vision of DSCSC is to develop the professional knowledge and understanding of selected mid-career officers of the three services in order to prepare them for the assumption of higher responsibilities both in staff and command appointments.

Course Mission

3. DSCSC Course 2021-2022 is designed to attain the following mission:

a. To provide education and knowledge on doctrinal fundamentals, history, evolution and theories of warfare.

b. To impart knowledge on employment and training of armed forces across the entire spectrum of military operations at tactical level including unconventional warfare.

c. To impart knowledge and understanding on operations other than war including operations in aid to civil administration.

d. To develop understanding of joint and inter agency operations including application of tools of operational art in support of a campaign.

e. To impart in-depth knowledge on a broad range of relevant national and international issues encompassing contemporary developments and their security implications.

f. To provide education and knowledge on command and leadership, defence management and defence administration during

peace and war.

g. To instill knowledge and understanding on all kinds of staff works and procedures at tactical level.

h. To provide knowledge on staff works and procedures at operational level.

j. To encourage creativity and instill analytical ability to support all types of military analysis, planning and research activities.

k. To inculcate both oral and written skills needed to communicate effectively.

l. To develop the required personality traits and skills which are essential to efficiently perform in command and staff positions.

Course Contents

4. DSCSC devotes 45% of the curriculum to joint operational and common subjects, while the rest 55% covers individual service studies. The syllabus spans approximately 1700 periods each of 35 minutes duration. Core subjects include Staff Duties, Tactics, Strategy, Logistics, Joint Services, Single Service and Combined Operation/ Warfare, Campaign Planning, Air Warfare, Modern Management Techniques, Operations other than War, Leadership, Disaster Management, Media Studies, Military History, Cyber Warfare Artificial Intelligence (AI), Counter Insurgency Warfare, etc. There are a number of research works that the Course Participants have to undertake both individually and in groups. The design of the course makes the Course Participants go through the Military Decision Making Process both as an individual and by teamwork.

5. To enhance awareness, Course Participants are also exposed to national, international and regional affairs. Special emphasis is given on the studies relating to South Asia. United Nations Peace Support Operations also figures prominently in the curriculum.

6. Above all, Course Participants from different countries having varied experiences share a dynamic and interactive learning environment with eminent scholars from home and abroad, which remains to be one of the important components of the curriculum.

Course Duration and Working Hours

7. The duration of the course is 45 weeks excluding 2 weeks overseas orientation programme for Overseas Course Participants from 28 February to 11 March 2021. There are 4 terms each of 10 weeks duration except 1st term which is of 11 weeks duration. There are breaks of one week each after first and third term and 2 weeks after the second term. Working hours are from 0800 to 1420 hours from Sunday to Thursday (during Ramadan working hours are from 0900 to 1445 hours). Friday and Saturday are weekly holidays. However, for training purpose, the working hours may be increased as required. Weekends may also be utilized for training purpose - if necessary.

MSc Programme

8. Course Participants are awarded with Master of Science (MSc) degree on successful completion of the course. Every Course Participant has to meet the following requirements for obtaining an MSc degree:

a. Should have a Bachelor‟s degree or equivalent from a recognized university/ college.

b. Must write a dissertation paper of about 7000 to 10000 words on a topic selected jointly by the college and the University authority.

c. Must attend and complete the tenure of Staff Course at DSCSC, Mirpur. Missing of 10% or more classes makes a Course Participant ineligible for Master of Science (MSc) degree.

d. Overseas Course Participants must bring a certificate from their respective countries stating that they have qualified in Staff College entrance or equivalent examination. They are to submit the English rendition of the following certificates within 7 days of arrival:

(1) Secondary School Certificate Examination/ ‟O‟ level/ equivalent – original/ provisional.

(2) Higher Secondary Certificate Examination/ „A‟ level/ equivalent – original/ provisional.

(3) Bachelor‟s degree/ equivalent – original/ provisional (in any discipline).

