Este evento académico de primera magnitud contó con la presencia de expertos americanistas extranjeros, que en número de más de dos mil delegados se hicieron presentes en El Salvador. Como Secretaría de Cultura de la Presidencia, no podemos dejar pasar desapercibido un evento de tal magnitud en el que se discutió, se definió y se trazaron las líneas maestras no solo de una serie de procesos relacionados con los estudios americanistas del pasado reciente, sino también con la hoja de ruta que los expertos han diagnosticado para el corto, mediano y largo plazo, en lo relativo a todo el complejo interdisciplinario que abarca al continente americano en materia de arqueología, ciencias políticas, literatura, religión, demografía, lingüística, filo- sofía y antropología, entre otras disciplinas. Es así como surgió la iniciativa de ofrecer un número monográfico dedicado a las po- nencias más relevantes del Congreso, que de manera exclusiva ofrecemos a nuestros queridos y fieles lectores. En este punto, agradecemos la fineza del presidente de este 55.º Congreso Mundial de Americanistas, el maestro Walter Raudales, quien ofrece en este número una nota introductoria sobre el material aquí publicado. Se trata de ponencias magistrales como “Las migraciones. Causas y nuevas identidades”, del doctor Ramón Rivas; “Clasificación de las lenguas de Mesoamérica y algunas cuestiones de identidades”, del Dr. Lyle Campbell; “El aporte de la teología de la liberación a las revoluciones latinoamericanas”, del Dr. Héctor Ángel Ibarra; “Desafíos ante una sociedad en proceso de trans- formación: el reto de las antropologías del sur latinoamericanas”, del Dr. Esteban Krotz; así como de otras sobresalientes intervenciones: “El proceso de asentamiento de centroamericanos en enti- dades federativas de México, 2000-2010”, del Dr. Ricardo Becerra Pérez; “Ciudadanía autoritaria y la política de control de las violencias en América Latina”, de la Dra. Jenny Pearce, así como “La noción del Buen Vivir y el pensamiento altermundista”, de la Dra. Laura Collin Harguindeguy. REVISTA CULTURA 116 7 Es un corpus muy compacto que nos ofrece una interesante perspectiva de los problemas y desafíos a los cuales se enfrenta la americanística y sus estudios científicos en estos tiempos de Google, las pistas de internet y las nuevas tecnologías de la información y la comunicación, retornando siempre a los orígenes de su principal objeto de estudio: el hombre y la mujer ame- ricanos, sus realidades, sus procesos culturales y sus praxis políticas. A propósito del 194o aniversario de la Independencia de Centroamérica, también se in- cluye en este número el ensayo “Mujeres en la Intendencia de San Salvador en la lucha por un gobierno propio”, del investigador salvadoreño Carlos Cortez Tejada. No dudamos que este número responderá a muchas de las interrogantes que plantea la modernidad en nuestros lectores. Durante este trascendental congreso, desarrollado en la Uni- versidad Francisco Gavidia, se realizaron más de 200 simposios distribuidos en las siguientes áreas temáticas: antropología; arqueo- logía; lingüística y literatura; historia; arte y patrimonio cultural; derechos humanos y movimientos sociales; construcción de la paz y la reconciliación; migraciones; estudios económicos y sociales; polí- ticas y transformaciones del Estado; conflictos y reconstrucción de sistemas políticos; filosofía; educación; ciencias y medio ambiente; comunicación y nuevas tecnologías; estudios de género; cosmovi- siones y sistemas religiosos; simposios innovadores; y movimientos de jóvenes al margen del orden establecido. Capizzi, Ph.D. Vatican II’s Declaration on Religious Liberty, Dignitatis humanae (DH), poses the problem of development in Catholic moral and social doctrine. This problem is threefold, consisting in properly understanding the meaning of pre-conciliar magisterial teaching on religious liberty, the meaning of DH itself, and the Declaration’s implications for how social doctrine develops. A survey of recent scholarship reveals that scholars attend to the first two elements in contradictory ways, and that their accounts of doctrinal development are vague. The dissertation then proceeds to the threefold problematic. Chapter two outlines the general parameters of doctrinal development. The third chapter gives an interpretation of the pre- conciliar teaching from Pius IX to John XXIII. To better determine the meaning of DH, the fourth chapter examines the Declaration’s drafts and the official explanatory speeches (relationes) contained in Vatican II’s Acta synodalia. The fifth chapter discusses how experience may contribute to doctrinal development and proposes an explanation for how the doctrine on religious liberty changed, drawing upon the work of Jacques Maritain and Basile Valuet.

Procura explicar um denominador comum presente nas lembranças dos entrevistados: a relação direta entre comunismo e perse- guição à Igreja no México e na Espanha, com especial referência ao caso do martírio do Padre Miguel Pró, no México, visto como um herói anticomunista. Abstract: The current article analyzes statements by a small group of Roman Catholic priests from Rio Grande do Sul about catholic anti-communism. It intends to explain a common denominator among the memories of the group: the direct relationship be- tween communism and persecution to the Church in Mexico and Spain, with special reference to the martyrdom of Father Miguel Pró in Mexico, seen as an anticommunist hero.

The concern and sorrow which We feel at the present sad plight of human society at large in no way lessen Our special solicitude for Our beloved sons of the Mexican nation and for you, Venerable Brethren, who are the more deserving of Our paternal regard because you have been so long harassed by grievous persecutions. 2. From the beginning of Our Pontificate, following the example of Our Venerable Predecessor, We endeavoured with all Our might to ward off the application of those constitutional statutes which the Holy See had several times been obliged to condemn as seriously derogatory to the most elementary and inalienable rights of the Church and of the faithful. With this intent We provided that Our Representative should take up his residence in your Republic. 3. But whereas other Governments in recent times have been eager to renew agreements with the Holy See, that of Mexico frustrated every attempt to arrive at an understanding. On the contrary, it most unexpectedly broke the promises made to Us shortly before in writing, banishing repeatedly Our Representatives and showing thereby its animosity against the Church. Thus a most rigorous application was given to Article 130 of the Constitution, against which, on account of its extreme hostility to the Church, as may be seen from Our Encyclical Iniquis afflictisque of November 18, 1926, the Holy See had to protest in the most solemn manner.
