Expo Milano 2015

To all extent, the success of Expo Milano 2015 will rely on the positive contribution of the Participants.

Together with the Clusters, the Self-Built Exhibition Spaces will in fact cover an area of about 170,000 square meters of Exhibition Site of Expo Milano 2015. Each Participant must therefore be mindful of the impact their activities may have on the efficiency and safety of the Expo Construction Site as a whole.

Expo Milano 2015 throws down the challenge of addressing the question of food in its many different aspects, and of responding to the question as to whether it is possible to ensure a supply of good, healthy, sufficient, sustainable nutrition to all mankind. The approach taken to these matters at Expo Milano 2015 will not only link to the educational value traditionally associated with an Expo, but will also be strongly innovative by offering anew thematic concept that is sustainable, technological and visitor-centred.

As a natural development of a design approach of that type, the construction work for Expo Milano 2015 should therefore be understood as a practical implementation of that approach, in line with the Theme of “Feeding the Planet, Energy for Life”, and should be taken forward within a framework of active collaboration that fully reflects the spirit of Expo Milano 2015.

Purpose of these Guidelines

This document, entitled “Self-Built Exhibition Spaces, Works Management Guidelines” (WM Guidelines), is part of a set of Guidelines that the Organiser is providing to the Participants to support them in conceptualising, designing, building and then dismantling their own Self-Built Exhibition Spaces.

Specifically, the Guidelines set out here provide the essential information for managing the site activities relating to construction of the Self-Built Exhibition Spaces. The information given refers to the construction phase only and is additional to other information previously sent to all Participants as part of the documentation supplied by the Organiser (Design, Construction, Set-up and Dismantling Guide 2013, General and Special Regulations, etc.) and will be kept

6 | INTRODUCTION up to date during the works as described in chapter 2 COMMUNICATIONS.

Construction of the Self-Built Exhibition Spaces will take place within the general programme of works for the whole Exhibition Site of Expo Milano 2015. All Participants must therefore be prepared to operate in a complex environment where many different parties will be carrying out works that will all be different and independent of one another, but which will all have to fit within a single concentrated space/time situation

For that reason these Guidelines have been prepared as the basic tool to ensure the operational effectiveness and overall efficiency of the Expo 2015 site as a whole. They analyse the general requirements from the point of view of the Participants and translate them into concrete information and instructions for the use of all parties involved in constructing the Self-Built Exhibition Spaces. To ensure effective coordination of the many different activities involved in constructing the Exhibition Site of Expo Milano 2015, and thereby ensure fluidity in the construction of the individual Self-Built Exhibition Spaces, it is therefore crucially important that each Participant gives his full attention to the prescriptions and suggestions set out in these Guidelines.

Contents

To make this document easy to use as a practical guide for construction, the essential information has been grouped into a number of main themes:

• the organizational structure of Expo 2015 S.p.A., and the organizational structure of the Participant, in relation to construction of the Self-Built Exhibition Spaces; • the methods for communicating and for exchanging information between the Participant and the Organiser; • a description of the Expo Construction Site; • access to the Expo Construction Site; • site organisation of the Lots of the Participants; • logistics and transport arrangements to be made by the Participant; • environmental site management by the Participant; • site safety arrangements to be made by the Participant.

The contents of these Guidelines are of three types:

• general information; • instructions and prescriptions that are binding on the Participants; • practical suggestions and information

Although these Guidelines are organised so that they can also be consulted on specific points concerning individual topics, all parties involved in constructing the Self-Built Exhibition Spaces are advised to begin their activity within the Expo Construction Site by comprehensively reading through all of the Guidelines. This will give them a general overview of the operating environment and will enable them to focus on the most critical aspects.

Thereafter, these Guidelines can be used as an operating reference manual. They will be continually updated during the works.

BUILDING REFERS TO THE COVERED EXHIBITION AREA OR ENCLOSED STRUCTURE BUILDING CONTAINING EXHIBITION AREAS AND ANY OTHER BUILDINGS INCLUDED FACILITIES, ETC.

THE “CAMPO BASE” IS A SERVICE FACILITY IN THE IMMEDIATE VICINITY OF THE EXPO CONSTRUCTION SITE, WHERE THE ORGANISER WILL PROVIDE “CAMPO BASE” ACCOMMODATION AND MEALS TO THE PERSONNEL WORKING FOR THE PARTICIPANTS.

A REPORT WRITTEN BY THE PARTICIPANT TECHNICAL SUPERVISOR (PTS) CERTIFYING THE COMPLETION OF THE CONSTRUCTION WORKS SHALL BE SUBMITTED BY THE PARTICIPANTS TO THE ORGANISER WITHIN EIGHT DAYS FROM THE COMPLETION OF THE CONSTRUCTION WORKS. THE REPORT WILL INCLUDE: - CERTIFICATE SIGNED BY A QUALIFIED TECHNICIAN, ATTESTING THE COMPLETION OF THE CONSTRUCTION CONFORMITY OF THE WORKS TO THE PROJECT SUBMITTED WORKS (“CERTIFICATO DI COLLAUDO ARCHITETTONICO”) - CERTIFICATE OF STATIC TESTING (“CERTIFICATO DI COLLAUDO STRUTTURE”) SIGNED BY A QUALIFIED TECHNICIAN (ACCORDING WITH D.P.R 380/2001) - DECLARATION OF COMPLIANCE (“DICHIARAZIONI DI CONFORMITÀ”) OF TECHNICAL SYSTEMS WITH ITALIAN CODES AND LAW (ACCORDING WITH D.M. 37/2008).

CONSTRUCTION REFERS TO ALL BUILDING CONSTRUCTION AND OTHER ENGINEERING WORKS RELATED TO OPEN SPACES, FACILITIES, ETC. CONSTRUCTION (INCLUDING THAT INVOLVED IN THE CONSTRUCTION AS WELL AS THE DISMANTLEMENT AND REMOVAL OF EXHIBITIONS).

A CONSTRUCTION SITE SUB-AREA IS A PORTION OF THE EXPO CONSTRUCTION SITE WITHIN WHICH INDIVIDUAL PARTICIPANTS OPERATE CONSTRUCTION SITE SUB-AREA ON THEIR OWN ASSIGNED LOTS, AND WHERE OTHER CONTRACTORS WILL ALSO BE CARRYING OUT OTHER CONSTRUCTION WORKS FORMING PART OF THE EXPO CONSTRUCTION SITE.

CONTRACTOR REFERS TO THOSE PERSONS WHO WILL UNDERTAKE THE CONTRACTOR CONSTRUCTION OF FACILITIES, ETC.

DAY DAY REFERS TO CALENDAR DAY.

THE DECUMANUS IS THE MAIN PATH WITHIN THE CONSTRUCTION SITE, AND DECUMANUS (OR WORLD AVENUE) WILL BECOME THE MAIN PATHWAY RUNNING THROUGH THE EXHIBITION SITE OF EXPO MILANO 2015.

EXHIBITION SITE REFERS TO THE BOUNDED AREA AT NORTH-WEST OF THE EXHIBITION SITE CENTRE OF MILAN AND WITHIN THE AND , AS INDICATED IN THE REGISTRATION DOSSIER.

THE EXPO CONSTRUCTION SITE IS THE AREA ON WHICH THE EXHIBITION SITE OF EXPO CONSTRUCTION SITE EXPO MILANO 2015 WILL BE BUILT.

THE EXPO ENVIRONMENTAL MANAGER (EEM) IS RESPONSIBLE FOR MONITORING EXPO ENVIRONMENTAL MANAGER (EEM) ALL ASPECTS, AUTHORISATIONS AND PROCEDURES RELATING TO ENVIRONMENTAL ISSUES.

THE EXPO LOGISTIC MANAGER (ELM) IS RESPONSIBLE FOR SUPERVISING AND EXPO LOGISTIC MANAGER (ELM) COORDINATING TRANSPORTATION AND SUPPLIES WITHIN THE EXPO CONSTRUCTION SITE AND FOR MANAGING THE INTERNAL SPACES AND ROADS.

THE GATE IS A DEDICATED STRUCTURE THROUGH WHICH PERSONNEL AND VEHICLES GATE ENTER AND LEAVE THE EXPO CONSTRUCTION SITE.

THE GENERAL TRANSPORTATION PLAN (GTP) SPECIFIES THE TYPES OF GOODS, QUANTITIES, ESTIMATED PERIODS FOR INDIVIDUAL SHIPMENTS AND DELIVERIES, AS GENERAL TRANSPORTATION PLAN (GTP) WELL AS RE-EXPORTS FOR GOODS IMPORTED UNDER TEMPORARY ADMISSION AND ANY OTHER HELPFUL INFORMATION TO ENABLE THE ORGANISER TO ENSURE CORRECT PLANNING.

INTRODUCTION | 13 1 ORGANISATION

1.1 General framework

To ensure the success of Expo Milano 2015, and to fulfil the commitments made to the Bureau International des Expositions (BIE), the Government of Italy has constituted a public company based in Milan and denominated Expo 2015 S.p.A. (the Organiser) with the responsibility to construct, organise and manage the Event.

The organizational structure of Expo 2015 S.p.A. consists of four Divisions along with various staff organizational structures. One of these Divisions (the Construction & Dismantling Division) is responsible for constructing the Expo Milano 2015 site and buildings and removing them at the end of the Event. As well as dealing with construction of the buildings which are under the care of the Organiser, the Construction & Dismantling Division also oversees design, obtaining authorisations, and construction for the whole Expo Construction Site, including construction by the Participants of the Self-Built Exhibition Spaces.

Another of these Divisions, the Participants Division, has the responsibility to manage the relationship of the Expo 2015 Company with the Participants in all the different phases of the implementation of their Participation Project and will provide all the necessary assistance to the Construction & Dismantling Division and the Participants in their collaboration regarding the construction of the Self-Built Exhibition Spaces.

The project and construction management roles required by the Organiser that only relate to construction of the Self-Built Exhibition Spaces by the Participants are explained in detail at paragraph 1.4 Organizational structure of the Organiser.

The Participants have sole responsibility for the construction of their own Self-Built Exhibition Spaces, but must operate in close collaboration with the Organizer and fully respect the rules and guidelines issued by the Organizer.

In the path of construction of Participants Self-Built Exhibition Spaces, the Organiser will carry out the following activities only:

• supervision, to ensure compliance with the above prescriptions and with the intended methods and timing; • monitoring, to ensure safe and effective execution of the works within the Expo Construction Site;

For further details about the activities carried out by the Organiser see paragraph 1.6 Activities carried out by the Organiser.

These Guidelines refer to the construction of the Self-Built Exhibition Spaces by the Participants within their assigned Lots. The Participants will therefore be operating within a site for which they have sole responsibility but which in turn is within the Expo Construction Site, as is more fully explained in chapter 3 THE EXPO CONSTRUCTION SITE.