Graduation

9. On successful completion of course, the participants are awarded with the acronym „psc‟ (passed staff course). Besides, Course Participants of Master of Science (MSc) programme are also awarded with the Masters degree.

Faculty and Staff

10. The College is organized with two branches: the Training Branch and the Administrative Branch. The Commandant is a Major General from the Army and the Deputy Commandant is either a Commodore of the Navy or an Air Commodore of the Air Force. The Training Branch is headed by the Chief Instructor (CI), a Brigadier General, and the administrative branch is headed by the Colonel Administration. In the Training Branch there are four wings: Army, Navy, Air and the Academic Wing. The Colonel General Staff, remaining under the training wing, plans, programmes and coordinates all training activities of the college. Presently, there are fifteen syndicates in the Army Wing, four syndicates in the Navy Wing and three/four syndicates in the Air Wing. Each syndicate usually consists of 08-10 Bangladeshi and 2 to 3 Overseas Course Participants. Directing Staffs of Army, Navy and Air Wing conduct the education and training activities of the college.

Overseas Course Participants’ Participation

11. Each year, about 60 to 70 overseas participants attend the course, which is roughly 25% to 30% of the total strength of the course. Till today, 1165 Overseas Course

Participants from 42 different countries have graduated from this college.

12. All Overseas Course Participants are required to report to the college 15 days before the course starts to attend a 2-weeks orientation course, which includes the following:

a. Study on Bangladesh and Bangladesh Armed

Forces.

b. Elementary staff duties and service writing

techniques in use.

c. Familiarization visits.

13. Pre-qualification. The staff course is open to officers of all three Services i.e. Army, Navy and Air Force. The Course

Participants nominated should fulfill the following prerequisites:

a. Must be of the rank of Major/ Lieutenant Colonel or equivalent. He/ she must also have minimum of 8 (eight) years

commissioned service.

b. Fluent in both spoken and written English.

c. In possession of adequate background knowledge of military science to follow the study of modern technology.

d. Must be medically fit to undertake the physical and mental load associated with the course (Including COVID-19 free

certificate during the COVID-19 period).

Course Activities

14. Mode of Instruction. English is the medium of all instructions. Methods of instruction applied are as follows:

a. Syndicate Discussion. Course Participants are grouped into a number of small discussion groups or syndicates where majority of academic activities take place. A syndicate comprises of 12 to 14 Course Participants drawn from various arms and services. There are two configurations of syndicates – single service and joint

service. Joint service syndicates consist of Course

Participants from all three wings where joint matters are deliberated upon and exercises are conducted. However, currently syndicate activities are conducted online through E learning solution considering COVID-19 pandemic situation. Regular discussions in the syndicates are based on the manuals, précis and reference materials issued to students and on the presentations or talks by guest speakers and

faculty members. Course Participants actively participate in

interactive sessions under the guidance of the Directing Staffs to share experience and clarify all queries on various lessons.

b. Central Lectures. Central lectures on subjects which are common to all three wings are delivered mostly by the academia, high officials, eminent scholars, renowned specialists and technocrats from home and abroad in suitable auditorium or through online LAN based system (DSCSC In house developed E-learning Software).

c. Presentation. Course Participants need to present their ideas, products throughout the entire duration of the course in the form of formal presentations. Faculty members also introduce different learning packages through formal presentations.

d. Indoor Exercises. Several maps exercises, command post exercises and computer assisted war game exercise on various operations of war, logistics and counter insurgency warfare are conducted to allow Course Participants to plan operations in details.

e. Outdoor Exercises. Considering COVID-19 Pandemic situation, Tactical Exercises without Troops (TEWT) and the exercise brief are being conducted by distant learning (On-line Software, E-learning Solution) covering various operations of war and outdoor visits are conducted to allow Course Participants to plan operations on ground.

f. Research Work. Individual Research Paper (IRP) is an individual research work of about 7000 to 10000 words on a broad range of national and international issues encompassing contemporary developments and military related topics. This is also considered as the dissertation paper for the Master of Science (MSc) Degree. Course Participants need to defend their paper in front of a team comprising of university professors and faculty members. Best research papers are published in the Mirpur Papers, a recognized professional research journal of DSCSC.

