ACTION TAKEN REPORT ON THE RECOMMENDATIONS OF 6TH NATIONAL CONFERENCE OF WOMEN IN POLICE HELD FROM 26TH TO 28TH FEBRUARY, 2014 AT GUWAHATI, ASSAM.

Sub Theme: 1:-Professionalism and Capacity Building States Name Status of Recommendations & Recommendation (i) Special capacity building for women considering the Punjab Every women police official recruited in is given limited exposure of women police officers to core police basic training on subjects like, Forensic Science, IT/Computers, functions in the past. A copy of the data may be furnished to Addl. DGP (CID), Assam and Addl. DGP (TAP), Assam for the purpose of nominating them for various training courses. UT Chandigarh The women police officials are being trained by holding various workshops regarding field work of Forensic, IT/Computer, Counseling, Investigations in Special Crime and Intelligence. Goa - All the aforementioned components are extensively covered in all types of Training being conducted at Training School, Nagaland, Chumukedima. It is included in the Syllabus for Cadet ASIs/RC trained and PTS and also forms part of the Induction Course syllabus for newly promoted Sub Inspectors and Asstt. Sub Inspectors. Though separately no course have been conducted exclusively/specifically for in-service Women Police Personnel, NCOs/NGOs and Officers. Delhi •Forensics: does not have a forensic laboratory where women police officers could get a chance to learn forensics. Establishment of a forensic laboratory is a subject matter of Central or State Government. However, Women Police Officers of the rank of Constable to ACP (DANIPS) are imparted basic and promotional training at PTC. The topics of Forensics, IT/Computer,

1 Investigation and Intelligence collection are a part of the curriculum. Moreover, in service/specialized courses on these topics are also conducted regularly by PTC.

•IT/Computers: Sufficient women police staff has been deployed in IT Centre, Delhi Police Headquarters and other Districts/Units of Delhi Police. Monitoring on CCTV Cameras, Surveillance, CIPA & CCTNS including website update, updating of pages and other Data etc. are also done by women police staff. However, there is overall shortage of women staff.

•Counseling: A large number of women police staff is deployed at every level in Delhi Police including Special Police Unit for Women and Children (SPUWAC) & Police Stations to counsel aggrieved women or children.

•Investigation of special crimes-Domestic Violence, Sexual Assault, Juveniles, Human Trafficking: Special training/investigation workshops are organized for women investigating officers from time to time to enhance their investigation skills in special crimes. As speedy completion of investigation of women related cases, especially sexual offences is of paramount importance, a circular has been recently issued by PHQ wherein directions have been given to District Police to closely monitor investigation of rape cases and to file charge sheets within 20 days of the arrest of the accused. Courses are held at Specialized Training Centres on such topics regularly.

•Intelligence Collection: Delhi Police including its Sub Units/Heads have women police staff for intelligence collection. Andhra No Comments. They are being enriched by the counseling techniques to support the victim, complainants of above crime. •Investigation of special crimes-Domestic Violence, Sexual Assault, Juveniles, Human Trafficking: Women police officials are associated in the investigation of above cases. Women Police officials are investigation special crime particularly in those cases in which women is a victim or complainant. •Intelligence Collection: Optimum use of women police officials in intelligence collection is being done in the state. Special tips are being also given to them on intelligence collection & dissemination of information. More so women police officials are being imparted training on these issues.

Gujarat 30 Mahila Police Stations are functioning in the state to prevent crime against women. Women Police Officers of the rank of Poice Inspector/Police Sub Inspector are posted in Women Police Stations who investigate cases related to crime against women. Women Police Officers also participate in investigation of relevant Cyber Crime Cases. Forensic science laboratories can arrange workshop/seminar on importance of collecting scientific evidence in murder, attempt to murder (IPC 302,307), and sexual offence (IPC 376 & 377), Juveniles crime cases. These workshops will be conducted at every district in Maharashtra women police officers will be extensively trained in collecting scientific exhibits from crime scene, packing forensic science laboratories for analysis. 2. Simulated cases of rape, murder, domestic violence and juvenile crime cases will be arranged on field. Practical classes for women police officers will be trained in collecting scientific exhibits from above simulated crime cases. •IT/Computers: ------•Counseling: As per the recommendation of Sukanu committee the counseling center have been sanctioned and managed by women & child welfare department. How ever the women held desks, at the police station level and Mahila Suaksha Samittee, at the police station and unit head quarter perform the role Counseling in regard to complaints related to Women & Children. •Investigation of special crimes-Domestic Violence, Sexual Assault, Juveniles, Human Trafficking: A copy of the letter no. Also fund has been allotted for providing of crèche facilities. As regards stress counseling, various functions are being celebrated under aegis of NWYA (BSG wives welfare association) for betterment of women police personnel and to create good environment. Women employees applying for higher education are being permitted as per rule.

