    Peace and Security beyond Military Power: The League of Nations and the Polish-Lithuanian Dispute (1920-1923) Chiara Tessaris Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2014 © 2014 Chiara Tessaris All rights reserved ABSTRACT Peace and Security beyond Military Power: The League of Nations and the Polish- Lithuanian Dispute Chiara Tessaris Based on the case study of the mediation of the Polish-Lithuanian dispute from 1920 to 1923, this dissertation explores the League of Nations’ emergence as an agency of modern territorial and ethnic conflict resolution. It argues that in many respects, this organization departed from prewar traditional diplomacy to establish a new, broader concept of security. At first the league tried simply to contain the Polish-Lithuanian conflict by appointing a Military Commission to assist these nations in fixing a final border. But the occupation of Vilna by Polish troops in October 1920 exacerbated Polish-Lithuanian relations, turning the initial border dispute into an ideological conflict over the ethnically mixed region of Vilna, claimed by the Poles on ethnic grounds while the Lithuanians considered it the historical capital of the modern Lithuanian state. The occupation spurred the league to greater involvement via administration of a plebiscite to decide the fate of the disputed territories. When this strategy failed, Geneva resorted to negotiating the so-called Hymans Plan, which aimed to create a Lithuanian federal state and establish political and economic cooperation between Poland and Lithuania. This analysis of the league’s mediation of this dispute walks the reader through the league’s organization of the first international peacekeeping operation, its handling of the challenges of open diplomacy, and its efforts to fulfill its ambitious mandate not just to prevent war but also to uproot its socioeconomic and ethnic causes.

The irony of history is nowhere more manifest than in the curious destiny which called a Napoleon III. to the place once occupied by Napoleon I., and at the very time when the national movements, unwittingly called to vigorous life by the great warrior, were attaining to the full strength of manhood. Napoleon III. was in many ways a well-meaning dreamer, who, unluckily for himself, allowed his dreams to encroach on his waking moments. In truth, his sluggish but very persistent mind never saw quite clearly where dreams must give way to realities; or, as M. de Falloux phrased it, "He does not know the difference between dreaming and thinking." Thus his policy showed an odd mixture of generous haziness and belated practicality. Long study of his uncle's policy showed him, rightly enough, that it erred in trampling down the feeling of nationality in Germany and elsewhere. The nephew resolved to avoid this mistake and to pose as the champion of the oppressed and divided peoples of Italy, Germany, Poland, and the Balkan Peninsula--a programme that promised to appeal to the ideal aspirations of the French, to embarrass the dynasties that had overthrown the first Napoleon, and to yield substantial gains for his nephew. Certainly it did so in the case of Italy; his championship of the Roumanians also helped on the making of that interesting Principality (1861) and gained the goodwill of Russia; but he speedily forfeited this by his wholly ineffective efforts on behalf of the Poles in 1863.

CEU eTD Collection ii Abstract This dissertation presents a transnational biography and reception history of Marija Gimbutas (1921-1994) – a renowned Lithuanian-American archaeologist, and an advocate of the theory of the peaceful, egalitarian, gynocentric and Goddess-centered prehistoric civilization of “Old Europe”. Gimbutas’ utopian antimodernist vision became a source of inspiration for a variety of socio-political movements (environmentalist, feminist, neo-pagan, among others) in diverse geographical contexts, on both sides of and transgressing the “Iron Curtain”, starting with the 1970s and reaching a peak during the 1990s. This dissertation analyzes how Gimbutas’ work and persona were received, constructed and appropriated, and sometimes rejected, in diverse contexts, namely, archaeology and feminist archaeology, the feminist spirituality movement in the United States and post-socialist Lithuanian feminism. The dissertation combines historical methods with theoretical perspectives developed in feminist and postcolonial/postsocialist studies to produce a critical account of Gimbutas’ life and work, as well as to discuss how various actors have related to and made use of her ideas.
