FINAL DRAFT OF THE CO-CHAIRMAN’S STATEMENT Your Excellencies, Honorable Delegates, Distinguished Guests, Ladies and Gentlemen, On behalf of my Co-Chairman, Moulana Abel Alier, my colleagues in the Steering Committee, and on my own behalf, I would like to extend a warm welcome to all of you to this Conference, which marks the final phase of the National Dialogue. This is a historic occasion for us in the National Dialogue and we believe for our country. When His Excellency, President Salva Kiir Mayardit, initiated the National Dialogue more than three years ago, we cannot say with confidence that we, or anyone else for that matter, had a clear idea how long it would take, where it would lead, and what the end result would be. It was initially thought that the Dialogue process would take several months. Many saw it as a ploy by the President to polish his political image. The National Dialogue has now lasted for over three years. And far from being a ploy by the President, it has proved to be a sincere national soul searching about the crises facing our country. 1 What we soon learned as we undertook our assignment, was that our President wanted the process to be absolutely free, inclusive, transparent and credible. He repeatedly reaffirmed that National Dialogue was not a trap or a net for catching his political opponents, and that people should speak freely without fear, harassment or any form of intimidation. And, indeed, through the nationwide grassroots consultations and regional conferences, our people spoke their minds without fear or constraint. -

THE ADDIS ABABA AGREEMENT ON THE PROBLEM OF SOUTH SUDAN Draft Organic Law to organize Regional Self-Government in the Southern provinces of the Democratic Republic of the Sudan In accordance with the provisions of the Constitution of the Democratic Republic of the Sudan and in realization of the memorable May Revolution Declaration of June 9, 1969, granting the Southern Provinces of the Sudan Regional Self-Government within a united socialist Sudan, and in accordance with the principle of the May Revolution that the Sudanese people participate actively in and supervise the decentralized system of the government of their country, it is hereunder enacted: Article 1. This law shall be called the law for Regional Self-Government in the Southern Provinces. It shall come into force and a date within a period not exceeding thirty days from the date of Addis Ababa Agreement. Article 2. This law shall be issued as an organic law which cannot be amended except by a three- quarters majority of the People’s National Assembly and confirmed by a two-thirds majority in a referendum held in the three Southern Provinces of the Sudan. CHAPTER I: DEFINITIONS Article 3. a) ‘Constitution’ refers to the Republican Order No. 5 or any other basic law replacing or amending it. b) ‘President’ means the president of the Democratic Republic of the Sudan. c) ‘Southern Provinces of the Sudan’ means the Provinces of Bahr El Ghazal, Equatoria and Upper Nile in accordance with their boundaries as they stood January 1, 1956, and other areas that were culturally and geographically a part of the Southern Complex as may be decided by a referendum. -

Central African Republic
Central African Republic OPERATIONAL CONTEXT: The Central African Republic (CAR) is home to the third largest humanitarian crisis in the world. Over half of the population needs humanitarian assistance, and 1.7 million people are in a severely precarious situation. Violence against civilians, and humanitarian workers, is still high. Combined with the extremely limited number of paved roads, and infrastructure generally, Central Africans continue to endure the many nefarious effects of a complex and severe humanitarian crisis. Recent attacks in the prefectures of Vakaga, Bamingui Bangoran and Haute Kotto have increased movement of population. According to the report of Commission of Displaced Population, the number has increased as of May 2020 to 484,004 internally displaces persons; 247,333 are living in sites and 236,671 in host families. As of August 31, 2020, UNHCR statistics show that the number of Central African refugees in neighbouring countries reached 613,295. WHAT WE DO: DCA CAR seeks to contribute to a Central African Republic where, as a result of the dynamic and accountable engagement of civil society, democratic authorities, and a responsible private sector, all communities live in peace, have access to their rights, and benefit in an equitable and inclusive manner from socio-economic resources, taking into consideration of environment protection. This is achieved at, multiple level: The individual level, DCA supports the population through basic FACTS: psychosocial support services. ● DCA has operated in CAR since 2015. ● Office in Country: DCA’s Country Office in CAR is located in Bangui on the Community level, DCA supports and capacitates the civil society including local NGOs, community-based address: Relais SICA1 - rue d’Uzes, no 1.087 (rue en face de I ’école Galaxy), organizations, farmers’, women’s, and youth groups. -

Appel, Chair The world’s newest state, South Sudan, became independent in July 2011. In 2013, after the outbreak of the still-ongoing South Sudanese civil war, the UNHCR declared a refugee crisis and continues to document the displacement of millions of South Sudanese citizens. In 2016, Crazy Fox, a popular South Sudanese musician, released a song entitled “Ana Gaid/I am staying.” His song compels us to pay attention to those in South Sudan who have chosen to stay, or to return and still other African regionals from neighboring countries to arrive. The goal of this thesis is to explore the “Crown Lodge,” a hotel in Juba, the capital city of South Sudan, as one such site of arrival, return, and staying put. Paying ethnographic attention to site enables us to think through forms of spatial belonging in and around the hotel that attached racial meaning to national origin and regional identity. ii The thesis of Zachary C. United Nations S/2021/322 Security Council Distr.: General 1 April 2021 Original: English Letter dated 1 April 2021 from the Secretary-General addressed to the President of the Security Council I have the honour to refer to paragraph 31 of resolution 2550 (2020), in which the Security Council requested that I hold joint consultations with the Governments of the Sudan, South Sudan and Ethiopia, as well as other relevant stakeholders, to discuss an exit strategy for the United Nations Interim Security Force for Abyei (UNISFA) and develop options for its responsible drawdown and exit. I further refer to the request of the Security Council that I report no later than 31 March 2021, elaborating on those options, which should prioritize the safety and security of civilians living in Abyei, account for the stability of the region and include an option for a responsible drawdown and exit of UNISFA that is not limited by implementation of the 2011 agreements. Pursuant to the above request, my Special Envoy for the Horn of Africa undertook consultations in February and March 2021. Consultations with the transitional Government of the Sudan took place in Khartoum through discussions with the Chair of the Sovereign Council, Lieutenant General Abdel Fattah Al-Burhan; the Prime Minister, Abdalla Hamdok; the Minister for Foreign Affairs, Mariam Al-Sadiq Al-Mahdi; the Minister of Defence, Lieutenant General Yassin Ibrahim Yassin; and representatives of the Abyei Joint Oversight Committee. Owing to the severe impact of coronavirus disease (COVID-19) in South Sudan, consultations with the Government of South Sudan were held remotely and in writing through the Minister for Foreign Affairs and International Cooperation, Beatrice Khamisa Wani- Noah, and the Minister of East African Community Affairs, Deng Alor, holder of the Abyei portfolio. -

Sandler Fellow Brian Owsley also conducted research with Ms. Rone during a mission to Khartoum, Sudan, from May 1-June 13, 1995, at the invitation of the Sudanese government. Interviews in Khartoum with nongovernment people and agencies were conducted in private, as agreed with the government before the mission began. Private individuals and groups requested anonymity because of fear of government reprisals. Interviews in Juba, the largest town in the south, were not private and were controlled by Sudan Security, which terminated the visit prematurely. Other interviews were conducted in the United States, Cairo, London and elsewhere after the end of the mission. Ms. Rone conducted further research in Kenya and southern Sudan from March 5-20, 1995. The report was edited by Deputy Program Director Michael McClintock and Human Rights Watch/Africa Executive Director Peter Takirambudde.
