FOREWORD

The Ministry of Energy and Mineral Development is committed to the production and dissemination of key statistics on Energy, Petroleum and Minerals. The purpose of publishing this document annually is to aid policy analysis and decision making.

The 2019 Statistical Abstract is the 10th edition of its kind and consolidates all statistics produced by the Sector during the year as well as timeseries data stretching five years back for trend analysis. The information presented in this document entails statistics produced with the guidance of Sector Strategic Plan for Statistics (SSPS) and its Master Plan, the Plan for National Statistics Development (PNSD) spearheaded by the Uganda Bureau of Statistics (UBOS).

I am grateful to all stakeholders that contributed to the formulation of this document. EXECUTIVE SUMMARY

The 2019 Statistical Abstract encompasses Energy, Petroleum and Minerals statistics for the calendar year 2019. The abstract is divided into three chapters; Energy, Petroleum and Minerals.

ENERGY SUB SECTOR Installed electricity generation capacity  In 2019 the country reached an Installed generation capacity of 1,257.673 MW.  A number of power plants were added onto the National Grid in 2019, that is, Isimba (183 MW), Achwa II (44.1 MW), Sindila (5.25MW), Siti II (16.5MW), Ziba (7.6 MW), Ndugutu (5.9 MW) and Emerging Power Ltd (10 MW).

Electricity generation  Electricity amounting to 4,369.83 GWh was generated in 2019.  Electricity generation grew by 7% in 2019, from 4,083.44 GWh in 2018.

Electricity purchases by the transmission company  Electricity purchases by the Transmission Company in 2019 stood at 4,384 GWh.  They grew by 7.5% from 4,079 GWh in 2018.

Electricity sales by the transmission company  Electricity sales by the Transmission Company to distributors in 2019 amounted to 4,228 GWh.  These sales increased by 7.7% between 2018 and 2019.

Transmission System Losses  Transmission system losses amounted to 3.6%.  This was a reduction from the 3.8% recorded in 2018.

Transmission Route Length  The 66 kV, 220 kV and 132 kV underground cable lines remained constant at 35 km, 1,008 km and 0.9 km respectively.  The 132 kV lines received an additional 419.2 km, making them 1,944.9 km long in 2019.

Electricity purchases by distribution companies  A total of 3,899.15 GWh were purchased by distribution companies in 2019.  This indicates a 5.8% increase from 3,685.22 GWh in 2018.

Electricity sales by distribution companies  Electricity sales increased by 5.8% from 3,050.08 GWh in 2018 to 3,226.73 GWh in 2019.

Electricity distribution losses  Electricity losses in the distribution system accounted for 19.55% of electricity purchased by distribution companies.  Distribution losses increased by 2.3% between 2018 and 2019, and 0.25% between 2015 and 2019.

Facilities in Possession of Radiation Sources in 2019  A total of 446 facilities were in possession of radiation sources by end of December 2019.  Of these, 376 (84%) were medical facilities and 70 (16%) were other categories including industrial, security and research facilities.

Petroleum Petroleum Resources in the Albertine Graben in 2019  The current Stock Tank Oil Initially in Place (STOIIP) in the Albertine Graben is estimated at 6.0 billion barrels.  Recoverable resources are estimated at 1.36 billion barrels.

Estimates of prospective resources in the Albertine Graben  The estimated prospective resources from undrilled accumulations totaled to 6.7 billion barrels.  Recoverable resources are estimated at 1.7 billion barrels.

Investments in the Petroleum Sub Sector 2019  Total investments in the upstream petroleum subsector in 2019 amounted to USD 102.23 million.

Monthly Petroleum Imports  Imports of AGO, PMS, BIK and JET totalled to 1.03 billion litres, 1.007 billion litres, 53.466 million litres and 131.099 million litres, respectively.

Monthly Import Bill and Government Revenue in 2019  The import bill in 2019 amounted to UGX 8,263 billion.  Government revenue amounted to UGX 2,060 billion.

Monthly Local Pump Prices of Petroleum Products in UGX (2019)  Local pump prices for PMS ranged from UGX 3,980 to UGX 4,380 per litre, while BIK from UGX 3,500 to UGX 3,800 and AGO from UGX 3,650 to UGX 4,000.

Minerals Quarterly Mineral Production in Tonnes (2019)  Minerals produced totaled to 2.27 million tones.  They were valued at UGX 189.279 billion.

 Pozollana and limestone had the highest volumes produced at 1.05 tonnes and 1.07 tonnes respectively.  These were valued at UGX 125.989 billion (limestone) and UGX 22.56 billion (pozollana).

Non Tax Revenue assessed and collected in 2019 (UGX)  Non Tax Revenue collected in 2019 from mineral dealings amounted to UGX 13.038 billion.  This was 20% less than NTR collections in 2018 (UGX 16.303 billion).

Mineral Exports  A total of 211.853 tonnes of minerals were exported to other countries in 2019.  These were worth UGX 4.46 billion.