1.2 Legal framework

The Participant is required to comply with the following Laws and Regulations:

• the Agreement between the Italian Republic and the Bureau International des Expositions (BIE), signed in Rome on 11 July 2011; • the General Regulations, the Special Regulations and all other Instructions and Guidelines already provided to each Participant; • current Italian Law; • these Guidelines; • all Instructions and Directives as may be issued by the Organiser to the Participants.

1.3 Organizational structure of the Participant

During construction of the Self-Built Exhibition Spaces, each Participant is required by the Organizer to adopt a suitable Project & Construction Management organizational structure with the necessary know-how for autonomously and effectively managing the construction phases within their own Lot, in full compliance with the Laws and Regulations. The Participant will therefore be responsible for defining their own Organization Breakdown Structure (OBS) capable of fulfilling the functions required within their own team.

The Organization Breakdown Structure (OBS) of the Participant, which must in-clude all the functions listed below, must be communicated to the Organiser, in the appropriate paragraph of the PDMS (see chapter 2 COMMUNICATIONS and ATTACHMENT B – APPLICATION FORMS AF1), as soon as possible and, in any case, before the beginning of any construction activity on the Lot. Any changes to the Participant Team must be promptly notified to the Organiser.

ORGANISATION | 15 At the discretion of the Participant, responsibility for more than one function can be assigned to a single professional.

If any professional nominated by the Participant fails to abide by the Laws and Regulations, of the Government of Italy of the rules and Guidelines issued by the Organizer, the Organiser will promptly notify the Commissioner General of the Country and require immediate action. This action could arrive, if needed, to require the Participant to remove that professional from their role and to nominate a replacement.

1.3.1 Functions required by the Organiser The Organiser requires each Participant to equip themselves with the functions listed below, aligned with the corresponding functions performed by the Organiser (see paragraph 1.4 Organizational structure of the Organiser).

The Participant is required to nominate a responsible professional to carry out each function, and shall adopt an organizational support structure proportionate to the size of the works to be carried out.

Participant Technical Supervisor (PTS) Each Participant shall appoint a Participant Technical Supervisor (PTS) with construction management skills during the works and inform the Expo On-Site Manager (EOM) of his/her name, work experience and contact information. The Participant Technical Supervisor (PTS) shall be responsible for the supervision over quality, safety, function, programme and costs associated with design and construction of the buildings and the structures.

The Participants shall ensure that the appointed Participant Technical Supervisor (PTS) takes full responsibility for compliance with the Laws and Regulations of all the construction activities and the timely technical coordination with the Expo On-site Manager (EOM).

The Participant Technical Supervisor (PTS) has sole responsibility for interfacing between the Organiser and the Participant.

Participant Logistic Manager (PLM) The function of the Participant Logistic Manager (PLM) is identified by Special Regulation no. 7 as the professional who, during the operational phase, is responsible for the performance of all operations relating to the transportation, handling and customs clearance of goods. The Participant shall be required to indicate the name of that person to the Organiser in a timely manner and at least 60 days prior to the first shipment (see SR7 art. 3).

To optimise their management of the procedures for freight transport and

16 | ORGANISATION logistics, including during construction, the Organiser advises each Participant to appoint a person to this function before commencing construction of the Self-Built Exhibition Spaces. For further information see chapter 6 MATERIAL LOGISTICS.

Participant Environmental Manager (PEM) The Organiser advises each Participant to appoint a Participant Environmental Manager (PEM) with responsibility for all aspects, authorizations and procedures associated with environmental issues, as explained in detail in chapter 7 ENVIRONMENTAL MANAGEMENT.

1.3.2 Minimum functions required by law In addition to the above individuals, the Participant is required by the Organiser to provide for a number of functions prescribed by current Italian Law, including but not limited to those described below.

Participant “Responsabile dei Lavori” (RdL) The Participant “Responsabile dei Lavori” (RdL) is the individual appointed by the Participant to perform the tasks assigned by D. Lgs. 81/2008, throughout the works from design to completion.

If the Participant does not delegate the function of “Responsabile dei Lavori” (RdL) to the PTS or another professional with the appropriate technical skills, responsibility for fulfilling the obligations of the RdL will fall directly on the Participant in the person of the Commissioner General of Section (OP) or of the Pavilion Director (NOP).

Participant “Direttore dei Lavori” (DL) The Participant “Direttore dei Lavori” (DL) is the professional charged with overseeing implementation of the works and checking their progress, pursuant to Art. 1662 of the Italian Civil Code.

Participant “Coordinatore per la Sicurezza in fase di Esecuzione” (PCSE) The Participant “Coordinatore per la Sicurezza in fase di Esecuzione” (PCSE) is a technical professional charged with applying and monitoring the provisions of the Participant “Piano di Sicurezza e Coordinamento” (PPSC) prepared by the Participant “Coordinatore per la Sicurezza in fase di Progettazione” (PCSP).

The PCSE will assume all responsibility for works safety, in compliance with current legislation and will also perform the task of interfacing with the ECSE of the Organiser, in order to promote all necessary coordination activities. For further information see chapter 8 SITE SAFETY.

Testers As required by Italian Law, each Participant must appoint appropriate professionals to test the structures and building services.

ORGANISATION | 17 1.4 Organizational structure of the Organiser

As mentioned at paragraph 1.1 General framework, the Construction & Dismantling Division is responsible for the construction and subsequent removal of all works relating to Expo Milano 2015. After dealing with the authorisation procedure for the projects for the Self-Built Exhibition Spaces (see Design, Construction, Set-up and Dismantling Guide 2013), the Technical Office (TO), as part of the Construction & Dismantling Division, in close cooperation and consultation with the Participants Division, will also provide technical support for the Participants during construction and fit-out of the Self-Built Exhibition Spaces, right up until commencement of the six-month running period of the Event itself.

In this perspective the Technical Office (TO) will carry out whatever construction management functions are required to ensure support, supervision and monitoring previously mentioned at paragraph 1.1 General framework, with the aim of:

• providing the Participants with assistance and support services during construction of the Self-Built Exhibition Spaces. • verifying that the construction work carried out by the Participants respects the Laws and Regulations of the Government of Italy and the relevant rules and guidelines issued by the Organizer; • monitoring and coordinating to guarantee the operational preparedness and safety of all construction activity within the Expo Construction Site • monitoring construction of the Self-Built Exhibition Spaces

In order to interface with all the technical functions of the Participants and to support all aspects relating to construction of the Self-Built Exhibition Spaces, the Construction & Dismantling Division of the Organiser will appoint individuals to perform the main functions listed below, aligned with the organizational structure of the team of the Participant.

The Organization Breakdown Structure (OBS) of the Organiser will be made available on the PDMS along with the names and contact details of the persons who will be interfacing with the Participants (see chapter 2 COMMUNICATIONS).

Expo On-Site Manager (EOM) The Expo On-Site Manager (EOM) acts as the interface between the Organiser and the Participant Technical Supervisor (PTS) and carries out coordination and general guidance functions (ref. SR4 art. 10).

The main responsibility of the EOM is to coordinate their own activity within

18 | ORGANISATION the Construction & Dismantling Division in order to effectively manage the requirements of all the Participants.

The EOM will be supported by the following functions:

Expo Logistic Manager (ELM) The Expo Logistic Manager (ELM) supervises and coordinates transport and supplies within the Expo Construction Site, and manages the internal spaces and roads.

Expo Environmental Manager (EEM) The Expo Environmental Manager (EEM) deals with all aspects, authorisations and procedures associated with environmental issues.

Expo “Coordinatore per la Sicurezza in fase di Esecuzione” (ECSE) The Expo “Coordinatore per la Sicurezza in fase di Esecuzione” (ECSE) is a technical professional who monitors and checks the provisions of the Expo “Piano di Sicurezza e Coordinamento” (EPSC).

1.5 Interface between the Organiser and the Participant

Information flow and document exchange between the Organiser and the Participant concerning the construction of their Pavilion must only take place electronically via the PDMS, in accordance with the methods set out in chapter 2 COMMUNICATIONS and in later parts of these Guidelines.

Interfacing must only take place at the level of the Participant Technical Supervisor (PTS) and the Expo On-Site Manager (EOM). All official requests and communications made on behalf of the Participant must be sent by the PTS, who will be responsible for the information flow with the Organiser.

All communications sent by any person working on behalf of a Participant must be agreed in advance with the Participant Technical Supervisor (PTS) as the only person responsible for all information exchange with the Organiser.

Since a great many parties will be operating within the Expo Construction Site, any communications from the Participant that do not pass through the official channel (the PDMS), or are sent by professionals not accredited within the main functions described above, will not be taken into consideration. Direct communications from contractors working for the Participants are not permitted.

To ensure that the PDMS is used correctly, the PTS, in collaboration and consultation with the Participants Division, will be responsible for ensuring that the flow of information emanating from the Participant uses the correct methods and channels.

Each Participant must comply with any provisions issued by the Organiser

ORGANISATION | 19 via the EOM or via the other main functions described above. Under the responsibility of the PTS, the Participant must ensure that any directions given by the Organiser are correctly forwarded to the appropriate person or persons (teams, contractors, consultants, etc.).

1.6 Activities carried out by the Organiser

1.6.1 Supervision of the works The Organiser reserves the right at any time to supervise the activities of the Participants and their contractors and consultants, in order to verify that their work complies with the Laws and Regulations and with the terms (methods, time limits, etc.) agreed between the Participant and the Organiser as well as with any prescriptions issued by the Technical Office (TO).

Each Participant must permit access to their Lot, with or without advance notice, at any time (ref. SR4 articles 4 and 23), for the Organiser and the Authorities.

As part of his supervisory activities, the Organiser may issue the Participant with instructions to ensure that the Laws and Regulations are respected. Any activity deemed to be hazardous can be stopped by the Organiser without advance notice (ref. SR4 art. 21.7).

The supervisory activities of the Organiser will not in any way exonerate the Participant from their own obligations; each Participant shall remain liable for their own actions and for those of their contractors and consultants whether within their own Lot or within the Expo Construction Site as a whole.

1.6.2 Monitoring and coordination To ensure overall safety and operational preparedness within the Expo Construction Site, the Organiser, in addition to managing construction of the buildings for which he is responsible, will monitor and coordinate all activities associated with construction of the buildings for Expo Milano 2015.

The Participants must operate on their own sites within their assigned Lots, which in turn will lie within the Expo Construction Site. The Participant must remain aware of this requirement at all times and must also be sure to comply with the general prescriptions and with any instructions issued by the Organiser from time to time.

The monitoring and coordination activities of the Organiser will mainly be concerned with logistics, safety, environmental issues, and authorisation and will focus on the most critical aspects in terms of preventing interference between the activities of all the parties operating within the Expo Construction Site.

