Secretary Blinken, Richard Gere, Tibetan Americans celebrate Tibetan New Year Read online: https://savetibet.org/secretary-blinken-richard-gere-tibetan-americans-celebrate-tibetan-new-year February 12, 2021 In a first by a US secretary of state, Antony Blinken spoke at the State Department’s annual Tibetan New Year reception, which also featured remarks by International Campaign for Tibet Chairman Richard Gere, Representative of the Dalai Lama, Tibetan and US leaders, and Tibetans across the country. The virtual reception for Losar, the Tibetan New Year, streamed live today, Feb. 12, 2021, on Zoom and YouTube. The Bureau of Democracy, Human Rights, and Labor and the Office of International Religious Freedom co-organized the gathering with help from the International Campaign for Tibet. The State Department has held the reception every year since 2015. Blinken is the first secretary of state to participate in it. “Tibet’s cultural legacy has thrived for more than 2,000 years, and the Biden administration is committed to preserving, protecting and honoring this linguistic, religious and cultural heritage,” Blinken said. “Your rich traditions live on in those who celebrate today, not only in Tibet, but around the world. “Just as they have for centuries,” Blinken added, “your traditions continue to symbolize notions of love, compassion, justice, forgiveness, tolerance and peace. We look forward to celebrating these traditions with you during Losar and on many other occasions for years to come.” Losar celebration The reception featured musical performances, video greetings and recited verse for Losar, which is one of the most important dates on the Tibetan calendar. -
2019 International Religious Freedom Report
CHINA (INCLUDES TIBET, XINJIANG, HONG KONG, AND MACAU) 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary Reports on Hong Kong, Macau, Tibet, and Xinjiang are appended at the end of this report. The constitution, which cites the leadership of the Chinese Communist Party and the guidance of Marxism-Leninism and Mao Zedong Thought, states that citizens have freedom of religious belief but limits protections for religious practice to “normal religious activities” and does not define “normal.” Despite Chairman Xi Jinping’s decree that all members of the Chinese Communist Party (CCP) must be “unyielding Marxist atheists,” the government continued to exercise control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports. The government recognizes five official religions – Buddhism, Taoism, Islam, Protestantism, and Catholicism. Only religious groups belonging to the five state- sanctioned “patriotic religious associations” representing these religions are permitted to register with the government and officially permitted to hold worship services. There continued to be reports of deaths in custody and that the government tortured, physically abused, arrested, detained, sentenced to prison, subjected to forced indoctrination in CCP ideology, or harassed adherents of both registered and unregistered religious groups for activities related to their religious beliefs and practices. There were several reports of individuals committing suicide in detention, or, according to sources, as a result of being threatened and surveilled. In December Pastor Wang Yi was tried in secret and sentenced to nine years in prison by a court in Chengdu, Sichuan Province, in connection to his peaceful advocacy for religious freedom. -

Written evidence submitted by East Turkistan Government in Exile (XIN0078) The East Turkistan Problem and How the UK Should Address it East Turkistan Government in Exile The East Turkistan Government in Exile (ETGE) is the democratically elected official body representing East Turkistan and its people. On September 14, 2004, the government in exile was established in Washington, DC by a coalition of Uyghur and other East Turkistani organizations. The East Turkistan Government in Exile is a democratic body with a representative Parliament. The primary leaders — President, Vice President, Prime Minister, Speaker (Chair) of Parliament, and Deputy Speaker (Chair) of Parliament — are democratically elected by the Parliament members from all over the East Turkistani diaspora in the General Assembly which takes place every four years. The East Turkistan Government in Exile is submitting this evidence and recommendation to the UK Parliament and the UK Government as it is the leading body representing the interests of not only Uyghurs but all peoples of East Turkistan including Kazakhs, Kyrgyz, Uzbeks, and Tatars. More importantly, the ETGE has submitted the first ever legal complaint to the International Criminal Court against China and its officials for genocide and other crimes against humanity. We would like the UK Government to assist our community using all available means to seek justice and end to decades of prolonged colonization, genocide, and occupation in East Turkistan. Brief History of East Turkistan and the Uyghurs With a history of over 6000 years, according to Uyghur historians like Turghun Almas, the Uyghurs are the natives of East Turkistan. Throughout the millennia, the Uyghurs and other Turkic peoples have established and maintained numerous independent kingdoms, states, and even empires. -

Corruption in Autocracies∗ James R. Hollyery Yale University Leonard Wantchekon Princeton University September 2011 Abstract Corruption is typically depicted as a result of one of two factors: a lack of polit- ical accountability or insufficient state capacity. Nonetheless, substantial variation in corruption levels exists even within the set of politically unaccountable high-capacity regimes. In this paper, we examine a third determinant of corruption – the ideological appeal of the government – and demonstrate that this variable can explain variation in the types and levels of corruption experienced in politically unaccountable regimes. Using a model of both moral hazard and adverse selection, we predict that (1) regimes that inspire the intense ideological loyalty of the populace are likely to enjoy low lev- els of petty corruption and that (2) autocratic regimes that enjoy such intense support from only a narrow segment of the populace will erect credible anti-corruption insti- tutions. Political corruption, by contrast, need not covary with levels of ideological support. We illustrate the mechanisms of our model through a series of case studies that demonstrate the importance of ideology in driving levels of corruption – with a particular focus on low levels of corruption in ‘developmentalist’ regimes. Tibet:A tragedy unnoticed Written by Arnav ANJARIA Wednesday, 01 February 2012 12:12 As the Chinese New Year went by..as jubilant fireworks continued to amaze the skies of Hong Kong..an autonomous region within the Peoples Republic of China..the people of Tibet continue to struggle for the same rights that the people of Hong Kong enjoy. Those same right that are actually enshrined within the Chinese constitution. According to the estimates of the Dharamsala based Central Tibetan Administration, last one year has witnessed more then 15 self immolation’s within Tibet. The self immolation’s are more or less an indicator of the deteriorating human rights situation within Tibet and the hostility implied upon the Tibetan people by the Peoples Republic of China. The struggle of the Tibetan people dates back to 1959 when China invaded and occupied Tibet and since then has claimed Tibet to be an inalienable part of the Chinese republic. Apparently His Holiness the Fourteenth Dalai Lama sought exile in India and has ever since led the struggle for resolution of the Tibetan issue. For a long time the institutionn of Dalai lamas remained as the political patron of the Tibetan people when until recently His Holiness the 14th Dalai Lama decided to transfer his political powers to a democratically elected Prime Minister of the Central Tibetan Administration ( formerly known as the Tibetan Government in Exile). The new political leader of the Tibetan people, Dr. Lobsang Sangay, whose charismatic campaign across the refugee settlements in India and Nepal won him a stupendous majority for to be elected as the Prime Minister. -