g. Overseas Expertise. The College offers unique opportunity for the Course Participants to interact with the overseas specialists, experts, strategists, and training teams on broad international and strategic issues. These learning forums keep the Course Participants abreast of the latest trends in modern warfare and also keep them informed about evolving thoughts in other important fields.

h. Seminars/ Workshops. DSCSC conducts a number of seminars/ workshops on burning issues of contemporary times with domestic/ overseas institutions where the academia researchers and scholars joined through online (E-learning Software) software from home and abroad presents keynote lectures thus providing food for thought to the enthusiastic Course Participants.

j. Visits/ Demonstrations. Services Headquarters and various military establishments arrange demonstrations for the Course Participants. Visits to various government and non-government organizations including electronic and print media within the country are also conducted as part of the course curriculum.

k. Overseas Study Tour. During the „DSCSC 2021- 2022‟ course, Overseas Course Participants may avail an „Overseas Study Tour‟ which will be conducted as part of Regional/ Global studies. A 4 to 5 days tour will also enrich the knowledge of Course Participants an overview of the visiting country in general with particular emphasis on the socio-economic, cultural, political and security related aspects. All expenditures (i.e. air ticket, hotel rent, food and other daily allowances) for the aforementioned „Overseas Study Tour‟ will have to be borne by the individual Overseas Course Participants/ government of the concerned country.

l. Internal Study Tour. Internal Study Tour (IST) of Bangladesh is an important event of our course curriculum. Besides breaking the monotony of the syndicate room activities, the tour provides an insight of the rich heritage and existing socio-economic and cultural aspects of the country to the Course Participants.

m. Country Presentation. As part of social calendar and training curriculum, participants of all friendly countries present their country with a 20-30 minute long presentation which is known as „Amar Desh,‟ implying „My Country‟. This is a unique opportunity for every allied Course Participant to showcase the identity, culture, tradition and rich history of his/ her/ their country in front of all the Course Participants, faculty and staff members of the college.

15. Self-Study and Research. During the entire duration of course, much emphasis is given on learning by self-study and intensive research work.

16. Ladies Club Enrichment Programme. DSCSC Ladies Club provides a multi-cultural commonplace for its members to share their views and invaluable experiences. All wives are members of the DSCSC Ladies Club. Rather than being only a regular meeting place for its members, the club provides a platform for effective Enrichment Programme which include interactive sessions on career development, family development, social responsibilities, balancing professional and family life, etc. Qualified participants are awarded with a certificate of recognition.

College Facilities

17. Syndicate Rooms. The College provides syndicate rooms in Sheikh Hasina Complex which are equipped with smart board for the smooth conduct of discussion. In addition to that, the complex has two plenary rooms for the group work.

18. Auditoriums. The College has four auditoriums where central lectures, seminar/ symposium and various social events are organized. Sheikh Hasina Complex Auditorium, the largest one, has capacity of 915 seats.

19. Library. The DSCSC Library is an in-campus comprehensive military research facility which supports the Course Participants and the faculty members of the college. It is one of the largest and most well equipped libraries in the Defence Services. It‟s huge collection of books cover all aspects of military science, joint and combined operations, tactics and doctrinal development, leadership, intelligence, weapons, equipment and training. The Archive and the Video Library have a large collection of useful research materials. The Library also subscribes to well-known publications at home and abroad. The families of the Course Participants can also avail the facilities of the library.

20. Day Care Centre. The College has a well decorated Day Care Centre with all available facilities. Course Participants need to place demand to the concerned person prior to sending their kids to the day care centre.

21. Swimming Pool. The Sports Complex of DSCSC has an international standard swimming pool with sauna bath facilities.

22. Gymnasium. The College has two separate well- equipped gymnasiums, for both Course Participants and Permanent Staffs along with their families to maintain physical fitness. One of these is dedicated for female.

