We work in places where the ocean is vital to local cultures and economies, and where there is a fundamental unmet need to support human development. Blue Ventures is a fast - growing NGO which has shifted from being a project implementer to international influencer as we aim to ‘drive adoption’ of our conservation models.

BV’s operations in Velondriake Locally Managed Marine Area (LMMA) began in 2003 with research in marine science. Very quickly the local community expressed a need for technical support to render their fisheries more sustainable. Since then we have developed an integrated approach to

community conservation covering local fisheries management, community based management, family planning, maternal and child health, and environmental education.

Summary Job Description

Blue Ventures is seeking a dynamic and independent Site Leader to lead development and delivery of BV’s strategic vision for integrated conservation initiatives in the Veldondriake LMMA, which recently gained Marine Protected Area (MPA) status by decree. The site leader will also oversee activities in neighbouring LMMAs Teariake and Manjaboake.

The candidate, reporting to the Community Conservation Coordinator (CCC), will have a passion for working with communities and be committed to living in a remote area to build relations with partner communities. The successful candidate will have a strong background in development and/or conservation to provide leadership, guidance and technical support to our multi- disciplinary and integrated team on the site. Working in close collaboration with national-level programme technical leads, the site manager will line manage site-based programme coordinators overseeing projects relating to sustainable fisheries, community health, community-based aquaculture, mangrove conservation and education. The candidate will also support implementation of programme monitoring and evaluation and oversee BV’s on-the-ground support for the Velondriake MPA. The site manager will liaise frequently with our office in Toliara as well as other stakeholders in southwest Madagascar such as NGOs, private sector partners and government bodies.

Main responsibilities

• Line management and performance oversight of staff based at site, in coordination with technical supervisors • Ensure staff benefit from regular training to reach the highest standards of facilitation for communication with community partners • Coordinate with technical programme supervisors to design and implement effective workplans in correspondence with programme outputs and goals in Velondriake, Teariake and Manjaboake • Oversee budgets and logistics for the site in coordination with the site operations manager • Manage the community conservation activities stipulated above on a day-to-day basis • Ensure timely reporting, institutional knowledge management and internal communication • Work with the national policy officer to ensure that Blue Ventures is fulfilling its obligations for co-management of the Velondriake MPA

• Oversee community engagement activities to ensure increased community ownership over resource management • Offer technical assistance to the Velondriake Association on conservation initiatives including fisheries management, mangrove management and aquaculture • Assist Teariake and Manjaboake Associations in their conservation initiatives • Assess community needs and liaise with partner NGOs and other organisations with expertise to deliver services beyond marine conservation • Build and maintain relations with partner organisations and NGOs • Liaise with local and regional authorities for updates on MPA and LMMA activities

Required Profile

• Excellent level in French or Malagasy language, plus excellent English • Advanced degree in environmental sciences, environmental law, development studies or other • At least 3 years experiences managing community-based projects, ideally in conservation or environment, and/or protected areas in an African context • Willing to live and work for extended periods of time in remote communities with little access to amenities • Strong leadership skills with a high level of integrity • Excellent interpersonal skills with the ability to communicate across all social settings • A strong team player who is friendly and willing to participate in a wide range of tasks • Thrives in multicultural environments
