En En Joint Meeting of the Committees on Foreign EUROPEAN PARLIAMENT ««« « « « « 1999 « « 2004 ««« Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy PE/I/PV/02-12 MINUTES of the meeting of 3 June 2002, 15.00 - 18.30 and 4 June 2002, 09.00 - 12.30 BRUSSELS The meeting opened at 15.00 on Wednesday, 3 June 2002, with Elmar Brok, chairman, in the chair. He welcomed colleagues from the foreign and defence committees of the Member State parliaments to the joint meeting. He then made an introductory statement on the repercussions of 11 September on the common foreign and security policy. The Commissioner responsible for external relations, Chris Patten, spoke on the Commission’s role in EU crisis management, focusing in particular on the trouble spots of Afghanistan, India/Pakistan, the Middle East and Southeast Europe. Speakers: Janssen van Raay (NL), Tana De Zulueta (It), Jannis Sakellariou (EP), Mariella Giannokou-Koutsikou (GR), Elizabeth Lynne (EP), Fiorello Provera (It), Jürgen Schröder (EP), Peter Pitz (Aut.), Fabian Hamilton (UK), Pedro Marset Campos (EP), Arthur Paecht (F), Karl von Wogau (EP), Baroness Sarah Ludford (EP), Michel Caldagues (F), John Walls Cushnahan, Cecilia Malmström, José Ignacio Salafranca Sánchez-Neyra, Elisabeth Schroedter (all EP). General Gustav Hägglund, chairman of the EU Military Committee, spoke about the military aspect of crisis management in the EU. Adoption of draft agenda PE 309.693 The draft agenda was adopted. 2. Exchange of views with Mr Antonio Martins da Cruz, Portuguese Foreign Minister and Chairman-in-Office of the OSCE Introductory statement by Mr Martins da Cruz. Speakers: Michael Gahler, Jannis Sakellariou, Pedro Marset Campos, Alfred Gomolka, Ioannis Souladakis, Jacques F. Poos, Demetrio Volcic. 3. Annual report on the European Agency for Reconstruction Rapporteur: Ursual Stenzel Speakers: rapporteur, Doris Pack, Joost Lagendijk, Hannes Swoboda, Mrs Pampaloni and Mr Peretti for the Commission, Arie M. Oostlander. Vote: The following amendments were adopted: 1,2,4,5,6,7, oral amendments 8, 12, 15, 17. (5) BUDG, [6] BUDG and paragraphs 9, 10, 13, 16, 19, 20, 23, 26, 28, oral amendment concerning a new paragraph 11a. The report, as amended, was adopted unanimously. 4. 2003 budget: conciliation procedure Draftsman: Gary Titley Speakers: draftsman, Armin Laschet. Vote: The opinion was adopted unanimously. 5. 2002 budget: request for transfer of appropriations No 14/2002 The draftsman for the 2002 budget, Mr Salafranca, commented on the Commission’s request to transfer EUR 28 million in appropriations from the MEDA programme to finance payment appropriations for the Palestinian National Authority. The committee decided, on a proposal from the chairman, Mr Brok, to release appropriations for the UNRWA (B7-421), but called for further explanations from Mr Patten before releasing appropriations for the Palestinian Authority (B7-420). 6. Report of the ad-hoc delegation sent to observe the parliamentary elections in Algeria, 27 May-1 June 2002 The head of the ad-hoc delegation, Mr Esteve, reported on the visit to Algeria. Speakers: Pasqualina Napoletano The chairman closed the meeting at 11.45. 7. Human rights working group Chair: Baroness Nicholson of Winterbourne, first vice-chairman. Exchange of views with Mr Mohammad Ali Atassi, a Syrian journalist, on the human rights situation in Syria. By letter of 4 May 2001 the Council forwarded to Parliament its annual report on the main aspects and basic choices of the CFSP, including the financial implications for the general budget of the European Communities; this document was submitted to Parliament pursuant to point H, paragraph 40, of the Interinstitutional Agreement of 6 May 1999 (7853/2001 – 2001/2007(INI)). At the sitting of 14 May 2001 the President of Parliament announced that she had referred this document to the Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy as the committee responsible (C5-0194/2001).