23. Squash Court. The Sports Complex of DSCSC has international standard squash court facilities. It has two separate squash courts for the native and Overseas Course Participants.

24. Games and Sports. DSCSC has a sports complex that includes facilities for tennis, squash, basketball, volleyball, football, rowing and canoeing. Course Participants spontaneously participate in the regular games and sports and in the annual sports competition which generate lot of enthusiasm and inculcate competitive spirit.

25. Torch Kindergarten. The in-campus English Medium Kindergarten School has excellent academic arrangements for the toddlers from Play Group to STD II. The school session is set in line with the academic session of the college. The children of higher classes can get admitted into different Bangla and English Medium Schools near or around . The College provides transport facilities for the children of the Course Participants of a few specific schools in the city.

26. DSCSC Course 2021-2022 commences on 14 March 2021 and ends on 20 January 2022. The outline programme is as under:

Note: Overseas Course Participants are expected to join DSCSC between 23 and 25 February 2021 positively.

PART II: ADMINISTRATION

1. Location. DSCSC is located at Mirpur Cantonment, 12 km north of the Dhaka City centre and 13 km from Hazrat Shahjalal International Airport (HSIA).

2. Arrival. The most convenient port of entry into Bangladesh is Hazrat Shahjalal International Airport (HSIA). Overseas Course

Participants may arrive at Dhaka by Bangladesh Biman or any other airline operating between their countries and Bangladesh. A list of the airlines operating to and from Bangladesh is given at the end of Part- III. Overseas Course Participants are expected to report to the college at least 03 days prior to start of the Overseas

Course Participants‟ Orientation Course. Overseas Course

Participants‟ transportation from the HSIA to the college will be arranged by DSCSC.

3. Accommodation. Bachelor Course Participants are provided with single accommodation in the Bachelor Officers‟

Quarters (BOQ). Married Course Participants joining with families will be allocated quarters in the Staff College married Officers‟

Accommodation area. Different home appliances are available in the house. All Overseas Course Participants have to reside in the accommodation provided in the DSCSC residential area. DSCSC may allow Overseas Course Participants to stay outside the college campus only on receipt of written confirmation from concerned

Embassy/ High Commission through Government of the People‟s

Republic of Bangladesh, Prime Minister‟s Office, Armed Forces

Division that the arrangement for safety, security and transportation of the concerned Overseas Course Participants will be the responsibility of the concerned Embassy/ High Commission.

4. Dress. Course Participants will require following types of dress:

a. Service Dress For ceremonial occasions b. Working Dress/ equivalent For indoor activities c. Combat Dress/ equivalent For indoor, outdoor exercises and training visits d. 5. Electronics. College will provide laptop computer to the Overseas Course Participants. (Pen drive disabled)

6. Baggage. Heavy luggage may be shipped through the Chattogram Sea Port (see attached Map of Bangladesh) or by air. Customs clearance of the shipped luggage according to the laid down custom rules will solely be the responsibility of the officer concerned. In this regard it is pertinent to mention that passengers need to pay custom taxes prescribed under Bangladesh Customs rules for bringing electronic goods such as television, air cooler, refrigerator, etc. through air/ sea or land ports. You are advised to check the custom rules regarding the taxable items.

7. Stationery. Some of the stationery items, especially for exercise purposes, are issued to the Course Participants by the college. However, Course Participants will have to purchase stationery for their personal use.

8. Transport. The College provides free transportation for all training activities. For private and social occasions outside Mirpur Cantonment, Course Participants will need to make their own arrangements. However, the college provides weekly bus services to the selected shopping areas for Overseas Officers. Course Participants and their families willing to go to the city area can travel by bus or taxi cab under own arrangement. New or reconditioned cars can be purchased from local car dealers. Cars on hire or on rental basis are also available.

