This manual marks a significant milestone for the District Department of Transportation as we prepare to restore streetcar service to the District. The DC Streetcar Design Criteria will provide both general guidelines and specific criteria for the planning, design and construction of the proposed streetcar system. We are confident that the use of this manual will enable DDOT, agencies, consultants, planners, engineers and other professionals to more efficiently translate DC requirements into acceptable design solutions. Implementing a successful streetcar system that will serve the District of Columbia is our key goal. With the development of this Design Criteria and Standard Drawings we have taken a very important step towards this direction. Terry Bellamy Ronaldo Nicholson, PE DDOT Director Chief Engineer FOREWORD The DC Streetcar Design Criteria is the first comprehensive document that provides a general framework and the basis for a uniform design for the proposed DC streetcar system. These criteria will allow the city’s project team and partners to develop preliminary and final designs for any streetcar project that might be undertaken by the District Department of Transportation. These guidelines are not intended to replace the level of initiative and competence expected from DDOT, agencies, consultants, and professionals in the performance of their duties. It is not a substitute for engineering judgment and sound engineering practice. Professionals involved in the DC streetcar program are encouraged to carefully consider the principles of the Design Criteria in the context of the needs of individual projects. Exceptions may apply in special cases. If a guideline is not appropriate and that a more appropriate solution is available, suggestions to this effect should be raised for consideration by DDOT. The DC Streetcar Design Criteria should be viewed as a ”living document,” which is subject to change or revisions as we continue to work towards our goal to implement a successful extensive streetcar system in the city. A strong foundation is needed that provides guidance to achieving this goal. The completion of this Design Criteria is one the steps towards achieving this foundation. Angel A.     PORT AUTHORITY OF ALLEGHENY COUNTY LIGHT RAIL TRANSIT V.4.0 7/20/18 STATION DESIGN GUIDELINES ACKNOWLEDGEMENTS Port Authority of Allegheny County (PAAC) provides public transportation throughout Pittsburgh and Allegheny County. The Authority’s 2,600 employees operate, maintain, and support bus, light rail, incline, and paratransit services for approximately 200,000 daily riders. Port Authority is currently focused on enacting several improvements to make service more efficient and easier to use. Numerous projects are either underway or in the planning stages, including implementation of smart card technology, real-time vehicle tracking, and on-street bus rapid transit. Port Authority is governed by an 11-member Board of Directors – unpaid volunteers who are appointed by the Allegheny County Executive, leaders from both parties in the Pennsylvania House of Representatives and Senate, and the Governor of Pennsylvania. The Board holds monthly public meetings. Port Authority’s budget is funded by fare and advertising revenue, along with money from county, state, and federal sources. The Authority’s finances and operations are audited on a regular basis, both internally and by external agencies. Port Authority began serving the community in March 1964. The Authority was created in 1959 when the Pennsylvania Legislature authorized the consolidation of 33 private transit carriers, many of which were failing financially. The consolidation included the Pittsburgh Railways Company, along with 32 independent bus and inclined plane companies. By combining fare structures and centralizing operations, Port Authority established the first unified transit system in Allegheny County.     Benning Road Reconstruction and Streetcar Project overview The District Department of Transportation (DDOT) has initiated the final design phase of the Benning Road Reconstruction and Streetcar Project. This final design phase will continue the work to improve the Benning Road corridor to safely and efficiently accommodate all modes of transportation following the approval of the Benning Road and Bridges Transportation Improvements Environmental Assessment (EA) in November 2020. The draft EA was published in 2016 and modified during the preliminary engineering phase of the project in 2019 and 2020. The project will improve safety conditions and operations, address deficiencies in infrastructure, and provide additional transit options in Ward 7 and Ward 5 and along the approximately two miles of Benning Road NE from Oklahoma Avenue NE to East Capitol Street. As one of the six statutorily designated County Transportation Commissions in the SCAG region, VCTC also functions as the respective county RTPA. APTA is a nonprofit international association of 1,500 public and private member organizations. Its public organizations are engaged in the areas of bus, paratransit, light rail, commuter rail, subways, waterborne passenger services, and high-speed rail. Members also include large and small companies that plan, design, construct, finance, supply, and operate bus and rail services worldwide. Government agencies, metropolitan planning organizations, state departments of transportation, academic institutions, and trade publications are also part of its membership. To strengthen and improve public transportation, APTA serves and leads its diverse membership through advocacy, innovation and information sharing.