20 | ORGANISATION To ensure that the Organiser is in possession of basic information which is required for effective planning and monitoring, the first action of the Participant must be to provide the Organiser with a detailed programme of works for their Self-Built Exhibition Space.

This detailed programme of works must be prepared using Primavera or MS Project and must be sent to the Organiser as an attachment to the Detailed Design. It must be sent via the PDMS (see chapter 2 COMMUNICATIONS) in accordance with the methods set out in a specific directive that will be issued by the Organiser.

The detailed programme of works must be kept up to date, must respect the programme of works and must incorporate the indications provided by the contractors. The Participant must agree in advance with the Organiser any variations to the key milestones set out in the Detailed Design (DD).

The information contained in the detailed programme of works must be broken down into periods of one week or less.

Based on the deadlines given in the detailed programme of works, the Participant must include the following main indications:

• key milestones during the works (the absolute final date for Completion of the Construction Works is 31 March 2015); • the volume and types of transport transiting to and from their own Lot; • delivery times for any abnormal loads; • safety-critical activities (e.g. crane installation and operation); • any activities to be carried out partly or completely outside their own Lot; • all other information as necessary for correctly planning their activities within the Expo Construction Site (interference with other works, particular requirements, etc).

The Organiser will use this information to monitor the works within the Expo Construction Site and to coordinate in the best way possible any activities by individual operators whose effects may extend beyond their individual Lots. Should analysis of the plans for individual parts of the works reveal any critical situations (particular points of congestion, safety-critical disruption, etc.) the Organiser may require the Participants to modify their plan of works or to make special provisions.

The detailed programme of works is required by the Organizer to be kept up to date by the Participant. Should any substantial changes to on-site activities or any variations to the main milestones mentioned above be required, the Participant is required, by prior agreement with the Organiser, to replace the programme of works currently on the PDMS with an updated version.

ORGANISATION | 21 As well as preparing their own programme of works, each Participant must provide additional documents (General Transportation Plan (GTP), Waste Management Plan, etc.), for which detailed specifications are given later in these Guidelines.

In addition to these Guidelines and the other provisions issued by the Organiser, the Organiser reserves the right to request from the Participant, at any time, any other information as may be required in relation to construction of the Self-Built Exhibition Spaces. Each Participant is required to provide any such requested information in the manner and within the timeframe specified by the Organiser. Under the responsibility of the EOM the Organiser will ensure that any information requested from the Participant is correctly forwarded to the appropriate person in the Technical Office (TO).

To ensure optimal coordination of all activities within the Expo Construction Site, the Organiser may also convene periodic coordination meetings to deal with specific issues, which the Participant is required to attend.

The monitoring and coordination activities of the Organiser do not in any way exonerate the Participant from their own obligations; each Participant remains liable for their own actions and for those of their contractors and consultants, both within their own Lot or within the Expo Construction Site as a whole.

1.6.3 Support services The Organiser will offer the Participants a number of support services. The full list of these services will be made available and kept up to date on the PDMS (see chapter 2 COMMUNICATIONS), where the methods for requesting these services and any applicable charges will also be given.

In general each Participant is permitted to contact the above-mentioned reference interlocutors representing the Organiser in relation to issues concerning their specific areas. For information of a more general nature the Participant, in the person of the PTS, can contact the EOM directly, who will then forward any requests to the appropriate person in the Technical Office (TO). All communications must pass exclusively via the PDMS.

Based on the provisions given in the documents previously provided to the Participants (Design, Construction, Set-up and Dismantling Guide 2013, Special Regulations, etc.) the services offered by the Organiser are briefly listed below. It should be noted that this list may be updated at any time based on the specific requirements of the Organiser:

• Construction Support Services: excavation works within the Lot including, if required, design and the construction of foundations, or their removal and reinstatement of the Lot.

22 | ORGANISATION • Technical Services: technological services packages, to be developed by the official Expo Partners under the supervision and guidance of the Organiser. For further details see chapter 5 of the TeS Guide.

• Campo Base: for the whole period of construction the Organiser may provide the Participants with a “Campo Base” serving the personnel carrying out the work. The “Campo Base” is located in the immediate vicinity of the Site and offers the Participant a range of logistical support services, including: -- Living accommodation for personnel not locally resident, with accommodation for workers, and technical employees for approximately 570 people; -- Meals for workers (canteen) for total of approximately 660 seats; -- First aid ambulatory for workers; -- Training rooms for workers.

• Warehouse: The Organiser shall identify a warehouse close to the Exhibition Site where Participants, upon payment of a fee including any insurance policy, may at their express request store the goods necessary for their participation in the Exhibition. The dimensions and type of spaces allocated to each Participant are established by the Organiser (ref. SR7 art. 11). The Organiser may also make this service available to the Participants during construction of the Self-Built Exhibition Spaces.

• External parking areas: the Organiser intends to make available to the Participants one or more parking areas outside the Expo Construction Site, for the use of their workers. If the Organiser is unable to offer this service, the Participant must make their own arrangements, bearing in mind that workers are not permitted to access the Expo Construction Site in their own vehicles.

To make use of the services described above, the Participant must make a written request to the Organiser via the PDMS (see ATTACHMENT B – APPLICATION FORMS AF2, AF3, AF4 and AF5). The methods for submitting such requests, and the conditions for using the services, will also be provided via the PDMS.

The Organiser reserves the right not to provide these services to the Participant, should it prove not possible to do so; information about any charges for the services will be provided by the Organiser via the PDMS.

For the provision of utilities and waste disposal facilities during construction of the Self-Built Exhibition Spaces, see paragraph 5.4 Site services and waste removal.

ORGANISATION | 23 2 COMMUNICATIONS

To facilitate communications with each Participant, the Organiser has adopted a dedicated IT platform (PDMS). An extended version of this tool, which is already in use by the Participants for their relations with the Organiser and for exchanging information and documents, will be implemented to handle communications between the Organiser and the Participants during construction of the Self-Built Exhibition Spaces. All information flows and communications between each Participant and the Organiser must be via the PDMS.

2.1 Information

As an Information System the PDMS will retain its current configuration. The Organiser advises each Participant to check the PDMS periodically during the construction phase so that they remain constantly aware of any revisions and/ or updates that have been uploaded by the Organiser.

2.2 Data Communication

As a Data Communication System the PDMS will manage document sharing during the works.

At the appropriate time the Organiser will provide each Participant with a Reference Manual setting out the operating procedures, to enable correct use of the PDMS and of other related systems associated with the construction phase. To reduce as much as possible the workload required of the Participant to upload material to the PDMS, the methods for doing so will be streamlined.

Thus configured, the PDMS will be the only official means of communication for all communication flows between each Participant and the Organiser, e.g. for requests, authorisations, etc. particularly in relation to:

• access; • logistics and transport; • environmental management; • safety.

All Participants must respect the operating methods imposed by the PDMS,

24 | COMMUNICATIONS to ensure correct operation and that the uploaded documentation is always up to date.

The PTS will be responsible for ensuring that the team of each Participant uses and updates the PDMS correctly, and will be the single point of contact for communicating with the Organiser via the EOM, as specified in paragraph 1.5 Interface between the Organiser and the Participant.

Use of the PDMS will ensure that communications are detected and reach the people they are intended for.

2.2.1 Access Access to the PDMS will require access credentials which the Organiser will provide to each Participant.

2.2.2 Structure With regard to data communication, the PDMS will be broken down into various sections (directories) to ensure that documents dealing with different topics are uploaded to the correct places. The organizational structure of the PDMS will be described in the dedicated Manual, which will be kept up to date by the Organiser.

Depending on contingent needs as work progresses, the Organiser reserves the right to extend the directories on the PDMS.

The Manual will set out the procedures for different types of communication.

2.3 Radio communications

No provision is made for radio communication between the Participants and the various functions of the Organiser.

If specifically requested by a Participant, any radio frequencies to be used by per-sonnel working on a particular Lot will be specified by the Organiser, after verification with the authorities and with the security staff of the Expo Construction Site (see ATTACHMENT B – APPLICATION FORMS AF6).

2.4 Telecommunications

Each Participant must make their own arrangements for the provision of on- site voice and data services during the construction phase.

All communications between the Participant and the Organiser must only be transmitted electronically via the PDMS. Telephone voice communications, other than urgent calls, are not permitted under the procedures set out in the Emergency Plans, the “Piani di Sicurezza e Coordinamento” (EPSC and PPSCs) (in general and as they apply to any individual Lot) and the “Piani Operativi di Sicurezza” (POS) of the contractors.

COMMUNICATIONS | 25 3 THE EXPO CONSTRUCTION SITE

3.1 Geographical context

Geographically, the Exhibition Site of Expo Milano 2015 lies at the heart of the north-west quadrant of the metropolitan area of Milan, within a highly urbanised area that follows the axis of the Sempione and also extends into the Municipalities of Baranzate, Bollate, Pero, and Rho.

The Expo Construction Site lies north of the Milan-Turin railway line in the immediate vicinity of the existing trade fair at Rho-Pero. It occupies approximately 1,000,000 square meters and is surrounded by numerous roads and industrial areas.

Whilst this urbanised context is served by a considerable amount of transport infrastructure and offers significant opportunities in terms of overall accessibility, this is also a risk factor and a major constraint affecting site organisation.

Various other infrastructures will in fact be under construction at the same time, in the territory surrounding the Exhibition Site of Expo Milano 2015, outside it and in close proximity to it.

Each Participant must bear in mind that these works may have a significant impact on their own works for constructing the Self-Built Exhibition Spaces, particularly where road access is concerned.

Each Participant is required by the Organizer to take due account of the nature of this territory around the Exhibition Site, so as to limit the reciprocal impacts between their own construction work and the industrial and urban areas that might be affected.

3.2 The Expo Construction Site

The Expo Construction Site occupies an area of approximately 2 km long and 350-750 metres wide. On it a "small city" will rise, complete with all the services and infrastructure to meet the requirements of the millions of visitors expected.

26 | THE EXPO CONSTRUCTION SITE The Expo Construction Site is set out on an east-west axis 1.5 km long, denominated the Decumanus or World Avenue, where the Self-Built Exhibition Spaces of the various Participants will be situated, and along the Cardo, which is a pathway 350 metres long set at right-angles to the Decumanus, where the Italian presence will be located. During the construction phase, these two main axes - which will become the principal arteries crossing the Site, and a network of Secondary Paths - will be used to access the various parts of the Site.

The perimeter of the Exhibition Site of Expo Milano 2015 will be appropriately enclosed by a fence with Gates along its length (see chapter 4 ACCESSIBILITY).

A canal will be built surrounding the Site as a design feature connecting to the historic Navigli canal system and the new Waterways. Beyond this canal, and also surrounding the Site, a new perimeter road will not only ensure that deliveries can be made whist the exhibition is running, but will also guarantee sufficient access from various points to the Expo Construction Site during the various stages of construction.

