This time, in front of you is its fourth edition. It takes some time to receive, review, consolidate and publish 19 articles from vast number of disciplines which somehow are closely related to sustainable development. In fact, sustainable development is one of the most important challenges of modern society interconnected with climate changes and a newcomer - green deal. In that sense, it is difficult to manage a journal like SEEJSD where every single topic in the articles which pretend to be published are from very heterogeneous fields and can be linked to sustainable development as top human priority. It was the main reason for Editorial board to undertake a measure of so called clustering of received and approved articles for publishing in this issue of SEEJSD. Namely, we decided to split this issue in two parts, having in mind that still there will be overlapping in the published manuscripts from both parts. So, part A is containing articles from technical, biotechnical and natural sciences, while part B is composed by the articles from humanities, health and social sciences. Doing this, the Editorial board is hoping that in such way it will be more convenient for SEEJSD more easily in enter in the process on international indexation of scientific journals and publications. Regarding the disciplines, in this issue of SEEJSD in Part A the majority of the articles are from the field of information and communication technologies, more popular as ICT (5), followed by the ones from the environmental sciences (3) ending with the technical sciences (2). In Part B, there are mostly articles from an economy and humanities (4 of each) and one from health sciences. Nevertheless, we divided the SEEJSD in two parts; the articles in each part in some cases are overlapping in term of disciplines which implies multidisciplinary and interdisciplinary approach in most of the studies. SEEJSD is welcoming that reality as precondition for better understanding in wider publicity. Related to the type of manuscripts, most of the manuscripts are original scientific papers, and few review papers and few professional articles. This composition of this issue is expressing its openness for different types of research activities and the promotion of their findings and recommendation. In this occasion, let me express my optimistic expectation that in the new format, SEEJSD will continue to be attractive media for publishing of the scientific articles with appropriate quality which will accelerate the process of international indexation. At the end I would like to thank to the authors and coauthors who publish their manuscripts in this issue of SEEJSD and to the Editorial board members for their extraordinary efforts to finalize the completion of this issue of SEEJSD. The study analyses virtual labs as proposal to reduce cost and simplify maintenance of lab facilities, while offering students a safe environment to build up experience and enthusiasm for different sciences like chemistry, biology, informatics, and math's as mayor subjects. Virtual labs are science labs offered on computers and smart devices. Modern developments have enabled the inclusion of gamification, virtual worlds and augmented reality into virtual labs, bringing the user experience to a new dimension. In order to analyze all this, a background research has been analyzed focusing on published research and afterwards a survey of student and their experiences and feedback is realized. Insights from identified issues and positive aspects of virtual labs are presented. Conclusion of the study is that virtual labs support effective constructivist learning because they enable the learners to act like investigative scientist undertaking different investigation using the virtual labs to conduct different experiments. This can open new horizons in the learning approaches and widen this approaches and usage of virtual labs.     GREEN REPORT 2014 December, 2014 Preface Agriculture and rural development are key sectors that can contribute significantly to the overall economic development of the country. Agriculture and rural diversification are two sectors that offer Kosovo real opportunities in poverty alleviation, creating new jobs and generating income for residents in rural areas. MAFRD through policies and development strategies is oriented in supporting production factors, in stimulating farmers and creating a more favorable developmental environment. These policies and strategies are creating opportunities to achieve sustainable development and a more efficient use of natural resources. The development of the agricultural sector plays a special role in improving the trade balance, reducing unemployment, food safety, environmental protection and the improvement of people's lives in general. Therefore, the agricultural sector remains a key priority for the Government. This is the second edition of the Green Report to be issued by the Ministry of Agriculture, Forestry and Rural Development, which presents a detailed overview of the agricultural sector and situation of rural areas in Kosovo. In particular it reflects the structural changes in this sector including policies and support programs that are being implemented by the Ministry of Agriculture, Forestry and Rural Development to intensify agricultural development and raise living standards in rural areas. This report combines many dimensions of agrorural sector, including foreign trade, food safety, organic farming, loans and other economic elements which create an information-rich platform. This is my first truly multi-national assignment, Kosovo Force is currently comprised of 31 nations. Regardless of how large or small, your nation’s contributions are significant. The coalition of countries that make up KFOR sends a strong signal regarding the determination and the importance of our mission. As “ambassadors” of your countries, your behavior and performance is observed by your peers, by the international community, and by the people of Kosovo. They will draw lasting impressions – continue to ensure that whether it’s at the office, within the base camp, or conducting operations throughout Kosovo, you maintain that high level of professionalism. As with any assignment, service in KFOR is not without its challenges. We are in the most difficult part of this mission, where every incident, however minor, can have a strategic impact. We must each work to ensure we stay constantly vigilant in our efforts. With the overall improved security situation in Kosovo, the North Atlantic Council has decided to transition KFOR to Gate 2 of Deterrent Presence and reduce the Battle Group structure. While this may seem an easy task to some, in truth this is a difficult transition. We must maintain readiness to respond to any event Kosovo-wide while keeping a close eye on the security situation in the north – our point of main effort. To effectively operationalize this transition, we must maintain effective communications and constant coordination throughout this process.

    Kosovo/Kosova As Seen, As Told KOSOVO / KOSOVA As Seen, As Told Contents An analysis of the human rights findings of the OSCE Kosovo Verification Mission October 1998 to June 1999 The OSCE Kosovo Verification Mission (OSCE-KVM) was created in October 1998 as part of the international response to events in Kosovo. Recognizing that the Kosovo crisis was in large part a human rights crisis, the mission had a mandate to monitor, investigate and document allegations of human rights violations committed by all parties to the conflict. By the time the OSCE-KVM stood down on 9 June 1999, its Human Rights Division had amassed hundreds of in-country reports, and had taken statements from nearly 2,800 refugees. This report presents a comprehensive analysis of the human rights findings of the OSCE- KVM. It gives an overview of the nature of the human rights and humanitarian laws violations in Kosovo. It looks at the specific impact of those violations on different groups in Kosovo society. It also gives a geographical human rights "map", describing events in hundreds of towns and villages throughout Kosovo. The analysis reveals a pattern of human rights and humanitarian law violations on a staggering scale, often committed with extreme and appalling violence. The organized and systematic nature of the violations is compellingly described. Surveying the entire period of the OSCE-KVM's deployment, it is evident that human rights violations unfolded in Kosovo according to a well-rehearsed strategy. National Parks, forest ecosystems, nature monuments and water resources, despite they are habitats for many rare species of plants and animals they cover on themselves many phenomena and rare interesting geological, morphological, hydrological and landscape characteristics which are also important sources for economic development, social welfare, education and recreation. However, uncontrolled and unplanned using of these values and natural resources can bring unrecoverable damages which will consequently have both, extinction of rare plants and animals and damage the rare natural phenomena. Considering this fact, Kosovo’s institutions have put in their priorities the protection and conservation of rare natural heritages. Today, Kosovo has about 11% of its territory protected by law, under which are included the protected areas of different categories such as national parks, nature reserves, nature parks, protected monuments and other natural areas of special importance. Also, with the aim of ensuring efficient management and sustainable development of these values except the respective legislation in the field of nature protection and biodiversity are drafted strategies, action plans, spatial plans and programs even for nature of Kosovo in general or for certain areas in particular. In order to promote the natural heritage values of Kosovo and awareness of the general public about their importance, they become part not only for national projects and initiatives but also for regional and international projects.
