    Introduction Introduction Chapter 1 Introduction Bicycling and walking are healthy, sustainable, and lower cost forms of transportation that can be ideal for many trips. in 1997, the City of San Leandro adopted a Bicycle Master Plan to set forth a blueprint for completing a system of bikeways, support facilities (such as bicycle parking) and education programs. This document was previously updated in 2004 and 2010 to reflect changes in the bicycling environment since the previous document and, also, to add a pedestrian component. This document comprises the 2018 update to the Bicycle and Pedestrian Master Plan.