The perimeter of the Exhibition Site of Expo Milano 2015 will be surrounded by a green belt consisting of a band of trees that act as a visual filter and as mitigation for noise and pollution. There will be other green areas within the Exhibition Site. One essential element in this system of green areas will be the Mediterranean Hill, which will be triangular on plan and will be built at the eastern end of the Decumanus.

The Exhibition Site of Expo Milano 2015 will consist of exhibition spaces, service buildings, Event spaces, and thematic areas. The Lots and the sites

THE EXPO CONSTRUTION SITE | 27 within the Expo Construction Site on which the individual buildings making up the Exhibition Site will be constructed have therefore been identified with that purpose in mind. Since other than the Lots, the remaining parts of the Site are only to be used for constructing the buildings that will stand directly on them, each Participant, in addition to their own Lot, may only use the Gates and the shared roads in accordance with the methods described later in these Guidelines. Exceptions to this basic prescription will only be permitted in the cases described later in these Guidelines.

3.2.1 Construction Site Sub-areas In view of its size, the Expo Construction Site, depending on emergent requirements, may in future be subdivided into Sub-Areas. This subdivision will not be physically marked out by a perimeter fence but will be adopted in terms of operation and management. Details of how the Expo Construction Site is broken down into Sub-Areas will be provided and kept up to date by the Organiser using a dedicated directory on the PDMS.

Each Participant, within their assigned Lot, will therefore operate within the confines of a Sub-area, along with anyone else involved in the construction of buildings within the Expo Construction Site as a whole. This however will not place the Participants under any additional procedural obligation in terms of access to their own Sub-Areas; the only procedure required will be that for accessing the Expo Construction Site, which is described at paragraph 4.2 Access to the Expo Construction Site.

3.2.2 Lot sites The term Lot means the portion of the Expo Construction Site assigned by the Organiser to each Participant on which they design and construct their own Self-Built Exhibition Space.

Each Lot is identified by a unique code which must be displayed at the entrance to the Lot and must be used in all official documentation as the sole

28 | THE EXPO CONSTRUCTION SITE reference for identifying that Lot. The Organiser will provide specifications for a standard format to be used for site signboards.

The Organiser will hand over the Lot allocated to each Participant in accordance with pre-established timelines and methods (see chapter 5 SITE ORGANISATION OF EACH PARTICIPANT).

The internal site organisation of each Lot must be planned in advance by the Participant in accordance with chapter 5 SITE ORGANISATION OF EACH PARTICIPANT. The boundaries of the construction sites for the Self-Built Exhibition Spaces must coincide with the boundaries of the Lot assigned to each Participant.

To prevent external spaces from being occupied and/or obstructed, all construction work carried out by the Participant, including site preparation and storing or loading/unloading goods, must be carried out within the physical boundaries of their Lot. Within the Expo Construction Site as a whole, no additional spaces will be available for any activities supporting the construction work of any Participant, other than the area of the assigned Lot itself.

In exceptional circumstances, temporary occupation of additional spaces outside the boundaries of the assigned Lot may be permitted on condition that this is agreed in advance with the Organiser and depending on their availability at the time (see ATTACHMENT B – APPLICATION FORMS AF7).

The Participant must position the access gates to each Lot along the Decumanus. The Participant must not use the Secondary Paths to access their Lots other than in exceptional cases, which must be agreed in advance with the Organiser as described above (see ATTACHMENT B – APPLICATION FORMS AF8).

For further details concerning means of access to the Lot see paragraph 4.2 Access to the Expo Construction Site.

3.3 Works to be carried out concurrently within the Expo Construction Site

The Expo Construction Site will be affected by numerous works that will be carried out concurrently.

The main contract for the basic infrastructure, the so-called “Piastra”, was begun in 2012 and will be fully operational for the whole period of construction of the Self-Built Exhibition Spaces. The works for the “Piastra” include preparatory works for all the other infrastructure in general. These works will be followed by construction of the water and hydraulic facilities, the technical systems, the green areas, and the primary and secondary roads within the Site which, as more fully described below at paragraph 4.3

THE EXPO CONSTRUTION SITE | 29 Movement within the Expo Construction Site, will also be in use during the construction phase.

The contractor for the “Piastra” will also erect the roofing system of the Decumanus. This will be one of the works that will cause the most significant interference with construction of the Self-Built Exhibition Spaces. It will be a tensile structure consisting of pillars and tensioning ties supporting a special membrane. Each Participant is required to bear in mind that the steel pillars for this structure will be erected outside the edges of the Decumanus, along the edges of the Lots assigned to the Participants and that the tensioning ties will project into the Lots.

The side of each Lot facing the Decumanus will therefore be affected by the erection of three pillars set at 10m centres, of which two will be positioned at the external corners on that side and the third at the midpoint. It should moreover be borne in mind that the tensioning ties will lie partly within the Lot itself, within a 7m wide strip running along the edge of the Lot on the Decumanus side. The pillars will rise to a height of 14m and the structural ties will be anchored to them from a height of 7m and above. Since access to the Lots will be by via the Decumanus, the Participant must consider the constraints and disruption associated with erection of this roof, particularly since a maximum height of 7m and a maximum width of 10m will be allowed for the access gate to the Lot.

Upon taking delivery of their Lot, each Participant will find that the pillars and ties for the tensile structure have either already been completed or are under construction. All necessary protective measures must therefore be taken to avoid damage to them by site vehicles entering or leaving.

If the pillars and ties are under construction, the Participant is required by the Organizer to make available working areas for the Organiser within their own Lot. Each Participant will be liable for any damage caused by themselves or

30 | THE EXPO CONSTRUCTION SITE their contractors to the pillars and ties of the tensile structure; the Participant will be liable for the costs of any repairs.

The “Piastra” and all the infrastructure connected to it, including the Decumanus and its roof, will run from east to west.

At the same time as the basic infrastructure and the Self-Built Exhibition Spaces of the Participants, numerous other works will be under construction within the Site:

• pedestrian bridge connecting the Exhibition Site to Rho Trade Fair; • • pedestrian bridge connecting the Exhibition Site to the neighbourhood of “”; • restoration and renovation of the “Cascina Triulza”; • the Open Air Theatre; • the Expo Center; • the Italian Pavilion and the Regional Pavilions; • The Clusters; • The Thematic Areas • The Service Areas (for restaurants, bars, WCs, etc.); • The Corporate Areas reserved for businesses.

During the works on site, other complementary works such as fitting out, preparatory works, setting up, etc. will be under way and will affect the Expo Construction Site as a whole.

For this reason, beginning from handover of the Lot the Participant will be working within a large construction site in full operation. Each Participant is required to take this into account in order to:

• allow for the impact that the activities of the other parties operating on the Site may have on their own activities and on those of their contractors in terms of interference, possible road congestion, etc.; • take all precautions to limit the risks and effects of their activities on the usability of the adjacent Lots and of the Expo Construction Site as a whole; • ensure that works completed or under construction by the Organiser and the other Participants are not damaged during their own construction works.

The Participant will be liable for any damage caused by themselves or their contractors to any works anywhere within the Expo Construction Site. If required by the Organiser, the Participant will be required to repair any damaged works or refund the costs of any repairs as may be sustained by the Organiser.

4.1 How to reach the Expo Construction Site

In this paragraph the Organiser provides outline directions to facilitate transport of people and goods to the Expo Construction Site by way of:

• seaports; • airports; • the Milan rail network and other public transport; • the road and motorway network.

To limit the impact on the public roads, a number of practical suggestions are also provided to assist the Participant.

4.1.1 Seaports The main seaports in northern Italy are Genoa, La Spezia, Livorno, Venice and Trieste. A brief description of Genoa and Trieste, which are the most important in terms of freight, is given below.

Port of Genoa The Port of Genoa is approximately 150 km from the Exhibition Site of Expo Milano 2015.

Trieste is an international hub for land-sea interchange flows between Italy and the Central and Eastern European markets and is the terminus for regular direct transoceanic links to China, India and the Far East.

4.1.5 General information The transport networks in the metropolitan area of Milan are particularly subject to rush-hour traffic entering and leaving the City. It is therefore strongly advisable to take account of this and avoid using road transport during weekday peak hours.

Each Participant must take appropriate measures to limit the impact of their activities on the public roads, always taking due account of the fact that the many parties involved in the works for Expo Milano 2015 will all be using the same transport infrastructure at the same time.

ACCESSIBILITY | 39 So far as transporting people is concerned, the Organiser would advise each Participant to use public transport (rail and metro) and organise shuttle services to/and from their own Lot (see paragraph 4.2 Access to the Expo Construction Site).

So far as goods transport is concerned, the Organiser would suggest that the use of road transport should be minimised. Appropriate measures must also be put in place to guarantee the integrity and cleanliness of the public roads (e.g. dust, scattered material, etc.).

In relation to the correct use of the public roads in the vicinity of the site, the Organiser reserves the right to suggest prescriptions or provisions, which all Participants must obey, and which may be issued in response to recommendations by the Authorities or road management Agencies.

It should be noted that as part of the preparations for Expo Milano 2015, modernisation and extension road works are planned in the area. These works (entailing closures, lane reductions, width reductions, etc.) may limit use of the roads leading to the Expo Construction Site and may consequently cause an increase of traffic on the roads affected.

Via the PDMS the Organiser will provide the Participant with a plan of the Exhibition Site, giving information about the roads in the vicinity of the Expo Construction Site.

The Organiser will also make information available on the PDMS in relation to traffic conditions on the motorways, the Milan ring road, and the regional roads. However it will be up to the Participants to acquire updated traffic information and take it into account when managing their own transport to and from the Expo Construction Site.

For abnormal loads or for transporting hazardous substances to the Expo Construction Site in ways that comply with current legislation, the Participant must liaise autonomously with the Authorities and the public road Agencies.

The Organiser gives notice that under current Italian Law, abnormal loads are considered to be vehicles whose road configuration, due to specific functional requirements, exceeds the profile or weight limits set out in Articles 61 and 62 of the Italian traffic Law (“Codice della Strada”).

4.2 Access to the Expo Construction Site

The Expo Construction Site will not be accessible to pedestrians or private vehicles. Access for all workers and visitors will therefore be only in vehicles with advance authorisation to enter the site.

To ensure access for their own workers, Participants are advised to organise

40 | ACCESSIBILITY a shuttle bus service to and from their own Lot that takes account of the main interchanges with any external parking areas (see paragraph 1.6.3 Support services) and with the public transport terminals closest to the Expo Construction Site (see paragraph 4.1 How to reach the Expo Construction Site).

4.2.1 Gates Access to the Expo Construction Site will be via a number of entrances denominated Gates. In general, to limit the impact of the construction site on the public roads and provide sufficient space for queued vehicles, these Gates will be located on the Expo Construction Site perimeter road.

The number and locations of the Gates may change whilst works are in progress. Based on the positions of individual Lots and the requirements of the Expo Construction Site, the Organiser will identify one or more specific Gates that must be used by the Participant.

