    Post-insurgency Rural Development Strategies in Mizoram: A Critical Analysis –Harendra Sinha1 ABSTR A CT ­ Rural Development in Mizoram was severely slowed down and affected due to two decades of insurgency (1966-86) and grouping of villages as counter insurgency strategy. The grouping of villages has its permanent repercussions where post-grouping reconstruction measures were not initiated so as to suit the people and the area of the villages that grouped. Although various rural development initiatives were introduced and implemented during post-insurgency period, its impact on rural economy is minimal. The result is that approximately all villages and the State is not economically self-sufficient. The State still depends on almost all essential commodities from outside the state. The present paper focuses mainly on the impact of village grouping as counterinsurgency strategy and the post-independence rural development programmes initiated and its impact on rural Mizoram. Key Words: Insurgency, Village grouping, Rural Development, Economic self-sufficiency. I. INTRODUCTION Mizoram (earlier known as Lushai Hills/Mizo Hills District) is situated on the North East of India located between 22. 19`N and 24. 19` N Latitude 92. 16` and 93. 26` East Longitude covering a geographical area of 21,087 sq. km. It is covered by international borders from three sides, Myanmar in the East and South (404), and Bangladesh in the West (306). Mizoram is highly mountainous and has rugged topography with high ranges trending north south direction. Barring few patches of flat land along the valleys and the area bordering the plains of Cachar and Bangladesh, the topography of Mizoram is composed of steep hills and deep gorges (Singh, 1995).

    SECOND SUPPLEMENTARY MEMORANDUM SUBMITTED TO THE THIRTEENTH FINANCE COMMISSION 1. Proposal for re-construction of Raj Bhavan at the cost of Rs.30.00 crore Background: The existing Raj Bhawan at Treasury Square, Aizawl was constructed during the British Rule in India to house the office of the Superintendent which was then converted to Deputy Commissioner’s Bungalow. With the passage of time, this same building was extended further to temporarily house the Lieutenant Governor of Mizoram at the time when Mizoram became Union territory in 1972. When Mizoram attained statehood on 20th February, 1987, the Governor continued to occupy this makeshift till today. The existing Raj Bhavan is a make-shift arrangement, and continuation of housing Governor in this affects prestige of the state. Some of the existing buildings are more than 100 years old, and the Assam Type buildings out-lived its life period. These buildings had deteriorated so much so that they are no longer suitable for accommodation of the Constitutional Head of the State. In view of these, the Eleventh Finance Commission awarded a grant of Rs. 5 crore for the construction of a new Raj Bhavan at New Capital Complex at Khatla, Aizawl. But the grant could only meet a part of the project. Moreover, the new structure and its location are not found suitable for the Governor. Therefore, the Council of Ministers decided to give this partially completed Raj Bhawan at New Capital Complex to the Gauhati High Court (High Court of Assam, Mizoram,etc) as the Permanent Bench of the Court is in need of Court building.

    Volume II, Issue III, July 2014 - ISSN 2321-7065 Song and its Centrality in the Mizo Dr Margaret L.Pachuau Associate Professor Department of English Mizoram University Abstract: This paper shall denote the significance of song and its centrality in terms of formulating nuances that are related to Mizo identity.Mizoram is located in northeast India, and much of its literature has been seeped in oral tradition ,where song has played a major role in defining cultural dynamics. Song has been regarded to be a measure of culture in various dimensions. The song styles of cultures that are relatively simple differ in consistent ways from the song styles of technically more advanced societies.1Song has been recognized to be a form of universal behavior and Alan Lomax argues in an essay that the relationship established between song style and social structure , “is that every cultural system has an internal congruence reflected in its expressive and communication systems.”2 Song style and composition remains integral to each culture and denotes its basic inter relationships within the human arena.In keeping with this aspect Alan Merriam has also denoted that “All people ,in no matter what culture ,must be able to place their music firmly in the context of their beliefs,experiences, and activities,for without such ties, music cannot exist.”3This essay will also base its arguments upon the stand denoted by various ethnomusicologists who have reiterated that music in culture can also be significantly studied as ‘ music as culture’.It will illustrate that song style and composition of the Mizos are very much in keeping with the culture and ethos of the community.
