    Interning Insurgent Populations: the buried histories of Indian Democracy Nandini Sundar Darzo (Mizoram) was one of the richest villages I have ever seen in this part of the world. There were ample stores of paddy, fowl and pigs. The villagers appeared well-fed and well-clad and most of them had some money in cash. We arrived in the village about ten in the morning. My orders were to get the villagers to collect whatever moveable property they could, and to set their own village on fire at seven in the evening. I also had orders to burn all the paddy and other grain that could not be carried away by the villagers to the new centre so as to keep food out of reach of the insurgents…. I somehow couldn’t do it. I called the Village Council President and told him that in three hours his men could hide all the excess paddy and other food grains in the caves and return for it after a few days under army escort. They concealed everything most efficiently. Night fell, and I had to persuade the villagers to come out and set fire to their homes. Nobody came out. Then I had to order my soldiers to enter every house and force the people out. Every man, woman and child who could walk came out with as much of his or her belongings and food as they could. But they wouldn’t set fire to their homes. Ultimately, I lit a torch myself and set fire to one of the houses.

Landslide Hazard Zonation may be defined as a technique of classifying an area into zones of relative degrees of potential hazards by ranking various causative factors operative in a given area based on their influence in initiation of landslides. Landslide Hazard Zonation map is prepared based on the integration of data acquired from various geo-environmental thematic databases. Combining various controlling parameters by giving different weightage value for all the themes, the final map is derived in a GIS environment on 1:50,000 scale. The area and the map is then classified into Very high, High, Moderate, Low and Very low hazard zones. Very High Hazard Zone constitutes an area of 138.44sq. km and forms 9.89% of the total district area and High Hazard Zone occupies 340.85sq. km which is 24.35% of the total district area while Moderate Hazard Zone constitute an area of about about 598.07sq. km and occupies 42.72% of the total district area; Low Hazard Zone extends over an area of about 279.47sq.

    EXECUTIVE SUMMARY 1.0 Mizoram State Road Project II (MSTP II) The Government of India has requested World Bank for financing rehabilitation, widening Public Disclosure Authorized and strengthening of State Highways and District Roads in the State of Mizoram, and enhances connectivity. In line with this request, Mizoram State Roads Project II (MSRP II) is proposed. The proposed roads under MSRP II are shown in Map-1. The MSRP II is to be implemented in two groups. The proposed group –I and group –II project corridors are shown in figure 1 and table 1. Group –I of the project is under project preparation. Since 1987, it has worked for the practical realization of human rights through strategic advocacy and engagement as well as mobilization around these issues in Commonwealth countries. CHRI’s specialisation in the areas of Access to Justice (ATJ) and Access to Information (ATI) are widely known. The ATJ programme has focussed on Police and Prison Reforms, to reduce arbitrariness and ensure transparency while holding duty bearers to account. CHRI looks at policy interventions, including legal remedies, building civil society coalitions and engaging with stakeholders. The ATI looks at Right to Information (RTI) and Freedom of Information laws across geographies, provides specialised advice, sheds light on challenging issues, processes for widespread use of transparency laws and develops capacity. CHRI reviews pressures on freedom of expression and media rights while a focus on Small States seeks to bring civil society voices to bear on the UN Human Rights Council and the Commonwealth Secretariat. A growing area of work is SDG 8.7 where advocacy, research and mobilization is built on tackling Contemporary Forms of Slavery and human trafficking through the Commonwealth 8.7 Network. CHRI has special consultative status with the UN Economic and Social Council and is accredited to the Commonwealth Secretariat. Recognised for its expertise by governments, oversight bodies and civil society, it is registered as a society in India, a trust in Ghana, and a public charity in the United Kingdom.

It is a great privilege to welcome you all to the Fifth Session of the Third Mizoram State Legislative Assembly.May I take this opportunity to convey to you my greetings and best wihes for the new year.I am confident that the deliberation of this august House will strengthen the foundation of all-round development and prosperity of Mizoram and the progress of the people in all spheres. 2. One of the most significant events that took place last year was the signing of a Memorandum of Settlement by my Government with the leaders of Hmar People’s Convention on 27th and ushered in an era of peace. 317 HPC volunteers came overground with their arms and a pledge to abjure violence and become law-abiding citizens. This has come about as a result of the pains-taking initiative of my Government, and after several rounds of peace talks with the HPC leaders. 3. Members are aware of the financial problems, which Mizoram has been facing right from the day it attained Statehood. It has been closing every year with a deficit in its account with the Reserve Bank of India. My Government is determined to reverse the position by exercising utmost economy in non-development expenditures on the one hand, and mobilizing additional resources on the other. in Group D, in the current year, was one of the bold steps taken by my Government.

The Unit has numerous remarkable achievements since its establishment because being the 1st Armed Police Battalion of Mizoram, the Battalion spearheaded all the counter insurgency and militant operation in Mizoram. Having Headquarter in the heart of Aizawl City at Armed Veng, the responce time of 1st Bn.MAP is also much quicker than other units in the call for emergency law and order connected duties in Aizawl City. Hence, this unit is usually the first unit on duty when law and order situation arises. 1st Bn MAP area of responsibility covered the North Eastern part of Mizoram and is presently manning 3(three) BOPs located in the Mizoram – Manipur bordering areas viz. Sakawrdai, Zohmun, and Vaitin BOP including 2(two) Police Station at Darlawn and New Vervek. Further 1st Bn. MAP personal are also deployed in 12(twelve) nos. of Static/House Guards of VIPs and vital installations at various location within Aizawl City.     152 SHORT NOTES Forktail 22 (2006) Notable bird records from Mizoram in north-east India ANWARUDDIN CHOUDHURY The state of Mizoram (21°58′–24°30′N 92°16′–93°25′E) northern Mizoram, in March 1986 (five days), February is located in the southern part of north-east India (Fig. 1). 1987 (seven days) and April 1988 (5 days) while based in Formerly referred to as the Lushai Hills of southern Assam, southern Assam. The entire state is hilly and Phawngpui National Park and the fringe of Khawnglung mountainous. The highest ranges are towards east with Wildlife Sanctuary. This included 61 km of foot transect the peaks of Phawngpui (2,157 m; the highest point in along paths and streams, 2.5 km of boat transects along Mizoram) and Lengteng (2,141 m). The lowest elevation, the Ngengpui River and Palak Dil, and 1,847 km of road <100 m, is in the riverbeds near the borders with Assam transects. During 15–22 February 2001, I visited parts of and Bangladesh border. The climate is tropical monsoon- type with a hot wet summer and a cool dry winter. Table 1.
