No. C. 18018/20/87-HMP, the 7tb June 1988. Whereas Pu Kapchhunga slo Hrangkhuma, who bas been granted remission of sentence vide order No.C.30QIII 2/86-HMP dated 17.7.1987 to settle down as' a pc ,ceful and law-aoiding citizen, has applied for grant of pardon.

And whereas after careful consideration of the records and the judg(ment passed by the Hon'hle High Court, the Governor of Mizoram is satisfied tbat Pu Kapchhunga s/o Hrangkhuma was not involved in any heinous crime and his convic\ion for life sentence was awarded for offences which are of pulitical nature as a- member of the erstwhile out-lawed Organisation.

And wher�as the Governor of Mizoram, having due regard to the changed 'situation o\\ing tu negotiated settlement between Central Government and M.N.F. is fuIther satisfied that the petitioner deserves special consideration in the spirit of the said peace accord.

Now, therefore, in exercise of the power conferred by Article 161 of the Constitution of I"dia, the Governor of M iZ0ram is pleased to gmt'lt pardon' to Pu Kapchhunga s/o Hrangkhuma ag inst his conviction and sentence for life imprisonment.

'I 2. The funetien of the Environmental Protection Council will be to :

i) Review the work relating to environment undertaken by tbe State Go­ vernment aro.d Non-Government Organisations.

ii) Advise the Government on environmental issues.

3. The Council will be a committee of the state Government with advisory du­ ties. The Members, excepting those holding offic;al positions, v..-m be in the Committee in their personal capacity. Now, therefore, in exercise of the powers conferred by sub-section (2) of sec­ tion 65 of the Assam COOPerative Societies Act, 1949 (Act lof 1950) extended in Mizoram, I do hereby cancel the registratian of the society. -

Fnrther, in exercise of the powers confered by sub-section (i) of section 66 of the Act I of 1950, I do hereby appoint Shri C. Chbawnzauva the Liquidator of Cooperative Soc;eties, Aizawl/LungleijCbhimtuipui District, Mizoram to be Liqui­ dator of the said society.

All claims against the dissolved society must be submitted to the Liquidator within 2 months of the publication of this notice.
