Finding of No Significant Impact Grant Applicant: City of Los Angeles Project: Restoration of Historic Streetcar Service in Downtown Los Angeles Project Location: City of Los Angeles, California The Environmental Assessment (EA) for the Restoration of Historic Streetcar Service in Downtown Los Angeles (Project) was prepared in cooperation with the Federal Transit Administration (FTA) pursuant to the National Environmental Policy Act (NEPA) of 1969 (42 United States Code [U.S.C.] 4332); the Federal Transit Laws (49 U.S.C. 5301(e), 5323(b), and 5324(b)); Section 4(f) of the Department of Transportation Act of 1966 (49 U.S.C. 303); and Executive Order 12898 (Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations). FTA is the federal lead agency for the Project under the NEPA. Development of the Project and its environmental review process are being managed through the joint cooperation of the City of Los Angeles (City) Department of Transportation (LADOT), Bureau of Engineering (LABOE), and the Los Angeles County Metropolitan Transportation Authority (Metro). Additional support is being provided by City Council District 14 and Los Angeles Streetcar Inc. (LASI), an independent non-profit agency. The Project will be constructed in accordance with the design features and mitigation measures presented in the EA. The full text of the EA, prepared by the City of Los Angeles and approved and issued by FTA, is hereby incorporated by reference in this Finding of No Significant Impact. PROJECT DESCRIPTION The Project proposes to enhance mobility options to residents, employees and visitors of downtown Los Angeles through expanded transit circulation service and as well as support the growth and revitalization of downtown Los Angeles. -

A portion of the service is planned to use the historic Pacific Electric Railway right-of-way that is owned by OCTA. The project includes construction of a double-track alignment, an operation and maintenance facility, and the purchase of eight vehicles. Service is planned to operate every ten minutes during peak periods and every 15 minutes during off-peak periods and weekends. Project Purpose: OCTA is undertaking the proposed project to provide direct, convenient, all-day service to meet current and future travel demand in the densely developed project corridor. The corridor has a substantial transit-dependent population, with the median income only slightly above the U.S. poverty level and where 17.8 percent of residents do not own a car. Existing bus transit service in the corridor is limited due to existing geographic and physical constraints. Through use of the Pacific Electric Railway right-of-way, the project is not similarly constrained. -

(Kansas City, Missouri) – The sound of local jazz will fill Main Street as the KC Streetcar debuts its latest streetcar wrap in collaboration with Art in the Loop. Around 4 p.m., Friday, June 25., the 2021 Art in the Loop KC “Jazz” Streetcar will debut at the Union Station Streetcar stop located at Pershing and Main Street. In addition to art on the outside of the KC Streetcar, the inside of the streetcar will feature live performances from percussionist Tyree Johnson and Deremé Nskioh on bass guitar. “We are so excited to debut this very special KC Streetcar wrap,” Donna Mandelbaum, communications director with the KC Streetcar Authority said. “This is our fourth “art car” as part of the Art in the Loop program and each year the artists of Kansas City continue to push the boundaries on how to express their creativity on a transit vehicle.” Jazz: The Resilient Spirit of Kansas City was created by Hector E. Garcia, a local artist and illustrator. Garcia worked for Hallmark Cards for many years as an artist and store merchandising designer. As a freelance illustrator, he has exhibited his “Faces of Kansas City Jazz” caricature collections in Kansas City jazz venues such as the Folly Theater and the Gem Theater. In addition to being an artist, Garcia enjoys Kansas City Jazz – both listening to it and playing it on his guitar. -

