INTRODUCTION Somewhere in Brooklyn, a large warehouse holds a bundle of over one thousand rabbit-ear antennas.1 In many ways these antennas resemble the ones that rested on top of generations of older television sets before the advent of cable, except for one small fact—these rabbit-ear antennas are each roughly the size of a dime.2 It is ironic that this ancient, seemingly outdated piece of television technology might signal the medium’s newest direction, but with Aereo at the helm, this may actually be the case. Aereo is a technology platform currently available exclusively in New York City that airs live broadcast television through the Internet to a subscriber’s mobile device, computer, or web-enabled television.3 When an Aereo subscriber wishes to watch a broadcast, he or she instructs an assigned Aereo antenna to capture signals from the public airwaves and to transmit them over the Internet to the subscriber’s mobile device.4 No two subscribers ever use the same antenna at the same time, and Aereo also offers DVR recording technology, so subscribers can watch shows live or recorded.5 With this incredible merging of both old and new technology, Aereo could have an enormous impact on the way consumers watch television, assuming that it can first survive what promise to be some intense legal challenges. -

We expect China display sector to outgrow global peers in 2017/18 (China: 17%/9% vs global 14%/3%), given growing demand from Chinese brands, the government policy on localisation and mid-term supply ease. China's display industry is underway to improve its profitability and sustainability with better utilisation and mix. ■ Mid-term supply ease extends into 2H17. We estimate global display panel demand-supply (in terms of display area) would remain healthy (5% vs 3%) in 2017, thanks to limited new capacity and size upgrade. We see potential risk of oversupply starting from 2H18, but need more visibility on capacity ramp and size migration from China players. ■ China ambitions in display sector. (1) China display makers continue to expand capacity for scale capabilities. We expect China capacity to grow at a 25% CAGR over 2016-18E and account for 33% of worldwide capacity in terms of display area by 2018. -

Test Report on Terminal Compatibility of Huawei's WLAN Products 1 Overview WLAN technology defined in IEEE 802.11 is gaining wide popularity today. WLAN access can replace wired access as the last-mile access solution in scenarios such as public hotspot, home broadband access, and enterprise wireless offices. Compared with other wireless technologies, WLAN is easier to operate and provides higher bandwidth with lower costs, fully meeting user requirements for high-speed wireless broadband services. Wi-Fi terminals are major carriers of WLAN technology and play an essential part in WLAN technology promotion and application. Mature terminal products available on the market cover finance, healthcare, education, transportation, energy, and retail industries. On the basis of WLAN technology, the terminals derive their unique authentication behaviors and implementation methods, for example, using different operating systems. Difference in Wi-Fi chips used by the terminals presents a big challenge to terminal compatibility of Huawei's WLAN products. Figure 1-1 Various WLAN terminals To identify access behaviors and implementation methods of various WLAN terminals and validate Huawei WLAN products' compatibility with the latest mainstream terminals used in various industries, Huawei WLAN product test team carried out a survey on mainstream terminals available on market. Based on the survey result, the team used technologies and methods specific to the WLAN field to test performance indicators of Huawei's WLAN products, including the access capability, authentication and encryption, roaming, protocol, and terminal identification. -

STRATEGIC PLAN ALIGNMENT The goals for 2017-2019 includes Steward of Financial Sustainability, and Exceptional, Continual Innovation. FISCAL IMPACT There is no cost to utilize Amazon Business procurement services through the U.S. Communities Government Purchasing Alliance. RECOMMENDATION Approval on the March 19, 2019 Consent Agenda. BACKGROUND U.S. Communities Government Purchasing Alliance is the largest public sector cooperative purchasing organization in the nation. All contracts are awarded by a governmental entity utilizing industry best practices, processes and procedures. The Village of Downers Grove has been a member of the U.S. Communities Government Purchasing Alliance since 2008. Through cooperative purchasing, the Village is able to take advantage of economy of scale and reduce the cost of goods and services. U.S. Communities has partnered with Amazon Services to offer local government agencies the ability to utilize Amazon Business for procurement services at no cost to U.S. Communities members. Amazon Business offers business-only prices on millions of products in a competitive digital market place and a multi-level approval workflow. Staff can efficiently find quotes and purchase products for the best possible price, and the multi-level approval workflow ensures this service is compliant with the Village’s competitive process for purchases under $7,000. -
