RULES. I.-That the Society be designated" THE JAMAICA BAPTIST MISSIONARY SOCIETY'~ in connection with" THE JAMAICA BAPTIST UNION." 1I.-That the objects of the Soc'iety be (1) to provide for the spiritual des.titution of various parts of the Island-(2) to support the Calabar Institution-(3) to assist Sunday Schools-(4) to send the gospel to Africa, Central America and-the Islands by which we are surrounded-(5) to aid Churches in the Jamaica Baptist Union in their building operations-(6) and to contribute to the Reserve Fund of The Jamaica Baptist Union. III.-That the General Committee of the Society shall consist of the Ministers and Delegates of those Churches which contribute regularly to the Society's funds, by whom the ',freasurer, Secretary, and nine others as . a Managing Committee,' for the ensuing year, shall be elected. Five shall forIll a quorum, and the Managing Committee shall have power to fill up vacancies that may occur du~ing th~ year. IV.-That the Ohairman of the Jamaica Baptist Union, the 'Presid~nt of Cala-bar College, the Secretary of the Jamaica Baptist Union and the Secretary of the SU'lday School Society shall be ex-officio Members of the Managing Committee. V.-That each Association in connection with the Jamaica Baptist Union not having a member elected on the Missionary Committee, s'hall have power each year to nominate one of their members as an Associate member of the Committee for the year. The nomination to be sent to the Secretary before the beginning of the Annual Meeting of the General Board. VI.-That a public meeting shall be held annually, at the time of the meeting of the Jamaica Baptist Union when a list of the Committee shall be read, the accounts' presented, and the proceed~ngs of ~the preyjo~~ y~~! ad9pteq. VIl.-That no alteration of the Constitution of the Society shall be made without twelve months notice baving been given at the previous Annual General Meeting. Reg~lations for Building Grants. ----0---

Grants are voted to aid;in~p.urchasing, erecting, or repaIrmg buildings connected with Churches belonging to the Jamaica Baptist Union, and which regularly contribute to the .funds of the Jamaica Baptist Missionary Society.

1. It must be clearly shown .that the land 'On which the building fitands, or is to be erected, is in Trust for denominational purposes, and the Title is Valid. II. A complete statement of work cuntemplated on the mission property, and a detailed estimate of the proposed expenditure must be presented with the application for a grant. III. The Church seeking aid must· have -raised one-fourth of the es-timated amount required for the work· contemplated, and the application must state how much money the Church bas raised,· the value of materials and of free laboU1' given, and amount received from <>ther sources. IV. That a Building Committee be appointed by· the Managing Committee at the meeting usually held in the month of October, and that all applications received by the Secretary up to September 30th. be placed in the hands of this Building Committee. V_ That the Ruilding Comi:nittee shall consider all such appli. cations, arrange for an illspection of the proposed work, and prepare a l"eport,wi til recommendations, in time to be submi.tted to the Managing Committee at the meeting immediately preceding the Annual Meeting. . VI. That the Managing Commi ttee shall consider the report, as above, and make such recommendations to the General Oommittee as they may deem right VII. That no person shall be appointed on. the Building Oom­ mittee who is making an application for a gl'aat, nor shall anymem~ ber of the Managing. Committee, who has made an application, take part in the discussion upon it. - VIII. No Grant approved of by the General Committee shall be paid before the April meeting of the Managing Committee. Eyery grant shall be spent. and an account of its expenditure be rendered within twelve months after it bas been received, .but it shall \.e com­ petent for the Managing Committee to allow an extension of time in exceptional circum., tances. IX. All applications for grants shall be made on the authorized Form, obtainable of t.he Secretary, and shall be returned to him pro­ perly filled in not later than September 30th. X. Not more than £300 shall be applied annually for Building_ purposes. XI. All applications shall be rejected as informal which do not­ Comply with the above regulations. ·EXTRACTS OF MINUTES OF THE- GENERAL MEETING Held at Balaclava, On Monday, 25th. February, 1918.

