DESPOSATO University of Arizona The Impact of Federalism on National Party Cohesion in Brazil This article explores the impact of federalism on national party cohesion. Although credited with increasing economic growth and managing conflict in countries with diverse electorates, federal forms of government have also been blamed for weak party systems because national coalitions may be divided by interstate conflicts. This latter notion has been widely asserted, but there is virtually no empirical evidence of the relationship or even an effort to isolate and identify the specific features of federal systems that might weaken parties. In this article, I build and test a model of federal effects in national legislatures. I apply my framework to Brazil, whose weak party system is attributed, in part, to that country’s federal form of government. I find that federalism does significantly reduce party cohesion and that this effect can be tied to multiple state-level interests but that state-level actors’ impact on national party cohesion is surprisingly small. Introduction Federalism is one of the most widely studied of political institutions. Scholars have shown how federalism’s effects span a wide range of economic, policy, and political dimensions (see Chandler 1987; Davoodi and Zou 1998; Dyck 1997; Manor 1998; Riker 1964; Rodden 2002; Ross 2000; Stansel 2002; Stein 1999; Stepan 1999; Suberu 2001; Weingast 1995). In economic spheres, federalism has been lauded for improving market competitiveness and increasing growth; in politics, for successfully managing diverse and divided countries. But one potential cost of federalism is that excessive political decentralization could weaken polities’ ability to forge broad coalitions to tackle national issues.1 Federalism, the argument goes, weakens national parties because subnational conflicts are common in federal systems and national politicians are tied to subnational interests. -

CHIEFS AND THE STATE IN INDEPENDENT ZAMBIA Exploring the Zambian National Press •J te /V/- /. 07 r s/ . j> Wim van Binsbergen Introduction In West African countries such as Nigeria, Ghana and Sierra Leone, chiefs have successfully entered the modern age, characterized by the independent state and its bureaucratie institutions, peripheral capitalism and a world-wide electronic mass culture. There, chiefs are more or less conspicuous both in daily life, in post-Independence literary products and even in scholarly analysis. In the first analysis, the Zambian situation appears to be very different. After the späte of anthropological research on chiefs in the colonial era,1 post-Independence historical research has added précision and depth to the scholarly insight concerning colonial chiefs and the precolonial rulers whose royal or aristocratie titles the former had inherited, as well as those (few) cases where colonial chieftaincies had been downright invented for the sake of con- venience and of systemic consistence all over the territory of the then Northern Rhodesia. But precious little has been written on the rôle and performance of Zambian chiefs öfter Independence. A few recent regional studies offer useful glances at chiefly affairs in 1. It chronicles the foundation and development of this intellectual milieu within the political Left, and how intellectuals interpreted leftist principles and struggled to maintain a fluid, ideologically non-rigid space, in which they incorporated an array of ideas and affinities, and formulated their own distinct worldviews. More broadly, this study is concerned with how intellectuals in the post-World War One period engaged with the political sphere and negotiated their presence within new structures of power. It explains the social, political, as well as personal contexts that prompted intellectuals embrace certain ideas. Using periodicals, personal papers, memoirs, and collections of primary material produced by this milieu, this dissertation argues that leftist intellectuals pushed to politicize the role and figure of the ‘intellectual’. -

Gelvin, Chair This dissertation broadens the inquiry into the history of state formation, economic development, and popular mobilization in Lebanon during the early independence period. The project challenges narratives of Lebanese history and politics that are rooted in exceptionalist and deterministic assumptions. It does so through an exploration of the macro-level transformations of state institutions, the discourses and practices that underpinned such shifts, and the particular series of struggles around Sharikat Kahruba Lubnan that eventual led to the nationalization of the company. The dissertation highlights the ways in which state institutions during the first decade of independence featured a dramatic expansion in both their scope and reach vis-à-vis Lebanese citizens. Such shifts were very much shaped by the contexts of decolonization, the imperatives of regime consolidation, and the norms animating the post-World War II global and regional orders. -

brazilianpoliticalsciencereview ARTICLE Federalism, Bicameralism, and Institutional Change: General Trends and One Case-study* Marta Arretche University of São Paulo (USP), Brazil The article distinguishes federal states from bicameralism and mechanisms of territorial representation in order to examine the association of each with institutional change in 32 countries by using constitutional amendments as a proxy. It reveals that bicameralism tends to be a better predictor of constitutional stability than federalism. All of the bicameral cases that are associated with high rates of constitutional amendment are also federal states, including Brazil, India, Austria, and Malaysia. In order to explore the mechanisms explaining this unexpected outcome, the article also examines the voting behavior of Brazilian senators constitutional amendments proposals (CAPs). It shows that the Brazilian Senate is a partisan Chamber. The article concludes that regional influence over institutional change can be substantially reduced, even under symmetrical bicameralism in which the Senate acts as a second veto arena, when party discipline prevails over the cohesion of regional representation. 16 Unicameralism in Denmark Abolition of the Senate, current functioning and debate Asbjørn Skjæveland Introduction The Danish Senate, the Landsting, not only experienced a crisis but was also abolished. This paper investigates the abolition of the Landsting and the introduc tion of unicameralism (Arter 1991; Eigaard 1993; Thorsen s.d.). Furthermore, it investigates how well Danish unicameral democracy is working, and it pre sents the current low-intensity debate on the possible introduction of an additional chamber. This chapter shows that while redundancy, which is due in part to the development of the composition of the Landsting, did play a role in its abolition, so did party tactics and even the entanglement with the matters of voting age and royal succession. Thus, the full explanation for the introduction of unicameralism cannot be found in the category of rational, national-level explanations. Yet Dan ish democracy is doing fine. Danish voters are satisfied and the overall diagnoses of political scientists are generally positive. Clearly, not all democracies need a senate to do well. Only rarely is a new senate proposed as a solution to problems identified by observers and actors. Per Stig Møller (former minister and MP for the conservatives [Det Konservative Folkeparti]) is an exception to the rule. He suggests that it would be a good idea to reintroduce something resembling the Landsting (Møller & Jensen 2010). Still, Danish democracy is not perfect, and in a recent book it has been suggested that it could be improved by introducing an additional chamber elected by lottery (Mulvad, Larsen & Ellersgaard 2017) to improve the descriptive representation of the Danish Parliament, since the new chamber would mirror the composition of the Danish voters in terms of descrip tors, such as gender and education. -
