(TPECI) prepared this report on behalf of Knik Construction Company, Inc., documenting the investigation of soil contamination at the Old Trooper Utility Building B2. The building was located at the Aniak Airport in Aniak, Alaska. The Alaska Department of Transportation and Public Facilities (DOT&PF) demolished the building as part of the Aniak Airport Runway Shift Project (AIP 3-02-0019-010-2017/Z528070000). Knik discovered contaminated soil under the concrete slab foundation. Figure 1 in Appendix A shows the project location. TPECI developed this report to document the site characterization work required by the Alaska Department of Transportation and Public Facilities (DOT&PF) Project Specification Item P-170 and as directed by the Alaska Department of Environmental Conservation (ADEC) July 13, 2018 letter (Lidren 2018). The site characterization activities included demolition and removal of concrete foundations, collection of soil samples, soil field screening, laboratory analysis, data validation, and development of investigation findings. TPECI developed this report to meet the requirements of 18 AAC 75.325. The report describes the methods and procedures that were taken under regulatory oversight to identify and characterize soil contaminant concentrations to numeric and practicable cleanup levels defined in 18 AAC 75. The report also describes the handling and management of demolition debris, soils, and other investigation generated wastes. 2.0 SITE DESCRIPTION AND BACKGROUND The project area encompassed a small area within the airport property. The site was located within Block 2, Lot 4 (Figure 2, Appendix A). The project was in Section 12 Township 17 North Range 57 West Seward Meridian; 61.5759º North latitude and -159.52822º West longitude. DOT&PF owns the project site. Numerous separate, legally described lots abut the project corridor. Project area properties included numerous commercial and industrial properties directly related to airport activities. Pre-construction site work found multiple properties identified by the ADEC as listed contaminated sites within the project area. Six sites were identified where leaking underground storage tanks (USTs) or other releases had resulted in contaminated soils that could impact the proposed project. The six site names and their corresponding ADEC File Numbers are as follows: DOT&PF Aniak Runway Apron; o 2404.38.006 Aniak Airport Groundwater Study; o 2404.38.015 Mark Air Aniak Airport; o 2404.38.010 DOT&PF Aniak Maintenance Shop Former Above-Ground Storage Tanks (ASTs); o 2404.38.005 Knik Construction Company, Inc., 1405-36 11/19/2018 Aniak Airport Runway Shift Project Building B2 Characterization Report Page 2 Federal Aviation Administration (FAA) Aniak Pesticides Release o 2404.38.001 DOT&PF Aniak Building 301 o 2404.38.003 Building 600, was identified as Building B2 in the DOT&PF planning documents. This building was located on Lot 4, Block 2. The FAA used the building to house two diesel generators that supplied power to the FAA facilities. The generators were taken off line in the 1970s, but it is unclear when they were removed from the building. The building and the property were transferred to DOT&PF in 1980. At that time, the FAA noted that there were two 5,000-gallon above-ground storage tanks (ASTs) on the property that contained fuel. Soil samples collected and documented in the 1992 Environmental Compliance Investigation Report Aniak FAA Station by Ecology & Environment noted that a soil sample identified as FAA- ANI-SV-106 was collected from Lot 4. This sample was composited from surface soils located beneath the two 5,000-gallon ASTs. Laboratory analysis found Total Recoverable Petroleum Hydrocarbons (TRPH) concentrations of 3,100 mg/Kg, Extractable Petroleum Hydrocarbons (EPH) concentrations of 2,000 mg/Kg, and Volatile Petroleum Hydrocarbons (VPH) concentrations of 64 mg/Kg. The 1992 report concluded that soil sample exceeded the applicable ADEC cleanup levels at the time, but that the FAA may not be responsible as DOT&PF controlled the property. There was no information indicating that remediation action or other sampling has been conducted at the site. Based on this information, there was potential that the contaminated soils discovered in 2018 during the demolition of Building B2 may be associated with the contamination identified in 1992. Site characterization efforts attempted to locate the 1992 sampling point in reference to discovered contamination to guide site work and sample collection as applicable. 3.0 CONTAMINANTS OF POTENTIAL CONCERN The contaminants of concern (COC) are used oil, diesel fuel, and unleaded gasoline. Analytical laboratory samples were collected for DRO, residual range organics (RRO), GRO, Volatile Organic Compounds (VOCs) including benzene, toluene, ethylbenzene, and xylene (BTEX) and Polycyclic Aromatic Hydrocarbons (PAH). Soil samples were submitted to SGS Environmental Laboratories, Inc. in Anchorage, Alaska for laboratory analysis. SGS Environmental Laboratories, Inc. is a CS-LAP-approved lab. The qualified sampler also performed field screening using a photo-ionization detector (PID) to screen soils for volatile organic compounds. According to the Western Climate Data Center, Aniak averages 18 inches of precipitation per year. The project target soil cleanup levels shown in Table 1 below were established from ADEC Title 18, Alaska Administrative
