A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

 Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

 Asterisks also identify alterations to the text of a motion or amendment made since it was first published;

 A hash symbol identifies motions eligible for debate at Members’ Business;

*S4M-05066 Colin Keir: Queensferry Rowing Club—That the Parliament congratulates Queensferry Rowing Club on the launch of its second skiff, the Ferry Maid, on 24 November 2012; notes that the club, which is affiliated to the Scottish Coastal Rowing Association, was formed in April 2011 prior to the launch of its first skiff, Ferry Lass, and has since gone from strength to strength and now has over 60 active members; understands that the club organises and takes part in a wide range of activities and regattas across Scotland and hosted its own regatta in June 2012; congratulates what it considers the skilled and talented members who built the Ferry Maid; commends Scottish Coastal Rowing for encouraging communities to become involved in the building of new rowing boats, competing and promoting sport and fitness for people of all ages, and wishes the club every success at the 2013 St Ayles Skiff Coastal Rowing Championships in Ullapool.

*S4M-05065 Bill Kidd: DRC Generations Receives PCF Grant—That the Parliament congratulates DRC Generations on being awarded £221,747 from the People and Communities Fund; understands that it will use this three-year grant to facilitate new peer education programmes that will train 11 to 16-year-olds to deliver a programme to primary seven and younger secondary school pupils that focuses on the dangers of substance misuse, issues relating to disrupted studies, the transition from primary to secondary school, truancy, sexual health and crime-related activities; considers that this is a substantial grant; notes that it comes from the Scottish Government’s People and Communities Fund, which forms a key part of the regeneration strategy, Achieving a Sustainable Future; understands that the fund aims to provide at least £6 million every year for the next three years to support registered social landlords and other community anchor organisations to make a difference in Scotland’s most deprived communities; commends DRC Generations on what it sees as its continued outstanding ability to secure funding to support young people in north west and south west Glasgow, and wishes the organisation every success in its future endeavours.

S4M-05032 Sandra White: UN Recognition of Palestine—That the Parliament supports unconditionally the Palestinian bid to the United Nations on 29 November 2012 to become a non-member observer state based on pre-1967 frontiers; criticises the stance of the UK, which, it considers, while giving tacit support to the bid, wishes to attach a number of conditions on it, such as seeking assurances that Palestine will not apply to join the international criminal court or the international court of justice; believes that denying access to the international courts is both ethically and morally indefensible as access to these courts is a fundamental right for any state in order to ensure protection for its citizens against possible crimes against humanity; understands that these conditions are in response to serious concerns by Israel regarding any investigation into its assault on Gaza four years ago during Operation Cast Lead, which was widely condemned as a war crime due to the targeting of civilians, the use of white phosphorus, a weapon with a highly incendiary effect, which, when it lands on skin, burns deeply through muscle and into the bone, in densely populated civilian residential areas of Gaza City and the disproportionate use of force, and believes that, if such crimes have been committed, they should be fully investigated regardless of the perpetrators.

(5) The order may, in exceptional circumstances, provide for the designation of a body as a Scottish public authority to take effect on a later date than that specified in subsection (4). For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.