Extracts of the meetings of the Mllnaging Committee were read .. 4. The 62nd. Annual Report was presented, anrl it was resolved :­ "" That the Report be adopted, read at the Public Meeting to-night, and printed and cir.culated in the 'usual way." 5. The Treasurer presented the Cash Statement for 1917, shewing Receipts £1,644 Os. 6ld., Expenditm'e £1,371 4s. 10td., and Bal­ ance in hand £272 15s. 8d. It was resolved :-" 'l'hat the Cash State­ ment be adopted, read at the Public Meeting to-night, and printed and circulate~ in.the usual manner." 6. The Officers and Managing Committee were thanked for their services during the past year, and those for the present year were elected. 7. Oollectors and Subscribers:- RESOLVED :-" That the pest thanks of the Jamaica Baptist Mission­ ary Society are due and are hereby tendered to Collectors and Subscribers for .their interest· in the Society'-s work as set forth by the amounts. col­ lected and subscribed' during the past year. The society highly appre­ ciates the persevering efforts of all its supporters amidst 'adverse and try­ ing circumstances, and in soliciting a continuance of their practical help, earnestly prays that they may experience mnch joy in all their endeavours. 8. Home Missions:- The Grants to the St. Margaret's BaYt Rosewell and Worsup spheres were determined. Authority was given to the Managing Committee to deaf with applications from Mamby Park and Mount Charles to be received as Howe Mission Churches under the auspices of the Society. 9. Estimates:- Estimates were adopted which showed that £1,.750 would be requiredl for the Society'iiI work in 1918. These estimates included £100 for exten­ sion work in Jamaica. BUILDING GRANTS. 10. The following grants were made :- Tweedside, £10; Grateful Hill, £12; Buckingham, £40; .. £5; Lottery (Providence), £20; Bass Grove, £13; Mount Moriah (Han­ over), £14; Mount Hermon, £48; Bethel (St, Catherine), £18; St. Mar-· garet's Bay, £55.; Mount Carmel (Portlapd). £55; (Ebe- nezer). £lO-Total £300. . N a recent number of the English :Missionary Herald, is the.following: "Our interest in l\1i~­ sions is a nlark of our Christian character. Our knowledge of Missions is the measure of our Christian attainment. Our participation in Missions is the measure of our Christian efficiency." This is the standard vvhereby every servant of God may dis­ cover his real attitude in relation to Christ's glorious prograITInle of redemption. Within the limits of its fields of operation the Jamaica Baptist l\1issionary Society has carried out the programme with which it commenced the year, as far as possible. In some respects 1917 will long be remeInbered as one of the darkest in the history of the Society. War clouds have hung overhead throughout the whole ye-at'. Distance alone has kept from us the horrible sights and sounds of war. The prayer for peace expressed in the Report for 1916, has remained unanswered; and there is no sign of the dOVE with the olive leaf in her mouth. There are clouds other than those of war. Once more we have been rem'inded by events which have happened in our own denominational household, that the last enemy is not yet destroyed. Before either of thelTI had reached the scriptural" three score years and ten," two of our most devoted co-workers were caIJed away to higher ser­ vice. In the death of the Rev. William Pratt, M.A" which sad event occurred on Thursday, 26th July., 1917, the S~ciety lost one of its most loyal supporters. As soon as Mr. Pratt arrived in Jamaica to become the pastor of the East Queen Street Baptist Church, he showed his deep in­ terest in Christian Missiuns. Entering in his character­ istically whole-hearted manner intp the work -of the\Bap­ tist Mission in thiscount,ry, he soon became one df the leaders of the Missionary Society. In the year 1903 he was elected to the office of Treasurer and in that capacity rendered Inost efficient service to the Churches. . ANNUAL RF.PORT. 7

The position which he held was won by, sterling quali­ ties of head and heart. In Committee wo.r-k 'his judgment was clear and his counsel always worthy I)f consideration., It was at the Committee Meeting held in April' last that Mr. Pratt's brethren learnt for the first time of the poor state of his health, and that it would be necessary for hiIn to vhit England to consult a Medical Specialist. This he was permitted to do, but shortly after his arrival in London he .passed away to his rest and reward. The Committee chronicles his death with much sorrow, but rejoices in the prospect of meeting him once more, in the Lord's own good time, in the H land that is fairer than day." Before it had been possible to recover from the shock of the death of our late honoured Treasurer, came the sad news that another Missionary enthusiast and member of our Missionary Committee had been also caned away: On the 2nd November, 1917, about three nlonths after the death of 1\1r. Pratt, the Rev. P Williams of Bethel Town p died at his home in Westmoreland. The Jamaic~ Baptist Missionary Society never had a more faithfu.l friend and advocate of its claims than our beloved br-other Philip Williams. He was elected to serve on the Managing Committee of the Society on the 11th February, 1884~ and he was elected to stay_ For 33 years and 6 months he rendered invaluabl~ -assistance in shaping the life of the Society, and in directing its affairs. Such was his grasp of the SociEty's business, that, with him on the Committee, it was hardly necessary to keep official re­ cords. In his advocacy from the platforln of the Society's work, Mr. Williams was a never-failing friend. With all the world of Missions before him from which to draw materials for Missionary speeches, he invariably spoke on the- variou-s branches of the Society's work. Sometimes he had very little more than a bare skeleton to deal with; but. in his masterly hands, the skeleton soon took on the appearance of a thing of life and energy; clad in armour, it stood forth as a warrior wearing'the victor's crown, and, sword in hand, going forth to fight new battles and win further triumphs. It seelns hard to realize that his counsel will no longer be available, and that his genial presence will never again grace our assemblies. We miss him; but in a spirit of humble submission we bow before our Lord, and say, "Thy will be .done." We would honour our departed brethren as the Re­ port for 1885 honoured two l\iissionary le~ders, the Revds. 8 ANNUAL REPORT.