Via the PDMS, the Organiser will provide and keep up to date a document denominated Gates Plan, showing the Participant the pathway to their specified Gate. Along with the Gates Plan, GPS coordinates will be provided for each Gate.

In consultation with the public road Agencies, the Organiser may impose site entrance and exit timetables for vehicles, based on traffic requirements on the external roads. These timetables will be available on the PDMS.

All access checks on persons and vehicles at the Expo Construction Site will take place at the Gate, both at entry and exit. All the Gates will be equipped with the following control support systems:

• 24/7 security guard surveillance; • entrance turnstiles with badge readers for personnel access; • automatic lifting barriers with proximity card readers for vehicle access

Dedicated tyre washing systems will also be installed for vehicles leaving the Expo Construction Site. The Participant is required to comply with the directions for use of these systems defined by the Organiser to prevent any debris being deposited on public roads.

4.2.2 Expo Construction Site entrance/exit All vehicles and site personnel must hold advance authorisation to access the site.

Each Participant must complete a specific access request form for the following categories of persons and vehicles:

• access for site personnel; • access for visitors;

ACCESSIBILITY | 41 • access for vehicles with normal loads; • access for vehicles with abnormal loads.

In general, a request for access requires completion of a specific request form which can be downloaded from the PDMS (see ATTACHMENT B – APPLICATION FORMS AF9). Once the request form has been completed, the Organiser will authorise the request. Upon authorisation an identification badge will be issued by the competent offices to each person and/or vehicle. Further information as to the location of these offices will be available on the PDMS.

So far as access for site personnel is concerned, as well as compiling an access request form each Participant must prepare an acceptance of liability document certifying, within the meaning of the “Testo Unico della Sicurezza” (D. Lgs. 81/08), that their building contractors who will be operating on site are technically and professionally qualified and hold the correct paperwork. This document must also be signed by the PCSE and is essential for site access. It must be submitted via the PDMS before any contractor can enter the site.

Anyone presenting themselves at the Gates without an identification badge will not be permitted to enter or exit the Expo Construction Site.

The Participant will be responsible for ensuring that all their personnel/ vehicles always carry an identification badge and correctly follows the access procedure described below, to avoid queues and delays at entry/exit to/from the construction site.

Access for site personnel and/or visitors Since access to the Expo Construction Site is by authorised vehicle only, the access procedure for site personnel and visitors requires that each member of personnel or visitor arriving in the vicinity of the Gate must be identified by the site entrance control staff, using a badge reader.

Access registration will be managed by the PDMS, which will provide real time information on who is present on the Expo Construction Site.

Access for vehicles with normal loads As well as compiling the specific access form, which is available on the PDMS, the request for vehicle access authorisation requires that the driver's personal details, the type of material being transported, and all other information the Organiser may request (see paragraph 6.2 Deliveries of goods) be communicated to the Organiser itself (see ATTACHMENT B – APPLICATION FORMS AF10). The Participant must make explicit reference, on the vehicle access authorisation request form, to the provisions of their own General Transportation Plan (GTP) and of the individual Transportation and Handling Plan (THP) and is required to be sure to comply with the provisions given therein.

42 | ACCESSIBILITY So far as the access procedure is concerned, all vehicles arriving in the vicinity of the Gate must approach the access barrier to permit identification by the site entrance control staff. To speed up visual recognition of each vehicle, a sign bearing the contractor's name and the identification code of the Lot must be carried in the cab in a clearly visible position.

If the vehicle is transporting sensitive material (see paragraph 6.4 Sensitive materials) which is subject to a Self-Protection Procedure, a GPS system must be installed on the vehicle so that all information relating to this transport is trackable.

Access for vehicles with abnormal loads The request for vehicle access authorisation for abnormal loads must be compiled by the PLM and managed on the PDMS using a specific form (see ATTACHMENT B – APPLICATION FORMS AF11) that must then be forwarded to the Organiser, who will issue the authorisation, specifying the date and time-frame for entry, the Gate at which to enter, and any prescriptions required by the ECSE to minimise any risk of interference with the general context of the Expo Construction Site. It will be up to the Participant and their PCSE to ensure that their building contractors have undertaken all necessary action to respect all such prescriptions and requirements.

The access procedure for vehicles with abnormal loads is the same as that described previously for vehicles with normal loads.

4.3 Movement within the Expo Construction Site

4.3.1 Vehicle movement, road signage, and lighting Motor vehicles being used within the site must strictly obey road markings and signs and the prescribed speed limit of 15 km/h and is required to bear in mind that vehicles within the site are required to abide by the Italian traffic Law.

4.3.2 Vehicle routes The internal road system consists of one main path denominated the Decumanus and other paths denominated Secondary Paths.

Vehicle traffic serving the Participants is limited to the route between the Gate and their particular Lot and may only enter and exit via the Decumanus. Use of the Secondary Paths is normally only permitted for site traffic serving the Organiser and can only be used by the Participant if the Secondary Path is the connection between their particular Gate and the Decumanus.

The configuration of the internal roadways is dynamic, and is subject to changes in the organisation and progress of the works on the Expo site. The Organiser will provide an Internal Roads Plan via the PDMS, which will be updated in real time for the whole period of the works and will also contain specific information on the manoeuvring spaces provided within the Expo

4.3.3 Walking routes As there are no walking routes within the Expo Construction Site, works personnel and visitors are only permitted to go to their particular Lots using authorised vehicles. Other than within each Lot, walking is prohibited throughout the Expo Construction Site.

4.3.4 Parking As there are no parking areas within the Expo Construction Site, no vehicles are permitted to stop or wait within the Expo Construction Site. All construction materials must be loaded and unloaded within the Lot (see chapter 6 MATERIAL LOGISTICS).

Participants may only park within their own Lot.

4.3.5 Access for emergency vehicles There are emergency vehicle routes within the Expo Construction Site. These routes must always be kept clear and free of other vehicles and obstacles. The emergency routes are shown on the Emergency Roads Plan which will be kept up to date in real time by the Organiser and uploaded to the PDMS. For further details, see chapter 8 SITE SAFETY.

4.4 Movement within individual Lots

The vehicular and pedestrian routes within the Lot will be constructed by the individual Participant. The provisions relating to safety will be established by the PCSE.

4.4.1 Entrance to/exit from individual Lots The access points to each Lot must be positioned along the Decumanus. Except in exceptional cases, which must be approved in advance by the Organiser, the Participants will not be permitted to access their sites from the Secondary Paths (see ATTACHMENT B – APPLICATION FORMS AF8).

The Gate to the Lot must be properly marked and illuminated in such a way as to ensure it is visible. A sign bearing the identification code of the Lot must always be clearly visible to ensure that it can quickly be recognised.

Within their own Lot, the Participant must put in place all due measures to protect the pillars and ties (at 10m centres) for the roof of the Decumanus, as previously described at paragraph 3.3 Works to be carried out concurrently within the Expo Construction Site.

The Italian Authorities and the dedicated Staff of the Organiser entitled to support, supervise and monitor Participant activities must always be granted access to the Lots.

5.1 Liabilities

For the construction phase, each Participant will be responsible for managing all activities within their own Lot from the time at which it is formally handed over to them by the Organiser by means of a Site Handover Notice, until testing of the finished works has been completed.

The Organiser accepts no liability for any events within any individual Lot either during or outside working hours.

At the time of handover, the boundaries of the Lot will be appropriately staked out by the Organiser and the area, upon request of the Participant, will be equipped with temporary utilities until the final connection to the definitive distribution network, as specified at paragraph 5.4 Site services and waste removal.

If for urgent reasons the Expo Construction Site security staff require access to the Lot at any time, arrangements must be in place for them to do so even if no-one is in attendance.

5.2 Commencement of Works

5.2.1 Obligatory documentation Even after the Lot has been handed over, site preparation works cannot be commenced until the Participant is in possession of a regular Building Permit, which will be issued by the relevant Bodies through the Organiser. On average, the Detailed Design (DD) must be submitted by the Participant at least 3 months before the start of the work and the Organiser will require about 2 months from its submission to complete all the authorization procedures.

Before commencing the works, the Participant must also be in possession of the “Piano di Sicurezza e Coordinamento” (PPSC) and must already have handed it in with the Detailed Design, and must also deliver to the Organiser, via the PDMS, the details of the construction site on their Lot, with a site plan complete with all information relating to the installations planned and how the areas within the Lotto are to be organised.

The Organiser reserves the right to request further information from the

SITE ORGANISATION OF EACH PARTICIPANT | 45 Participant at any time concerning their site organisation, in order to assess any possible interference or obstructions that might be caused by the installation of systems for lifting materials and/or huts that would not be appropriate for the context of that Lot.

5.2.2 Site enclosure and sign board Before beginning site preparation the Participant must install an appropriate fence separating that Lot from the rest of the Expo Construction Site. This fence must be not less than 2meters high and since it must prevent the projection of any materials either into or out of that individual Lot, must be impermeable to dust.

Each Participant must also display a site signboard at the entrance to their Lot bearing the code for that Lot, the name of the Participant country, the Lot number, the names and telephone numbers of all the persons the Organiser requires the Participant to appoint and who are defined in these Guidelines at paragraph 1.3 Organizational structure of the Participant, as well as all the other minimum information required by Italian Law.

The Organiser will provide specifications for the standard format to be used for the site signboard.

5.2.3 Surveillance Surveillance and security within the Lot must be managed autonomously by the Participant. In particular, site access must be properly monitored and regulated by personnel employed by the Participant, who must ensure that no traffic obstacles are created on the shared roads.

5.2.4 General prescriptions The Organiser has decided that there will be no limit to site operating hours within the Expo Construction Site. There will be no weekend or bank holiday closures. Within their own Lot the Participant can therefore operate in complete autonomy and at any time.

During the working hours on any individual Lot, the Lot construction site must always be under the supervision of a responsible person designated by the Participant and delegated by the PTS, and whose personal information must be communicated to the Organiser (see ATTACHMENT B – APPLICATION FORMS AF1).

At times when the construction site of the Lot is not in operation, its Gates must be kept closed to prevent unauthorised access.

To guarantee the required levels of safety, the necessary conditions of cleanliness and tidiness must be maintained within each Lot.

Alcohol and narcotics are strictly forbidden within the site. Transgressors will

46 | SITE ORGANISATION OF EACH PARTICIPANT be removed from the workplace immediately.

5.3 Site installations

5.3.1 Site huts With regard to the provision of the services necessary for ensuring the safety and health of the workers on site, the Participants must provide appropriate huts within their own Lot in accordance with the provisions of the PPSC and with currently applicable law.

Participants are strictly forbidden to use other site huts outside their own Lot for any reason whatsoever, excluding, where requested and granted, use of canteen and living accommodation at the “Campo Base” (see paragraph 1.6.3 Support services).

