No. 71-21 INTRODUCTION During the last ueven years, vast strides have been made in the area of mass communications. These developments have helped to create public interest in and awareness of world and local affairs. Resulting directly from this, the field of educational media has developed. Recognizing the need foi: greater economy and efficiency, educational institutions have been required to account for more of their methods and to make classroom instruction more meaningful and relevant. One of the major ways of doing this has been through the judicious use of educational media techniques, such as closed tircuit television, dial-access information retrieval systems, computer assisted instruction, audio cassettes and film pro- jection. These media techniques provide the teacher with more ways of communicating with his students in audition to his standard lecture and blackboard methc,ds. Various educational 7edia techniques are appropriate with all sizes of classes, from the large group of a few hundred to the individual work- ing on his own. Regardless of the manner of -use, these tech- niques provide students with information of all kinds each having a different effect on one or more of the senses. This report describes the educational media involvement in the Comprehensive Manpower Development System of Prince Edward Island NewStart Inc. (P.E.I. NewStart Inc., 1970). The report is divided into two sections, one dealing with the use of educational media as a resource program and the other dealing with an exposure program designed by the media specialist. 1 2-A OBJECTIVES The overall objectives of educational media techniques are to provide the teacher with a greater variety of instruc- tional methods with which to improve teacher-student communica.r. tions. The specific objectives of the educational media in this project were to: a) improve the students' understanding of directions and information given by the instructor, and to promote greater discussion between the students and the instructor; b) increase the level of student interest and moti- vation by providing a more stimulating learning environment; c) Improve the student's ability to acquire and perform skill operations by providing a means of repetitive drill of a uniform, high quality; d) make the students more aware of the assets and facilities in this environment. PROGRAM DESCRIPTION A. Resource Program. Personal resources of the educational media depart- ment of Prince Edward Island NewSta.rt Inc. were involved in various traditional activities, among them were the following: 2 3 1) Acquirin3 16 mm. films and pre-:recorded video tapes for applicable programs, e.g. Ford Motor Company films for automotive programs and National Instructional Television Center (Indiana) for Basic Education Programs. 2) Locating new media materials for each subject area, e.g. CBC Learning Systems Audio Tapes on credit buying fur ?re Employment Skills Training (P.E.S.T.). 3) Providing current media reference information and catalogues.for instructional staff. 4) Recommending the purchase of specific materials and equipment, e.g. Super 8 mm. film loops and projector for automotive skills training. 5) Providing technical expertise on tape recording and duplication procedure for Adult Basic Educa- tion Literacy Program. Through consultation with program designers, the follow- ing media techniques were incorporated into their programs. 1) Overhead transparencies were used as an instructional tool in the mathematics and PEST programs. 2) Super 8 mm. single concept film loops were pre- pared by the department for male nursing attendants program. 3) Video tape productions and mirror television techniques were used for PEST programs.

