Reynolds, General Manager Department of Transportation Subject: NextGen Bus Study / Operational and Infrastructure Improvements / Reliable Service SUMMARY In response to direction in Council File (CF) 19-0885, this report provides an update on the NextGen Bus Speed Engineering Working Group, a joint effort between the Los Angeles Department of Transportation (LADOT) and the Los Angeles County Metropolitan Transportation Authority (Metro). The working group has identified its first priority corridors for improvement and is conducting community engagement. RECOMMENDATION That the City Council RECEIVE and FILE this report. BACKGROUND On September 17, 2019, Council directed LADOT to convene a monthly NextGen Bus Working Group (Working Group) with Metro and provide quarterly updates to the Transportation Committee, starting in October 2019. The working group developed a list of priority bus-supportive infrastructure projects to support Metro's NextGen bus service plan, with an emphasis on near-term improvements implemented concurrently with each phase of NextGen. Starting in October 2019, the working group established a regular meeting schedule to identify and prioritize corridors for infrastructure improvements, develop project scopes, and determine outreach strategies. LADOT will continue to provide quarterly updates on the coordination to the Council. DISCUSSION The Working Group identified several available tools to improve bus speed and reliability throughout the City. The NextGen Bus Plan identifies priority corridors based on ridership and travel time, and the Working Group will recommend tools based on the specific needs of each corridor.

    Project Description Marengo Siding Extension Project Project Description Project Overview The Southern California Regional Rail Authority (SCRRA) is proposing the Marengo Siding Extension Project (Project) to upgrade Metrolink's current regional passenger rail services along its existing San Bernardino Line. The Project includes new rail infrastructure that would be constructed almost entirely within SCRRA’s existing right-of-way (ROW) in the City of Los Angeles, with a small portion (approximately 20 linear feet) extending into unincorporated Los Angeles County. Project Goals and Objectives The Project improvements would allow for half-hourly peak and hourly off-peak bidirectional service, and adds a third train into the busiest hour in the peak direction of the morning and afternoon commuter flows along Metrolink’s San Bernardino Line, which currently averages 10,299 daily riders (HDR 2019). The Project includes the following objectives: Objective 1: Improve safety and reliability of the existing rail system Objective 2: Increase capacity along the existing rail corridor Project Location The Project is on Metrolink’s San Gabriel Subdivision and would extend from MP 2.1 to MP 3.1, terminating north of Interstate 10 (I-10). The Project lies in the vicinity of the Los Angeles County+USC Medical Center and California State University, Los Angeles (Cal State LA), west of the Cal State LA Station. Figure 1 shows the regional location of the Project, while Figure 2 shows the Project location. Project Components The Project would extend the existing Marengo Siding by approximately 3,325 feet east, resulting in a total siding length of 10,250 feet.
