Public-Private Partnership Impact Stories India: Patna (Bihar) Hospital PPP Located in eastern India, Bihar is a low income state (LIS) with around 104 million people. According to the Government of India (GoI), over half the population is Below Poverty Line (BPL). In addition, the public health services in Bihar face severe constraints, especially lack of affordable specialty/tertiary care services. There are substantial gaps in health sector infrastructure and essential health requirements, including qualified staff, equipment, drugs, and consumables. As a result, people in the state have to travel to other states for their treatment. To help the state govern- ment improve access to, and availability of, advanced and affordable healthcare, IFC provided advisory assistance to the Government of Bihar and the state’s Infrastructure Development Authority (IDA), to structure and implement a public-private partner- ship (PPP) aimed at building, operating, and maintaining a greenfield super-specialty hospital in Patna, the capital city of the State of Bihar. The project was awarded on a competitive bid process to Global Health Patliputra Private Limited (GHPPL), a unit of Medanta the Medicity, one of India’s largest multi- super specialty hospitals. The concession agreement was signed with GHPPL on 22nd August 2015. The developer will develop the 500 bed super specialty hospital on Design, Build, Finance, Operate, & Transfer (DBFOT)) basis for a concession period of 33 years. This series provides an overview of public-private partnership stories in various infrastructure sectors, where IFC was the lead advisor. Bangladesh and Bangladesh-U.S. Relations Updated October 17, 2017 Congressional Research Service https://crsreports.congress.gov R44094 Bangladesh and Bangladesh-U.S. Relations Summary Bangladesh (the former East Pakistan) is a Muslim-majority nation in South Asia, bordering India, Burma, and the Bay of Bengal. It is the world’s eighth most populous country with nearly 160 million people living in a land area about the size of Iowa. It is an economically poor nation, and it suffers from high levels of corruption. In recent years, its democratic system has faced an array of challenges, including political violence, weak governance, poverty, demographic and environmental strains, and Islamist militancy. The United States has a long-standing and supportive relationship with Bangladesh, and it views Bangladesh as a moderate voice in the Islamic world. In relations with Dhaka, Bangladesh’s capital, the U.S. government, along with Members of Congress, has focused on a range of issues, especially those relating to economic development, humanitarian concerns, labor rights, human rights, good governance, and counterterrorism. The Awami League (AL) and the Bangladesh Nationalist Party (BNP) dominate Bangladeshi politics. When in opposition, both parties have at times sought to regain control of the government through demonstrations, labor strikes, and transport blockades, as well as at the ballot box. Prime Minister Sheikh Hasina has been in office since 2009, and her AL party was reelected in January 2014 with an overwhelming majority in parliament—in part because the BNP, led by Khaleda Zia, boycotted the vote. The BNP has called for new elections, and in recent years, it has organized a series of blockades and strikes. -

SELF-DETERMINATION OUTSIDE THE COLONIAL CONTEXT: THE BIRTH OF BANGLADESH IN RETROSPECTt By VedP. Nanda* I. INTRODUCTION In the aftermath of the Indo-Pakistan War in December 1971, the independent nation-state of Bangladesh was born.' Within the next four months, more than fifty countries had formally recognized the new nation.2 As India's military intervention was primarily responsible for the success of the secessionist movement in what was then known as East Pakistan, and for the creation of a new political entity on the inter- national scene,3 many serious questions stemming from this historic event remain unresolved for the international lawyer. RESPONSE 1. Are Hindus a minority religion in Bangladesh? Hindus constitute approximately 10 percent of the population in Bangladesh making them a religious minority. Sunni Muslims constitute around 88 percent of the population and Buddhists and Christians make up the remainder of the religious minorities. The Hindu minority in Bangladesh has progressively diminished since partition in 1947 from approximately 25 percent of the population to its current 10 percent (US Department of State 2006, International Religious Freedom Report for 2006 – Bangladesh, 15 September – Attachment 1). 2. How are religious minorities, notably Hindus, treated in Bangladesh? In general, minorities in Bangladesh have been consistently mistreated by the government and Islamist extremists. Specific discrimination against the Hindu minority intensified immediately following the 2001 national elections when the Bangladesh Nationalist Party (BNP) gained victory with its four-party coalition government, including two Islamic parties. -

Empirical research with this ‘community’ as it negotiates the lines drawn between legal status and statelessness captures an important historical moment. It represents a critical evaluation of the way ‘political space’ is contested at the local level and what this reveals about the nature and boundaries of citizenship. The thesis argues that in certain transition states the construction and contestation of citizenship is more complicated than often discussed. The ‘crafting’ of citizenship since the colonial period has left an indelible mark, and in the specificity of Bangladesh’s historical imagination, access to, and understandings of, citizenship are socially and spatially produced. -

They can- not vote. They cannot get jobs in most professions. They cannot own property or obtain a passport. These “stateless” people frequently face discrimination, harassment, violence, and severe socioeconomic hardship. due to their status, they are often denied access to even the most basic healthcare and education that is available to citizens in the same country. The Biharis of Bangladesh are one such stateless population. Ban- gladesh has hosted 240,000–300,000 Biharis (also called stranded Pakistanis) since the civil war between east and West Pakistan and the creation of Bangladesh in 1971. neither Pakistan nor Bangla- desh claims Biharis as citizens. in november 2004, refugees international visited 11 Bihari camps in Bangladesh. Carmen Brandt Why Dots and Dashes Matter Writing Bengali in Roman Script A friend recently sent me a photo of an Indian restaurant called “Vagina Tandoori” and asked for my ‘official statement’ as a scholar of South Asian studies. After we had had a good laugh – as many other Internet users had before us – I was not shy of providing an answer, as I explained the potential reason behind this awkward name: the restaurant owners could be of Bengali origin and might have transcribed the Bengali term ভািগনা/bhāginā1 “nephew”2, the way they thought it should be written in Roman script. I have come across this transcription several times in Bangladesh. Beyond that, a male colleague of mine regularly gets emails from his “vagina”, i.e. from a friend in Bangla- desh who is much younger to him and refers to himself as his “nephew”. Even though the awkward restaurant name turned out to be a hoax,3 the writing of South Asian lan- guages – especially Bengali – in Roman script is, nonetheless, often a challenge. Hence, this essay reflects on these challenges, discusses in general why South Asian languages are often written in Roman script, and which options might be best to do so. The Roman Script – a Symbol of Colonial Conquest As I have already discussed in detail (Brandt 2020), in South Asia, the Roman script is often perceived as a symbol of foreign domination in past and present.