CHAPTER ONE

ENERGY STATISTICS

Energy statistics play an important role in understanding the Energy Balances of Uganda. This helps the energy consumers understand the energy situation in the country and where they stand compared to other countries. In view of the role and importance of energy in development, basic energy information should be readily available and reliable. In this regard, this section provides statistics on power capacities, generation, transmission, distribution and Atomic energy.

1.1 Uganda Energy Balance 2019 Summaries The energy components and proportions in the country are dynamic and base on country priorities and investments in the energy sector. The energy balance depicts the country’s energy inflows, transformations and outflows. Below are the summaries of the 2019 Uganda Energy Balance with a detailed version in appendix 1.1.

1.2 ELECTRICITY GENERATION

1.2.1 Installed electricity generation capacity In 2019, the country reached an installed generation capacity of 1,257.673 MW from 984 MW recorded in 2018, resulting into a 27.8% increase. This increase was attributed to the commissioning of Isimba (183 MW), Achwa II (44.1 MW), Sindila (5.25MW), Siti II (16.5MW), Ziba (7.6 MW), Ndugutu (5.9 MW) and Emerging Power Ltd (10 MW) power plants in 2019.

The generation mix comprises of hydro (80%), cogeneration (8%), thermal (8%) and solar (4%) as shown in figure 1.2.

1.2.2 Electricity generation in 2019 There was a 7% growth in electricity generation between 2018 and 2019, from 4,083.44 GWh to 4,369.83 GWh respectively. 41% of electricity generated was during shoulder hours, 31% during peak hours while 28% during off-peak hours.

Plants that use hydro technology generated 92% of total electricity in 2019, followed by cogeneration plants at 5%, thermal plants at 2% and solar plants at 1% as shown in figure 1.3.

1.3 ELECTRICITY TRANSMISSION

1.3.1 Electricity purchases by the transmission company Total electricity purchases by the transmission company in 2019 stood at 4,384 GWh, a 7.5% increase from 4,079 GWh purchased by the company in 2018. In five years, the company electricity purchases rose by 31.9%, from 3,324 GWh in 2015 to 4,384 GWh in 2019 as shown in table 1.6.

1.3.2 Electricity sales by the transmission company The transmission company sold 4,228 GWh of electricity to different distributors in 2019. The sales increased by 7.7% between 2018 and 2019. In a five year analysis, electricity sales by the transmission company increased by 31.3%, from 3,219 GWh in 2015 to 4,228 GWh in 2019 as shown in table 1.6.

1.3.3 Transmission System Losses In 2019, electricity losses in the transmission system amounted to 3.6% of total electricity acquired by the transmission company, a reduction from the 3.8% incurred in 2018. Figure 1.5 shows electricity purchases, sales and losses by the transmission company from 2015 to 2019.

1.3.4 Transmission Route Length In 2019, there were no new 66 kV and 220 kV lines added onto the transmission network. The 66 kV, 220 kV and 132 kV underground cable lines remained constant at 35 km, 1,008 km and 0.9 km respectively. The 132 kV lines received an additional 419.2 km, making them 1,944.9 km long in 2019 as shown in table 1.7.

1.4.1 Electricity purchases by distribution companies Total power purchased by distribution companies in 2019 stood at 3,899.15 GWh, indicating a 5.8% increase from 3,685.22 GWh in 2018.

1.4.2 Electricity sales by distribution companies Power sales also increased by 5.8% from 3,050.08 GWh in 2018 to 3,226.73 GWh in 2019.

1.4.3 Electricity distribution losses Electricity losses in the distribution system accounted for 19.55% of electricity purchased by distribution companies. This proportion of losses to purchases increased by 2.3% between 2018 and 2019, and by 0.25% between 2015 and 2019 (table 1.8).

1.4.4 Umeme

1.4.4.1 Umeme electricity purchases and sales Umeme purchases for the year 2019 amounted to 3,803.15 GWh indicating a 5.61% increase from 3,601.13 GWh in 2018, while the sales amounted to 3,163.04 GWh indicating a 5.05% increase from 3,011 GWh in 2018 (table 1.9).

1.5 ATOMIC ENERGY

1.5.1 Facilities in Possession of Radiation Sources in 2019 The number of facilities in possession of radiation sources by December 2019 totaled to 446, of which 376 (84%) are medical facilities and 70 (16%) are other categories including industrial, security and research facilities. The central region had the highest number of facilities with radiation sources as summarized in the table 1.11 below;

1.5.2 Facilities with Valid Licenses The number of facilities with valid licenses totaled to 275, of which Government owned licensed facilities equaled to 42 and Private licensed facilities amounted to 233.

1.5.3 Facilities registered by Atomic Energy Council (AEC) A total number of 446 facilities were registered by end 2019, of which 84.3% were medical facilities and 15.7% were industrial facilities, as presented below;

1.5.4 Inspections by AEC AEC conducted a total of 206 inspections throughout the country. Of these, 95% covered medical facilities while 4.9% covered industrial facilities as shown in table 1.13 below;

PETROLEUM STATISTICS

Petroleum statistics give a picture of the country’s oil and gas status. They represent the country’s investment in the oil and gas subsector as well as its prospects. They show oil and gas stocks, production, inflows and outflows, prices and concentration of oil marketing companies. This section therefore provides statistics on petroleum resources, imports, and sales within the country.

