Grants are voted t.o aid in purchasing, erecting,' or repaIrmg buildings connected with Churches belonging to the Jamaica Baptist Union, and which regularly contribute to the funds of the Jamaica J3aptist Missionary Society.

REGULATIONS FOR GRANTS IN AID. I. It must be clearly shown that the land on which the building stands, or is to be erected, is in Trust for denominational purposes, .and the Title is Valid. II. A complete statement of work cuntemplat.ed on the mission property, and a detailed estimate of the proposed expenditure must be presented with the application for a grant. III. The Church seeking aid must have raised one-fourth of the estimated amou,nt required for the work contemplated, and the application must state how much money the Church has raised, the value of materials and of free labour given, and amount received from ()ther sources. IV. Before a grant is recommended by the l\fanaging Commit.tee. a Sub-Committee shall be appointed to inspect and report on the work proposed or in progress. V. No grant approved of by the General Committee shall be paid before the April Meeting of the Managing Committee, and in eve]·y case in which a grant if; vuted the Pastor of the Ohurch shall render a full account of expenditure in time for the next Annual Meet­ ing. Every grant shall be spent within twelve months aftf'r it bas been approved of by the General Committee, but it shall be competent for the Managing Committee to allow an extension of t.ime in ex­ ceptional circumstances. VI. All applications for grants shall be made on the authorized Form, obtainable of the Secretary, and shall be returned to him pro­ perly filled in not later than September 30th. VII.. The M£n~ing Committee shall prepare for the .Annual Meeting of the GenerLtI Committee a report on the applications which were in the hands of the Secretary not later than ~eptem ber 30th; namely t the applications selected and the grants recommended t also the -applications refused and the reasons for their refusal. N that excellent periodical, "The Missionary­ Review of the World" for the month of No­ vember, 1914, there is a painfully suggestive­ picture. Stretching out from a great expanse~ of water is a massive, powerful hand. The hand is closed .. On the wrist are the words Superstition and Fear; on the thumb, Ignorance; on the first finger, idolatry; on the, second, l1npu1'ity; on the third, Infanticide; and on the fourth, Deceit. This terrible hand holds a woman and a child in a mighty grip. The face of the woman is turned: upwards as if in mute and hopeless appeal. The head of the child is drooping down, and the face wears a look of' unutterable misery. Underneath the picture are the, words, "IN THE GRA.SP OF HEATHENISM." For al­ most a score of" centuries the Church has been in pos-· session of its Inarching orders, " Go ye into all the world'. and preach the Gospel to every creature." And yet after­ this long lapse of years it is possible for such a picture to be drawn without in any way misrepresenting existing' conditions. Even in the Twentieth Century mankind is· -still to a large extent held in the grasp of heathenism. lVluch has undoubtedly been done in the world, but much more renlains to be accomplished. Who shall open the­ closed hand, and give life and liberty tc the suffering cap­ tives? How shall the light of a great hope shine forth on. the upturned face of the imprisoned woman? How shall the drooping head' of the poor captive child be raised and'. the face be made to glow with a great joy? It is not. enough to say that God can do these things. All our' springs-the springs of life, liberty and love-are in our Lord; but these strealns must flow through human chan-· nels. Godand consecrated and sanctified man must unlock the cruel hand.' This is the work of every Missionary Society, and all missionaries. The Calvary message is the' story which they have to tell. Had there been greater faithfulness and self-denial the unspeakably sad statement that ONE THOUSAND MILLIONS of those for whom. Christ died are still in the grasp of heathenism would not be possible. The European war which commenced at the close of' last July, and into which Great Britain entered in August,. is still in progress. This great conflict is being waged by' countries whose population is over eight hundred and' eighty one millions. More than half the population of the world is now at war. Such a condition of things cannot but affect adversely all classes of society. Vast sums of nloney are required for war purposes. All departments of life feel the strain and it will be necessary for God's people everywhere to exercise the greatest possible self-­ denial in order that the work of Christ may not unduly suffer from a decrease in contributions for missionary purposes. Retirement of Rev. Ellis Fray. Early in the year the Rev. Ellis Fray resigned his, position as Secretary of the Society, and shortly after left for Canada, where he is now·the pastor of a Baptist Church. Mr. Fray's services in his official capacity were greatly valued. He 'Vyas elected to the office in February, 1906, on the death of the former Secretary, the late Rev. E. J. Hewett, and from that time till the beginning of' 1914, he discharged his important duties with consider­ able ability and devotion. His services were greatly appreeiated by his brethren, who, on his retirement,. expressed their esteem in an engrossed Resolution. lVlr. Fray was undoubtedly a man whose labours were those; "of a workman that needeih not to be ashamed." The hope expressed in the Report for 1913, namely, ~'That