Quarter 3 FY 2020 Safety and Security Performance Metrics

For the third quarter of FY2020 when compared to second quarter FY2020, preventable accidents trended up for BREEZE and LIFT/FLEX. There were no preventable accidents for the and in both quarters. Non-preventable accidents trended up for LIFT/FLEX, down for BREEZE and were unchanged for COASTER and SPRINTER.

Rail accidents decreased for while there was no change in the number of accidents for and SPRINTER between the two quarters. There were zero accidents for BNSF and COASTER. Rail near-miss incidents showed an increasing trend for Amtrak, BNSF and SPRINTER and no change for COASTER.

There were 14 near-miss incidents on the Subdivision, which represents an increase from the previous quarter. Twelve (12) of the near-misses were due to trespassers, one (1) was a vehicle and one (1) was a bicycle. There were three (3) reports for Washington St., two (2) reports for Beech St. and all other reports were single events at various locations.

On the , there was an increasing trend in near-miss events with 22 trespasser, five (5) vehicle, and seven (7) bicycle events. Seven locations had more than one near-miss event: Commerce St. (3), Civic Center – Vista Station (3), Rancheros Dr. (2), Main St. (2), (2), El Camino Real Station (2), and Parkwood Ln. (2). All other reports were single events at various locations.

For quarterly regulatory inspections, NCTD received six (6) Federal Railroad Administration (FRA) inspections and eleven (11) California Public Utilities Commission (CPUC) inspections. These inspections resulted in seventeen (17) FRA defects and three (3) CPUC defects. The defects identified by the regulatory agencies were administrative in nature including minor mechanical defects and incomplete or improper paperwork.

Preventable Accidents

A preventable accident is one in which the bus driver or train operator could have done something to prevent or avoid the accident regardless of fault, even if the investigation places fault on the other driver.

Rail Accidents

Rail accidents include collisions, derailments, injury, or death. The incidents listed below reflect the third quarter of fiscal year 2020.

➢ On January 2, 2020 at 12:56 a.m., Amtrak reported a fatal Trespasser strike at Mile Post 262.65 in San Diego. ➢ On February 18, 2020 at 4:09 p.m., Amtrak reported a fatal Trespasser strike at Mile Post 265.57 in San Diego. ➢ On February 29, 2020 at 11:05 p.m., Amtrak reported a fatal Trespasser strike at Mile Post 225.94 in Oceanside. ➢ On March 17, 2020 at 7:02 a.m., SPRINTER reported a non-fatal Trespasser strike at Mile Post 108.1 in Vista. ➢ The total delay for trespasser activities for this quarter was 433 minutes.

San Diego Subdivision Overview

A “near-miss” is any incident on the railroad right-of-way that causes the train operator/engineer to take an action, outside of the normal operation of a train, to avoid or mitigate a collision with a trespasser or vehicle. Actions include slowing of the train or initiating an emergency brake application. Trespasser incidents may include more than one trespasser per event.

NCTD Safety Division Activity

The NCTD Safety Division conducted the following audits during third quarter FY2020 in the following areas with the resulting corrective actions:

In addition to audit activities, the NCTD Safety Division conducts inspection activities throughout the District on revenue vehicles, facilities and transit stations. Inspection activities include ride checks, records reviews, training observations, safety inspections, and field observations. The following 218 inspections resulted in 113 corrective actions to remedy deficiencies observed during the evaluation activities.
