Gelvin, Chair This dissertation broadens the inquiry into the history of state formation, economic development, and popular mobilization in Lebanon during the early independence period. The project challenges narratives of Lebanese history and politics that are rooted in exceptionalist and deterministic assumptions. It does so through an exploration of the macro-level transformations of state institutions, the discourses and practices that underpinned such shifts, and the particular series of struggles around Sharikat Kahruba Lubnan that eventual led to the nationalization of the company. The dissertation highlights the ways in which state institutions during the first decade of independence featured a dramatic expansion in both their scope and reach vis-à-vis Lebanese citizens. Such shifts were very much shaped by the contexts of decolonization, the imperatives of regime consolidation, and the norms animating the post-World War II global and regional orders. However, they also reflected the contingent nature of the ii nexus of alliances and conflicts that animated the local political economy. The dissertation therefore combines an attention to historical legacies with an appreciation of the strategies and options available to social actors in the dynamic juncture of decolonization. In doing so, this dissertation seeks less to posit an alternative static model of state formation, economic development, and popular mobilization. Rather, it argues that such processes must be disaggregated in both time and place so as to appreciate the ways in which they challenge rather than follow the scripted trajectories that have thus far characterized discussions of the period. iii This dissertation of Ziad Munif Abu-Rish is approved. Their tireless efforts at locating, obtaining, and extending my access to hundreds of sources was crucial in piecing together archival traces of a history that the Lebanese Civil War obliterated, both materially and in collective memory. I was extremely fortunate that my time in the Department of History coincided with the tenure of three graduate advisors: Lindsay Kovner, Eboni Shaw, and Hadley Porter. Their relentless commitment to ensuring graduate students funding and their assistance in surviving the University of California’s bureaucracy anchored me in more ways than one Lebanon is not the easiest of research sites to navigate, for reasons that have nothing to do with Orientalist clichés of mystery, treachery, and violence. Institutional affiliations granted to me by the Center for Arab and Middle Eastern Studies, the Center for Behavioral Studies, and the Issam Faris Institute for Public Policy and International Affairs, all at the American University of Beirut, afforded me regular campus access as well as the academic credentials necessary for networking throughout Lebanon. I was lucky to have countless conversations with colleagues and scholars who were kind enough to share their thoughts on my research topic, pass on lessons learned from their own research experience, introduce me to others, or simply allow me to think out lout with them. These individuals include Betty Anderson, Sami Atallah, Reem Baylouni, Michael Gasper, Mona Harb, Nubar Hovsopian, Nick Kardahji, Laleh Khalili, Jamil viii Mouawad, Graham Pitts, Hicham Saffiedine, Paul Salem, Nisreen Salti, Rosemary Sayigh, and Max Weiss. Home-cooked meals, evening conversations, and day trips were a wonderful occasion to take breaks, connect with a broader set of interests, passions, and concerns, and remember that Beirut—and Lebanon more generally—was a lived place, one in which historical research and writing must be responsible and accountable to. I could not have stayed in Lebanon as long as I did, or enjoyed it as much as I did, without the generosity of these three families. This dissertation has benefited from the feedback of a number of people who volunteered to read it in part or whole. Murat Yildiz has been one of the best cohorts a graduate student could ask for. While our immediate research interests are quite distinct, he has time and again been a wonderful interlocutor on the dissertation and Middle East history more broadly. I have been fortunate that my time as a graduate student coincided with my involvement in the Arab Studies Institute (ASI), through both the Arab Studies Journal and Jadaliyya e-zine. The past several years have offered observers of the Middle East, to say nothing of people living in the region, an array of contradictory experiences including hope, fear, rage, joy, awe, and outrage. I could not have asked for a better group of colleagues to survive these contradictions and think through their consequences on producing critical knowledge and hoping for a better future. Hesham Sallam discussed with me the important intersections of elite conflict, popular ix mobilization, and institutional outcomes. Maya Mikdashi highlighted new ways of thinking through the complexities and problematics that inform the historiography and contemporary politics of Lebanon. Rosie Bsheer shared with me a love for the peripheral geographies that make up Middle East studies as well as an interest in the forgotten histories of foreclosed possibilities. Her friendship and camaraderie have been crucial to my ability to withstand the pressures of graduate work. I am particularly indebted to Nadya Sbaiti and Sherene Seikaly, two individuals who graciously gave me much of their time long before we became the friends that we are today. Nadya was the first person to encourage me to take up my dissertation topic and she guided and facilitated my fieldwork in Lebanon. Sherene inspired me to relish in the specificities of history while at the same time not lose sight of the comparative implications of one’s research.

It chronicles the foundation and development of this intellectual milieu within the political Left, and how intellectuals interpreted leftist principles and struggled to maintain a fluid, ideologically non-rigid space, in which they incorporated an array of ideas and affinities, and formulated their own distinct worldviews. More broadly, this study is concerned with how intellectuals in the post-World War One period engaged with the political sphere and negotiated their presence within new structures of power. It explains the social, political, as well as personal contexts that prompted intellectuals embrace certain ideas. Using periodicals, personal papers, memoirs, and collections of primary material produced by this milieu, this dissertation argues that leftist intellectuals pushed to politicize the role and figure of the ‘intellectual’.