when the financial record for 1913 is completed and presented, the l\fanaging Con1mittee, in the Centen­ ary year, may be able to adopt as their own this resolu-­ tion passed by the General Committee in 1864, the Jubilee year: 'That in1adopting the report of the Treasurer this­ meeting would express its deep gratitude to God that the constituents of the Society have manifested so n1uch liberality in a year of great depression and financial diffi-­ culty,' " was not realized. The Tabular for 1913 was dis­ appointing as it recorded a total of only £1,331 13s. 4d. as having been raised by the Churches-a SUIn which de-· manded the most rigid administrative economy. At the, same time it lTIUSt be borne in mind that the credits and debits of the Costa Rica l\fission no longer appear in the­ Tabular. This fact alone accounts for a large portion or the difference in the Society's income between 1913 and the previous years. One painful fact which should not. ANNUAL REPORT.

-be passed in silence is that over 30 Churches did not con- -tribute anything tClwards the Society's funds. Many of -the Sunday Schools connected with contributing churches did not report any contributions. Some churches appear .as contributing to the Society, but only because a few .personal subscriptions were given. No public services were held and consequently no collections were made. If :missionary services had been held in all the churches and Sunday Schools, and the usual methods adopted for rais­ jng mission money, the income of the Society would have .been much larger than was the case. In 1875 eighty -churches contributed £2,102 to the Society's funds, or about £26 5s. per chur~h. In 1913, the 163 churches in .J amaica that contributed gave £1,266 or about £7 15s. per church. If the churches to-day gave in the same pro­ portion as they did in the year 1894, namely, £18 13s. per -church, the missionary income would reach the large sum of. £3,692. A little extra effort, with the addition of the .eontributions from other lands, would easily bring up the total to £4,000. Home Missions. ,/' The Home Missions fostered by the Society are as _follows :-St. Margaret's Bay, Mount Carmel, Beulah and -Smyrna, in Portland, under the care of the Rev. J. E. Reid. Shiloh and Ludford Mount in St. Catherine, and .Rosewell and Free Town in Clarendon, under the care of the Rev. J. M. \Valters. In the Portland sphere Mr. Reid has had his hands full of building restoration work, which has been a great tax on his time. Severe weather has ·bindered the work at St. l\iargaret's Bay and Mount Car­ mel. The new chapel at Beulah has been completed, and ..a mission cottage which has been erected is greatly facili­ tating the work. The missionary has striven to nlaintain -the spiritual life of the churches, which so often suffers when building work is on hand. The people have been passing through a period of financial depression. Some ·of the members have been forced to leave the district, and others have left the island altogether. A hopeful .sign is a deepened interest in prayer and a larger attend­ .ance at prayer meetings in the classes. I Mr. Walters speaks of another year of strenuous .labour. He says :-" The people have been brought face to face with the fact that they have to be unreservedly .surrendered and consecrated to God." Evangelistic ser­ vices have yielded some pieasing results. Jllal services were held during the year, and the mission­ oary is evidently encouraged in his work. A debt of £30 on the mission cottage has been paid off. Ludford lVIount .chapel has been floored; and efforts are now being put forth to purchase a new Conlnlunion service for Free Town, and to zinc the chapel at Rosewell. The mission­ .ary writes with sadness of prevailing darkness, the ·drinking habits of the people and Sunday desecration. The Committee trust that Mr. Walters will persevere in his work and soon have the great joy of seeing many ..souls brought to the Lord. Building Grants. The Com:nittee found it p::>3sible to pay £262 for -building worK. Early in the year it was feared that the :smallness of the inc::>me would not admit of more than five-sixths being paid. Later on, however, the way was ·clear to pay the whole, which was done. This branch of ,our work is of great importance and found to be very useful to the churches. The large sum of £8,477 has been -voted for building purposes since 1869, Churches in all parts of the land have been aided in their buildin.g opera­ -tions, while the nlissions at Cayman Brac, Canal Zone .and Costa Rica have banefite::l to a snlall extent. Calabar College. In September 1913 the work of the Calabar Institu­ tion entered upon a new phase. The long talked of pos­ ;sibility of united work with other Christian people than Baptists became an actual fact, and with the happiest results. The church which has joined with us i~ minis­ terial training is the Wesleyan, an'd it has taken a house ()n the East Race Course in Kingston, and installed there :a tutor and three students, and these students share the .classes with our men, and their tutor joins in the teach- ing of our students and theirs. In addition, however, it is a great happiness to the tutors to report that our own students have seemed to .enter into their life of preparation for the ministry with .an even greater zest than before. It is true that they have not had so many preaching appointments, but those -they have had have been accepted with eagerness, and their work in the College's daughter church at Jones Pen :has been done with increasing zeal. 12 ANNUAL ~EPORT.

