PUBLIChEALTH REPORTS VOL. 33 AUGUST 30, 1918 No. 35 INDUSTRIAL MORBIDITY STATISTICS. The following report of a committee on industrial morbidity statistics of the American Public 'Health Association, Section on Vital Statistics, will be presented before that body at its annual meeting to be held in Chicago October 14-17, 1918: This report is the result of a resolution adopted at the meeting of the American Public Health Association, Section on Vital Statis- tics, Washington, D. C., October'18, 1917. The resolution followed the presentation of a paper entitled, "Morbidity Statistics of War Industries Needed" by Dr. B. S. Warren and Mr. Edgar Syden- stricker, of the United States Public Health Service. In this paper the writers, having emphasized the importance of industrial mor-. bidity statistics and the great need for such statistics at the present time, suggested the following mnimum requirements for such statistics: 1. A record of the exposure, m years or in months, of the workers, who should be classified according to sex, age, and occupation. 2. A record of the cases of sickness (at least those causing disa-! bility), including (a) sex, age, and occupation of persons afflicted, and (b) cause-of sickness with time of onset, length of disability,, and mature of termination. The resolution adopted by the section directed the chairman to appoint a representative committee (a) to develop the above mini- mum requirements into a system of standard morbidity records; (b) to prepare standard tables which would present the essential facts of sickness as they arise from the tabulation of the records referred to; and (c) if possible, to outline plans by which employers of labor might be interested to adopt the uniform methods recom- mended. The committee was organized to include the following groups: The United States Public Health Service, statisticians interested in industrial morbidity, employment and welfare managers in industry, and orgized labor. X1gust 30, t191& 1434 Ageny for tie Collection an of Jstfl Morbidt Statistics It is recommended that the United States Public Health Service be made the central agency or clearing house for4he collection, analysis, and publication of industrial morbidity statistics. This should insure uniformity in the statistical procedures used, as well as accuracy of analysis. No bias can attach to publications issued under the auspices of the United States Public Health Service. Such central agencies as the Industrial Conference Board and other groups now engaged in the study of industrial morbidity in their cooperating establishments should be encouraged to proceed with their plans. The assitance of the United States Public Health Service is recom- mended for the wider extension of this work to those industrial groups not now benefiting from the study of the records of sickness in the establishments under their control. To this end, it may be necessary for the Public Health Service to put at the disposal of employers of labor qualified recording clerks who will keep the records of personnel and sickness up to date. It is understood that the Public Healtlh Service wiU undertake to carry out this plan in a small number of establishments where such cooperation with the Federal Government is desired. The plan, if it proves satisfactory, will be extended to other establishments as fast as appropriations by Congress will permit. When the reports are collected they will be tabulated, analyed, and published for the benefit of other establishments and those interested in the public health. Louis I. DUBEIN. Chairman. CARL B. NOTE.-The preparation of the tables listed abo-ve will entail the use of a series of list covering both the occupations and the diseas and conditions. It is not thought necessary in this report to publish lists of either occupations or diseases, since such are now available to the United States Public Health Service. Should otlher groups be willing to undertake the study of their records of morbidity as indicated above, it is recommended that the clasification of-diseases follow closely the titles of "The Bellevrue HoApital Nomenclature of Diseases and Condition, " ptublished by the Board of Trustees of Bellevue and Allied Hospitals, New York, 1911. It will not be neces- sary to suggest lists of occupations for any single establishment. SANITARY CONTROL OF WADING POOLS. Experiences in the sanitary control of wading pools at- Newark, N. J., are related by Dr. C. V. Craster, health officer of that city, in a paper read before the American Society for Promoting Hygiene and Public Baths.1 Studies iimade of three public wading pools showed I At a meeting he'd in Newark on May 15, 191i 1435 August 30, 1916. all to be heavily polluted. The chief reason for this condition is stated to have been the overcrowding of the pools during the summer. Dr. Craster states that the bottom and sides of wading pools should be of cement or tile and that there should be a coping seat provided. In other words, natural effects in landscape gardening should not be expected in adapting a pool of water for wading purposes. It is stated that cleasing and scrubbing of all surfaces should be done daily and, unless the pools are provided with rapidly flowing water, that chlorination should be a routino procedure. The necessity of supervising the use of -the pool is emphasized. Where possible, showers for the feet and toilet accommodations, Dr. Craster states, should be provided in a near-by building. Typhoid fever was reported present at Kingston, Ontario, Canatla, August 12, 1918, with about 40 cases. (Population, about 23,000.) CHINA. Qurntine Against Hongkong- Cerebrospinal Meningitis. According to information dated July -12, 1918, quarantine measures have been adopted against arrivals from Hongkong on account of cerebrospinal meningitis as follows: At ports in China-Amoy, Canton, Chefoo, Newchwang, Ningpo, Shanghai, Swatow, a Tientsin; in Indo-China, at Saigon; in the Philippine Islands; in Siam, at Bangkok; and in the Straits Settlements, at Singapore. Plague-Plague Rats-Hongkong. During the four weeks ended June 29, 1918, 82 cases of plague were notified at Hongkong, and during the week ended July 6, 1918, 40 cases. The finding of plague-infected rats was reported as follows: Four weeks eanded June 29, 1918, out of 7,965 rats taken 66 were found plague infected; week ended July 6, 1918, out of 2,071 rats taken 19 found infected. GUATEMALA. Yellow Fever-Measures To Prevent Spread. Yellow fever in epidemic form has been reported present on tlim west coast of Guatemala, and with a view to preventing the spread of the infection from the west to the east coast certain quarantine procedures have been established at Guatemala City. On account of the high altitude of the city of Guatemala and its environment, and the freedom of this area from mosquitoes, it is considered as noninfectible by yellow fever. On August 19, 1918, preventive measures were reported to be in force at Guatemala City. These measures consist in the detention at that place, for a period of seven days, of all travelers passing from the west to the east coast in order that no one infected with yellow fever should proceed to the eastern coast. In addition to this, all through cars from the west to the east coast will be detained and fumigated for the destruction of mosquitocs. It is stated that the epidemic is under control and (147-0) 1471 August 30, 1918. there is no danger of the infection extending to ports on the Atlantic coast of Guatenmala. Senior Surg. Joseph H. White of the United States Public Health Service, and Dr. Alvin H. Struse, of the Rocke- feller Foundation, have been present in the yellow-fever district since about August 1, 1918, and are exercising general supervision of preventive and eradicative measures. - JAPAN.
