In May 2008, Gareth Hoskins Architects won an anonymous competition to design 'A Gathering Space', Scotland's first ever stand-alone pavilion at the Venice Architecture Biennale 2008. The practice saw off competition from over 50 Scottish practices to win the project which was backed by the Scottish Government and the Lighthouse, Scotland's Centre for Architecture, Design and the City. The 7m high structure consists of a partially cantilevered set of steps that is constructed entirely from locally photo: Gareth Hoskins Architects sourced Scottish larch. The form of the structure creates an enclosed area underneath that can hold up to 100 people, and the steps become a gathering space for up to 200 people. During the Biennale 'A Gathering Space' was situated in a major piazza outside the train station overlooking the Grand Canal, and was used for seminars, organised events and informal gatherings. The twin building bodies overlook a common garden bordered by a high brick wall on the canal. A gap between the two bodies donates to the public Campo a long view toward the garden and the Laguna. The outer brick fronts are rythmed by the high notches of the stairs, while toward the garden high steel and wood towers unify the private balconies, recalling the wooden fishermen’s barracks and the high cranes which mark this side of the Giudecca island. The first thing that strikes you about this building is its unique wooden trelliswork façade. In addition to its functional purpose, the warp and weft suggested by the open woodwork pattern is intended to convey the impression of a fabric weave, suggesting a brand statement for the building’s inhabitant, the major fashion and textiles house Hugo Boss. Set at a slight distance from the central core, outside a balcony that runs right around the photo: © Klaus frahm | arturimages building, the façade shields it from rain and the heat of the sun, redoubling the protective action of the glass curtain wall within. In a glass cuboid in prefabricated steel, wood and concrete elements for fast, cost-effective on-site assembly, the building’s houses a reception, conference room and showroom on the ground floor, while the first and second floors are open office workspaces, all set around a central atrium flooded with natural light from a large overhead skylight. The Charter came into force on 1 April 1998. Article 15 of the Charter requires states to present a report to the Secretary General of the Council of Europe on the policy and measures adopted by them to implement its provisions. Switzerland‘s first report was submitted to the Secretary General of the Council of Europe in September 1999. Since then, Switzerland has submitted reports at three-yearly intervals (December 2002 and May 2006) on developments in the implementation of the Charter, with explanations relating to changes in the language situation in the country, new legal instruments and implementation of the recommendations of the Committee of Ministers and the Council of Europe committee of experts. This document is the fourth periodical report by Switzerland. The report is divided into a preliminary section and three main parts. The preliminary section presents the historical, economic, legal, political and demographic context as it affects the language situation in Switzerland. The main changes since the third report include the enactment of the federal law on national languages and understanding between linguistic communities (Languages Law) (FF 2007 6557) and the new model for teaching the national languages at school (—HarmoS“ intercantonal agreement).

    Alpine Common Property Institutions under Change: Conditions for Successful and Unsuccessful Collective Action of Alpine Farmers in the Canton Graubünden of Switzerland Gabriela Landolt, Tobias Haller Abstract: The goal to protect and sustainably manage alpine summer pastures is stated in the Swiss state law since 1996 and direct subsidy payments from the state for summer pasturing have been bound to sustainability criteria since 2000 reflecting the increasing value of the alpine cultural landscape as a public good. However, the provision of the public good remains in the hands of the local farmers and their local common pool resource (CPR) institutions to manage the alpine pastures and those institutions increasingly struggle with upholding their institutional arrangements particularly regarding the communal work, called Gemeinwerk, necessary to maintain the pastures. This paper examines two case studies of local CPR institutions to manage alpine pastures in the canton Graubünden of Switzerland manifesting different institutional developments in the light of changing conditions. Explanations for the unequal reactions to change and their impacts on the provision of the CPR are provided by focusing on relative prices, bargaining power and ideology as drivers of institutional change often neglected within common property research.