The year has .seen the settlement of one of our Eng-­ !ish students, Mr. Wood, as assistant to the Rev. G. E. Henderson, Brown's Town. IVCr. Gallimore has gone to­ assist the Rev. L. M. Beverley at Point Hill. The Presi-­ dent indulges the hope that it will be found possible for a· larger number of our men to begin their ministry under' such guidance, than in actual ministerial work; thus. without direct responsibilities, our young men may learn. to work, correct their mistakes, and acquire the wisest. methods.

Two ~ltd incidents occurred during the year, :Mr .. Grant, our first year student, contracted a serious illness, and had to be away from the College the larger part ,Of a term on account thereof. It is gratifying to know that he is making good recovery, though he will not be return-· ing to College till the new session begins in September'. Mr. Brown, an English student, also developed symptoms of so serious nature, that the doctor advised his immediate. return to England for an operation. He has not yet been able to return, but it is hoped he will be oack in this.· country about June. The Church at Jones Pen, which was under the care of the President, has now the ministeral guidance of the, Rev. R. A. L. Knight, but the students still render valu­ able assistance in the pulpit. The new regime has seen. added prosperity to the church, and the great increase in the amount of work now done in the neighbourhood makes the new church a better training ground for the-. young men. The High School has continued on its prosperous and. useful career. It has now 80 boys, of whom 20 are the~ sons of the manse. The chief incident in the ~chool1ife, for the year has been the opening of the new school chapel, the foundation stone of which was laid by His. Excellency the Governor, in .July. This building, which has cost .£320 and which has been opened free of debt, is. not, however, only the scene of the school's united wor­ ship; it is the centre of all Calabar's varied ministry, and the students presented the beautiful communion table: around which from time to time they gather with their' teachers for the Supper of the Lord. It is pleasant to be: able to report that all the boys who have left the High School are doing well, and two of them, one a Methodist. and the oUler a Baptist, are seeking to return as students. for the ministry. . ANNUAL REPORT. 13 ·Regions Beyond. CAYMAN ISLANDS.-The Baptist Churches in Cay­ =man Brae and Little Cayman have been another year -without ·a:·l,;e~id.~n t missionary. In the early p:l.rt o.f~·1914, -the Baptist IVIissionary Society of England informed the Comlnittee here that a minister had been secured for the Cayman Islands, and this as "good news fronl a far coun­ ·try" greatly cheered the hearts of the people who imme­ {liately set to work to prepare for his reception. In the .-end, however, they were doomed to disappointment, for -the gentlelnan concerned withdr9w his acceptance of the :position. In December Mr. Robert Banfield, a student in Calabar College, visited the Islands and was accompanied 'by Mr. Comb~r, one of the Junior masters at Calabar High School. The people received them with great kind­ :ness and were l1luch encouraged by their visit. The Com­ mittee hope that arrangements will soon be made for a :new missionary to settle aalOngst this patient and long­ ,suffering people. AFRICA.-The Rev- George Thomas, the Society's Representative on the Congo, after a prolonged stay in England; -returned to his '"ork in Africa in the month of ·October. At tl~e present time he is stationed at Thysville, .an important Railway centre and Depot on the Lower Congo. At this station Mr. Thomas will find scope for his energies and knowlege of African life in connection with exten3ion work now being undertaken by the Baptist Missionary Society. The Committee regret that it was not possible to send more than £60 towards the African Mission. The Committee hope that now 1\1:r. Thomas is back again in Africa, they may soon be in a position to place before their constituents interesting items of news about bis work.