Rutty entered into rest towards the close of the year at Cayman Brac. In the year 1886 the Rev. J. H. Sobey visited the Island of Cayman Brac0 and Little Cayman, and com­ menced a mission there to which field Mr. Rutty was appointed as the Society's Agent in 1~87. He laboured for eleven years and was instrumental in establishing a most u'seful missio-il, and buildIng up four churches in Cayman Brac, and one in Little Cayman. On his health failing he very unwillingly relinquished the work so dear to his heart and returned to Jamaica. Some time after his return his health recovered sufficiently to allow of his taking up Christian work, and on being invited, he be­ came pastor of .the and White Horses Churches in St. Thomas, where he laboured faithfully until failing strength warned him that it was. time to retire from active service. He then went back to Cayman Brae to be with hi.s son, Mr. H. W. Rutty, and among the friends with whom he had spent so many happy years. He continued there, together with the faithful partner of his long life for a few more years, of which many pleasant Inemories are retained of the cheerful and timeJy help rendered in the churches by our brother. In the mont}l of July, Mrs. Rutty was called to he.r rest and re­ ward~ and three montns later the can came to our aged brother, and he too" fell on sleep" Their graves may-be seen in the little cenletery close to the sea, and the result of their labours in the lives of many, who, through their loving efforts were led to accept Christ as their Saviour. H Blessed are -the dead that die in the Lord." Home Missions. This section of the Society's operations has been steadily sustained during the year. ST. MARGARET'S BAY CIRCUIT.-The quarterly reports from this Circuit contain many evidences of a year of 'honest toil. The material side of the work has claimed much of the Missionary's attention. The roof of the St. Margaret's Bay Chapel, which was wrecked in ANNUAl. RFPORT.

1916, has been replaced. A few instances of self denial in connection -with this work forIn pleasant reading. ~ne "member. in poor circumstances sold .;a pig for £2 12s. and gave the whole amount to the ..church" "The chief carpenter of the work who receives 8/- per day" in his ordinary employ­ ment "gave his services" for 6/- per week." Other car­ :J)enters acted in the same liberal spirit. 'fhis work is -now complete. The hurricane of September 23rd. did some damage -to the buildings throughout the circuit. The Chapel and _~iD;ister':s house at St .• Marg.aret'~ ~Bay -were slrghtly damaged. At Beulah the Mission Cottage, Teacher's House and schoolroom were badly damaged, and, worst -of all, the roof of the Chapel "wrecked." For another "year Mr. Reid must again devote much of his time to :building work. These annual hurricanes have the effect -()f crippling the resources of the people, and tend to de­ :press them in every way. ROSEWELL CIRCUIT -The Rev. B. M. Tharpe has on the whole had another year of happy service for the Master. The members of the four churches have shown, ~for the most part, a deep interest in the work. The ser­ -vices have invariably been well attended. The Gause at Shiloh is lying heavily on the Missionary's heart and he js labouring earnestly to lead the people into a deeper -spiritual experience. But for·the fact that the Circuit lost 14 members by death, it would have shown a numeri­ -cal increase; as it is, there is a decrease of 10. N otwith­ standing financial depression the contributions of the ~people for the support of the Missionary, show a slight =improvement on 1916. The Chapel at Ludford Mount which was badly damaged by the hurricane of 1916, has bpen replaced" entirely by free labour." Mr. Tharpe en­ -ters on his work in 1918 in a spirit of hopefulness. WAHSOP CIRCUIT.