According to the Organization for Economic Cooperation and Development (OECD), “Continuous technological change and innovation are among the main determinants of productivity growth and as such are necessary conditions for the welfare of nations and regions” (2001). Low levels of scientific and technological development harm least developed countries, where the comparative cost of missing out on the benefits of STI is far higher than in the OECD, in profound ways (Farley et al, 2007).