5.3.2 Site spaces The PCSE must provide a method for organising the spaces and placing the materials that does not jeopardise the necessary conditions of safety on site and in the wider context.

Each Participant must organise their own site spaces within the Lot in whatever way they deem appropriate, including areas for on-site work processes, storage areas for materials (as more completely defined in chapter 6 MATERIAL LOGISTICS), areas with dedicated containers (wheeled bins) to be used specifically for differentiated waste collection (see chapter 7 ENVIRONMENTAL MANAGEMENT and all the environmental prescriptions that deal with correct environmental site management) and parking spaces at the site entrance, for authorised vehicles (see also paragraph 4.4 Movement within individual Lots).

It is important that the Participant provides loading and unloading areas and manoeuvring areas for vehicles that are transporting materials (see paragraph 4.4 Movement within individual Lots).

5.3.3 Equipment for moving materials Materials can only be loaded and unloaded within the Lot; the Participant must only use lifting equipment within their own Lot.

Taking into consideration that in accordance with the provisions of the DCSD Guide, the Self-Built Exhibition Spaces will be constructed using prefabricated components, pre-assembled off-site or dry-assembled on site, the Participants must ensure that the appropriate equipment for unloading and handling medium or large-size components is on site.

For that reason, to safeguard the internal roads and access to them it is important to carefully study the types and locations of the equipment to be used for moving materials.

SITE ORGANISATION OF EACH PARTICIPANT | 47 Before any lifting equipment is installed, its suitability must be assessed and authorised by the Organiser.

Each Participant must therefore submit a specific installation request via the PDMS, in accordance with the methods set out in the section dealing with safety (see ATTACHMENT B – APPLICATION FORMS AF13).

5.4 Site services and waste removal

The Organiser will provide each Participant with technical water and electricity for use on site.

The costs of water and electricity consumption will be charged to the Participant in accordance with a specific tariff and conditions of use, which will be available at the specific section on the PDMS.

In relation to site safety, the water and electricity distribution systems installed by each Participant downstream of the service entry points must comply with current regulations and must not pose any risk for workers on their own Lot or on adjoining Lots.

The individual sites of all Participants must also be equipped with earthing and lightning protection installations that comply with regulations and an appropriate lighting system.

5.4.1 Water Until the completion of the definitive infrastructure is announced, technical water will be provided by the Organiser using road tankers, in quantities that will be determined by the Organiser by analysing the water requirements of each Lot based on its size and the type of works to be constructed.

Technical water will be provided on a periodic basis. It will be up to each Participant to organise a technical water distribution and storage system within their own Lot and to identify an appropriate storage space, ensuring that this is accessible for resupply and maintenance.

Any Participant requiring additional water must follow the specified procedure to request it via the PDMS (see ATTACHMENT B – APPLICATION FORMS AF14).

Until the sewer infrastructure serving the whole Exhibition Site will be in operation, the Participants is required to install and maintain septic tanks or equivalent systems for the disposal of foul site water.

5.4.2 Electricity Until notification is given of completion of the definitive infrastructure, electricity will be provided by the Organiser on Participant request, using

48 | SITE ORGANISATION OF EACH PARTICIPANT generators, in quantities that will be determined by the Organiser based on the energy requirements of each Lot, its size, and on the type of works to be carried out.

It will be up to each Participant to organise an internal distribution network within their own Lot and to identify a standing area for the generators at the perimeter of the Lot, ensuring this is accessible for refuelling and maintenance.

If the Participant requires a larger supply of electricity during the construction phase, he is required to liaise with the Organiser via the PDMS to request formally whether any additional supply is available (see ATTACHMENT B – APPLICATION FORMS AF15).

5.4.3 Telecommunications Until notification is given of completion of a centralised telecommunications system, the Participant must adopt their own standalone connection.

5.4.4 Site waste For the disposal of site waste, the Organiser may organise on Participant request a centralised service for collection of the different types of waste produced by the Participants on their individual Lots. Should the Organiser be unable to offer this service, the Participant must make their own arrangements, based on the instructions given at paragraph 6.4.3 Self-protection procedure.

SITE ORGANISATION OF EACH PARTICIPANT | 49 6 MATERIAL LOGISTICS

The management and storage of construction materials for the Self-Built Exhibition Spaces are regulated by these Guidelines, by currently applicable laws, by all the instructions previously provided to the Participant, and by any updates that may be made to the relevant section of the PDMS during the works.

Information about material logistics is provided below, along with specific requirements for abnormal loads and sensitive materials. Information about movements of personnel has already been given in chapter 4.2 Access to the Expo Construction Site.

6.1 Organizational requirements and responsibilities

Each Participant has sole responsibility for everything relating to the movement of goods:

• outside the Expo Construction Site; • along the route connecting the main Gate of the Expo Construction Site to the local Gate of their own Lot; • within their own Lot.

In relation to the route connecting the main Gate of the Expo Construction Site to the local Gate of their own Lot, the Participant must take due account of possible interference with the logistical activities of the Organiser and/ or of the other Participants. In this regard see also chapter 4.2 Access to the Expo Construction Site.

Each Participant is required to bear in mind that the Organiser will necessarily be managing the Expo site as a just-in-time construction site. To ensure that goods being delivered to each Participant enter the site at the intended times, the Organiser requires each Participant to:

• submit their General Transportation Plan (GTP) before commencing work on site; • submit a Transportation and Handling Plan (THP) for each scheduled delivery that will be taking place during the works; • submit an advance site access request for each scheduled delivery.

50 | MATERIAL LOGISTICS These procedures are specified in detail at paragraph 6.2.2 Goods entering/ leaving the Expo Construction Site.

For the reasons set out above, the Participant must stay closely and constantly in touch with the Organiser, via the PDMS. For that reason, the Organiser strongly advises each Participant to appoint a Participant Logistic Manager (PLM) before commencing work (see paragraph 1.3 Organizational structure of the Participant).

6.2 Deliveries of goods

The movement of goods in and out of the Expo Construction Site is subject to prior authorisation by the Organiser, by the competent Customs authority if appropriate and by any overseeing Authorities (ref. SR7 art.10.1).

For all matters relating to customs procedures, packaging and labelling, documentation for shipments, and customs clearance, see Special Regulation no. 7 and the information documents on the PDMS.

In unforeseen circumstances, such as loss or theft of goods, the Participant must immediately contact the competent Authorities and notify the Organiser (ref. SR7 art. 9).

6.2.1 Logistics areas outside the Expo Construction Site The Organiser may provide a number of logistics areas outside the Expo Construction Site that the Participants can use for storing material that has been delivered (see paragraph 1.6.3 Support services).

However each Participant will be free to make their own arrangements and to identify their own logistics areas outside the Expo Construction Site.

6.2.2 Goods entering/leaving the Expo Construction Site In addition to the site access authorisation procedures for vehicles, as described at paragraph 4.2 Access to the Expo Construction Site, the Organiser also requires each Participant to submit the following documentation:

Before the start of the work, the Participant must submit details of their General Transportation Plan (GTP) to the Organiser, specifying for each delivery the type and quantity of goods involved, the intended delivery times, whether the delivery will include any goods imported for re-export, and all other information as may be required by the Organiser so that forward planning can be carried out correctly (ref. SR7 art. 4.1).

The GTP must be compiled by the PLM and submitted to the Organiser via the PDMS. The PLM must also ensure that the GTP is always up to date. Depending on the contingent organizational requirements of the Expo Construction Site, the Organiser may request additions or changes to the GTP of the Participant

MATERIAL LOGISTICS | 51 at any time.

The Participant must also prepare a Transportation and Handling Plan (THP) for each shipment (ref. SR7 art. 4.2) and submit it to the Organiser in advance.

Each THP must include at least the following:

• the carrier's personal information and contact details; • details of the party that placed the order (e.g. a contractor); • the material being transported (including any specifications for sensitive material or abnormal loads); • the scheduled date and time of consignment; • the vehicle type; • any notes or other relevant information.

The procedure for compiling the GTP and the THP will be provided on the PDMS. Any requests to modify a GTP or a THP must be promptly notified to the Organiser via the PDMS (ref. SR7, art. 4.3). GTPs or THPs submitted by building contractors or subcontractors, or not submitted via the PDMS, will not be taken into consideration.

Each THP must take account of any limitations imposed by the Environmental Impact Assessment (VIA) (see chapter 7 ENVIRONMENTAL MANAGEMENT) or by the Organiser.

6.2.3 Managing materials within each Lot For managing materials within their own site, the Participant must prepare a Management Plan and submit it to the Organiser via the PDMS setting out:

• the methods of storage (along with a description of the materials, the type of packaging and how they are to be identified); • the registration of all materials entering and leaving the Lot to ensure that construction material, waste and material being returned are kept separate (ref. SR7 art.10.2).

The Organiser reminds all Participants that no shared areas will be provided for them within the Expo Construction Site. The logistics areas within the Expo Construction Site are for the use of the Organiser only. Therefore all the logistical activities of the Participant must be confined strictly within their own Lot (ref. DCSD, chapter 3.2).

For loading and unloading materials, see chapter 5 SITE ORGANISATION OF EACH PARTICIPANT.

6.3 Delivery of abnormal loads

To minimise any risks associated with the delivery of materials or goods of

52 | MATERIAL LOGISTICS abnormal size or type to their site, the Participant must liaise in advance with the ECSE to organise the delivery.

Requests for access by abnormal loads to the Expo Construction Site must be submitted to the Organiser via the PDMS (see ATTACHMENT B – APPLICATION FORMS AF11).

For abnormal loads, the Participant must follow the procedure set out in chapter 4 ACCESSIBILITY.

6.4 Sensitive materials

6.4.1 Hazardous materials The transport and use of hazardous materials is subject to current Italian and European regulations, and to international agreements ratified by Italy (ref. SR7 art. 4.4). Before handling any hazardous material, prior authorisation must be obtained from the Organiser (ref. SR4 art. 42.1).

Requests to transport or use hazardous materials must be made via the PDMS using the appropriate form (see ATTACHMENT B – APPLICATION FORMS AF12) and specifying all the characteristics of the hazardous material, the risks associated with it, the measures that must be taken when handling it, the precautions that must be taken when storing it, and the date on which it will be handled. Authorisation will then be issued electronically by the Organiser along with any ECSE requirements.

For the management of hazardous materials within their own Lot, the Participant must set aside designated storage areas for hazardous materials, as described in detail in chapter 7 ENVIRONMENTAL MANAGEMENT.

6.4.2 Quarried material, soil, and excavated rock If the Participant makes their own arrangements for excavation and/ or foundation works, rather than having these works carried out by the Organiser (as provided for at chapter 3.5 of the DCSD Guide) their appointed contractor must submit a Plan of Use to the Environmental Observatory as required by the VIA and pursuant to Art. 186 of D. Lgs. 152/06 (see chapter 7 ENVIRONMENTAL MANAGEMENT). The Environmental Observatory will have at least 30 days to authorise the plan.

