ACTION TAKEN REPORT ON THE RECOMMENDATIONS OF 6TH NATIONAL CONFERENCE OF WOMEN IN POLICE HELD FROM 26TH TO 28TH FEBRUARY, 2014 AT GUWAHATI, ASSAM. Sub Theme: 1:-Professionalism and Capacity Building States Name Status of Recommendations & Recommendation (i) Special capacity building for women considering the Punjab Every women police official recruited in Punjab Police is given limited exposure of women police officers to core police basic training on subjects like, Forensic Science, IT/Computers, functions in the past. Components: Investigation of Special Crime such as Domestic Violence, Sexual Forensics Assault, Crime Against Children and Human Trafficking at PPA, IT/Computers Phillaur. Assam A list of all Unarmed Branch Officers from the rank of Constable to Superintendent may be maintained in PHQ with their bio-data and areas of special training. A copy of the data may be furnished to Addl. DGP (CID), Assam and Addl. DGP (TAP), Assam for the purpose of nominating them for various training courses. UT Chandigarh The women police officials are being trained by holding various workshops regarding field work of Forensic, IT/Computer, Counseling, Investigations in Special Crime and Intelligence. Goa - Nagaland All the aforementioned components are extensively covered in all types of Training being conducted at Nagaland Police Training School, Nagaland, Chumukedima. It is included in the Syllabus for Cadet ASIs/RC trained and PTS and also forms part of the Induction Course syllabus for newly promoted Sub Inspectors and Asstt. Sub Inspectors. Though separately no course have been conducted exclusively/specifically for in-service Women Police Personnel, NCOs/NGOs and Officers. Delhi •Forensics: Delhi Police does not have a forensic laboratory where women police officers could get a chance to learn forensics. Establishment of a forensic laboratory is a subject matter of Central or State Government. However, Women Police Officers of the rank of Constable to ACP (DANIPS) are imparted basic and promotional training at PTC. The topics of Forensics, IT/Computer, 1 Investigation and Intelligence collection are a part of the curriculum. Moreover, in service/specialized courses on these topics are also conducted regularly by PTC. •IT/Computers: Sufficient women police staff has been deployed in IT Centre, Delhi Police Headquarters and other Districts/Units of Delhi Police. Monitoring on CCTV Cameras, Surveillance, CIPA & CCTNS including website update, updating of pages and other Data etc. are also done by women police staff. However, there is overall shortage of women staff. •Counseling: A large number of women police staff is deployed at every level in Delhi Police including Special Police Unit for Women and Children (SPUWAC) & Police Stations to counsel aggrieved women or children. •Investigation of special crimes-Domestic Violence, Sexual Assault, Juveniles, Human Trafficking: Special training/investigation workshops are organized for women investigating officers from time to time to enhance their investigation skills in special crimes. As speedy completion of investigation of women related cases, especially sexual offences is of paramount importance, a circular has been recently issued by PHQ wherein directions have been given to District Police to closely monitor investigation of rape cases and to file charge sheets within 20 days of the arrest of the accused. Courses are held at Specialized Training Centres on such topics regularly. •Intelligence Collection: Delhi Police including its Sub Units/Heads have women police staff for intelligence collection. They are being enriched by the counseling techniques to support the victim, complainants of above crime. •Investigation of special crimes-Domestic Violence, Sexual Assault, Juveniles, Human Trafficking: Women police officials are associated in the investigation of above cases. Women Police officials are investigation special crime particularly in those cases in which women is a victim or complainant. •Intelligence Collection: Optimum use of women police officials in intelligence collection is being done in the state. Special tips are being also given to them on intelligence collection & dissemination of information. More so women police officials are being imparted training on these issues. Gujarat 30 Mahila Police Stations are functioning in the state to prevent crime against women. Women Police Officers of the rank of Poice Inspector/Police Sub Inspector are posted in Women Police Stations who investigate cases related to crime against women. Women Police Officers also participate in investigation of relevant Cyber Crime Cases. Arunachal Not Received Pradesh Chhattishgarh Not Received Haryana The strength is being increased in cyber & IT cells and they are being post as I.Os to investigate cases of special crimes like domestic violence, sexual assault, juveniles in conflict with law etc. The state Government has opened Women Police Stations in every district of the State. The work of these Women Police Stations is being done successfully and efficientlily by the women police personnel. J & K Not Received Jharkhand Not Received Karnataka Not Received Kerala Not Received Maharashtra •Forensics: Women in police officer needs to be scientifically trained in various crimes against women. forensic schience laboratories play active role in crime analysis of crime against 3 women. Therefore women police officers needs exposure to scientific investigations. 1. Forensic science laboratories can arrange workshop/seminar on importance of collecting scientific evidence in murder, attempt to murder (IPC 302,307), and sexual offence (IPC 376 & 377), Juveniles crime cases. These workshops will be conducted at every district in Maharashtra women police officers will be extensively trained in collecting scientific exhibits from crime scene, packing forensic science laboratories for analysis. 2. Simulated cases of rape, murder, domestic violence and juvenile crime cases will be arranged on field. Practical classes for women police officers will be trained in collecting scientific exhibits from above simulated crime cases. •IT/Computers: ------- •Counseling: As per the recommendation of Sukanu committee the counseling center have been sanctioned and managed by women & child welfare department. How ever the women held desks, at the police station level and Mahila Suaksha Samittee, at the police station and unit head quarter perform the role Counseling in regard to complaints related to Women & Children. •Investigation of special crimes-Domestic Violence, Sexual Assault, Juveniles, Human Trafficking: A copy of the letter no. Spl. IGP(PAW)/CID/Conf/487/2015 Dt. 13/02/2015. Accompaniments are attached herewith. •Intelligence Collection: A copy of the English letter No. Adm/National Conf. 2015- 1865 Dt. 23 July 2015. Statistics of number of women officers of various rank in state intelligence department is enclosed herewith. Manipur Not Received Maghalaya Not Received Mizoram Not Received Odisha •Forensics: Since the establishment of Forensic Science Laboratory under Police Deptt. in the year 1997 as FSL Cell, as many as 4 (four) women police experts were appointed in which the senior most one is being promoted to Asst. Director. •IT/Computers: Training on Basic computer knowledge had been given to all Women Police in Mizoram. The trained Women 4 Constables are being posted in office where physical activity is less. •Counseling: No special counseling programme is undertaken for Police personnel. But Inspection parade in every Monday morning roll call at PS/Ops are used as platform fro briefing personnel regarding etiquette, discipline etc. including gender sensitization. •Investigation of special crimes-Domestic Violence, Sexual Assault, Juveniles, Human Trafficking: Posting of Women Police had been rationalized to all PS/Ops as far as possible to deal with crime against women, protection of women from Domestic violence and other matters pertaining to involvement of women. Investigative Unit for Crime Against Women have been set up at 2 (two) foremost districts viz. Aizawl Police Station in the Northern Range and Lunglei Police Station in the Southern Range. These (2) police Stations taken up all cases relating to Crime Against Women within their respective Range. •Intelligence Collection: Women Police have been deployed collect criminal intelligence in the field to collect information regarding Crime Against Women.