-The Rev. E. B. Heighington _.resigned the pastorate of Mandeville early in the year, ..and, at a meeting of the members held on the 23rd April Jast, conducted by a deputation from the Missionary ,Society, the Rev. A. Miller was invited to take the tem­ porary oversight of the Church, which he consented to ·do. Mandeville, therefore, -no longer forms a part of the -Warsop sphere. The work at Warsop, Tyre and Litch- -..field Mount has given the Missionary much concern. of some young.male members for the "front" and con­ tinuous rains dur.ing apart of the year, greatly inter­ rupted the· ordinary work of the Circuit. Still, a faithful few at each cpurch have kept together and bravely faced all adverse circumstances, and by their prayers and lov. ing ,gifts frequently cheered the Missionary's heart as he· has laboured on." Building Operations. Under thisheadeight ~hurches were assisted in their building work and the sum of £183 was voted for that­ purpose, all of which was paid as soon as the Society's. income available for 1917, was ascertained. Calabar College. The work of theCoUege proceeded during the ~'ear in its regular course though with sadly depleted numbers .. There were only three students and the Methodists, with whom we still work jointly, had but two. Good work, however, was done, and the- reports to hand from the Ex­ aminers . in EnglaI)d praised the work of our students.. 'highly. One student, Mr. J. R. Rodney, concluded his. course in July and entered upon the pastorate at Santa Cruz in succession to the late esteemed Minister, the Rev. S. I. Marson:' When 'the session opened in September.­ last, a new student entered, Mr. D. E. Dixon, whose work promises to give satisfaction. The paucity of numbers in the College is largely due to the unsettled condition of' things caused by the war, thou'gh there are ·doubtless­ other causes. It is pleasing to note'that the President at the last meeting of the Committee reported that he had . .before him a larger number of applications for entrance­ to the College than he had ever had at one time before. Though there are so few students the students life is· very happy and the ministry of th~ students in the various pulpits they occupy very helpful; and in anticipation or the time when there will be a larger number a'room has­ been preparea for serving as a common room for the· stUdents-this they have never posses~ed before andit is· expected to be of great service to them. The work of. the High School for boys though in no­ ·sense a part of the Missionary Society's operations, is so' closely 'allied with the work of the College that it is fitting that its work should'be named bere, and it is a pleasure­ to state that the school has been very successful in all its·. ANNUAL ImpORT. It work, that the number of b.oys in attendance is' as large as ever,and that the 4emand' for places is much larger than the number that can be offered. It is worthy of note that of the Government Scholarships offered to child­ ren in Elementary Schools ,four were in tbe past year­ given to boys, and the parents bfeveryone of .the boys· c~rose Calabar SchoQI as the one in, \\;hich they should hold their Scholarship. . . The generons gift of £1,000 by Miss Purscell has en­ abled other Scholarships to be offered to the boys of Jamaiea. Cayman. Islands .. The Rev. J. J. Griffiths is still labouring amongst the' people of CaYlnan Brae and Little Cayman with signal devotion.. The distress following the hurricane of 191& caused many of the Missionary's best supporters to leave· the islands altogether. With comm'endable zeal those· who remained put their shoulders to'the wheel and com­ menced to rebuild their destroyed Chapels. Unfortunately,. however, the hurricane of 'September last damaged the­ new unfinished building at West End. The Missionary says, "Our West End people, however, had the beginnings. -of another Church partially wrecked." Still, notwith standing this fresh trouble, and many other discou.rage­ ments, the Missionary bravely plods on hoping for better­ times. Africa. As stated in the last report the Society's representa­ tive, the Rev. Geo. Thomas, was in England owing to an attack of Blackwater Fever. He was then hoping to re-­ turn to the Congo jn 'May, 1917. From information received, however, he is still in England owing to the· difficulty of obtaining Passports. He has been busily en-­ gaged in deputation work, and has assisted in the work of the Y.M.C.A., at various camps in England. At present there is great need for re-inforcements on the Congo, as none of the older workers on furlough. have· been able to return, and several new workers who have· - been accepted cannot leave England at present. Then the long continuance of the war has increased the difficulty of ·obtaining supplies of food. All supplies. from England are cut off for the present and the lVIission-· aries Ol~ the field are passing' through deep waters. 12 ANNUAL REPORT.

