Study Case: Ambalat Bloc” Sejak zaman presiden pertama Republik Indonesia Ir. Soekarno, Indonesia telah rawan konflik dengan negara tetangganya, Malaysia yang pada awalnya merupakan satu identitas dengan istilah „Nusantara‟. Perseteruan ditengah hubungan bilateral sering terjadi diantara keduanya karena berhubungan dengan isu teritori dan kedaulatan atas suatu negara. Kenyataannya, hubungan bilateral ini pernah berada pada posisi terfatal pada zaman Soekarno dengan peristiwa Ganyang Malaysia. Peristiwa ini terjadi setelah Malaysia berniat untuk menyatukan Sabah dan Sarawak menjadi Negera Federasi Malaya. Pada tahun 2000an, isu yang pernah terjadi seperti isu Sipadan dan Ligitan tampak ke permukaan. Isu tersebut dikenal sebagai kasus Ambalat yang terletak di timur Kalimantan. Semenjak belum ditemukannya akhir dari kasus ini, akibatnya telah sering terjadi tensi antara militer Indonesia dan militer Malaysia di area persengketaan tersebut Berdasarkan kepada UNCLOS 1982, Indonesia merupakan negara yang mempunyai hak atas blok Ambalat. Di sisi lain, provokasi angkatan laut Malaysia menunjukkan ketidaksepahaman mereka atas pertimbangan batas wilayah teritori Indonesia. Dalam mempertahankan kepentingan nasional atas wilayah kedaulatan, Indonesia terus berusaha menggunakan mekanisme diplomasi. Di sisi lain, apabila kasus Ambalat ini belum juga mencapai kata mufakat, stabilitas ASEAN dinilai akan terkena dampaknya. Oleh karena itu, dengan menggunakan mekanisme diplomasi dalam penyelesaian atas persengketaan ini diharapkan mampu menyelesaikan kasus Ambalat ini. Skripsi ini akan menggunakan metode kualitatif untuk menemukan aksi politik Indonesia dalam mencapai kedaulatan yang terpenuhi atas blok Ambalat. Penelitian ini akan meletakan Indonesia sebagai kasus studi, dimana pada masa ini Indonesia dinilai tidak berorientasi pada potensi maritimnya. Kata Kunci: Hubungan bilateral, persengketaan teritori, Ambalat ABSTRACT Title: “Indonesia‟s Diplomatic Mechanisms in Managing Maritime Boundary Dispute with Malaysia, 2007-2014. Study Case: Ambalat Bloc” Since era of first president of Republic of Indonesia, Ir. Soekarno, Indonesia has been vulnerably in conflict with his neighbor country, Malaysia and more markedly, two countries were same identity so called „Nusantara‟. Disputes within this bilateral relation often happen since the issues mentions territory and sovereignty of the country. In fact, this bilateral relation was ever at that worst level in the era of Soekarno with „Ganyang Malaysia‟ after Malaysia started to unified Sabah and Sarawak to create New Federation of Malaya. In the year of 2000, such an issue as ever happened to Sipadan and Ligitan is emerging. This issue is well known as Ambalat case which is located in Eastern Kalimantan. A highly tension have been frequently taking place in the area between military forces of two countries since there have no end of the discussion of it. In regards to UNCLOS 1982, Indonesia has been granted a full-right of Ambalat. On the other hand, provoke of Malaysia Marine Security still show their disagreement of Indonesia territory of Ambalat. In defending national interest on sovereignty, Indonesia strives to defend Ambalat by prioritizing negotiation beyond. In other hand, the stability of ASEAN will be affected if the solution has not yet come to the end. It is expected that by considering diplomacy, it will stimulate the end of dispute. This thesis will use qualitative methods to discover the politic action of Indonesia government in pursuing clarified sovereignty of disputed Ambalat. Case study will be focused in Indonesia that less-oriented on maritime development.
