UNIVERSITY OF THE ARCTIC University of the Arctic: the First Year Report to the Senior Arctic Officials of the Arctic Council Oulu, Finland, May 16, 2002 Introduction The University of the Arctic was officially launched in Rovaniemi, Finland, in conjunction with the first Senior Arctic Officials of the Arctic Council meeting under Finland’s chairmanship and the 10th anniversary of the Rovaniemi process on June 12, 2001. Over 200 people celebrated the Launch of the new University. The guest speakers included Maija Rask, Finland’s Minister of Education, who invited all the Arctic governments to work hard at finding collaborative ways to fund the University of the Arctic and its program, and Professor Asgeir Brekke from the University of Tromsø in Norway , the Chair of the Council of the University of the Arctic since the inception of the idea, who symbolically passed on the Council’s gavel to Sally Adams Webber, President of Yukon College in Canada. The Launch marked the shift from planning of governance structures and programs to the actual implementation of programs. The first year of operation for the University of the Arctic has meant real students, real programs, and a growing enthusiasm and expectation of more to come for those students. The first evaluations of the University of the Arctic’s pilot programs, are being conducted at the time of writing this report. Preliminary results from these evaluations show that, first of all, the early enthusiasts were right in saying that we do need structural solutions to address the need for truly Circumpolar education that takes the needs of the primary client group to heart. -

Two major tholeiitic magmatic pulses characterize HALIP: an initial 120 -130 Ma pulse that affected Arctic Canada and formally adjacent regions of Svalbard (Norway) and Franz Josef Land (Russia). In Canada, this pulse fed lava flows of the Isachsen Formation. A second 90-100 Ma pulse that apparently only affected the Canadian side of the Arctic, fed flood basalts of the Strand Fiord Formation. The goal of this thesis is to improve understanding of Arctic magmatism of the enigmatic HALIP through field, remote sensing, geochemical and geochronology investigations of mafic intrusive rocks collected in the South Fiord area of Axel Heiberg Island, Nunavut, and comparison with mafic lavas of the Isachsen and Strand Fiord Formations collected from other localities on the Island. Ground-based and remote sensing observations of the South Fiord area reveal a complex network of mafic sills and mainly SSE-trending dykes. Two new U-Pb baddeleyite ages of 95.18 ± 0.35 Ma and 95.56 ± 0.24 Ma from South Fiord intrusions along with geochemical similarity confirm these intrusions (including the SSE-trending dykes) are feeders for the Strand Fiord Formation lavas. -

By delineating care for the elderly both in policy and practice, the study examines how relationships between indigeneity and coloniality are realized in today’s multicultural Taiwan. Decolonial scholars have argued that greater recognition of Indigenous rights is not the end of Indigenous peoples’ struggles. Social policy has much to learn from encountering its colonial past, in particular its links to colonization and assimilation. Meanwhile, coloniality continues to make the Indigenous perspective invisible, and imperialism continues to frame Indigenous peoples’ contemporary experience in how policies are constructed. JSIS 482A/582B Arctic Insecurities Thursdays, 3:30-5:30 p.m., (3 credits) Tony Penikett, 2013-14 U.W. Canada Fulbright Visiting Chair in Arctic Studies MGH 278 This course will address the range of Arctic insecurities from the Cold War security paradigm to environmental and human security (Arctic Council's Search and Rescue Agreement); Aboriginal land claims (Alaska, Canada, Greenland) to Indigenous Internationalism (Inuit Circumpolar Council, the Saami Convention); the Finnish Initiative to the Arctic Council, Permanent Participants and Observers (China, India, etc); seabed resources, the Arctic Five (UN Convention of the Law of the Sea) and the Circumpolar Inuit Declaration on Sovereignty in the Arctic; national and regional resource mega-projects, devolution and local development; the Arctic Treaty idea (EU) versus the reality of an evolving network of interlocking relationships (Arctic Governance Project); and, American and Canadian management of these Arctic issues. This graduate seminar will also examine a series of Arctic policy questions with the ultimate aim of assembling a set of papers into a collection for publication. Tony Penikett, a Vancouver-based mediator, served in politics for 25 years including two years in Ottawa as Chief of Staff to federal New Democratic Party Leader Ed Broadbent MP; five terms in the Yukon Legislative Assembly; and two terms as Premier of Canada's Yukon Territory (1985-92). His government negotiated final agreement for First Nation land claims in the territory and passed pioneering education, health, language legislation, as well as leading a much- admired bottom-up economic planning process. After serving as Premier of the Yukon, Penikett acted as Senior Aboriginal Policy Advisor for the Premier of Saskatchewan (1995-97) and, Deputy Minister for Negotiations, and later Labour, for the Government of British Columbia (1997-2001). -
Twenty-Two Years of Aboriginal Teacher Education in the Yukon
Honouring the Past, Touching the Future: Twenty-Two Years of Aboriginal Teacher Education in the Yukon Lori Patterson Eastmure Abstract: Recommendations for a Yukon First Nations focused teacher education program date back to 1972; however, this was not acted on until 1989 with the establishment of the Yukon Native Teacher Education Program (YNTEP). Though a ground-breaking initiative in First Nations’ education in the Yukon, YNTEP is not unique. It is one of many small Aboriginal teacher training programs established in various Canadian locations since the 1960s, as community-based teacher training opportunities reflecting local needs in largely Aboriginal communities. This article provides a detailed history of YNTEP set within the historical context of Aboriginal teacher education in western and northern Canada and in relation to the historical and political context of the Yukon at the time of YNTEP’s founding. This includes a short history of public education as it pertains to Yukon First Nations—from mission schools to public schools to post-secondary training and education. I argue thatYNTEP, as the first degree program in the Yukon specifically for students of First Nations ancestry, is one of the first tangible realizations of early land claims commitments and that the establishment of this program is a credit to two fronts: unwavering Yukon First Nations leadership, and forward-thinking government officials and educators of the time who recognized that the continuing colonization processes in public school education would not change without the influence of Yukon First Nations educators. It is often said that when it comes to initiating a new idea, timing is everything. -