Written evidence submitted by the East Turkistan Government in Exile and East Turkistan National Awakening Movement (XIN0081) Who we are and our aims 1. We are the legal team acting on behalf of the East Turkistan Government in Exile (ETGE) and the East Turkistan National Awakening Movement (ETNAM). Our clients represent millions of Uyghur and other Turkic victims of the international crimes committed by Chinese state officials in East Turkistan and abroad. East Turkistan is the territory referred to as Xinjiang that is widely considered to be a colony or occupied territory. 2. Within this submission, we refer to ‘East Turkistan’ instead of ‘Xinjiang’. Using this terminology helps counter the oppression of Uyghurs and other Turkic peoples, who refer to their homeland as East Turkistan. ‘Xinjiang’ is a Chinese term meaning ‘the New Territory’. The FCDO and the UK Government are encouraged to consider using the same terminology. 3. The ETGE is the official body, registered in Washington DC, which represents East Turkistan and its people worldwide. The ETNAM is a non-profit political rights organisation whose goal is to end China’s oppressive activity within East Turkistan. 4. On 6 July 2020 the legal team acting on behalf of the ETGE and ETNAM submitted a Complaint to the Chief Prosecutor of the International Criminal Court (ICC) urging her to open an investigation for the crimes that come within the ICC’s jurisdiction. The Complaint provides detailed and extensive evidence that high ranking officials of the Chinese government are committing genocide and other crimes against humanity. 5. Both our aim as the lawyers and our clients’ aim in bringing the Complaint is to give a voice to the millions of victims of Chinese state oppression. -

Policy Forum The Chinese Communists Find Religion The Struggle for the Selection of the Next Dalai Lama Anne Thurston Lhamo Thondup was just two years old when he was recognized as the reincarnation of the Thirteenth Dalai Lama. The Great Thirteenth, as he is popularly known, had died in Lhasa in 1933 at the age of fifty-eight. The team charged with finding his new incarnation was composed of leading lamas from monasteries in Tibet, and some were eminent reincarnations themselves. Clues and omens unique to Tibetan Buddhism— some provided by the Thirteenth Dalai Lama himself—guided their search. The Dalai Lama had intimated that his reincarnation would be found in the east. Thus, when the head of the embalmed Great Thirteenth was discovered to have turned overnight from facing south to pointing northeast, the search team was certain which direction their journey should take. When the regent in charge of the search visited the sacred Lhamo Lhatso Lake and gazed into its deep blue waters, the characters for “Ah,” “Ka,” and “Ma” appeared, and he saw a hilltop monastery with a golden roof and an ordinary farmer’s house with strangely configured gutters. The “Ah” led the search team to the Amdo region of eastern Tibet, then governed by the Hui (Muslim) warlord Ma Bufang as Qinghai, as the region is known in Chinese. The “Ka” and the vision of a monastery led them to Amdo’s Kumbum monastery, one of Tibetan Buddhism’s leading seats of religious learning, built by the founder of the Gelugpa, or Yellow Hat, school of Buddhism to which all Dalai Lamas have belonged. -

HARMONY SIGANPORIA 7. FROM DRUNKEN-SAGE TO ARTISTE, THE MANY LIVES OF THE TIBETAN DEKAR A man was found in Kollegaal refugee camp in Karnataka’s Mysore district. He wore a Chuba, and was clearly drunk. He was unkempt and would occasionally “expose” his genitals, letting himself hang loose. People were revolted by him. He lived with, among, and like the stray dogs: children would call him names and throw stones at him. Sometimes though, he would come to be surrounded by people. This man would rise. He would sing and dance, and when he did, he spared nobody. In the face of his jesting, no one would leave—he had them enthralled. The community saw to his basic needs: on Tibetan New Year (Losar) and at other times of celebration, he was the life of the party, praying, singing, and jesting in choicest turns of phrase. This was the last Dekar Tenzin Tsundue saw ‘living’ his creed. The Dekar did not survive translation into exile, and what was once a life lived now exists only in the form of set-pieces ‘performed’ on certain auspicious occasions. This article is an exploration of the life—and after-life—of the Dekar—an itinerant repository of Tibetan folk memory and knowledges. INTRODUCTION It was in 1959 that His Holiness, the 14th Dalai Lama Tenzin Gyatso, made his way to India. Alongside him and after him came thousands of Tibetans fleeing the abject persecution they were subjected to in their homeland in the wake of its invasion by Chinese forces in 1950.