It is nevertheless pleasing to report that the work Oli ·the Congo has riot suffered any serious interruption dur­ ing the past year. The new station in the Makuta dis­ trict has been occupied a.nd some of the materials from ·the abandoned Mabaya station, utilized for new buildings. 'The Missionary Herald speaks of many baptisms taking -place and on all hands there is a spirit of cheerful Qutlook into the future. We praise God that none of the workers have been :removed by death, and several who are prevented from returniIJ.g"to·the;1ield-are:now·,busily engaged-,jn Engliha, in a work" which will S0011- he compIeted, namely, tlH~_revi­ :sion of the whole Bible in the language of the Ki-Kongo .speaking people. Haiti. ST. MARC.-This Mission is no Iongf-r connected with the Society. In October 1916, the Rev. P. Delattre re­ :signed his position as Missionary at St. Marc, and his resignation-took effect on the 30th April last. For some time past lhe Lott-Carey Baptist Foreign Mission Convention a'nd the Jamaica Baptist Missionary :Society had ,been in correspondence in regard to Haiti. In the month of June the Convention intimated that it -llroposed to appoint a Superintendent of Missions to Haiti; and that it would be glad if St. Marc eould be made bis headquarters. Having viewed the- proposal in all its bearings, the Committee decided that it would be greatly to the benefit of the Mission if the Lott-Carey Convention .could take it over altogether. As a result of further COf­ Iespondence the Convention has entered upon this work, .and on the 24th December last, sent a Missionary from the States, "who is to pastor St. Ma~c's Church and be General Superintendent of Missions on the Island." In thus severing its connection with tbe St. Marc lVIission the Committee prays that the blessing of God may rest upon the work, and also ~he Lott-Carey Mission Board under whose direction it will henceforth be carried on. JACMEL.-This field grows in interest continually. 'The Missionary, the.Rev. p, N. L'herisson, has an irre­ J)ressible desire to claim and- conquer all the country around the town of J acmel for Christ. He. says, "I am glad to inform you that two more evangelistic spots have ~een found-They are connected with Cayes-JacmeIs .outstation. They are situate on the North-east of Jacmel at a distance of 7 hours ridi.ng for the farthest one and ANNUAl. R.EPORT. 13 very near 'Morne a Selle,' the highest mountain here.. These tWQ outstations are promising." Strenuous efforts. are being made by tho enemies of the Cross of Christ to­ prevent tlie spread of the pure religion of Jesus. gin this necessary and desirable work. < Conclusion. The Missionary Committee would earnestly thank ;:tIl those who contributed to, or raised funds for, the Society's work, as shown in the last printed Report. The anlount jn the aggregate was £1,553 14s. 5d. the largest income for several years .past, and represented much self-denial ()n the part of many Ministers and churches. In the rais­ ng of Missioanry money boxes a1 e now in constant demand and found to be very u.seful adj uncts to home life. It is regrettable that a few churches and many Sunday Schools have not taken their place in the .ranks of those who go forth to battle. There are those who appear to think that some churches are in too weak a condition to give for Mission work. Specialists in, Missionary ser­ vice teach that "the best remedy for a sick church is to put it on a Missionary diet." SOlne churches are "cis­ terns" ; others are "fountains". The "cistern" Church keeps within its own limits all that flows into it. The ." fountain" Church is the Church that gives to others whatever it has itself received. Upon the l\1inister, more than on anyone else, resis the responsibility of deciding whether the Church over which he presides shall be a '" cistern" or a "fountain'·'. But if a deeper interest is to be shown in the Society's work, it is of paramount importance that steps should be taken to increase its Missionary operations. Home work must not by any means be neglected-and there is much to be done here. Foreigners, especially the Chinese, should not be allowed to come to our country and leave again without hearing of Jesus and His love. Deternlin­ ed efforts should be made to strengthen our work in the Jacmel Mission. Africa should be more generously as­ sisted; in many ways, both at home and abroad, our Society could do excellent work if it had -the means of doing it. It might be well to note, that keenness of ob­ servation and the critical faculty are developing in many 16 ANNUAl, REPORT. of the younger members of our churches; .and it will be a­ mistake to expend more on old established churches at home at the expense of Missiona.ry work abroad. Nothing­ but failure would result from such a false policy. The Society in' its objects embraces­ both forms of work, and each should receive its due sharp." of consideration. The Committee would lovingly urge upon the churches­ the need of still greater devotion to the glorious cause of l\Hssions·. It is the Church redeemed by blood that stands between Christ and humanity. The hush of God's pre­ spnce, and a vision of the cross, are needed in order that the church might realize its duty to both.
