Agenda Item * For publication Bedford Borough Council – off Agenda approval October 2013 Report by the Portfolio Holder for Education and the Executive Director for Children’s Services, Schools and Families Subject: ACCEPTANCE OF GRANT TO IMPLEMENT THE CHILDREN AND FAMILIES BILL 1. Executive Summary This report relates to implementation of the Children and Families Bill (2013) which is expected to become the Children and Families Act in September 2014. The Bill changes the statutory framework in relation to Children with Special Educational Needs (SEN). The Council will have a duty to develop and implement the new legislation for more than 700 young people with Statements of SEN in a significantly changed way. The new approach is called the Education Health and Care Plan (EHCP) often referred to as the ‘single plan.’ The Local Authority will have a duty to publish a local offer, embed joint commissioning, offer personalised budgets, develop a key worker role and develop a new statementing process. In addition, the new legislation brings together two statutory frameworks for pre and post 16 and the Borough will therefore have to extend its responsibilities to assessing and monitoring Education, Health and Care Plans (EHCP) for young people in education and training up to 25 years (Appendix A) The implementation of the single plan will inform key judgements made by Ofsted. It is critical that the council utilises this funding stream to deliver the change required. 2. Recommendations 2.1 The Mayor is requested to consider the report and, if satisfied, approve acceptance of the Grant which will provide capacity to prepare and deliver our new legal obligations. -

To further the relationship between UCN and MHCLG, the services of an independent consultant have been engaged to further work on the unique offer that UCN can make to MHCLG in the furtherance of joint ambitions. Descendants of Sampson Toovey and Katherine Shrimpton of Amersham
DESCENDANTS OF SAMPSON TOOVEY AND KATHERINE SHRIMPTON OF AMERSHAM January 2017, revised August 2017 1 PREFACE This research was undertaken at the request of the Curator of Amersham Museum, Emily Toettcher, who wanted information about the Toovey family members who had lived in the building that now houses the museum. It was very soon apparent that much investigation had already been carried out. The trigger- factor was probably the death of Ronald Frank Toovey on 14 August 1980 in Wycombe Hospital. He was the last survivor of the four children of Frederick Samson Toovey and Sarah Ann Clare. He was unmarried, childless and intestate and, although his solicitors twice attended to try to get a Will drawn, it was too late. The solicitors commissioned a genealogist to act as heir hunter and eventually heirs were identified and the estate distributed. This seems to have generated interest in their ancestry among the descendants of Ronald Frank’s grandfather Henry Toovey (1822-1910). At that time there was considerable interest also in exploring the capabilities of computers for storing and analysing genealogical data. The Toovey family featured in an article in Computers in Genealogy in March 1993 1. In 1995 Richard Boyles wrote Toovey’s in Amersham, My Family History and kindly presented a copy to Amersham Museum. While carrying out this research he became aware of Dr DW Jopling who two years later would publish The Descendants of Toovey of Watlington, born ca 1540. A copy of this, accompanied by a roll pedigree, is in the Library of the Society of Genealogists in London. -

Fuel poverty in England is measured using the Low Income High Costs (LIHC) indicator, which considers a household to be fuel poor if: they have required fuel costs that are above average (the national median level); and were they to spend that amount, they would be left with a residual income below the official poverty line.1 1.2. Nationally the 2015 figures for England estimate that 2.5 million households suffer from fuel poverty, 11% the total.2 Living in a cold home doubles the risk of respiratory problems in children; increases the risk of minor illnesses; exacerbates existing conditions such as arthritis and is associated with 3 times the level of excess winter deaths as the warmest homes.3 1.3. Action on Energy Cambridgeshire is a collective of the city and district councils that work together for mutual benefit in addressing fuel poverty. We welcome the introduction of Flexible Eligibility as part of the Energy Company Obligation (ECO) as it will allow us to support additional vulnerable households under broader criteria. 1.4. Fuel Poverty is a serious concern in our county and affects over 19,000 households4 contributing to more than 800 Excess Winter Deaths on average each year.5 Although our collective actions helped reduce fuel poverty across the county by an estimated 1468 households from 2013-2015 however there is still more to be done. -

Accessibility across UK Local Authorities Socitm and Sitemorse collaboration – supporting BetterConnected Introduction Digital accessibility regulation is challenging to manage and is negatively impacting those for whom the rules should be assisting. Public sector bodies must deal with accessibility, against a timetable. Now with a specific timeline in relation to the public sector achieving accessibility compliance for their websites, we have summarised our Q3 / 2019 results, reporting the position across the sector. For over 10 years Sitemorse have been in partnership with Socitm, working on numerous initiatives including BetterConnected. Sept. 29th 2019 | Ver. 1.9 | Release | © Sitemorse In Summary. For the Sitemorse 2019 Q3 UK Local Government INDEX we assessed over 400 authority websites for adherence to WCAG 2.1. The INDEX was compiled 37% following some 250 million tests, checks and measures across nearly 820,000 URLs. 17% Comparing the Q3 to the Q2 results; 49 improved, 44 dropped, with the balance remaining the same. Three Local Authorities achieved a score of 10 (out of 10) for accessibility. It’s important to note that the INDEX covers the main website of each authority. The law applies to all websites operated, directly or on behalf of the authority. 46% The target score is 7.7 out of 10. • Pages passing accessibility level A: 87.11% • Pages passing accessibility level AA: 12.2% • Of the 3,550 PDF’s 56.4% PDF’s passed the accessibility tests. Score 10 - 7 Score 5 - 6 Score 1 - 4 It is important to note that this score is for automated tests; there are still manual tests that need to be performed however, a score of 10 demonstrates a thorough understanding of what needs to be done and it is highly likely that the manual tests will pass too. -

Leicester City Council Overview & Scrutiny Handbook Publication Agreed at Overview Select Committee of 22/09/12 Introduction by Chair of Overview Select Committee I want scrutiny to be as effective as possible in Leicester City Council and this Handbook will help to achieve that. It is designed to help all those involved in scrutiny. To do this we have tried to pull together in one place all of the current information about scrutiny. It contains advice, guidance, and the rules and regulations governing how scrutiny works. For me scrutiny has three main purposes: holding the City Mayor to account, holding the council and other organisations to account and generating ideas and policy. These functions are important in ensuring that the Council is run democratically by involving all members and providing the primary checks and balances on the power of the City Mayor and his cabinet. Scrutiny Commissions will look at the expenditure, administration and policy of the cabinet portfolio they cover. All members should be involved in scrutiny. Members of Scrutiny Committees will involve themselves and contribute to the work of their committee. Executive members will attend, answer questions, explain decisions and policy and the strategy they are pursuing. Officers will attend and be prepared to brief members and answer questions about finance, administration and policy. The spirit of scrutiny should be that of genuine enquiry in our efforts to improve the council and the city for all its citizens. Scrutiny should be conducted without fear of consequences or promise of favour.