The Portuguese';'Resident reeeived in­ structions from officials at Cabinda to supply a number of men to work on the plantations there. The natives knew only too well that it would be death to them if they went. To secure these workmen, towns were burned, 'women were treated with gross cruelty, and men were put.tt> terrihle..torture.. It is not surprising that some of 14 ANNUAL REPORT.

the natives of independent spirit and conscious of their­ rights as men, rebelled against the treatment they re­ ceived. This led to the arrest and imprisonment of Mr. Bowskill, who was charged with inciting the natives to­ rebel against the authorities. No proof of the mission­ a.ry's guilt has been found. Mr. Bowskill has been set at. liberty, but the charges have n)tbeen finaliy dropped anQ may be brought against him at any future time. Some, of the melnbers of the Church at San Salvador have had cruel treatment meted out to them; and yet it is to them, and the missionaries, that the officials owe their lives. A special Commission has been appointed by the PortuguEse Governnlent, to hold an enquiry into·~all these matters. BOCAS-DEL-TORO.-The Rev. T. H. Duncanson has. had a period of successful work in the churche3 of the Changuinola district. The returns show an increase of 43 in the membership. Thi3 is gratifying, especially when it is remembered that for some time past-parti­ cularly at Changuinola East and Vv~ est-the populaticD.. has been a diminishing quantity owing to the abandon­ nlent of cultivation on some of the farms. On the 2flth January, 1914, a corner stone of a new chapel w!os laid at. Almirante Bay by Mrs. N otman in the presence of a large~ congregation. The land was the kind gift of a gentlemaa who is a lover of Christian work. The building which is- 50 x 30 was commenced in June and is almost completed. The sum of £34@has been raised during the year for the! chapel and spent on the work. Mr. Duncanson has re­ ceived many .. kindn~sses from the United, Fruit Cqmpany. During the year the Rev. E. C. Notmanspentthreemonths. in England and Mr. Duncanson had charge of his. churches in his absence. Towards the end of the year' the missionary's health broke down and he was in the Bocas-Del-Toro hospital for some time suffering from a. severe attack of fever. As soon as he was strong enough lO travel the doctor ordered him to Jamaica for rest 2nd change, and Mr. Notman kindly undertook the care of his churches till his return. l\:fr. Duncanson's health is. improving rapidly and he hopes to resume work at an, early date. HAITI.-This unfortunate country has had anothelT year of internal strife, and the prospects for the im­ mediate future are anything but bright. At the same time the 'V9rk of the Society under the two miegionarieli~ the Revds. P. Delattre and P. N. Lherisson, has been carried on ,with some encouraging results. . . ANNUAL REPORT. 1&

St. Marc~ whe~e Mr. Delattre is labouring, is a large seaport town of several thousand inhabitants. Prot~s­ tant work has been done for many years, but the soil is. as hard as rock. It takes a brave ma.n to labour for God in such a place. There is everything to discourage one.: and very little to cheer. Roman Catholicism and Vau­ dooism hold the people in an iron grip. Amidst great dis-· couragement the missionary has gone on his way. At St. Marc the melubership remains the same as in 1913, name-­ ly 32, at about which figure it has stood for several years.­ Three services are held every Lord's Day, but the attend­ ance is not large. In the Day School there is an average attendance of 30 children who are having the truths of' the 'gospel continually brought before them. In the Sun-­ day School there are 64 on books, with an average attend-­ ance of 50. It is in this department of the mission that. the hope of the future lies.