ANC 6A RESOLUTION NO. 2021-002 Resolution regarding ANC 6A support for completing the DC Streetcar from Benning Road Metro Station to Georgetown as Planned and Promised WHEREAS, Advisory Neighborhood Commissions (ANCs) were created to “advise the Council of the District of Columbia, the Mayor, and each executive agency with respect to all proposed matters of District government policy,” including transportation and economic development; WHEREAS, public transportation is a shared public benefit and can only function as such when it’s shared with all neighborhoods; WHEREAS, ANC 7E recently passed a resolution of support for the streetcar extension to Benning Road Metro station; WHEREAS, the District Department of Transportation (DDOT) recently published its Final Environmental Assessment where it found the extension to Benning Metro Station is the preferred alternative and only feasible alternative from an engineering perspective; WHEREAS, the eastward extension to Benning Road Metro is the only feasible alternative that provides a multi-modal connection to Metro; WHEREAS, the eventual westward extension to Georgetown would establish the only east-west rail-transit option for travel all the way to Georgetown; WHEREAS, the eventual westward extension to Georgetown would be the first and only fully unified transit system from eastern portions of the District to Georgetown; WHEREAS, the full streetcar route from Benning Road Metro to Georgetown would provide an enjoyable and robust east-west transportation option for residents in ward 6 and -
Benning Road Reconstruction and Streetcar Project
Benning Road Reconstruction and Streetcar Project overview The District Department of Transportation (DDOT) has initiated the final design phase of the Benning Road Reconstruction and Streetcar Project. This final design phase will continue the work to improve the Benning Road corridor to safely and efficiently accommodate all modes of transportation following the approval of the Benning Road and Bridges Transportation Improvements Environmental Assessment (EA) in November 2020. The draft EA was published in 2016 and modified during the preliminary engineering phase of the project in 2019 and 2020. The project will improve safety conditions and operations, address deficiencies in infrastructure, and provide additional transit options in Ward 7 and Ward 5 and along the approximately two miles of Benning Road NE from Oklahoma Avenue NE to East Capitol Street. This includes: • Enhancing safety and operations along the • Enhancing and installing pedestrian and bicycle corridor and at key intersections facilities • Improving transportation infrastructure conditions • Extending DC Streetcar transit service to the Benning Road Metrorail station • Rehabilitating roadways and bridges that cross the Anacostia River, DC-295, and CSX freight rail tracks Community needs, preferences, and input voiced during past studies—including the DC Transit Future System Plan, DDOT Benning Road Streetcar Extension Study, and Benning Road Corridor Redevelopment Framework Plan and EA—will help shape and inform the project to improve access, operations, and safety for all users along Benning Road Public involvement will be continuous throughout this next phase of the project, which seeks to connect Ward 7 and Ward 5 neighborhoods to employment, activity centers, the regional Metrorail system, and multimodal transportation services at Union Station. -
OC Streetcar Earns Envision Silver for Sustainable Infrastructure-For Release2
FOR IMMEDIATE RELEASE: OC Streetcar Project Verified Envision® Silver by the Institute for Sustainable Infrastructure WASHINGTON, D.C. - (May 21, 2019) - The Institute for Sustainable Infrastructure (ISI) announced today that the OC Streetcar project, managed by the Orange County Transportation Authority (OCTA), recently earned an Envision Silver rating for sustainable infrastructure. This is the 15th Envision-verified project in the state, and the first modern streetcar project in California to receive Envision recognition. The project helps OCTA and the cities of Santa Ana and Garden Grove reach their goals to increase transportation options and improve transit connectivity. The $407.7 million project, which is expected to begin operation in 2022, will operate along a 4.15-mile route that connects the bustling Santa Ana Regional Transportation Center (SARTC) — providing regional rail, OCTA bus, and intercity and international bus services — to a new multimodal hub at Harbor Boulevard/Westminster Avenue in Garden Grove. The project is being constructed and will be funded primarily through a combination of local, state and federal funds, including California Climate Investments and the Federal Transit Administration (FTA). The project recently received a $149 million Full Funding Grant Agreement from the FTA―the first modern streetcar to receive a New Starts FFGA and the largest ever New Starts commitment to a streetcar project. Using the Envision framework helped the project support sustainability and environmental commitments for the funding agencies, including measures to mitigate environmental impacts; reduce greenhouse gas emissions; provide benefits to disadvantaged communities; and drive economic, environmental and public health benefits. 1 Developed as a collaboration between OCTA and the cities of Santa Ana and Garden Grove, the project is anticipated to play an important role in improving transit accessibility for transit-dependent residents and relieving congestion at major streets and local freeways by providing east-west connections. -

FOR IMMEDIATE RELEASE September 10, 2020 Media Contact: Donna Mandelbaum, KC Streetcar Authority, 816.877.3219 THE KC STREETCAR IS ROLLING TO THE RIVER Two KC Streetcar Extensions Are On A Roll After Receiving Federal Funding Announcements (Kansas City, Missouri) – The Federal Transit Administration (FTA) announced this morning that the KC Streetcar Riverfront Extension project will receive $14.2 million in federal funding as part of the FTA’s BUILD Grant Program. This comes shortly after the FTA announced $50.8 million in New Starts Capital Improvement Grant funds for the KC Streetcar Main Street Extension project. As part of the BUILD Grant program, the FTA is allocating $14.2 million in fiscal year 2020 federal funds to the KC Streetcar Riverfront Extension project. This federal funding represents seventy percent of the total project cost, allowing the team to advance design and complete construction for this unprecedented project. The remaining funding for this $22.2 million project is coming from local sources, including $5 million from Port KC. The KC Streetcar Riverfront Extension project team is a collaborative partnership between the Kansas City Area Transportation Authority (Grant Recipient), the KC Streetcar Authority, Port KC, and the City of Kansas City, Missouri. “I’m pleased that today Kansas City has secured an additional $14.2 million federal grant—on the heels of a recently awarded $50.8 million grant—to continue our Streetcar expansion efforts,” said Mayor Quinton Lucas. “Since becoming mayor, I have met with administration leaders in Washington and Kansas City to advocate for our community’s transportation and infrastructure priorities, and I appreciate the U.S. -

Leonard Bachelder and his wife Nancy attended the 2013 NRHS convention in Alaska, turning this into a 6-week trip through Alberta, British Columbia, Yukon Territory, and Alaska. Len started us off in Calgary, Alberta, showing us the C-Train Transit Mall. The C-Train begain operating in 1981, and has been expanded several times since. The downtown Transit Mall consists of 7th Avenue with high-level platforms that are usually offset by a block on opposite sides for space reasons. The Transit Mall is entirely within the 7th Avenue Free Fare Zone, and is shared by both C-Train routes (the South and Northwest lines, forming route 201, and Northeast and West lines, forming route 202). As Len also showed us, Calgary Transit buses use the Transit Mall, but not the station platforms. Current rolling stock types are Siemens-Duewag U2 (#2001 - #2083, delivered from 1981 through 1984, and of which 80 of the original 83 remain in service), Siemens SD-160 Series 5 and 6 (#2201 - #2272, delivered from 2001 through 2006), and Siemens SD-160NG Series 8 (#2301 - #2338, delivered in 2007). Len showed us examples of all of these classes of cars. The C-Train also has car #2090 which was made from the remaining good sections of wrecked U2 cars #2019 and #2027, and experimental cars #2101 - #2102 (AC versions of the U2s, originally #3001 - #3002) which also served as demonstrators in Edmonton, but have been retained in revenue service in Calgary (not MU-compatible with the DC motored U2s, so inserted into the middle of SD-160 trains).