The Plan of Use must consist of 3 main documents:

• an Excavated Earth and Rock Management Plan; • a Waste Management Plan - Landfills and sediments; • a Waste Classification Plan - Landfills and sediments.

The above mentioned plans shall specify information including but not limited to the following:

MATERIAL LOGISTICS | 53 • the suitability of carriers, equipment, and intermediaries; • the designated persons acting on behalf of the firms carrying out the work; • the volumes of waste material to be handled; • the EWC Codes for each waste type and for each recycling plant of destination; • the destinations to which each waste type will be sent; • etc.

The quarry of origin of excavated earth and rock, and its place of disposal, must be authorised by the competent Agency and specified in the Excavated Earth and Rock Management Plan by the excavation contractor appointed by the Participant.

To prevent the release of dust, all vehicles transporting excavated earth and rock must cover their loads with tarpaulins.

Clearly identified and differentiated specific areas must be provided within each Lot, in accordance with current regulations, for the temporary storage of:

• excavated material that is to be reused within the same site where it was excavated (art. 185 D. Lgs. 152/06); • excavated material that is to be managed as a by-product, i.e. that will be reused outside the site where it was excavated, in accordance with Ministerial Decree 161/12 and the Plan of Use; • excavated material that is classifiable as waste.

For further information on how to prepare these documents, see the documentation provided on the PDMS.

6.4.3 Self-protection procedure To ensure that all materials entering and leaving the site can be tracked and controlled, the Organiser requires all contractors working in the Expo Construction Site, including all contractors appointed by the Participants, to adopt a Self-protection procedure.

This will apply to all:

• MATERIALS ENTERING: -- excavated soil and rock; -- natural quarried material; -- recycled aggregates; • MATERIALS LEAVING. -- backfill; -- contaminated materials; -- excavated soil and rock; -- debris from demolition.

The objective of the Self-protection procedure is to ensure that sensitive

54 | MATERIAL LOGISTICS material can be tracked by registering the origin, movement, and destination of each load entering or leaving. For this purpose the Participant is required to install a GPS receiver on board to all vehicles (trailers as well as tractors), so that the Authorities can access all the information about any particular consignment, in real time.

On behalf of the Organiser, random documental and analytical Quality Controls will be carried out by a specialist team, on materials being transported.

For further information about the Self-protection procedure, see the relevant documentation on the PDMS.

6.4.4 Site waste Site waste must be managed in accordance with the requirements of the VIA and with the currently applicable legislation.

Italian and European regulations must be adhered to, in particular those concerning waste (Directive 2008/98/EC Art. 4 and Art. 179 of D.Lgs. 152/2006), whereby waste is to be considered a part of the cycle of matter and the global and systemic approach adopted in the regulations is geared towards prevention.

The principles of correct management of the waste cycle, where prevention is a priority, have been defined by the European Commission, which sets the priorities listed below:

• reducing at origin the quantity and hazardousness of the waste material, starting from redesigning goods in ecological terms based on an analysis of their lifecycle; • recovering materials through separate collection of different types of waste (both for households and businesses) and mechanical or physical/chemical selection of the various components (organic matter, cellulose, glass, polymers, metal, as well as inert materials from demolition, oils, white goods/household appliances, electric and electronic products, vehicles; • recovering energy through combustion, if possible within combined heat and energy productions schemes that use dry residue with high calorific value; • long-term safe disposal of any residue from the previous phases, where controlled landfill disposal gradually becomes the exception.

Current Italian Law requires any contractor appointed by the Participant to compile a Waste Management Plan- Site works and a Waste Classification Plan – Site works specifying information including the following:

• the suitability of carriers, equipment, and intermediaries; • the designated persons acting on behalf of the firms carrying out the

MATERIAL LOGISTICS | 55 work; • the volumes of waste material to be handled; • the EWC Codes for each waste type and for each recycling plant of destination; • the destinations to which each waste type will be sent; • etc.

For further information relating to the preparation of these Plans, see the documentation on the PDMS, and the VIA (see chapter 7 ENVIRONMENTAL MANAGEMENT).

The transport and disposal of waste and special waste resulting from the various stages of the works are the sole responsibility of the contractor appointed by the Participant. The Organiser may offer the Participants a waste collection service (see paragraph 1.6.3 Support services), but not for special waste that is subject to self-protection procedures (see paragraph 6.4.3 Self-protection Procedure).

For waste awaiting collection, storage areas must be set aside within individual Lots and organised in accordance with the requirements defined in the PPSC of the Participant, as well as with the requirements set out in chapter 7 ENVIRONMENTAL MANAGEMENT.

56 | MATERIAL LOGISTICS 7 ENVIRONMENTAL MANAGEMENT

In keeping with the spirit of the Theme “Feeding the Planet, Energy for Life”, environmental management will be a very important aspect of the Expo Milano 2015 construction site and will have the general objective of ensuring that all works and activities are environmentally sustainable.

In compliance with the current Italian Law, the construction plan for the Exhibition Site and the works for Expo Milano 2015, have successfully passed the Environmental Impact Assessment (VIA) procedure based on the preliminary project for the “Piastra” serving the Expo site.

This VIA procedure was concluded by DGR IX/2969 on 2 February 2012, which expressed a positive opinion on the environmental compatibility of the project and established an Expo 2015 Environmental Observatory charged with performing the following functions:

• verifying compliance with the environmental compatibility requirements and ensuring that environmental monitoring is correctly carried out at all stages (prior to construction, during construction, during the Event and when the temporary structures are decommissioned); • identifying and planning any action needed to compensate for specific critical environmental issues and to manage them; • providing environmental information to the general public.

The members of Expo 2015 Environmental Observatory include representatives of the Lombardy Regional Government, of Expo 2015, of the Administration of the Province of Milan, of the Municipalities of Milan and Rho, and of the departments of the Regional Administration that participated in carrying out the VIA. Technical support for the Observatory is provided by the Lombardy Region Environmental Protection Agency (ARPA Lombardia).

The VIA sets out specific environmental requirements with which all construction work must comply. These are subdivided into a number of key environmental categories which each Participant is required to take into account as part of the correct environmental management of their Lot.

To ensure that all the VIA requirements are taken into account in the best way

ENVIRONMENTAL MANAGEMENT | 57 possible during the works, the Organiser invites each Participant to appoint their own Environmental Manager (PEM).

Attached to these Guidelines you will find an excerpt of the most relevant VIA requirements (see ATTACHMENT A – EXCERPT OF THE MOST RELEVANT VIA REQUIREMENTS); the full text of DGR 2969 of 2 February 2012, including Attachment A, will be available to all Participants on the PDMS.

Each Participant will confirm that they are aware of the applicable VIA requirements. In relation to compliance with current environmental regulations and the applicable requirements arising from the VIA, each Participant will always be responsible for their own actions and those of their contractors.

In order to operate in accordance with the environmental protection criteria defined by the Organiser and in compliance with current regulations, the Participant are required to ensure that all individuals operating within their site are adequately trained. All contractors appointed by the Participant must undertake, as part of their contracts, to comply with all the VIA environmental requirements and with these Guidelines.

The Participant should schedule periodic inspections for the purpose of ensuring that the personnel of all their contractors are adequately trained and that they implement the required environmental protection practices. Should any instances of non-compliance be detected, the Participant will be required to take appropriate remedial action, followed by whatever environmental protection measures are necessary to correct any anomalies.

Via the EEM (see paragraph 1.4 Organizational structure of the Organiser), the Organiser may carry out environmental inspections of the site activity of the Participant. For further details see paragraph 7.4 Site audits.

7.1 Good environmental site management practice

To ensure that the environmental aspects of site activity are correctly managed during construction of the Self-Built Exhibition Spaces, the following examples of good practice to reduce and minimise the environmental impact of construction activity should be taken into consideration:

7.1.1 Main site factors impacting on the environment The environmental impact of the construction of any Self-Built Exhibition Space may be influenced by many factors: the nature of the work processes, the materials used, and the technologies and equipment adopted. It may also depend on the location of the particular site within the wider Exhibition Site, the presence of sensitive areas, the method and frequency of deliveries, and on roads and transport. The most significant environmental aspects generated by construction work at the Expo site in general will be related to:

58 | ENVIRONMENTAL MANAGEMENT • noise; • water consumption and drainage; • dust and other emissions; • energy consumption; • impacts on the ground; • waste management; • management of hazardous substances; • traffic; • construction materials and processes.

Noise Noise mitigation measures may be of logistical/organizational type or technical/constructional type.

The logistical/organizational noise mitigation measures may include:

• avoiding simultaneous work processes that generate significant noise; • moving noise sources away from the nearest or the most sensitive areas; • adopting working techniques that reduce noise; • carrying out the noisiest work processes at times when they will create minimal disturbance for sensitive areas; • using warning lights instead of acoustic warnings, wherever possible.

The technical/constructional noise mitigation measures may include:

• using machinery and equipment that is in good condition, is frequently maintained, and complies with current regulations; • compartmentalising and/or fitting noise insulation to fixed sources of noise; • fitting silencers to exhaust outlets.

Water consumption and drainage

Measures to reduce the consumption of water in construction can include water recycling and the use of water recirculation. Waste water should be discharged via the system provided.

Ground dispersion or spillages into surface water without prior treatment are not permitted.

Dust and other emissions

The large size of the Expo site means that it will generate a significant number of vehicle movements. These are likely to have a significant impact on air quality, particularly as regards dust emissions caused by the handling of materials and by vehicles.

ENVIRONMENTAL MANAGEMENT | 59 The Participant is required to mitigate dust emissions by taking such logistical and technical measures as:

• washing the wheels and, if necessary, the bodywork of vehicles leaving the Expo Construction Site; • storing powdered materials in silos and wherever technically possible, moving them in closed systems; • keeping powdery loads covered when handling and storing them; • carrying out clean-up operations should any work processes or plant equipment lead to emissions of dust, gas, or aerosols; • damping vehicle pathways within their own Lot; • using physical wind barriers to shield heaped material.

The Participant is also invited to:

• limit the speed of vehicles • encapsulate any equipment used for filling or emptying silos containing powdery material.

Emissions from vehicle exhausts are another direct source of pollution. The most important mitigation measures include:

• adopting a fleet maintenance programme to ensure perfect engine efficiency; • using environmentally friendly fuels; • using wheeled rather than tracked vehicles; • fitting diesel vehicles with particulate filters (these are obligatory for vehicles of 37 kW and above).

For emissions into the atmosphere from diesel-powered electricity generators, all Participants are invited to:

• use exhaust treatment technology; • only run diesel generators for the times during which they are actually required.

It is absolutely forbidden to burn anything on site.