Gonaives is a town a few miles north of·St. Marc and~ the people are very much interested in the work of the mission. Unfortunately, however, there is much suffering­ amongst them arising fronl political causes. Many of them are afraid to attend the services. Some have been arrested, some are hiding in secret places, and others. have sought refuge in the Consulates. All these things. make the work difficult. Mr. Delattre is much encouraged by the work on the island of La Gonave which lies be-· tween St. Marc and Port au Prince. Here six persons have been baptized on a profession of their faith, and three others are seeking church membership. Mr. Delat­ ·tre says :---.::." Two young men and a young woman, fulloi' love for their' Saviour, came to St. Marc to be baptized." A man who had been living an unclean life, but who had receiv~d the truth, sold an ox to pay the expenses of his marriage as a first step towards church membership. A day's journey from the north of La Gonave a small sta-· tion has been commenced, and about 2~ persons are weary of vaudooism and desire to meet in the name of the Lord. At the request of the Committee, Mr. Lherisson left. J acmel in the month of August, on a visit to St. Marc, in-­ volving a ride of 63 miles on horseback over unimagin­ able mountain passes to Port au Prince, and 78 miles on the recently constructed railroad from Port au Prince to St. Marc. ;services in the interests of the St. IvIarc's mission. lVlr. Lherisson says that the section of the country between .Port au Prince and St. Marc is in a deplorably dark con­ dition. The' JACMEL ~'IISSIONha~ had anothe~ year of blessing notwithstanding all the political troubles that -must have operated adversely in respect to Christian work. In addition to the Church in the town of J acmel, ihere ara 9 diffierent stations with 3 out-stations con­ nected with Cayes-J acmel. In all, the missionary has to visit 13 churches, and about 15 smaller preaching places. Last year 83 candidates were baptized, which, with two restorations; raised the membership from 416 to 501. There are 190 candidates awaiting baptislTI. while 1,786 are referred to as "professing converts," or persons who nave manifested attachment to the cause of Christ, and tdesire to place themselves in a position to become candi­ ,dates for baptisln and church membership. Twenty-three Sunday services are regularly held and are well attended. 'There are 7 day schools with 234 pupils on bool{s, and an average attendance of 191. There are also 16 Sunday Schools with 349 scholars on books, and an average at,.. -tendance of.217." Underlying all these interesting facts is the evident belief of the missionary, that the cOllversion ,of a child is "a soul saved-plus a life." Forty-six couples were united in marriage. All these figures show that a great deal of work is being done; and the need of assistance is more apparent than ever. The missio nary has been able to visit the various stations regularly. Mount Carmel which was reported in the previous year as being in a "state of luke-warmness," has been revived. At a place near Sal­ irou a young believer held some meetings lately in private houses and nine persons felt the need of the gospel. The wide and ne~dy field to the east of J acmeI lies beavily on the missionary's heart and he is devoting hinl­ self to it with all his energy. It is here, he believes, that the fields are 'whltening unto the harvest. ANNUAL REPORT. 17 Our Responsibilities and Privileges. A great work is given to the Churches of this land. Jt is to spread the knowledge of Christ's love and grace throughout this country and the less favoured islands by which it is surrounded. In these sun-lit waters the mighty closed hand may be seen holding in its death­ :grasp souls for whom Jesus died. Our work is to set these captives free. Referring to Jamaica itself, a wise re-arrangement >of Churches would result in the formation of circuits which, if assisted by a grant, might become strong and :self-supporting a few years hence, and thus considerably strengthen the sources from which the Society draws its .income. A plan such as this would bring relief and JOY to many a heart, and should be passed in silence· only if a ibetter one is found whereby the problem of our future may be solved. Haiti, too, has a strong claim upon us. We are .already there. Our work has greatly developed under the present missionary at Jacmel, and the need of assist­ ance is more urgent than ever. The greatest possible -consecration has its hUlnan linlitations; and one man can­ not do the work of five or six. Half a dozen new mis­ sionaries in Haiti would find abundance of work to do in the various districts now being evangelized by our mis­ sionary-apart from the many new fields it would be possible to enter in the name of the Lord. Cuba and Guatemala afford wide scope for new de­ partures and, to some extent, have been engaging the ;attention of the Committee. At this point the question of means presents itself. The Comll1ittee would gladly extend the operations of the Society, if it had the power to do so. The Churches must decide this important matter, and they will do so by the oCo'ntributions they send to the Treasurer of the Society. It should not be supposed that their resources have been .exhausted. An appreciation of educative methods for the purpose of increasing the Society's income would soon make it possible to consolidate work now being done and .enter ·new fields. The Committee would venture to sug­ gest some methods for adoption by the Churches:- A Missionary Sunday and Meeting in every Churc'.1 and Sunday School. The Comlnittee would, there­ fDre, urge the Churches to give a liberal response to their' appeal fDr larger cDntributions in .order to enable the So­ ciety to consDlidate and extend existing departments of" work and to enter new fields both at home and abroad.
