And, the Nepali civil society has come out strongly against the newly published political maps of India, prepared a new map of Nepal, showing the whole of the territory east of Mahakali River (about 400 sq. km) as Nepalese land on the basis of Treaty of Sugauli signed in 1816 by East India Company of Great Britain and Raja of Nepal. An analysis of the maps, so far available, shows that changes have been made in the names of the river and places, and there is cartographic aggression and manipulation by India in relation to Mahakali River and its boundary with Nepal’s northwest. It has also been found that Nepal has published a map in the past showing its international boundary without any basis of the treaties and other historical documents. Analysis clearly shows that the river originating from Limpiyadhura is the Mahakali (called Kalee/Kali River) as per Article 5 of the Sugauli treaty and it forms the international boundary between the two countries.     Govt in backdoor talks with left on guv choices The government has expedited backdoor negotiations with the left alliance for appointing governors for the seven provinces in consensus with the alliance, postponing a scheduled cabinet meeting to Wednesday. The cabinet meeting was to have been held Tuesday afternoon. According to highly placed sources, the government has asked the left alliance to recommend three of the governors--two from CPN-UML and one from CPN (Maoist Center)--for appointment by the cabinet meeting now scheduled for 9 a.m. Wednesday. The sources further claimed that the ruling Nepali Congress (NC) for its part would recommend three governors also. The Madhes-based parties would recommend the governor for Province-2. Commerce Minister Min Bahadur Biswakarma, who is among those in Prime Minister Sher Bahadur Deuba's inner circle, admitted that the cabinet meeting was postponed with a view to taking the left alliance into confidence before the decision on governors. “The prime minister has been making a last-ditch effort to bring the UML, the Maoists and also the Madhes-based parties on board before appointing the governors,” Biswakarma told Republica. However, he didn't go into details. According to sources, Prime Minister Deuba has deployed party leaders Bimalendra Nidhi and Krishna Sitaula for negotiations with the left alliance. UML leader Bishnu Paudel and some others have also been involved in the negotiations for governatorial appointments. UML has staked a claim to at least three governors, said the sources. According to a legend, they got their name from a warrior saint, Guru Gorkhanath, who lived 1200 years ago. He had predicted that his people would become world famous for their bravery. The word Gurkha also comes from the name of a city, Gorkha, in western Nepal. Britain tried to invade Nepal when it was trying to conquer the northern parts of India. The British soldiers had fine rifles whilst the Ghurkas were armed only with their traditional knives called Kukris. But the Nepali soldiers were such courageous and clever fighters that the British soldiers could not defeat them, After six months of fighting, Britain decided to make peace with Nepal. The British army began to recruit Gurkha soldiers because they wanted them to fight on their side. Since that day, the Ghurkas have fought alongside British troops in every battle across the world. Nepal became a strong ally of Britain. One hundred thousand Gurkhas fought in the First World War. They fought and died in the battlefields of France in the Loos, Givenchy, Neuve Chapelle and Ypres as well as many other countries. Again the whole of the Nepali army fought for Britain during the Second World War. There were 250,000 Gurkha in total. The were used by the British to put down revolts in India. Gurkhas fought in Syria, North Africa, Italy, Greece and against the Japanese in Singapore and in the jungles of Burma.

    47 TRENDS OF WOMEN'S CANDIDACY IN NATIONAL ELECTIONS OF NEPAL Amrit Kumar Shrestha Lecturer (Political Science) Mahendra Multiple Campus, Dharan [email protected] Abstract The study area of this article is women's candidacy in national elections of Nepal. It focuses on five national elections held from 1991 to 2013. It is based on secondary source of data. The Election Commission of Nepal publishes a report after every election. Data are extracted from the reports published by the Election Commission and analyzed with the help of the software SPSS. This article analyzes only facts regarding the first-past-the-post (FPTP) electoral system. Such a study is important in order to lead to new affirmative action policies that will enhance gender mainstreaming and effective participation in all leadership and development processes. The findings will also be resourceful to scholars who are working in this field. The findings from this investigation provide evidence that the number of women candidates in national elections seems almost invisible in an overwhelming crowd of men candidates. The number of elected women candidates is very few. Similarly, distribution of women candidates is unequal in geographical regions. Where the human development rate is high the number of women candidates is greater. The roles of political parties of Nepal are not profoundly positive to increase women's candidacy. Likewise, electoral systems are responsible to influence women‟s chances of being elected. FPTP electoral system is not more favorable for women candidates. This article recommends that if a constituency would reserve only for women among three through FPTP then the chances of 33 percent to win the elections by women would be secured.

' ABSTRACT India owes to Lala Har Dayal a great debt of gratitude. What he did intotality to his mother country is yet to be acknowledged properly. The paradox ridden Har Dayal - a moody idealist, intellectual, who felt an almost mystical empathy with the masses in India and America. He kept the National Independence flame burning not only in India but outside too. In 1905 he went to England for Academic pursuits. But after few years he had leave England for his revolutionary activities. He stayed in America and other European countries for 25 years and finally returned to England where he wrote three books. Har Dayal's stature was so great that its very difficult to put him under one mould. He was visionary who all through his life devoted to Boddhi sattava doctrine, rational interpretation of religions and sharing his erudite knowledge for the development of self culture. The proposed thesis seeks to examine the purpose of his returning to intellectual pursuits in England. Simultaneously the thesis also analyses the contemporary relevance of his works which had a common thread of humanism, rationalism and scientific temper. Relevance for his ideas is still alive as it was 50 years ago. He was true a patriotic who dreamed independence for his country. He was pioneer for developing science in laymen and scientific temper among youths.
