Origins of NZ English There are three basic theories about the origins of New Zealand English, each with minor variants. Although they are usually presented as alternative theories, they are not necessarily incompatible. The theories are: • New Zealand English is a version of 19th century Cockney (lower-class London) speech; • New Zealand English is a version of Australian English; • New Zealand English developed independently from all other varieties from the mixture of accents and dialects that the Anglophone settlers in New Zealand brought with them. New Zealand as Cockney The idea that New Zealand English is Cockney English derives from the perceptions of English people. People not themselves from London hear some of the same pronunciations in New Zealand that they hear from lower-class Londoners. In particular, some of the vowel sounds are similar. So the vowel sound in a word like pat in both lower-class London English and in New Zealand English makes that word sound like pet to other English people. There is a joke in England that sex is what Londoners get their coal in. That is, the London pronunciation of sacks sounds like sex to other English people. The same joke would work with New Zealanders (and also with South Africans and with Australians, until very recently). Similarly, English people from outside London perceive both the London and the New Zealand versions of the word tie to be like their toy. But while there are undoubted similarities between lower-class London English and New Zealand (and South African and Australian) varieties of English, they are by no means identical. -

The GEF Secretariat should use the project review process to provide feedback to Agencies to identify conflict and fragility-related risks to a proposed project and develop measures to mitigate those risks. 2. To improve conflict-sensitive programming while also providing flexibility to Agencies and projects, the GEF Secretariat could develop guidance for conflict-sensitive programming. 3. To improve conflict-sensitive design, implementation, monitoring, and evaluation of GEF projects, the GEF Secretariat together with the Agencies should leverage existing platforms for learning, exchange, and technical assistance. 4. The current GEF Environmental and Social Safeguards could be expanded to provide more details so that GEF projects address key conflict-sensitive considerations. 5. One of these activities is a Life Skills Camp held at the New Zealand Defence Force base in Burnham. This programme specialises in building self-respect, respect for others, working within boundaries, self-care, team work and problem solving for 14 to 17 year olds. Kaydence Reihana, a 17-year old who this year is returning to Ellesmere College, attended the last Life Skills Camp for 2017. At the conclusion of the course, Kaydence was awarded a top prize of ‘Overall Course Award’. Kaydence beat a strong group of young people, from various towns around the South Island, to take this prize. Cave Stream exit The Blue Light Life Skills Co-ordinator, Hannah Ward, commented that “Kaydence was chosen by his peers for demonstrating leadership skills, self-confidence and team work, was always respectful to staff and fellow course members and ultimately the person you would love to have in your group”. Kaydence and the other participants stayed at the Burnham Military camp for the week-long program, living, eating and interacting with army personnel. -

From 1970’s the demand for secession have been rife and despite early agreement for more autonomy and more mining revenue for the autonomous region, the demand never faded. Under Francis Ona’s Bougainville Revolutionary Army, the movement take a new heights. Bougainville Revolutionary Army took coercive measure to push the government to acknowledge their demands by taking over the mine at Panguna. Papua New Guinean government response was also combative and further exacerbate the issue. Papua New Guinean Defense Force involvement adding the issue of human rights into the discourse. This paper will seek to analyze the normative question surrounding the legitimacy of the right to secession in Bougainville Island. The protracted conflict has halted any form of development in the once the most prosperous province of Papua New Guinea and should Bougainville Island become independent, several challenges will be waiting for Bougainvilleans. Panguna Mine Legacy Impact Assessment
Notice to ASX 21 July 2021 PANGUNA MINE LEGACY IMPACT ASSESSMENT Bougainville Copper Limited (BCL) welcomes and supports an agreement reached by Rio Tinto and residents of mine-affected communities to identify and assess legacy issues linked to the Panguna mine. The proposed Panguna Mine Legacy Impact Assessment will identify and assess actual and potential environmental and human rights impacts and develop recommendations for addressing them. The Impact Assessment would be overseen by a multi-stakeholder committee to be established in conjunction with the Autonomous Bougainville Government. Representatives of all relevant stakeholders will be invited to join the committee, including the Independent State of Papua New Guinea, BCL, as well as landowners and community representatives from the mine- affected areas. During the mine’s past operation, Bougainville Copper Limited was majority-owned by Rio Tinto. Today, however, BCL is predominantly locally-owned following the transfer of Rio Tinto’s entire shareholding to the Autonomous Bougainville Government and Independent State of PNG in 2016. A draft scope for the Impact Assessment and terms of reference have been prepared for consideration by the multi-stakeholder committee. The work would be conducted by an independent third-party company or consortium with strong environmental and human rights expertise at both global and local levels. The Impact Assessment would be mostly funded by Rio Tinto with BCL agreeing to contribute, provided the process and methodology is endorsed by the multi-stakeholder committee; the work can be safely completed, and an appropriate funding mechanism can be agreed. Following its completion, Rio Tinto and the residents will further engage regarding the recommendations with a view to laying a foundation for long-term solutions to issues identified.