    June 24th, 2019 To: Executive Secretary, the Inspection Panel 1818 H Street NW, MSN 10 - 1007, Washington, DC 20433, USA REQUEST FOR AN INSPECTION ON THE IMPACTS OF THE BISRI DAM PROJECT IN LEBANON We, the Lebanon Eco Movement (LEM), are a network of 60 environmental NGOs advocating for sustainable development and the protection of the environment in Lebanon. The movement co- founded the Save the Bisri Valley Campaign in collaboration with the affected communities and a group of experts. LEM is also a member in the Arab Watch Coalition. In this request, we represent a group of residents and landowners whose addresses and signatures are enclosed below. We are also attaching a copy of a new petition that gathered more than 30,000 signatures (Annex Z.b). Our network submitted an earlier request for inspection on June 6th, 2018, and the Panel did not recommend investigation. While we acknowledge the Panel’s previous efforts to address our concerns, we believe that the first complaint was not satisfactorily answered. The Recommendation Report given by the Panel focused more on ensuring a checklist of studies is filled rather than evaluating the validity of the studies and, most importantly, the grave social, environmental and economic harms the project poses to Lebanon. Consequently, the Panel accepted inaccurate information and factual discrepancies provided by the Bank Management. Additionally, given the emergence of new evidence and circumstances, we are submitting a new request for inspection. Our concerns have been already conveyed to the relevant authorities and to the World Bank Management in Beirut. However, the concerns were either disregarded, or addressed with neglect and delay.

    i Houses built on sand ii Series editors: Simon Mabon, Edward Wastnidge and May Darwich After the Arab Uprisings and the ensuing fragmentation of regime– society relations across the Middle East, identities and geopolitics have become increasingly contested, with serious implications for the ordering of political life at domestic, regional and international levels, best seen in conflicts in Syria and Yemen. The Middle East is the most militarised region in the world, where geopolitical factors remain predominant in shaping political dynamics. Another common feature of the regional landscape is the continued degeneration of communal relations as societal actors retreat into substate identities, while difference becomes increasingly violent, spilling out beyond state borders. The power of religion – and trans- state nature of religious views and linkages – thus provides the means for regional actors (such as Saudi Arabia and Iran) to exert influence over a number of groups across the region and beyond. This series provides space for the engagement with these ideas and the broader political, legal and theological factors to create space for an intellectual reimagining of socio- political life in the Middle East. Sectarianism is further driven by the country’s confessional political system, which allots political positions based on religious affiliation. This has resulted in a religious/secular binary, defined by Omer and Springs, that causes non-sectarian fractures.

    Lebanon Roads and Employment Project Frequently Asked Questions 1. What is the Roads and Employment Project (REP)? The Lebanon Roads and Employment Project (REP) is a US$200 million project that aims to improve transport connectivity along select paved road sections and create short-term jobs for the Lebanese and Syrians. The REP was approved by the World Bank (WB) Board of Executive Directors in February 2017 and ratified by the Lebanese Parliament in October 2018. The Project is co-financed by a US$45.4 million grant contribution from the Global Concessional Financing Facility (GCFF) which provides concessional financing to middle income countries hosting large numbers of refugees at rates usually reserved for the poorest countries. The project is implemented by the Council for Development and Reconstruction (CDR) in coordination with the Ministry of Public Works and Transport (MPWT), noting that all the roads under the REP are under the jurisdiction of the MPWT. In response to the devastating impact of the economic and financial crisis and the COVID-19 pandemic on the agriculture sector and food security, the project was restructured in March 2021: a third objective was added and a US$10 million reallocation approved to provide direct support to farmers engaged in crop and livestock production (Please refer to questions # 18 to 26) 2. The success with which a social or political movement constructs and expresses the set of explanatory and normative beliefs and assumptions that make up its ideology can often translate into its competitive advantage over contending movements. In the modern nation-state, nationalist ideology, where nations are “imagined communities,” according to Benedict Anderson, is the most common form of political ideology that fabricates a collective intersubjective identity for a population and legitimates groups’ power. However, in Lebanon, sectarianism, where political ideology is tied to a specific religious community, is also a compelling narrative that has so often characterized the ideology of the myriad actors in Lebanese state and society. In the Lebanese political realm, sectarian and nationalist ideologies of organizations and movements both blend and compete with each other as elites vie for political power over populations. Authors of sectarianism often take a constructivist and instrumentalist approach in explaining the ideological power of sectarianism in Lebanon: Just as history demonstrates state leaders’ use of nationalist fervour in the pursuit of political power, sectarianism is also an ideology in which elites can play a manipulative role and exploit the religious identity of populations in order to further their own political goals (Cammett, 2014; Haddad, 2011; Salloukh, Barakat, Al-Habbal, Khattab, & Mikaelian, 2015; Wehrey, 2018).