12 SSB • As per transfer policey static posting of 3-5 years is considered after 05 years of service in field. A cooling off period of 06 years is required for next static posting. • Parameters have been framed for training of the women personel with different physical standards. • All women personnel are provided with separate Barracks/accommodation, toilets and other facilities required for a woman so that they can lead a dignified life at the place of work. Provision for crèche has also been made for the working women. • Sainik Sammelan is organized to redress the grievances of Force Personnel. women personnel are given full access to meet the senior officers at their convenience to sort out issues. Moreover, SSB has devised a new technique for the redressal of grievances of force personnel through Umeed Box, SMS/Text wherein they can put their problems in written form to appropriate authority. BSF Noted and being complied with. Special attention are being paid to provide stress free office atmosphere to the ladies staff besides providing all facilities as per their need. ITBP Opportunities for self-education, higher qualifications :- • Women who are than Matric, they have to appear in Hindi-I & English-III class certificate. These examinations will be held only once a year in the month of March/April. In order to achieve the desired standards to qualify these examinations, the candidates should be given uninterrupted coaching/guideline throughout the year in the unit where they are posted. • The women who are Matric & +2, can appear in B.A through YCMOU, Nasik directly. •The women can enhance their basic qualification by taking approval by the competent authority. •Stress counselling:- In ITBP care of stress management is taken by the personnel of ESC cadre and for this 01 DC (ESC) and 01 AC (ESC) is deployed at Dte Genl to neutralize the stress of all personnel deployed in Dte Gennl. Besides this 26th AC (ESC) and 256 SOs are deployed in various filed formations of ITBP to release the stress of men and women personnel of the Force. IB There is a provision for separate fund allocation under the provision of gender budgeting to meet the specific neds of the women employees which utilized for the purposes like crèche, yoga center,

13 Health mela etc. CRPF • Based on the requirement of Mahila personnel couped with the circumstances they are provided static postings and it does not affect their carrier prospects. • Recruitment Standards for women are different and so is the physical regimen during training. • Any Mahila desiring to pursue higher studies is not barred and adequate opportunities are provided. • Exclusive rest rooms, toilets and creches are existent wherever women are deployed. At present there 47 creches in various establishments in CRPF. NDRF Since NDRF is purely a force on deputation basis most of the point are not relevant in context of NDRF, however exclusive rest rooms & toilet facilities exist. Maharashtra •Career planning (Five year period of static / office duties to the selected by the officer:- Career Profession Policy for Junior & senior Officer Policy •Differential physical standards as per norms in Athletic Federation/Sports Authority of India for training programmes:- It was transpired that, there are no such norms separately setup by sports authority of India or Athletic Federation of India, for thaining Programmes. As per sport authority of India Official, Physical fitness of an individual can be judged with the help of 1) American Alliance for Health, Physical Education, Recreation (AAHPER) institutes youth fitness test and 2) American College of Sport Medicines (ACSM) health related physical fitness manual. •Opportunities for self-education, higher qualifications: ------•Exclusive rest rooms, toilets and crèche facilities: For women police officers/men in Maharashtra department at present 284 rest rooms and toilet are available. However, 246 rest room and toilet administrative approval haven been received and construction work is being done. •Stress counselling:-Information regarding Special Counselling Centres (SCC) is as fallows women and child welfare deptt. as sanctioned totally 136 counselling centres of which 111 counselling centre. Are functional and decision regarding 25 counselling centre is awaited.