9. Leave. The College discourages any form of leave during training days/ periods except on emergency/ extreme compassionate ground. However, during the break periods between the terms, leave may be granted. Extension of leave is not granted under any circumstances. Course Participants may also be permitted to take „day off‟ on their national days provided these do not coincide with major training activities.

10. Medical. There are 4-6 resident doctors available at DSCSC; Staff Surgeon (Medicine Specialist), Child Specialist, Gynecologist, Dental Surgeon and Lady Medical Officer, who deal with routine and minor treatments. All serious cases are referred to the Combined Military Hospital (CMH) at Dhaka Cantonment for appropriate treatment.

11. Pay and Allowance. Overseas Course Participants are advised to make necessary arrangements as regards to the pay and allowances before their departure from the home countries.

12. Financial Aspects. Charges at the DSCSC fall under two broad categories:

a. Service Charges. These include tuition, accommodation and fees for Master of Science (MSc) in Military Studies programme. However, for Gratis/ Reciprocal tuition/ accommodation are free of charges.

b. Personal Expenditures. These include messing, water, gas and electricity charges, laundry, mess subscription and rental charges for additional home appliances etc. Service charges are however subjected to Memorandum of Understanding (MOU) signed between the Governments.

13. Service Charges. For on payment course (Monthly):

a. Tuition - US $ 1400.000 per month

b. Accommodation - US $ 250.00 per month for single officers. US $ 500.00 per month for married officers living in married quarters.

It is expected that the Course Participants will take proper care of the fittings and appliances in the accommodation. Course Participants need to pay for any damage incurred to the fittings or appliances during their stay. DSCSC will make necessary claims for service charges covering tuition and accommodation during halfway of the course to the local mission of the Overseas Course Participants. Payment of bills by cheek/ draft in US $ from the local mission is to be endorsed to the DSCSC.

14. Utilities and Maintenance Charge. All Overseas Course Participants would be required to pay an amount of Taka 7500.00 (Approximately US $ 89) as preliminary setup bill for the entire year. However, each of the Course Participant is to pay approximately 75 USD monthly for the consolidated service charge and utilities as per their usage.

15. Personal Expenditures. Course Participants need to pay in local currency for any messing in the Officers‟ Mess including the mess subscription. Barber, Laundry and Canteen facilities are available inside the campus. The College also assists willing Overseas Course Participants to hire domestic aide. Claims against personal expenditures will be realized through the Course Participant‟s monthly „mess bill‟. Overseas Course Participants need to settle the claims in local currency.

16. Registration Fee for the Masters Programme at Bangladesh University of Professionals (BUP). Taka 23,500.00 (Approximately $ 275) will have to be paid by each Overseas Course Participants as registration fee for the Masters programme at BUP. This fee is subjected to change by competent authority of BUP.

17. Banking. A branch of the Sonali Bank is located in the college campus. Branches of some international banks like American Express Bank, HSBC, Standard Chartered Bank, Habib Bank, Commercial Bank of Ceylon etc are located in the city where foreign currency accounts may be opened.

19. Discipline. DSCSC maintains a very high standard of discipline and military environment. As expected in any military, the college upholds the norms, ethos and values of a dignified military fraternity. The authority along with its capable band of officers will ensure a very comfortable and rewarding stay of the participating Course Participants and their family members. In the same spirit, it is always expected that Overseas Course Participants will exhibit high standard of professionalism and pay respect to the existing rules and regulations of the college and the country.

20. Detailed Administrative Instructions. Detailed instructions covering all administrative aspects will be issued with the Joining Instructions on confirmation of seats to overseas countries.

21. Course Participants In-Processing Data. Potential Overseas Course Participants are required to send their brief career outline once the vacancies are allotted. Course Participants need to fill in the In-Processing Data Form (Page 19 to 24 of this prospectus) and forward the same to DSCSC at the earliest.

22. Medical Fitness Certificate. Course Participants need to undergo medical check-up before joining the course and duly complete the Medical Fitness Certificate Form (Page 25 to of 26 of this prospectus) and forward it to DSCSC at the earliest.
