This was revealed by the acting Health and Child Care ministry permanent secretary, Robert Madyiradima, when he appeared before the Parliamentary Portfolio Committee on Health. The freeze comes at a time mobile operators were forced to reverse a data tariff increase following a public outcry. Government was set to rake substantial amounts towards the heads for Zim health levy fund from the tariff increase. The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) had set floor prices that set data bundles at a minimum of $0.02 per megabyte but was reversed after government suspended the mobile data tariff increases. “The health levy of 5 percent per every dollar of airtime targets purchase of medical commodities, and the Finance ministry has informed us that it is not yet taking off, as they are still working on the modalities of collection and policy guidelines. It will only take off when Treasury has worked out the policy. The Health ministry is ready to administer the fund, but Treasury is still crafting a policy instrument to look at issues of how to collect the money, and whether airtime users should share the costs with network providers and issues like that,” said Madyirandima. Security men have arrest- ed more than 50 men and women, most of whom caught red-handed organizing major vote-buying oper- ations in various constituencies, with some of the oper- ations involving former MPs. The main bust was in Jabriya when detectives arrest- ed 36 Kuwaitis operating at a villa to lure voters to pur- chase their votes and seized large amounts of cash. The arrested people were reportedly working for a new can- didate, a well-known businessman. Similar raids were carried out on at least three more places and several people were also caught in the act. Security sources said that some of those arrested have confessed to organizing vote-buying processes. Arrest warrants have been issued against the business- man candidate and a member of the scrapped National Assembly, while reports indicated that police busted another ring buying votes for a former MP who is also a member of the scrapped Assembly in the Fifth Constituency.

I am a full-time football administrator with a lifetime of passionate experience and expertise. I am running for the post of ZIFA Executive Committee President; and promise bring to Zimbabwe Football a passionate combination of skill, experience, dedication, and professionalism. Sport is a fundamental ingredient to a nation’s health, as it can help instil a sense of national pride and galvanise it in times of difficulty. Zimbabwe needs football. Our nation has endured a very challenging decade-and-a-half of political discord and economic strife that have left us with a low sense of personal and national esteem. I promise to play my part in redeeming the national soul through football, by implementing the following: 1 MUNYATI: NIGEL, ANDREW, MASIMBA FOUNDER & DIRECTOR, ACES YOUTH SOCCER ACADEMY Mobile: +263 77 482-4183; E-mail: [email protected]; [email protected] 1. BOARD EFFECTIVENESS The outgoing ZIFA Board has been a failure. While in our individual capacities we may have performed to differing levels of effectiveness, the net result is that we have failed the nation and our beautiful game. The main reason for this failure has been poor leadership. Our Board failed to focus on instituting a strategic approach to managing the glaring needs and requisite and key success factors such as cleansing the Associations image, financial rescue and prudent financial management, professionalization of the Secretariat, implementation of a Junior Football Development programme, and securing a technical partnership for the national team kit and equipment.