Energy consumption

For internal combustion generators, the use of high energy efficiency generators is encouraged, e.g. of types that burn environmentally friendly fuel. Impacts on the ground

In relation to construction activities, the main risks of ground contamination

60 | ENVIRONMENTAL MANAGEMENT come from:

• accidental spillages of fuels, lubricants, oils and other hazardous substances; • allowing washing water or liquid concrete to soak into the ground; • burying waste or debris.

Prevention of environmental impact on the ground consists mainly of taking such logistical measures as:

• storing fuels, lubricants, waste oil and any other hazardous substances in containers fitted with containment tanks; • maintaining and refuelling machinery and equipment on paved surfaces that are under cover; • managing site water correctly; • mitigation of the impacts deriving from possible accidents is discussed in the following paragraphs.

Waste management

The Organiser recommends that left-over material needing to be disposed of after construction should be eliminated or minimised, and that materials should be selected that have high potential for reuse or recycling when the Expo is demolished.

Waste from site construction work must be:

• separated by type (according to its assigned EWC code) and identified by marking it with its name and EWC code; • stored in compliance with the legally permitted time and quantity requirements (which for non-hazardous waste are not more than 30 cubic metres of waste to be sent for final recovery or disposal every 3 months); • sent for disposal in accordance with current regulations.

An adequate number of dedicated containers, separated for each waste type and compliant with environmental protection law, must be provided within each Lot for the differentiated collection of the following materials:

• plastic and packaging • paper and cardboard • metals • general waste similar to urban waste • wood • chemical substances • plasterboard • inert materials.

ENVIRONMENTAL MANAGEMENT | 61 Liquid waste must be placed in properly closed dedicated containers, tanks or drums that comply with regulations, are deposited in specific areas, and are kept separate from areas used to store solid waste.

The numbers and types of these containers must be determined by the Participants themselves in relation to their contingent needs.

Site waste must be stored within individual Lots. Each Participant must identify and adequately equip at least one specially designated waste storage area within their Lot for collecting and stacking waste until it is removed. These waste storage areas must be clearly identifiable, must be located at a safe distance from watercourses, and must be covered unless the type of container or the nature of the waste does not entail any risk of dispersion of pollutants if they are exposed to rain.

The borders of each waste storage area must be adequately defined and the waste must be stored in an orderly manner so that it cannot create any risks for workers. Waste heaps must be separated at a minimum distance one from another. Random or disorderly waste storage within the Lots is not permitted.

Waste material must not be stored in working areas. Storage of materials and waste may not prevent free movement inside and outside the construction site. Transit routes must always be kept clear so as not to impede the movement of workers and vehicles.

Building contractors operating within the Lots of individual Participants must take measures to raise the awareness of their personnel in relation to the correct management of waste, and must provide them with the appropriate means and tools for dealing with it.

Management of hazardous substances

The precautions to be taken for the storage of waste containing hazardous substances are given on the safety data sheet for each product. These directions must be followed when managing these types of waste.

For the storage of hazardous waste, particular attention must be paid to:

• the maximum quantity that can legally be stored (10 cubic metres, which must be sent every 2 months for final recovery or disposal); • the characteristics of the storage area (type of space, ventilation, freedom from damp, safety distances, etc.); • any incompatibilities with the storage of other products or chemical substances; • the main risks for personnel; • the action to be taken in case of accidental contact with any part of

62 | ENVIRONMENTAL MANAGEMENT the body; • the specific information and training given to site personnel; • the personal protection equipment to be used when handling waste.

To eliminate the risks associated with the specific characteristics of particular materials (ref. SR4 art. 42), storage areas must be duly identified in the ways required by law, must be provided with their own safety equipment, must be under cover, and must be either paved or surrounded by impermeable containment basins with anti-spillage upstands.

Hazardous materials may only be stored on site within the limits prescribed by law. In the particular case of flammable materials, only the quantities strictly required for a single day's work can be stored (ref. SR4 art. 33.5).

Any spillages must be promptly dealt with by recovering the spilled substance and reinstating safe conditions in the area affected.

Flammable materials must be stored in appropriately sealed metal containers. In all such instances, reference must be made to current fire regulations and the PPSC (ref. SR4 art. 33.5).

To protect the health of workers, all chemical or hazardous waste must be managed in accordance with all the precautions and requirements set out in the PPSC.

Traffic

To mitigate the environmental impact caused by traffic, Participants are required to:

• correctly programme and rationalise deliveries, in consultation with the Organiser (see chapter 4 ACCESSIBILITY); • comply with the traffic and movement plans, including the provisions set out by the Organiser for access to the construction areas (see chapter 4 ACCESSIBILITY);

Construction materials and processes

Compatibly with the technical requirements and performance of products and materials, preference should be given to materials and processes with reduced environmental impact such as recycled aggregates, water-based solvent-free products, etc.

For details of the suggested materials, see the paragraph on Materials and construction technology in the SS Guidelines.

ENVIRONMENTAL MANAGEMENT | 63 7.2 Environmental Performance Monitoring Plan for the construction phase

As mentioned earlier in this chapter, to control the environmental impact of construction activity on site the Organiser has prepared an Environmental Performance Monitoring Plan (PMA) in consultation with the Environmental Observatory, based on the main environmental aspects for the whole Expo Construction Site. The environmental aspects to be monitored are:

• atmosphere • ecosystems • fauna • vegetation • surface water • foul waste water • potable water • ground water • noise • vibration • radiation • soil.

Because the Self-Built Exhibition Spaces are within the Expo Construction Site they also fall within the scope of the environmental monitoring to take place during construction.

For this reason the Participant must comply with all the applicable requirements in the VIA and with the good standards described previously at paragraph 7.1 Good environmental site management practice.

This final chapter sets out the general instructions to be followed by each Participant in order to comply with Italian legislation on the Safety and Health of Workers, and to ensure coordination with the Organiser.

8.1 The Italian regulatory framework

The Italian regulations on the Safety and Health of Workers for building and civil engineering construction sites incorporate the EU guidelines of Directive 92/57/EEC.

The currently applicable Italian National Legislation of reference is the Consolidated Text of Title IV of D. Lgs. 09/04/2008, including all subsequent amendments and additions, more commonly referred to as the “Testo Unico della Sicurezza”.

As well as complying with the “Testo Unico”, the Participant must comply with any internal Regulations and requirements the Organiser considers necessary for coordination across the Expo site.

Each Participant shall bear sole responsibility for ensuring that the regulations and requirements mentioned above are respected within their own Lot.

8.2 Prior to commencement of work

In line with the intention of the Organiser to promote the health and safety of workers, each Participant must take the utmost care to comply with all their obligations under Italian Law.

In accordance with the “Testo Unico”, each Participant must prepare a document entitled Participant “Piano di Sicurezza e Coordinamento” (PPSC) and submit it to the Organiser, via the PDMS, before construction work can commence on the Self-Built Exhibition Spaces.

The PPSC must include all necessary information for preventing or reducing the risks to construction workers on that Lot.

The PPSC must be prepared by a technical professional denominated “Coordinatore per la Sicurezza in fase di Progettazione”, or PCSP (see

SITE SAFETY | 65 paragraph 1.3 Organizational structure of the Participant).

Each PPSC must be consistent and not in conflict with the Expo “Piano di Sicurezza e Coordinamento” (the Expo Safety Coordination Plan or EPSC), prepared by the Organiser, which will serve as a General Coordination Plan.

Before commencing construction of their Self-Built Exhibition Space, each Participant must also appoint a technical professional to act as “Coordinatore per la Sicurezza in fase di Esecuzione”, more commonly referred to as the PCSE (see paragraph 1.3 Organizational structure of the Participant).

One of the many duties of the PCSE will be to ensure compliance with the PPSC and to modify its contents as necessary as the works progress.

Both the PCSP and the PCSE must possess all the requirements prescribed by Law; in particular they must be registered to practice their profession in Italy and must hold the required Certificate of Attendance entitling them to exercise their role in relation to the Safety Requirements for Temporary or Mobile Construction Sites as required by the Testo Unico (D. Lgs. 81/08 including subsequent modifications and additions).

8.3 Site safety during the works

8.3.1 General coordination The PCSE will be responsible for the site safety of the specific Participant and will be required to take an active part in all initiatives, meetings, etc. convened by the Organiser, in the person of his ECSE, to address general coordination and safety matters. These will take place at pre-arranged dates and times during the whole construction period and must be attended by all the main parties involved in site safety.

8.3.2 Management of emergencies Each Participant must incorporate a specific Emergency and Evacuation Procedure for their own site into their PPSC, defining the roles of the individuals responsible for safety management and how to respond in the Event of serious and imminent danger. Via their own PTS, the PCSE will be responsible for maintaining constant contact with the ECSE to ensure the necessary coordination.

The organisation diagram of the Participant must identify dedicated emergency staff who are able to act as interpreters between any workers of foreign nationality and the Italian site staff.

The necessary emergency routes will be provided within the Expo Construction Site. These will be shown on the Emergency Roads Plan, which will be available via the PDMS, along with additional information about evacuation routes, assembly points etc.

66 | SITE SAFETY Within the Expo Construction Site the Organiser will set up a number of Service Areas (“Aree Service”) where the most important emergency equipment (first aid kits, fire extinguishers, etc.) will be available for the use of the Participants.

In case of accident the PCSE must immediately activate the procedures laid down in their emergency plan and promptly contact whatever emergency services are required (hospitals, A&E Departments, Fire Brigade etc.) as well as the ECSE.

The Organiser will provide the Participant with a list of the most important telephone numbers to call in the Event of an accident.

Within each site, the workplace exits and the emergency vehicle routes must always be kept free and unobstructed so that the site can be evacuated if necessary.

8.3.3 Management of interference and obstructions The coexistence of so many construction sites within the same wider context could potentially lead to interference between the sites of the Participants and the overall Expo site of the Organiser.

Interference might be caused by work processes that either require some form of exceptional activity to take place temporarily outside the confines of the Lot of a Participant, or that are required because of the particular nature of the preparatory works for setting up that site.

In relation to any exceptional need of a Participant to operate temporarily outside their own Lot (e.g. to use a mobile crane) the ECSE must be consulted in advance to ensure that any such activities are duly authorised, organised and coordinated.

If site preparation works, cranes, scaffolding etc. outside the Lot are required that might interfere with other areas or facilities (such as other Lots, structures, or buildings), before commencing any site preparation works the Participant must prepare an accurate site layout drawing (which should in any case already be attached to the PPSC) showing the positions and characteristics of any such preparatory works or equipment, and must submit it to the Organiser via the PDMS.

No preparatory works must commence until written authorisation to do so has been given by the Organiser, who may first require the Participant to modify the site layout if it would clearly give rise to interference with the surrounding area.

All Interference and obstructions must be managed by ensuring that there is proper advance coordination between the various individuals responsible for safety, i.e. the PCSE and the ECSE.