    Veterans Recognition Awards Recipients 2016 – Short Bios LCdr Rob Alain In 1985, LCdr Rob Alain enrolled in the Regular Force of the Royal Canadian Navy as a Supply Technician. Following basic training at HMCS Cornwallis, NS, and trade training at CFB Borden, ON, he was posted to CFB Halifax, NS. Posted aboard HMCS PRESERVER from 1987 until 1990, he also served at CFB Greenwood, NS, (1990-1994), CFB Gagetown, NB, (1994-2000), and CFB Cold Lake, AB, (2000-2004). Promoted to Petty Officer, 1st Class in 2003, he was reassigned to the Royal Canadian Air Force and posted back to CFB Greenwood. In 2006 he was promoted to Master Warrant Officer and served at 12 Air Maintenance Squadron (AMS), 12 Wing Shearwater, NS as the Supply Administration Officer. In 2007, he transferred to the Air Reserve and was commissioned to the rank of Captain, serving as the Logistics Officer at 12 AMS Shearwater. In 2008, he moved to Prince Edward Island, and in 2010 transferred to the Canadian Forces Maritime Command Primary Reserve List (MARCOM PRL) and was attach posted to HMCS QUEEN CHARLOTTE as the Ship’s Logistics Officer. Appointed Executive Officer (XO) in July 2013, in February 2014, he transferred from the RCN PRL to the Naval Reserve (NAVRES). In July 2015, he was appointed Commanding Officer of HMCS Queen Charlotte. LCdr Alain has also completed two UN tours to the Golan Heights, and currently serves as Honorary Aide-de-Camp for the Lieutenant-Governor of PEI. Savoie Canadian Institute for Research on Regional Development University of Moncton Moncton, NB ElA 3E9 Dramatic events, throughout the world in recent years, have led the Govem­ ment of Canada to rethink its military strategy and to consider closing down sorne military baSes and' realigning others. World events, however, are not the only forces at play. Canada's difficult fiscal situation is also pushing the Canadian govemment to downsize and restructure its forces and to reduce defence spending. There is strong pressure on the federal govemment to repair its balance sheet by cutting spending, with many observers suggesting that there is limited room left to increase or add new taxes. The cost to taxpayers of rnaintaining military bases is high at $4.5 billion in 1992-93 as reported by the Department of National Defense (DND) officials in November, 1993. Yet, closing a base is not an easy matter, even if it makes sense from a strictly military perspective. Communities housing a military base invariably fight any attempt to close "their" base. Indeed, a "Save Our Base" committee is sure to spring up at the first hint that such a proposal is in the wind. The community, however, is not likely to point to military requirements to make the case to keep its base open. Rather, it will predict invariably eCOll­ omic disaster for itself if the base closes. Il will also argue for its fair share of military spending and draw notice to other communities, provinces and regions already receiving more than their share.

    Canada Aviation Museum Exhibit Boeing-Vertol CH-113A Labrador Canadian Armed Forces Serial No. 11301 Introduction Beginning in 1963, the Canadian air force and army began receiving new turbine powered helicopters. The helicopters selected were two Canadianized versions of Boeing’s CH-46A Sea Knight, a proven workhorses of the United States Marine Corps and US Navy. The air force received six utility models beginning in 1963 for their search and rescue (SAR) role and which were designated the CH-113 Labrador. Twelve aircraft designated the CH-113A Voyageur were delivered to the army beginning in 1964 to meet their tactical airlift role. The Canada Aviation Museum's Boeing-Vertol, CH-113A Labrador (originally a CH-113) Serial Number 11301 helicopter had a long and distinguished career in meeting the needs of the Canadian Armed Forces (CAF) and the Canadian people. It was purchased in 1963 and was the first turbine powered helicopter acquired by the Royal Canadian Air Force (RCAF) serving primarily in the SAR role. Retired in 2004, the museum’s aircraft was also the last of its type in service in Canada. It had thousands of missions to its credit and 17 625 hours on the airframe. During its service life, No.11301 was involved in many life-saving search and rescue missions, some of which are described here, as well as a brief outline of its development and service history up to its transfer to the Museum 27 July 2004. It should be noted that the Labrador and Voyageur shared a common two digit serial number prefix within the serial range assigned to each aircraft.

    CANADA AVIATION AND SPACE MUSEUM AIRCRAFT McDONNELL DOUGLAS CF-18B HORNET RCAF HORNET SERIAL CF188901 INTRODUCTION The McDonnell Douglas (now Boeing) CF-18 Hornet (official military designation CF-188) is a Canadian Forces / Royal Canadian Air Force (CF / RCAF) jet fighter aircraft based on the American-made F/A-18 Hornet fighter. In 1980, the CF-18 was selected as the winner of Canada’s New Fighter Aircraft (NFA) competition, and a production order was awarded. The Canadian Forces began receiving the CF-18 in 1982. CF-18s have since routinely supported North American Air Defence (NORAD) Command air sovereignty patrols in North American and North Atlantic Treaty Organization (NATO) missions in Europe. The fleet has also participated in combat operations during the Gulf War in 1991, the Kosovo Air Campaign in the late 1990s, and also as part of the Canadian contribution to the international Libyan no-fly zone in 2011. By the time the CF-18 fleet is fully retired sometime in the 2020 timeframe, the type will have seen 40+ years of front-line operations. The use of the CF-18 Hornet in CF / RCAF service has been exclusively as a land-based fighter, which is slightly unusual in that the original F/A-18 Hornet design was intended to be a carrier- based naval fighter. Canada was the first nation to select the aircraft type for more conventional operations but other nations quickly followed suit.
