Its main emphasis is on the development and use of human resources. From a concept first articulated in Vienna in 1962, the Association, which is a constituent organ of the International Institute of Administrative Sciences (IIAS), was formally incorporated in Rome during the IIAS Congress of 1971. IASIA now has a worldwide membership of over 170 institutions in sixty-one countries as well as several international organizations. Members are grouped in seven geographical regions.     CHIEFS AND THE STATE IN INDEPENDENT ZAMBIA Exploring the Zambian National Press •J te /V/- /. 07 r s/ . j> Wim van Binsbergen Introduction In West African countries such as Nigeria, Ghana and Sierra Leone, chiefs have successfully entered the modern age, characterized by the independent state and its bureaucratie institutions, peripheral capitalism and a world-wide electronic mass culture. There, chiefs are more or less conspicuous both in daily life, in post-Independence literary products and even in scholarly analysis. In the first analysis, the Zambian situation appears to be very different. After the späte of anthropological research on chiefs in the colonial era,1 post-Independence historical research has added précision and depth to the scholarly insight concerning colonial chiefs and the precolonial rulers whose royal or aristocratie titles the former had inherited, as well as those (few) cases where colonial chieftaincies had been downright invented for the sake of con- venience and of systemic consistence all over the territory of the then Northern Rhodesia. But precious little has been written on the rôle and performance of Zambian chiefs öfter Independence. A few recent regional studies offer useful glances at chiefly affairs in 1. The colonial anthropological contribution to the study of Zambian chieftainship centered on, the Rhodes-Livingstone Institute and the Manchester School, and included such classic studies of chieftainship as Barnes 1954; Cunnison 1959; Gluckman 1943, 1967; Richards 1935; Watson 1958.     Legislative Chambers: Unicameral or Bicameral? Legislative Chambers: Unicameral or Bicameral? How many chambers a parliament should have is a controversial question in constitutional law. Having two legislative chambers grew out of the monarchy system in the UK and other European countries, where there was a need to represent both the aristocracy and the common man, and out of the federal system in the US. where individual states required representation. In recent years, unicameral systems, or those with one legislative chamber, were associated with authoritarian states. Although that perception does not currently hold true, there appears to be a general trend toward two chambers in emerging democracies, particularly in larger countries. Given historical, cultural and political factors, governments must decide whether one-chamber or two chambers better serve the needs of the country. Bicameral Chambers A bicameral legislature is composed of two-chambers, usually termed the lower house and upper house. The lower house is usually based proportionally on population with each member representing the same number of citizens in each district or region. The upper house varies more broadly in the way in which members are selected, including inheritance, appointment by various bodies and direct and indirect elections. Representation in the upper house can reflect political subdivisions, as is the case for the US Senate, German Bundesrat and Indian Rajya Sabha. Bicameral systems tend to occur in federal states, because of that system’s two-tiered power structure. Where subdivisions are drawn to coincide with other important societal units, the upper house can serve to represent ethnic, religious or tribal groupings, as in India or Ethiopia.

    Ebusuapanyin Dentist Poku Goes ‘Home’ ews of the demise of Dr. Fancis Yaw Apiagyei Poku, immediate past Ebusuapanyin of MOBA Nappeared on the various MOBA Year Group WhatsApp plaorms by mid-day on Saturday 26th January 2019. For those who knew he was sick, it was not too much of a surprise. However, for the majority of 'Old Boys' the news came as a big shock! In line with Ghanaian tradion, the current Ebusuapanyin, Capt. Paul Forjoe led a delegaon to visit the family to commiserate with them. MOBA was also well represented at the one-week celebraon at his residence at Abelenkpe, Accra. To crown it, MOBA organised a Special Remembrance Service in his honour at the Calvary Methodist Church in Adabraka, Accra. A host of 'Old Boys' thronged the grounds of the Christ Church Anglican Church at the University of Ghana, Legon on Saturday 24th April 2019 for the Burial Service and more importantly to pay their last respects to the man who had done so much for Mfantsipim and MOBA. Using the secondary sources of data collection, the paper aver that in practical terms, traditional rulers do not have any official role to play in the political machinery and governance in contemporary Nigeria. At best, they serve in an unofficial capacity as mere advisory body to the local, state and federal government functionaries. This situation is not unique to Nigeria alone as the situation is similar in other parts of the world, particularly in independent African states, such as Ghana, Tanzania, Uganda, Gambia, Sierra Leon amongst others. This situation has however not gone down well with the traditional rulers themselves and other people who know and acknowledge the importance of traditional ruler ship in traditional African societies. Not only this, scholars and other commentators have differed in their positions to whether the status-quo should remain or that traditional rulers should be given official recognitions, roles and responsibilities in the Nigerian contemporary political landscapes. Vogel, Chair Urban-bias and the Roots of Political Instability: the case for the strategic importance of the rural periphery in sub-Saharan Africa seeks to unravel a conundrum in African politics. Since the 1980s, we have witnessed two contradictory trends: on the one hand, coups, which have become rare events world-wide, have continued to proliferate in the region; concurrently, several African countries – such as Ghana, Uganda, Burkina Faso and Benin – have managed to escape from seemingly insurmountable coup-traps. What explains this divergence? To address these contradictory trends, I focus initially on Ghana and Cote d‟Ivoire, neighboring states, with comparable populations, topographies, and economies that have experienced contrasting trajectories. While Ghana suffered five consecutive coups from the 1966 to 1981, Cote d‟Ivoire was an oasis of stability and prosperity. However, by the end of the 20th century, Ghana had emerged as one of the few stable two-party democracies on the continent, as Cote d‟Ivoire slid into civil war.