2.1 PETROLEUM EXPLORATION DEVELOPMENT AND PRODUCTION (UPSTREAM)

2.1.1 Petroleum Resources in the Albertine Graben in 2019 The current Stock Tank Oil Initially in Place (STOIIP) in the Albertine Graben is estimated at 6.0 billion barrels with recoverable resources of 1.36 billion barrels. It remained constant in both 2018 and 2019 because there was no new well drilling that took place in 2019.

2.1.3 Gas Resources There were 21 discoveries in the Albertine Graben, 13 of which encountered gas. These include Turaco, Jobi-Rii, Ngiri, Ngege, Nzizi, Kasamene, Wahrindi, Jobi East, Nsoga, Gunya, Taitai, Kigogole, and Ngassa. Although most gas exists as non-associated (table 2.3), there have also been estimates for associated gas (table 2.4) based on the gas-oil ratio estimated for each discovery.

2.2.1.1 Monthly Petroleum Imports AGO had the highest imports totaling to 1.03 billion litres followed by PMS with 1.007 billion litres, BIK with 53.466 million litres and JET with 131.099 million litres. On average, monthly imports of PMS, BIK, AGO and JET A1 amounted to 83.9 million litres, 4.456 million litres 85.8 million litres and 10.92 million litres, respectively table 2.6.

Table 2.7 and figure 2.2 indicate that the volumes of PMS and AGO imported increased annually from 2015 to 2019. BIK imports dropped in the period under study, with the exception of 2018, where a slight increase of 2% was recorded. Equally, JET imports dropped between 2017 and 2019.

2.2.2 Monthly Import Bill and Government Revenue in 2019 The country’s import bill in 2019 amounted to UGX 8,263 billion with the corresponding Government revenue amounting to UGX 2,060 billion (table 2.8).

From table 2.8, October recorded the highest import bill and revenue figures, amounting to UGX 736 billion and UGX 183 billion, respectively. On the other hand the lowest import bill was recorded in January, amounting to UGX 594 billion while within the same month, Government revenue recorded its lowest figure of UGX 154 billion.

The figure above indicates that Government revenue remained relatively constant throughout the year averaging at UGX 172 billion while the Import bill oscillated between UGX 594 billion and UGX 736 billion throughout the year.

2.2.4 Herfindahl Hirschman Index The HHI value of 649.71 computed in table 2.9 implies that the oil market in Uganda is non concentrated thus there is room for new participants to join.

2.2.5 Prices of Petroleum Products

2.2.5.1 Monthly Local Pump Prices of Petroleum Products in UGX (2019) In 2019, local pump prices for PMS ranged from UGX 3,980 to UGX 4,380 per litre, while BIK from UGX 3,500 to UGX 3,800 and AGO from UGX 3,650 to UGX 4,000. On average, monthly PMS, BIK and AGO prices stood at UGX 4,158, UGX 3,623 and UGX 3,855, respectively (table 2.10).

2.2.5.2 Monthly International Crude Oil prices $/Bbl for 2019 Crude oil prices in 2019 averaged at USD 64.63 per barrel for OPEC, USD 57.10 per barrel for Nymex and USD 64.07 per barrel for Brent as detailed in table 2.11. The highest prices for all the three categories were recorded in May while the lowest in September for OPEC and January for both Nymex and Brent.

Nymex Gasoline international prices were between USD 503.61 per gallon and USD 625 per gallon while Nymex Heating Oil prices were between USD 139.89 per gallon and USD 213.63 per gallon. The lowest prices for both products were recorded in January while the highest for Nymex Gasoline in April and Nymex Heating Oil in August.

CHAPTER THREE

MINERAL STATISTICS

Mining contributed 1.5% (UGX 2,125 billion) to the country’s Gross Domestic Product (GDP) in 2019/2020 (UBOS, 2020). This section provides statistics on the whole value chain for mineral activities in the country. Figures are reported on mineral production, exports, licensing and Non Tax Revenue (NTR).

3.1 Mineral Production

3.1.1 Quarterly Mineral Production in Tonnes (2019) Minerals produced in 2019 totaled to 2.27 million tones and valued at UGX 189.279 billion. Pozollana and limestone had the highest volumes produced at 1.05 tonnes and 1.07 tonnes respectively. These were valued at UGX 125.989 billion (limestone) and UGX 22.56 billion (pozollana) as shown in table 3.1.

3.2 Mineral Licensing The status of licensing as at end of 2019 totaled to 859 licenses indicating a 3% increase from 837 recorded at the close of 2018. In 2019, 415 licenses were granted, 30 were renewed while 258 expired (table 3.4).

3.4 Mineral Exports A total of 211.853 tonnes of minerals worth UGX 4.46 billion were exported out of the country in 2019. Wolfram, with 170 tonnes exported, worth UGX 3.039 billion, generated royalties worth UGX 151.97 million.
